PRE-TEST

ACTIVITY 1
1. How do you understand special and inclusive education? Give your own
definition below.

From my own understanding about special and inclusive education, I will describe it as a
modern word called “so-extra.” Why is that? From the word special and inclusive or wide-
ranging, this kind of education has to give more attention or give an extra offer compared to
a normal or general education system.

2. Ask a student in your place if the school near you offers special
education. How is special education implemented in schools near you?
What recommendations can you give?

As a student living in Poblacion, Aborlan that is near to a public school that offers a
special education, I have encountered talking to one of their students. A nine-year-old
friendly girl say hi to me and I observed that time that she was friendly to anyone by saying
hi to her other schoolmates. Now, I already know her name and she told me that her mother
is the principal under Special Education in that public school. Thus, according to my
observation, that little girl is not that much with disabilities compared to her other
classmates.
Her mother explained to me that she was a late-bloomer and they decided to enrolled
her under Special Education because of her situation and she was also bullied when she first
enrolled in a normal education system. Nonetheless, Department of Education already
solved these problems by implementing Special and inclusive education. However, I noticed
that when I passed by the school, the rooms for Special Education was not that good
enough. My recommendations about this issue is that the government must give an
attention on this place and give a good space and comfortably room for children with
disabilities enrolled under Special Education.
ACTIVITY 2
Comparative Analysis of K to 12 Program and IDEA:
Education is the process of becoming an educated person. The common goal of an
educator is to see students become a better people. Thus, the Department of Education
ensures that all learners are in school and experiences their rights to quality education.
Hence, K to 12 program has been established and an act for young disabilities called IDEA.
The implementation of K to 12 program and IDEA has a big help to overcome educational
crisis in the country and these two has similarities and as well as differences, respectively.
K to 12 program seeks to provide for a quality 12- year basic education and it is
implemented with Article IV Section 2 1987 Philippine Constitution. It has strategic
objectives such as, to expand coverage of inclusion programs, expand access to secondary
education, provide non-classroom facilities, and improve partnership building and linkages.
On the other hand, Individuals with Disabilities Act (IDEA) is a law that makes
available a free appropriate public education to eligible children with disabilities throughout
the nation. IDEA was first passed in 1975 as Education for All handicapped Children Act. To
qualify under IDEA, a child must have disability and need special education because of it
and it must work with school team to develop IEP.
Therefore, K to 12 program and the law IDEA may differ only in terms of the
situation of children with disabilities under IDEA. Somehow, they have the same goal which
the SDG goal 4 say it so; “Ensure inclusive and equitable quality education and promote
lifelong learning opportunities for all.”
