PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps began working in Myanmar in 2008 to help communities recover from the devastating damage of
Cyclone Nargis. Our overarching goal is to enable communities to determine their future through inclusive and
equitable access to opportunities, leading to peace and prosperity. We approach our work through a resilience lens,
to ensure households and communities are able to manage a myriad of shocks and stresses that threaten these
outcomes.
In the Southeast, among its numerous programs, Mercy Corps is supporting humanitarian assistance that supports
internally displaced and host communities to better meet their basic needs and have improved agency in their
ability to cope with current and future shocks and stresses.

GENERAL POSITION SUMMARY:


The MEL Assistant will support the MEL functions of the program and the MEL team with relationships with
partners, coordination with stakeholders, data collection, and implementation of mechanisms to track, analyze and
report on results and monitor markets. They will work closely with the MEL Coordinator, Program Coordinator/s,
and Program Manager in all human-to-human aspects of the program and ensure targeting is consistent with
protection best practices and MC’s strategy.

ESSENTIAL JOB RESPONSIBILITIES:


• Support the overall implementation of the MEL plan of the program/s.
• Help the MEL team ensure program implementation is on time, target and budget, using effective M&E
systems and indicator tracking and transparency tools (i.e. TOLA) to reach desired impacts.
• Ensure program databases are kept up to date and that data is cleaned and accurate.
• Support the work and strengthen the capacity of relevant partner staff and enumerators as part of this
program.
• Support in the developing a performance monitoring framework, design data collection tools and databases,
data collection tools, and issue tracking system.
• Support in managing data collection, consolidation, and analysis processes in coordination with program
partners.
• Help ensure all programs meet Mercy Corps’ Cash Minimum Standards
• Help ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and
beneficiary accountability standards.
• Help ensure that program implementation is responsive to communities and partners and consistent with
Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.
• Help ensure that beneficiaries are effectively targeted according to established vulnerability criteria.
• Conduct regular progress monitoring of the activities, lead field data collection and coaching on data
collection, report of data analysis and draft of analytical reports.
• Contribute to assessments, partners’ capacity strengthening, development of SOPs and distribution
modalities.
• Prepare data for quarterly updates to inform adaptation, as well as internal and external reporting.
• Collect market price data regularly in coordination with Market Analysis Unit.
• Support in the roll out of Post Distribution Monitoring (PDM) and other evaluation initiatives.
• Help fulfill Mercy Corps Program Management Minimum Standards based on the organization-wide guide.

SECURITY
Ensure compliance with security procedures and policies as determined by country leadership.

ACCOUNTABILITY
Reports Directly To: MEL Coordinator
Works Directly With: Program Coordinators, Program Manager, Humanitarian Team Leader, Senior Program
Development and Quality Manager, Country MEL Manager, Finance and Compliance Manager, Operations
Manager, Technical Support Unit, and additional global support departments as needed.

KNOWLEDGE AND EXPERIENCE


• BA/S or equivalent in relevant field required;
• 1-2 years experiences of working in the Monitoring and Evaluation field, preferably in emergency programs
involving cash transfer and in-kind distribution.
• Previous experience in operating in complex environments required.
• Working experience in Southeast (preference for Kayah and Kayin) required.
• Demonstrated experience working with partner organizations
• Good data analysis skills (both Quantitative and Qualitative)
• Training and coaching skills is a great plus.
• Good understanding of emergency response M&E, including post-distribution monitoring.
• Experience leading M&E for result based management approaches and other planning approaches.
• Strong analytical and statistical skills are a plus.
• Demonstrated attention to detail, computer skills, organization skills, and ability to follow procedures, meet
deadlines, and work both independently and cooperatively with team members.
• Proven ability to learn quickly; lead a program to achieve stated results and objectives.
• Experience working with local stakeholders, national and international NGOs is a plus.
• Knowledge of SPHERE and other humanitarian programming standards is a plus.
• Effective verbal and written English skills required.
• Ability to communicate in local language (Kayah/Kayin) is required.

LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:


This position is based in Hpa-An and Loikaw and may require travel to field locations where programs are
implemented. Considering the frequent travel from/to different field locations, this position will require flexibility
in terms of accommodation and logistics. Security in the field locations require additional vigilance and
accessibility will be reassessed continuously. Given the nature of the response, working hours require flexibility
and working through weekends/evenings might be necessary. Mercy Corps Team members represent the agency
both during and outside of work hours. Team members are expected to conduct themselves in a professional
manner and respect local laws and customs, and adhere to MC's policies, procedures, and values at all times and
in all in-country venues.
