Remarks In the name of Allah, the Most Beneficent and the Most Merciful. May peace, mercy and blessings of
Allah be upon you.
Dear professors, lecturers, researchers, ladies and gentlemen. On behalf of Minister of Religious
Affairs, I would like to express my sincere gratitude and welcome you to the 20th Annual International
Conference on Islamic Studies (AICIS) 2021. Moreover, I honorably welcome to our keynote and invited
speakers on AICIS 2021.
It is my hope that the 20th AICIS 2021 would be able to achive its objective in providing an effective
forum for academician, researchers, and practitioners to advancing knowldge, research, and
technology as a response the dynamic changing of Islam in this global world.
The 20th AICIS this years held virtually, due to the Covid-19 pandemic, in the heart of Central Java,
Surakarta Indonesia with its theme “Islam in a Changing Global Context: Rethinking Fiqh
Reactualization and Public Policy”. This theme aims to looking more closely on how fiqh
reactualization and public policy seen from an Islamic point of view that keep changing globally. So in
this conference we hope that it could be a good start to discuss about digital transformation,
strenghthening religious moderation, revitalizing religious affairs office, cyber Islamic university,
islamic boarding school indepencence, tolerance year of 2022 and religiousity index as Minister of
Religious Affairs priority programs.
Therefore, the focal drive of this conference is to exchange ideas. And by participating in this
exchange, I hope that all parties who may get benefit from this conference and can apply it in
managing all activities in their areas. It is pleasing to note that the agenda of this conference covers a
wide range of interesting topics related to all theoretical and practical aspects such as Good
Governance, Public Goods, Religious Diversity, Religion and Public Policy, Public Service, Education,
and Digital Transformation.
Last but not least, my deepest gratitude goes to the Advisory Board, Academic Board, Organizing
Committee, Institutions, companies and volunteer who have directly and indirectly supported the
success of this conference. The committee has organized a vibrant scientific program and working
hard to present highly respected and internationally notorius speakers to lead it. Although we are try
our finest to be professional, on behalf the Minister of Religious Affairs please accept our sincere

The Director General of Islamic Education has initiated a number of academic programs to strengthen the
academic and scholarly quality on Islamic studies through the Directorate of Islamic Higher Edcuation
(DIKTIS). It is expected that Islamic Higher Education Institutions (PTKI) are able to prepare Moslem scholars
who have knowledge, integrity, professionalism, reputatioon therefore able to promote the development of
Islamic civilization through Islamic scholarship.
The graduate programs in Islamic Universities have played par excellence in the field of Islamic Studies in
Indonesia. There are so many academic activities that been developed in preparing the graduate scholars to
meet the quality standards that been set internationally. This is including collaborative research activities with
universities all over the world. AICIS also intended to support the internationalization of both Indonesian
Islamic higher education institutions and Indonesian Moslem scholars in many areas of scholarship.
Since AICIS already held in the year of 2000, AICIS has received great attention and participation from scholars
whose interest in Islamic Studies in Indonesia and as well as from many other countries in the world that have
interst on it. As the biggest international class of Islamic Studies conference event, AICIS participated by more
than 75 countries. Here in AICIS we could discuss about many contemporary issues of Islamic Studies with 200
selected best papers from more than 1.500 submitted papers.
The 20th AICIS this years held virtually in the hart of Central Java, Surakarta Indonesia with its theme “Islam in
a Changing Global Context: Rethinking Fiqh Reactualization and Public Policy”, AICIS has proveen to be
consistent in looking into the development of Islam in the global context. This theme is to response the
dynamic changing of Islam in this global world. This theme aims to looking more closely on how fiqh
reactualization and public policy seen from an Islamic point of view that keep changing globally. Some mind-
teasing sub-themes related to the digital issue are offered for presentations and discussions during the

the converence theme this year. Please persue the panel discussions and parallel session to update and

After being postponed due to Covid-19 disease, it is a great pleasure for me to welcome all the
participants from all over the world who will exchange experiences and work together to the
20th Annual International Conference on Islamic Studies (AICIS) 2021 in the heart of Central
Java, Surakarta, Indonesia.
In this year, we are brining up a theme of “Islam in a Changing Global Context: Rethinking Fiqh
Reactualization and Public Policy” as a response to the current dynamic of Islam in this global
world. This theme aims to looking more closely on how fiqh reactualization and public policy
seen from an Islamic point of view that keep changing globally. It is indeed an emerging situation
and a robust area for research.
Some compelling sub-themes are going to be presented in AICIS 2021, among the others are:
Good Governance, Public Goods, Religious Diversity, Religion and Public Policy, Public Service,
Education, and Digital Transformation. Further details information about sub-themes could be
explore at our webiste and AICIS One Touch application at play store. We invite you to share your
insights, study results or literature studies on these topics by sending your paper presentation
at AICIS One Touch.
It is a great pleasure that the 20th AICIS will be held virtually with easier way, and we do hope
that it could be attended by presenters and participants from more than 75 countries in the
world with 200 selected papers from more than 1.500 submitted papers. We do hope that we
could follow the success of previous AICIS that conducted every year since 2000, by attracting
Suyitno more presenters and participants of various nations and fields of study.
We do hope that 20th AICIS could serve as a strategic venue for academicians and practitioners
Director of Islamic Higher Education whose interest in Islamic studies to get interconnected with other academicians and other fields
of study. We do hope that more collaborative and interdisciplinary studies will be initiated from
