CONTEXTUALIZED POLICY ON BEST PRACTICES AND INNOVATIONS

Public Elementary and Secondary School Heads

1. In consonance with the Strategic Direction DepEd Schools Division of Naga


City tagged as “NAGA THRIVES”, this office issues this CONTEXTUALIZED POLICY
ON BEST PRACTICES AND INNOVATIONS.

2. This aims to establish a concrete mechanism in the appreciation of the


initiatives and creativity of DepEd Naga Personnel in the effective, efficient, and time
bound delivery of the basic education services based on the mandates of the
Department of Education.

3. Contextualized Policy, templates for the Proposal, Work Plan, Budget,


Validation Form, Endorsement for Validation, Endorsement for Recommendation and
Certificate for Adoption of the Use of an Innovation are enclosed as Nos.
1,2,3,4,5,6,7,8.

4. This policy shall be effective immediately and remains in force and in effect
unless sooner repealed, amended, or rescinded. All provisions in the existing Division
Memoranda and other local issuances which are inconsistent with this are hereby
rescinded or repealed accordingly.

5. If, for any reason, a particular provision of this local policy or the application of
such provision to any person or circumstance is declared or found inconsistent with
the policies issued by the higher offices, other provision/s of this Policy shall remain in
full force and effect.

6. Immediate dissemination of this Memorandum is desired.

CONTEXTUALIZED POLICY ON BEST PRACTICES AND INNOVATIONS

RATIONALE

1. In the development of the concept of education, the 21st century context has
brought not only the Philippines but also the whole world into a global advancement in
technology and communication. The old practices as a consequence become
irrelevant at some points and found less effective until modified based on context.
Hence, the concept of contextualization becomes one of the primary strategies to
make education principles relevant to the times. In view of this, RA 10533 or the
Enhanced Basic Education Act of 2013 was enacted for the purpose of upgrading the
education system in the Philippines and become at par with the global standards.

2. RA 10533 has mandated the Department of Education to pave the adoption


of the K to 12 Basic Education Curriculum which articulates the curriculum exits of the
learners. It now becomes a challenge for the implementers to also take advance steps
and define directions where the learners are expected to reach. The Philippine
Professional Standards for Teachers (PPST) adopted through DO 42, s. 2017, the
Philippine Professional Standards for School Heads (DO 24, s. 2020), and the
Philippine Professional Standards for Supervisors (DO 25, s. 2020) set the standards
that serve as a framework for the teaching profession as well as the instructional
leadership. Based on these resources, the Results-Based Performance Management
System (RPMS) by virtue of DO 2, s. 2015, is now designed and aligned with the
PPST. The PPST and RPMS are geared towards the development of the best
practices which entail innovations in any form of rendering the basic education
services.

3. In addition, the mandates under the RA 9485 (Anti-Red Tape Act of 2007),
RA No. 11032 and Ease of Doing Business and Efficient Delivery of Government
Services enjoin all government offices to reengineer systems for office transactions in
order to deliver a public services that are efficient and responsive to the clients’ needs
(see also DO 32, s.2017, Gender-Responsive Basic Education Policy).

4. With that in mind, DepEd personnel becomes more empowered to initiate


innovations and creativity in developing strategies that will facilitate the delivery of the
basic education services according to their mandated duties and functions. Thus, to
be able to realize those mandates defined in RA 10533 and in accordance with the
existing laws, the DepEd Schools Division of Naga City has formulated its local
strategic direction dubbed as NAGA THRIVES which offers a concrete guide for the
next three (3) years in the division.

5. NAGA THRIVES identifies ‘Innovations and Best Practices’ as one of its


priorities to improve service mechanisms at SDO Naga. Hence, this policy was crafted
to give space for creativity and freedom for all DepEd Personnel to significantly
contribute in the continuing development and evolution of teaching and learning,
management practices and processes, hence paving the way toward participatory
achievement of the Strategic Directions of 2021-2023.

OBJECTIVES

6. This Policy aims to establish a concrete mechanism in the appreciation of


the initiatives and creativity of DepEd Naga Personnel in the effective, efficient, and
time-bound delivery of the basic education services based on the mandates of the
Department of Education. Specifically, its goals include the following:

a. Facilitate the appreciation of initiatives and creativity of all personnel who


contribute to the attainment of the Mission, Vision and Goals of Department of
Education;

b. Improve service delivery and increase academic performance of the learners


by way of utilizing innovations and best practices in the basic education services; and

c. Recognize innovators, inventors and people who are able to establish best
practices in the delivery of basic education services which are consistently observed
to be practical and effective.

SCOPE AND LIMITATION

7. This policy is applicable to all the personnel within the DepEd Schools
Division of Naga City. Specifically, it covers employees (teaching, teaching-related and
non-teaching) of DepEd Naga City with permanent position; contractual position; or in
Casual Status. On the other hand, it excludes personnel under job order, or contract
of service or those under extension of service.

8. All innovations and best practices to be submitted for recognition and


adoption should be in accordance with this policy and other existing guidelines
anchored particularly on the K to 12 program of the Department of Education. Any
initiative which is in contravention with the mandates of the Department of Education
shall not be approved.

9. This policy is implemented within SDO Naga City.

DEFINITION OF TERMS AND ACRONYMS

10. Access refers to the ways in which schools, institutions and policies ensure
that learners have equal and equitable opportunities to take advantage of the
education.

11. Area of Innovation pertains to the classification of the innovation of the


best practices. This refers to all the learning areas or management concerns.

12. Best Practices refer to the wide range of individual activities, policies, and
programmatic approaches to achieve positive changes in learners’ attitude and
academic behavior and in organizational systems that contribute directly or indirectly
to such positive changes.

13. Category of Innovation refers to the main strategic goals of the current
administration in DepEd such as: Access, Quality, or Governance.

14. Certification of Adoption refers to official communication from the office


of the Schools Division Superintendent, signifying the adoption of an innovation or best
practice.

15. Concerned Learning Area refers to the subject area under the K to 12
Curriculum that is supervised by supervisors

16. Concerned Office refers to the office that is authorized by law to oversee,
implement, or exercise duties and functions based on mandated Key Result Areas
(KRAs).

17. Curriculum Innovation refers to evidence-based and creative initiatives


adopted/adapted/developed by supervisors, addressing specific concerns to support
targeted school/division or cluster of schools/divisions for better implementation of the
intended curriculum.

18. Document, Online Published refers to document officially posted in the


website which is readily available.

19. Document, Print Published is the mode of introducing the document of


output that is recognized or certified by the publisher.

20. Governance refers to expectations, lines of authority and delineation of


accountability to establish the practices and processes of school operation.

21. Head of Office refers to the Schools Division Superintendent who is the
Approving Authority for all the programs.

22. Implications, Ethical refer to the possible moral effects that may happen
in the adoption of the innovation.

23. Implications, Legal refer to the possible legal effects that may arise in the
use of the innovative materials and/or other activities related to the innovation.

24. Implications, Operational refer to the effects in the administration and


management for using the innovation.

25. Innovative Materials are those that are subjected in the proposal for
adoption and use. This may include but not limited to research recommended
interventions, learning materials, software programs adopted, online programs,
process flows for transactions that results to the ease of business.

26. Innovation refers to process of translating new idea in the improvement of


existing materials, devices, methodologies, procedures, processes, and service
delivery.

27. Means of Verification (MOV) refers to any document and other pertinent
material in reference to the implementation of the innovation / best practice.

28. NAGA THRIVES stands for Networking and Alignment for Greater
Achievements; Task Orientation and Alignment; Health and Nutrition, Reading and
Numeracy; Innovative Instructional Materials and Pedagogy; Vitality of Human and
Physical Resources; Exits of Graduates; Sports, Arts, and Culture. This is the frontline
expression of the Three-Year Strategic direction (2021-2023) of DepEd Naga City.

29. Oath of Originality/Authenticity is the legal commitment of the proponent


which binds him/her of any legal consequence in violation of intellectual property rights
or of any form of plagiarism.

30. Output refers to any tangible results or product of the activity of proposal.

31. Personnel, Non-School-Based include all regular / permanent, LGU-


funded and contract of service / job order personnel assigned and / or detailed in
DepEd Schools Division Office of Naga City.

32. Personnel, Non-teaching include non-teaching and teaching-related


personnel in the Division Office.

33. Personnel, School-Based include all regular/permanent, LGU-funded and


contract of service/job order teaching related, teaching and non-teaching personnel
assigned and/or detailed in the schools and learning centers.

34. Plagiarism pertains to the unauthorized use, modification, or alteration of


concepts, ideas, crafts and the like without the written permission from the author.

35. Personnel, Teaching are persons who are actually teaching in the
classrooms on a regular basis attested by their class program.

36. Proponent is the personnel who, under oath, personally designed and
submitted the innovation for adoption. This can be any bona fide personnel of DepEd
Naga City.

37. Quality refers to education that provides outcomes needed for the learners.

38. Testimony of Acceptability refers to statement given by the end users of


the innovation / best practice manifesting its acceptability.

STATEMENT OF POLICY

39.In line with the strategic directions articulated in Naga Thrives, this office
officially adopts the policy of the exploration of ideas by teachers and non-teaching
personnel with the end goal of improving the existing materials, devices,
methodologies, procedures, processes, and other service delivery. Henceforth, this
document shall be referred to as the CONTEXTUALIZED POLICY ON BEST
PRACTICES AND INNOVATIONS. Below are the set standard guidelines for approval
and adoption of an Innovation/Best Practice developed by Teaching and Non-
Teaching Personnel.

a. Innovation and Best Practices


i. The proposed Innovation or best practices shall observe the standard
and procedure set in this policy.

ii. All proposals for innovation and best practices, for proper
recognition, shall be subjected to, for purposes of quality assurance,
procedural requirements.

iii. However, existing innovation or best practices which has been


submitted and approved prior to the issuance of this policy shall
continue to be used and implemented based on their objectives and
intentions.

iv. Provided however that if such existing innovation or best practices


shall be recommended for ‘recognition’, it shall undergo with the
procedural requirements of this policy.

b. Elements and Pre-requisites of the Proposal


i. Cover Letter—the proposal should be accompanied with a cover
letter which contains the intent to introduce the innovation or best
practices for the adoption in the school, district or division.

ii. Duly Accomplished ONE-PAGE PROPOSAL—the official template


must be used for uniformity and ease of checking and validating the
content. The proposal form must be completely filled-out in order
provide the necessary pieces of information which will be the basis
of qualifying the proposed innovation;

iii. Innovated material—is the subject for the proposal which includes
the user’s guide’;

iv. Other Required Documents—there are official templates provided


for the work plans and budgetary requirements if needed. Other
significant and relevant documents (e.i., NAT Result, Research
Findings, Results of Needs Assessments, Office Orders,
certifications, and the like) must be attached in the proposal. If the
document is published, only a portion which contains the reference
or basis of the proposal may be attached provided it can easily be
identified.

v. Accomplishment reports, Certification of adoption by another


school/office duly signed by the Head of Office (SDS) and at least 2
persons using the innovation; Proof of citation/testimony on the
acceptability of at least five (5) users verified by the Head of Office
(SDS); Certificate of Copyright Registration issued by the Philippine
National Library (optional) must be provided once the proposal is
completed.

f. Terms of Reference
i. The Proponent is expected to:
1) comply the documentary requirements of the proposal;
2) soft copies of the templates are downloadable using DepEd email
through this link:

3) clearly specify which area/category shall the proposal fall to identify


the respective area supervisor or specialist concerned;
4) ensure the authenticity and originality of the proposal;
5) consult the immediate head (school head for school-based personnel)
for possible legal, ethical and operational implications of the proposal;
6) let the immediate head sign the proposal as ‘noted’; This means that
the immediate head has reviewed the proposal. His/her comment has
been considered by the proponent;
7) submit the proposal to the PSDS for and secure a recommendation
for validation;

8) retrieve the proposal with the recommendation for validation and


submit the proposal with a functional contact number to the
concerned offices through the records office;
9) monitor the progress of the proposal. It is a must that a contact
number shall be affixed in the proposal for faster communication;
10) if the proposal has been returned for improvement, the proponent
must comply the recommendations within two days upon return of the
proposal;
11) provide update when needed to the signatories regarding the
progress of the proposal; and
12) submit the final output to the Learning Resource Development Office
(LRMO/LRMDS).
13) secure receiving copy of the documents submitted in order to facilitate
their location.

ii. The School Head/Immediate Head is expected to:


1) check the proposal submitted;
2) look at the legal, moral, and operational implications of the proposal;
3) provide feedback to the proponent regarding the implications that
might entail in the implementation of the proposal;
4) render technical assistance to the proponent whenever necessary;
5) ensure the completeness of the required attachments;
6) sign the proposal as ‘noted’ to signify that the proposal has been
checked before forwarding to the next phase;
7) continuously monitor the progress of the proposal through the
proponent; and
8) record the corrected proposal.

iii. The Public Schools District Supervisors (only for School-based


personnel) shall:
1) receive the proposal from the proponent;
2) ensure that the proposal is duly noted by the school head;
3) look at the legal, moral, and operational implications of the proposal;
4) provide feedback to the proponent regarding the implications that
might entail in the implementation of the proposal;
5) render technical assistance to the proponent whenever necessary;
6) ensure the completeness of the required attachments;
7) on a separate sheet, prepare a recommendation for validation to the
respective validation committee members through its chairperson;
8) return to the proponent his/her proposal to be submitted to the records
office;
9) continuously monitor the progress of the proposal through the
proponent; and
10) record the corrected proposal.

iv. The Records Office shall


1) receive from the proponent and enroll the proposal in the DTS;
2) make sure to get the proponent’s contact number for immediate
reference;
3) forward the proposal to the respective area supervisor or specialist as
indicated in the document;
4) retrieve the proposal once acted upon by the OSDS; and
5) inform the proponent that the proposal has been acted upon and is
for release.

v. The Education Program Supervisors/ Senior Education Program


Specialists shall:
1) receive from the Records Office the proposal submitted based on the
area concerned;
2) initially check the alignment of the proposed innovation or best
practices;
3) exercise quality assurance by evaluating the proposal as to the
content, strategies, or methodologies to be employed;
4) prepare initial findings to be presented to his/her respective validation
team for consideration;
5) continuously monitor the progress of the proposal through the
proponent; and
6) record the corrected proposals.

vi. The Concerned Specific Committee shall:


1) check if the proposal is duly signed;
2) discuss the initial findings and feasibility of the proposal;
3) validate the proposed innovation or best practices;
4) look at the possible legal, moral, and operational implications;
5) provide feedback to the proponent;
6) render technical assistance if needed;
7) on a separate sheet, prepare endorsement signed by all the
respective letter validation committee members for ‘recommending
for approval’ to the ASDS;
8) continuously monitor the progress of the proposal through the
proponent; and
9) record the corrected proposal.

vii. The Assistant Schools Division Superintendent (ASDS) shall:


1) check if the proposal is duly signed;
2) ensure that the funds to be used are reasonable and allowed by law;
3) provide feedback to the validation committee or to the proponent
when needed; and
4) sign as ‘Recommending for Approval’ when the proposal is found in
order.

viii. The Office of the Schools Division Superintendent (OSDS) shall:


1) check if the proposal is duly signed and in order;
2) annotate on the proposal when needed;
3) approve the proposal if there are no substantial concerns that need
to be addressed before the approval; and
4) forward the approved/disapproved proposal to the records office for
release.

ix. Learning Resource Development Office (LRMO/LRMDS) shall:


1) receive and record the validated innovations/best practices;
2) check the innovation if accompanied with documentary requirements;
3) issue a receipt of submission to the proponent;
4) record the submitted innovations; and
5) include in the quarterly report the number of submitted outputs on
innovation best practices.

x. The Technical Working Committee shall:


1) list all the proposals for innovation and best practices;
2) check the classification of the innovation based on quality, access,
and governance;
3) once the proposal is completed, sign (through the chairperson) the
accomplishment report on the implementation of the proposal;
4) settle concerns arising in the proposal;
5) issue a certificate of recognition for the validated innovation and best
practices; and
6) organize a day of recognition or summit for innovators.

BUDGETARY REQUIREMENTS

40. Expenses relative to the approved Innovations and Best Practices shall be charged
against Division/School MOOE and/or other local funds available subject to the usual
accounting and auditing rules and regulations.

EFFECTIVITY

41. This policy shall be effective immediately and remains in force and in effect unless
sooner repealed, amended, or rescinded. All provisions in the existing Division Memoranda
and other local issuances which are inconsistent with this are hereby rescinded or repealed.

42. If, for any reason, a particular provision of this local policy or the application of such
provision to any person or circumstance is declared or found inconsistent with the policies
issued by the higher offices, no other provision/s of this Policy shall be affected thereby.

MONITORING AND EVALUATION

43. School/Office Innovations shall be periodically appraised by the immediate head


or concerned supervisor for its sustained quality of implementation, continuous improvement
and effectivity. The attached evaluation tool (see encl. no. 4) may be used to monitor and
evaluate whether the said innovation or best practices are still in use and for the determination
of proper recognition.
