AN ORDER ENFORCING THE MODIFIED ENHANCED COMMUNITY QUARANTINE IN OTON


AND ADOPTION OF EXECUTIVE ORDER NO. ___, SERIES OF 2021, OF THE PROVINCE OF
ILOILO
 
WHEREAS, on 14 June 2021, the President Rodrigo R. Duterte announced the
enforcement of a Modified Enhanced Community Quarantine over the Province of Iloilo from
16 June 2021 until 30June 2021;

WHEREAS, on 20 May 2021, the Omnibus Guidelines on the Implementation of


Community Quarantine in the Philippines with Amendments was issued by the Inter-Agency
Task Force for the Management of Emerging Infectious Diseases (IATF);

WHEREAS, on ___ June 2021, Governor Arthur Defensor, Jr. issued Executive Order No.
___, Series of 2021, AN ORDER

NOW, THEREFORE, I, CARINA V. FLORES, Mayor, Municipality of Oton, by virtue of the


powers and authority vested in me by law, do hereby order that:
 

I. That the Modified Enhanced Community Quarantine is effective from 16 June 2021
to 30 June 2021 until the IATF shall have issued the appropriate resolution and the
Province of Iloilo, the corresponding Executive Order;

II. That the Executive Order No. ___ Series of 2021 AN

Arthur Defensor, Jr. is hereby adopted with emphasis on the following:

A. Movement of Persons. – Movement of persons in the Province


shall be limited to accessing essential goods and services, or work/conduct of
business in allowed offices, establishments, industries and livelihood sectors.
Provided that, persons who are below fifteen (15) years old, and those who are
sixty five (65) years old and above, pregnant women, and those with
immunodeficiency, comorbidity, or other health risks, shall be required to
remain in their residences at all times, Provided further that, the
abovementioned persons may leave their residences under the following
circumstances:

1. When indispensable for accessing essential goods and services, and


no other person in the household can be designated for such purpose;
2. For work and/or business in allowed establishments, industries and
livelihood sectors;
3. For indoor and outdoor non-contact sports and other forms of
exercise in their general area of residence or within their barangay;
4. To attend classes in reference to the guidelines of the Commission on Higher
Education (CHED), Department of Education (DepEd), and Technical
Education and Skills Development Authority (TESDA).

B. The movement of persons shall observe the minimum public health standards:
1. Wearing of face mask;
2. Performance of personal hygiene procedures, like hand washing and/or
application of disinfectants before entering or leaving the residence, or any
establishment, office, facility or building; and
3. Maintenance at all times of a distance of 1.5 meters between persons.

C. The following establishments, industries and livelihood sectors shall not be


permitted to operate, work, or undertaken:
1. Entertainment venues with live performers such as karaoke bars, bars,
clubs, concert halls, theaters, and cinemas;
2. Recreational venues such as internet cafes, billiard halls, amusement
arcades, bowling alleys, and similar venues;
3. Amusement parks or theme parks, fairs/peryas, kid amusement industries
such as playgrounds, playroom, and kiddie rides;
4. Outdoor sports courts or venues for contact sports, scrimmages, games, or
activities;
5. Indoor sports courts or venues, fitness studios, gyms, spas or other indoor
leisure centers or facilities, and swimming pools;
6. Casinos, horse racing, cockfighting and operation of cockpits, lottery and
betting shops, and other gaming establishments except for the draws
conducted by the Philippine Charity Sweepstakes Office;
7. Indoor visitor or tourist attractions, libraries, archives, museums, galleries,
and cultural shows and exhibits;
8. Outdoor tourist attractions;
9. Venues for meetings, incentives, conferences, and exhibitions;
10. Personal care services which include beauty salons, beauty parlors, medical
aesthetic clinics, cosmetic or derma clinics, make-up salons, nail spas,
reflexology, aesthetics, wellness, and holistic centers, and other similar
establishments; acupuncture and electrocautery establishments, and
massage therapy including sports therapy establishments. It also includes
establishments providing tanning services, body piercings, tattooing, and
similar services. Home service for these activities are likewise not
permitted; and
11. Indoor dine-in services of food preparation establishments such as
commissaries, restaurants, and eateries.

D. The wearing of face shields and face mask inside and around (outside
perimeter) the municipal public market shall be required and access to Oton
Public Market shall be on a scheduled basis. The 37 barangays of Oton shall be
divided into three groups and can only access the Oton Public Market twice (2)
a week except for Sundays until the MECQ is lifted. Below is the schedule of the
Oton Public Market. This schedule shall be adopted on ________________.
