SUBJECT: ADOPT THE RESOLUTION THAT APPROVES PROJECT PLANS AND


SPECIFICATIONS NO. 2362 AND AUTHORIZES THE
ADVERTISEMENT FOR BIDS FOR THE INSTALLATION OF FULL
TRASH CAPTURE DEVICES IN THE VICINITY OF MEEKLAND
AVENUE AND LOMA VERDE DRIVE, IN SAN LORENZO, ALAMEDA
COUNTY, CALIFORNIA

RECOMMENDATION:

It is recommended that your Board:

1. Adopt the resolution that approves Project Plans and Specifications No. 2362 for the installation
of full trash capture devices in the vicinity of Meekland Avenue and Loma Verde Drive, in San
Lorenzo, Alameda County, California; and

2. Authorize and direct the Clerk of the Board to advertise for bids for construction of the Project,
with bids to be received by the Director of Public Works by Tuesday, January 29, 2019.

SUMMARY/DISCUSSION:

Since the adoption of the 2009 Municipal Regional Stormwater NPDES Permit (MRP), the County
has focused on long term infrastructure improvements that will provide durable, reliable methods of
compliance with C.10 Trash Load Reduction requirements. The County has invested time, effort and
resources into pursuing large, full trash capture devices, which offer more certain and permanent
trash reductions than other management devices over less reliable visual assessment methods. In
2016, County staff performed an extensive field study to update the County’s Trash Generation Rate
Map and Long Term Trash Reduction Plan, developed to identify and prioritize sites for full trash
capture devices, maximizing the use of large devices. Two locations were identified for installation
of these devices.

With the installation of this large full trash capture device at Meekland Avenue, in conjunction with
an upcoming installation at Estudillo Canal, the County expects to attain a 62.6% trash reduction in a
majority of the County’s high and medium trash generation rate areas. This, combined with the
reduction for existing full trash capture (9%) devices and source control action credit (10%), will
take the County to 81.6% Trash Load Reduction by July 1, 2019. The MRP requires an 80% trash
reduction to the 2019 trash generation baseline level by July 1, 2019.

The project consists of construction of a large underground reinforced concrete structure to connect
to an existing 5’x5’ reinforced concrete box culvert and a 54” diameter reinforced concrete pipe, and
house the full trash capture devices and allow clean water to discharge to San Lorenzo Creek.

The Project has been determined to be categorically exempt under the California Environmental
Quality Act.

SELECTION AND CRITERIA:

This will be a publicly bid construction contract. The current M/WBE goals require that contractors
show good faith efforts to subcontract with minority-owned business enterprises (MBE) and women-
owned business enterprises (WBE). For projects over $100,000, bidders are encouraged to meet a
15% MBE and 5% WBE participation goal. Construction contracting opportunities are posted in
Plan Rooms, local trade organizations, and published in local ethnic newspapers.

To convey the M/WBE goals to interested contractors, PWA will hold a mandatory pre-bid meeting
to discuss the M/WBE goals and to facilitate relationships between contractors and subcontractors.

FINANCING:

Funding for this contract is included in the Public Works Agency’s Road Fund Fiscal Year 2018-
2019 Approved Budget. There will be no impact to the County General Fund, and no increase in net
County cost as a result of this action.

VISION 2026 GOAL:

The installation of full trash capture devices advances the 10X Goal of preventing and eliminating
the presence of environmental contaminants in our communities, thus helping us to ultimately
achieve our shared vision of a Healthy Environment.

A RESOLUTION APPROVING PROJECT AND


ADVERTISING FOR BIDS

WHEREAS, in the judgment of the Board of Supervisors of the County of


Alameda, it is necessary to secure all labor, material, equipment, mechanical
workmanship, transportation, and services required for:

MEEKLAND AVENUE AND LOMA VERDE DRIVE, IN SAN LORENZO,
ALAMEDA COUNTY, CALIFORNIA; and

WHEREAS, Project Specification No. 2362 was prepared in accordance with the
County Guidelines and has been determined to be categorically exempt from the
California Environmental Quality Act;

NOW, THEREFORE, BE IT RESOLVED that Project Specification No. 2362 for


the above-mentioned work as prepared by the Director of Public Works, as authorized
by the Board of Supervisors be hereby approved and authorized for advertisement for
bids; and

BE IT FURTHER RESOLVED that the bid bond to be submitted with the bid
proposals for the above work shall be in the amount equal to ten percent (10%) of the
base bid; and

BE IT FURTHER RESOLVED that the general prevailing rate of per diem wages
and the general prevailing rate for holiday and overtime work shall be as determined by
the Director of the Department of Industrial Relations, State of California, for each craft,
classification, or type of workman needed to execute the contract as set forth in
Sections 1770 and 1773 of the Labor Code of the State of California; and

BE IT FURTHER RESOLVED that the Clerk of this Board be and is hereby


directed to advertise the project for bids for construction for the above-mentioned work,
in accordance with law by publishing the same in the Inter-City Express, a newspaper of
general circulation published in the County of Alameda, State of California; and

BE IT FURTHER RESOLVED that the Notice to Bidders shall be in the form as


follows:
The foregoing Resolution was passed and adopted by the Board of Supervisors
of the County of Alameda on December 18, 2018 by the following vote:

NOTICE TO BIDDERS
On December 18, 2018, the Board of Supervisors of the County of Alameda approved the following project for
advertisement and hereby invites all qualified contractors to submit bid proposals for all labor, material, equipment,
mechanical workmanship, transportation, and services required for the work to be performed on:
The Installation of Full Trash Capture Devices in the Vicinity of Meekland Avenue and Loma Verde Drive,
In San Lorenzo, Alameda County, California
GENERAL WORK DESCRIPTION: The project, in general, consists of implementing water pollution control work
and construction site management; providing and implementing de-watering system; providing trench and excavation
shoring protection; removing and disposing portions of 54” RCP and 5’x5.5’ RCB; constructing reinforced concrete
underground structure and retaining walls; installation of County furnished full trash capture devices; furnishing and
compacting asphalt concrete; furnishing and installing structure backfill; furnishing and installing access hatches and
ladders; and miscellaneous work necessary to complete said project. This project is subject to all Local, State, and
Federal laws, rules and guidelines contained in the plans and specifications, including but not limited to payment of
prevailing wages. These wage rates are available at the Alameda County Public Works Agency’s office at 951
Turner Court, Room 300, Hayward, Alameda County. No contractor or subcontractor may be listed on a bid
proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor
Code section 1725.5, with limited exceptions from this requirement for bid purposes only under Labor Code section
1771.1(a). The contractor for this project must possess a Class A license at the time this contract is awarded and
throughout the construction contract duration. Contractor must also be properly licensed at the time the bid is
submitted, except as provided for in Section 7029.1 of the Business and Profession Code for joint ventures or by
Section 20103.5 of the Public Contract Code for federally-funded projects.

BID OPENING: Tuesday, January 29, 2019, 2:00 p.m., Public Works Agency, 951 Turner Court, Room 300,
Hayward, CA 94545.

There is a mandatory pre-bid meeting required for all prime contractors. Interested sub-contractors are invited and
encouraged to attend the pre-bid meeting. The pre-bid meeting has been scheduled for Thursday, January 17, 2019,
at 10:00 AM at project site located at the driveway on Loma Verde Drive just off Meekland Avenue, in San Lorenzo,
Alameda County. No parking shall be allowed in San Lorenzo Garden Apartment parking lots. On street parking is
limited. Bid Proposals from prime contractors that fail to attend this mandatory pre-bid meeting will be rejected.
The County of Alameda (County) strongly encourages the participation of disadvantaged/minority/women-owned
business enterprises in all County capital improvement construction projects. The County also strongly encourages
the hiring of apprentices who reside within the County of Alameda. For information on our Construction
