II. Program Background and Rationale

As stipulated in Regional Memorandum 287, s.2017, on Succession


Planning and Development, the department supports the development and
operations of the said activity for organizational effectiveness.

Through this training activity, the school officials can guide every
employee on their career path and be able to realize the importance of each
position. This will also guide the them on the provision of appropriate
interventions that will help the employee improve themselves for effective
delivery of services and on putting the right people in the right position.

This intervention is based from the bottleneck of Human Resource


Development Section which is Succession and Exit. This KRA was not given
enough attention in the past years. It was also noted that almost every year
there was an exit of employees as their serviceable years had expired, and it
is also expected that early retirement will happen in the coming years. In two
to three (2-3) year-time, school heads and teachers handling key positions in
schools may retire and problems could possibly arise.

Employee turnover in an organization is inevitable, and it is a must for


an organization to be ready for any changes in any critical position. The
availability of the succession and exit plan then becomes very significant. The
organization has to be equipped with a mechanism which main focus is
people development, with this premise, the Bunducan National High School
thru the District Learning and Development will conduct a Capability Building
on Career Development and Succession Management on January 27-28,
2021 via traditional face to face training.

The conduct of the above-mentioned activity is indeed a felt need in the


entire SDO Batangas and that the summary of LDNA findings and
recommendations is no longer necessary to be attached.

III. Program Description

One of the main functions of the Human Resource Development


Section of the Division Office is to ensure the availability of competent
education leaders in the field through the district offices specifically the District
Supervisors. They are the ones providing technical assistance to schools and
learning centers within the division. However, there is this potential problem
when turnover of employees happens. Turnover in any organization is
inevitable and it is imperative that the organization is ready for any changes in
any crucial positions.

This activity will also address the bottleneck of HRDS to better improve
the career development and succession management of the organization.

In adherence to the coverage of professional standards of the initiated


capability building as stipulated in DepEd Order No.1, s. 2020 entitled
“Guidelines for NEAP Recognition on Professional Programs and Courses for
Teachers and School Leaders”.

This capability building is under Domain 4, Developing Self and others


with strand number 4-Professional Development. It is focused on addressing the
career development and succession management of the Chiefs of the CID
and SGOD, Education Program Supervisors, Public Schools District
Supervisors, Unit/Section heads and Senior School Heads.

IV. Target Learners’ Description

Aside from School Head, all teachers will be the participants in this
training.

 Organizational outcome: Every employee will be guided on their career


path and be able to realize the importance of each position. This will also
guide the top management on the provision of appropriate interventions
that will help the employee improve themselves for effective delivery of
services and on putting the right people in the right position
 Outputs: Career Development and Succession Management Program
 Competencies: Crafting Succession Management Program anchored to
PRIME- HR and using management tools to evaluate succession
management program

VI. Program Learning Objectives

Terminal Objectives

At the end of the sessions, participants will understand the key


components needed in installing a succession management program within
the organization.

Enabling Objectives:
1. Have a clear concept of Succession Management and its importance;
2. Identify the steps to effective Succession Management;
3. Apply the steps to effective Succession Management in crafting
Succession Management Program and its link to PRIME -HR; and
4. Use Management tools to evaluate succession management
program.

VII. Workplace Application Project or Job-Embedded Learning

The participants will be guided on their career path and be able to


realize the importance of each position. This will also guide the top
management on the provision of appropriate interventions that will help the
employee improve themselves for effective delivery of services and on putting
the right people in the right position.

VIII. Detailed Activity Implementation Plan

A session matrix including topics, persons involved and time is properly


planned for the effective implementation of this school-based training.
