SUBJECT : Lupon Members Training Seminar

This refers to your memorandum dated August 3, 2015 adressed to all members of
Lupon Tagapamayapa. As your Vice Chairman of our Barangay’s Lupon Tagapamayapa, please
be reminded that in our August 1, 2015 meeting. wherein you are physically present, the
matter regarding the above-captioned subject was already taken up and agreed to be
conducted anytime within this month of August, 2015. You have likewise informed us that you
have already referred the matter to DILG.

Your Lupon Memorandum 15/012 dated August 03, 2015 seems mute and academic. I
find it irrelevant. To refresh you further regarding the subject matter, allow me to enumerate
the following dates and events relative thereto, to wit;

1. April 05, 2014 - Lupon meeting, proper training and providing appropriate
equipments for all members were discussed by the Punong Barangay in order to
enhance performance of Lupon’s duties and responsibilities;

2. May 10, 2014 - Lupon’s minutes of the meeting submitted, show that training and
seminar should be conducted soonest to properly handle Barangay cases;

3. June/July 2014 - Traffic rerouting and most outstanding tricycle driver/operators

were prioritized;

4. August 02, 2014 - minutes of the meeting submitted show that September 18,
2014 was recommended for Lupon’s training and workshop. Lupon’s projected
BUDGET required for 2015 was also submitted. This included expenses for trainings
and seminars;

5. Sept/Dec, 2014 - training/seminar for the Lupon was never scheduled nor
conducted;

6. January 10, 2015 - Re-organization was conducted. The new set of officers were
elected and approved ‘en banc’. Undersigned was elected as Lupon’s Vice Chairman.
Katarungnang Pambarangay. Moreover, Lupon’s handbook was also promised to be
distributed, but to no avail;
 7. March 07, 2015 - Lupon’s internal elected officers’ duties and responsibilities were
approved;

8. March 28, 2015 - PB Atty. V.S. Ferrer II instructed and gave permission to Lupon
member Camilo Villanos (as liason officer) to coordinate with DILG regarding the
said training /seminar. It so happens that a retired DILG legal officer who conducts
said training/seminar was a friend and HS batch mate (Atty. Quinn Quindara) and
was also recommended as the resourse person. A proposed expense budget was
futher instructed to be submitted (all complied with as of date);

9. May 09, 2015 - Mr. C. Villanos reported, in Lupon’s regular meeting, that as per
DILG, as a rule states, the request for training/seminar should originate from a
Barangay assigned Kagawad and not from any Lupon member. Hence, PB Ferrer
assigned Atty. Peralta, who was present during the Lupon’s session, to coordinate
with DILG for the said purpose; and

10. June/July 2015 - No update was provided by Atty. Peralta regarding any scheduled
training / seminar for the members of the Lupong Tagapamayapa, as of date.

For all intents and purposes, all actions made by any member of the Lupon
Tagapamayapa regarding this subject matter were generally originated from your bright
ideas and instructions.
