Introducing the Defence Materiel Organisation

The Defence Materiel Organisation’s (DMO) purpose is to equip and sustain the Australian
Defence Force (ADF) and our first priority is to provide equipment for ADF units deploying
on operations. We manage over 200 major capital equipment projects and over 120 minor
projects, and we also sustain and upgrade over a hundred existing fleets.

The Position
Overview
Clothing Systems Program Office (CLOSPO) is part of Integrated Soldier Systems Branch
within Land Systems Division of the Defence Materiel Organisation. CLOSPO is
responsible for approximately 4,000 distinct products all of which are available in
numerous sizes and variations. Overall, CLOSPO manages more than 20,000 lines of
inventory.

The Contract Manager is part of a team responsible for planning and managing the
acquisition and introduction into service of an assigned equipment in support of Australian
Defence Force (ADF) Capability. The successful candidate will be responsible for the
planning and management of the activities that are required to manage the solicitation
(including requesting and evaluating tenders) and assisting with the management of
contracts.

Position Duties

1. Manage the more complex procurement functions in accordance with current


Commonwealth and Departmental policies and procedures

2. Provide procurement advice to the Program and Fleet Managers, and ensure
policies are met in relation to logistic management.

3. Liaise with stakeholders on a range of procurement issues, including the


introduction into Service, fleet maintenance and configuration of items managed by
Clothing Systems Program Office (SPO).

4. Supervise, manage and mentor SPO procurement staff, including the establishment
and management of priorities and performance targets.

5. Preparation of written briefs and provide reports and submissions.

6. Exercise authorised delegations in accordance with applicable instructions.


Selection Criteria

1. A demonstrated high knowledge of, and the ability to interpret and apply the
policies, practices and procedures relating to all aspects of the procurement processes.

2. Well developed written and verbal communication skills, including the ability to
negotiate effectively with all levels of staff and external organisations.

3. Demonstrated ability to supervise, manage and develop a small team to meet


objectives through planning priorities, organising workloads, and setting deadlines and
targets.

4. Demonstrated ability to research, analyse, think strategically and develop sound


solutions.

Employment Agreement
Terms of the Engagement
The successful candidate for the Contract Manager position will be engaged as an
Ongoing employee under the Public Service Act 1999.

Remuneration Package
In accordance with (DeCA) the successful candidate can expect to receive an attractive
remuneration package with a salary within the range of $69,642 - $79,555 and
superannuation paid in accordance with legislative requirements.

Order of Merit
An Order of Merit or a Merit Pool may be created from the list of suitable applicants which
may be used to fill similar position/s in the event a position/s becomes vacant within the 12
months from gazettal date of this position.

Eligibility
Citizenship Requirements
To be eligible for employment with the Department of Defence, applicants must be
Australian citizens. Only in exceptional circumstances can this requirement be waived.

Security Clearance Requirements


Please be aware if you are considering employment within the DMO, the following security
issues need to be considered:

• applicants are advised that all DMO jobs require some level of security clearance;
• for Baseline level clearances, applicants must have a checkable background for the
previous five years, and
• for Negative Vet 1, Negative Vet 2 and TOP SECRET levels of clearance, applicants
must have a checkable background for the past ten years.

Potential applicants must be aware that any lengthy overseas stay during these periods
can make checking difficult.

Please note that this position requires a BASELINE VETTING level clearance.
