NATIONAL DEFENSE ACT


(Commonwealth Act #1 (1935))
The National Defense Act of 1935 (Commonwealth Act No. 1) was passed by the Philippine
National Assembly on December 21, 1935. The purpose of this act was to create an independent
Philippine military, a move interrupted by the outbreak of the Second World War.

(PRESIDENTIAL DECREE # 1706 (1980))
National Service Law Mandated compulsory national
service to all Filipino citizens It was composed of 3 main LAW ENFORCEMENT SERVICE
program components namely: Civic Welfare Service (CWS)
Law Enforcement Service (LES) Military Service (MS)
College students were given an option to choose one from MILITARY SERVICE
among these components in compliance with this
requirement.

ROTC CIVIC WELFARE SERVICE


1986-1987 Republic Act No. 7077 / The Citizen Armed Forces of
the Philippines Reservist Law Under Pres. Corazon C Aquino,
it paved the way for the conceptualization of the Basic Reserve LAW ENFORCEMENT SERVICE
Officer’s Training Corps (ROTC) ROTC Crisis of 2001 Good
intentions of ROTC were tainted with anomalies, thus defeating
the purpose which this military training was anchored. Student MILITARY SERVICE
protests threaten the very existence of ROTC.

Supplemental Reading. Read and reflect on Republic Act 9418.

Republic Act 9418 is also known as the volunteer act 2007 is a law that helps in
the development of a sense of volunteerism. Volunteerism is essential to sustainable
development. The success of global development depends on how well we balance
social economic and environmental objectives which addresses all three aspects of
living like lifting people out of poverty but at the same time protecting the natural
systems that support economic growth.

Being a volunteer means we have the passion to help and reach out to other
people by harnessing our skills for the betterment of everyone and a lifetime
commitment of doing good and having that sense of social responsibility by sharing
our time and resources whether to an individual or community especially to those
who need our assistance. We are giving our support by helping others without wanting
anything in return or what we called “bayanihan”. A service that we render that is
out of our volition and no one forced us to do it or “kusang awa”. It is an act of
selflessness or a win-win situation for our self and for the person we are helping out.
Volunteerism is a good way to serve our community and our fellow citizens.
