SUPREME
STUDENT
GOVERNMENT
PREAMBLE
We, the members of the Supreme Student Government of Surigao Del Sur State
University, imploring the aid of the Almighty God, adhering to the philosophy of justice,
democratic principle and devoted to the development of the students’ moral character,
discipline, loyalty, freedom, love and equality, do ordain and promulgate the constitution
and by-laws.
ARTICLE I
NAME & DOMICILE
Section 2. The office of this organization shall be located at Surigao Del Sur State
University.
ARTICLE II
PRINCIPLES AND OBJECTIVES
Section 1.This organization shall adhere strictly to the ideas, teachings and
Standards of the university.
Section 2.The Supreme Student Government shall be the governing body of the
Wholestudent comprising the officially recognizedcampus clubs and
Organizations. Hence, it shall be bounded in preserving and protecting
the interests and rights of the students.
Section 6.It shall establish closer relationship between the students, school
administration, its employees and the community.
Section 8.It will undertake profits and activities that will improve the students and the
organization as a whole.
Section 9.The Campus Clubs and Organizations are obliged to support the activities
conducted by the Supreme Student Government.
Section 10.The organization shall support and contribute for the maintenance of the
ecological atmosphere of the University.
ARTICLE III
MEMBERSHIP
Section 1. All bona fide students of Surigao del Sur State University are members of
the Supreme Student Government.
Section 2. All Clubs and Organizations shall be recognized members of SSG upon
registration and accreditation through the Office of the Students Welfare
and Development (OSWD). Accreditation includes the following:
a. Application Letter
b. Constitution and By-Laws
c. Schedule of Activities
d. List of Officers, Members, and Adviser
Section 3. At the end of the semester, the recognized student’s organizations should
renew their registration complying the following requirements:
a. Accomplishment Report
b. Financial Statement Report

ARTICLE IV
RIGHTS OF MEMBERS
Section 1. The official order of the campus authority shall always be valid and binding
but a student has a right to appeal if good judgment is in question.
Section 4. A student is free to exercise his/her rights provided he/she shall not be
misinterpreted in the campus.
Section 5. A member must accord due respect to the officers of the organization.
Section 9. A member shall have the right to be nominated in all matters given his/her
qualifications.
Section 10. A member shall have the right to file petition complain against the SSG
and College officers providing appropriate and adequate grounds for
petition.
Section 11. A member has the right to be heard as the due process of law is
concerned.
Section 12. All elected and appointed SSG officers shall be excused from their
respective classes during both meeting, assemblies, seminars and

ARTICLE V
DUTIES AND RESPONSIBILITIES OF MEMBERS
Section 1.It shall be the duty and responsibility of every member to:

SSG STRUCTURE, DEFINITION AND COMPOSITION
Section 2. The Executive Branch is the governing body that finally approves,
executes, and administers Supreme Student Government programs,
resolutions, plans, and student activities.
ARTICLE VII
QUALIFICATIONS AND REQUIREMENTS FOR CANDIDATES
Section 1. Any student who may wish to become officer of the SSG shall possess
the following qualifications and requirements:

EXECUTIVE BRANCH COMPOSITION AND FUNCTIONS
Section 1. The Executive Branch shall be composed of the President, Vice President
for Internal Affairs, Vice President for External Affairs, Secretaries,
Treasurers, and Auditors.
Section 2. President
a. He/she shall be in charged in monitoring all activities, and he/she shall report to
the president afterwards.
b. He/she must assume the office of the president in case of incapacity,
resignation, impeachment or permanent vacancy of the latter.
c. He/she must assist the president whenever in need or not.
d. He/she shall be responsible for updating the status of activities and projects
proposed by the Supreme Student Government.
Section 5. Secretary
a. Attend meetings and keep the minutes of all regular, special, urgent and
general meetings of the Supreme Student Government.
b. Keep complete record of all orders, reports, resolutions, data’s communications
and information’s of the Supreme Student Government.
c. Keep records of all officers in transactions within the office.
d. Sends notice to the office three (3) days prior to the said meetings and activities
except urgent meetings.
Section 6. Treasurer
d. He/she shall exercise proper management of funds, receipts and always ready
to respond to whatever financial inquiries from Supreme Student Government
members.
Section 7. Auditor
a. Assistant Secretary
1.1 He/she shall assist the Secretary.
1.2 He/she shall perform the functions directed by the Executive and
Legislative Branch.
b. Assistant Treasurer
1.1 He/she shall assist the Treasurer.
1.2 He/she shall perform the functions directed by the Executive and
Legislative Branch.
c. Assistant Auditor
1.1 He/she shall assist the Auditor.
1.2 He/she shall perform the functions directed by the Executive and
Legislative Branch.
d. Marshals
1.1 They or may have Chief Marshal.
1.2 The Chief Marshal shall supervise all marshals in any programs in
Supreme Student Government.
1.3 They shall maintain peace and order.
1.4 They shall vote to any minor matters except major matters.

ARTICLE IX
LEGISLATIVE BRANCH: COMPOSITION AND FUNCTIONS
Section 1. The Legislative Branch is composed of Upper House and Lower House.
ARTICLE X
MEETINGS, QUORUM AND VOTES
Section 1. There shall be four kinds of meetings: regular, special, urgent and general
meeting.
Section 2. The regular meeting shall be held on the first Saturday of the month.
Section 4. The special meeting shall be held in any other Friday of the school month,
only for special purposes, upon call by the president.
Section 5. The emergency meeting shall be held in any other day when the need
arises.
Section 6. The Legislative Branch shall have its own regular session which will be
held every first Thursday of the month before the regular meeting.
Section 7. During the regular and special meeting a quorum must at least fifty
percent (50% plus 1) of the members.
Section 8. During the urgent meeting a quorum must at least twenty five percent
(25%).
Section 9. During the general meeting a quorum must at least fifty percent plus one
(50% plus 1) of its member.
Section 10. During the regular session of the Legislative Council a quorum of three-
fourth shall be adopted.

Section 11. Majority means one-half of the members plus one, at least. The
organization shall adopt such when there only two important matters to
be voted.
Section 12. In case there are more than two questions or candidates are voted at the
same time, the highest numbers of votes wins.
ARTICLE XI
ELECTION OF OFFICERS
Section 1. The filing of candidacy shall be done on the second week of May.
Section 2. The election of officers of the SSG shall be held annually on the third
week of May.
Section 4. The COMSELEC shall be composed of the incumbent officers who are not
aspiring for another term or position and the members who are willing to
serve the elections.
ARTICLE XII
TERM OF OFFICE
Section 2. The officers shall assume the position after they have been proclaimed
into office and proper turnover of properties, records, funds;
accountabilities and financial statements were made by their
predecessors.
ARTCILE XIII
FEES, FINES AND FUNDS
Section 2. Other legitimate sources of funds may include bank deposit interest and
Income Generating Project (IGP).
Section 3. Fines for failing to vote during SSG election shall be P50.00

Section 5. The signatories for any bank transactions shall be the president and
treasurers.
ARTICLE XIV
THE SSG ADVISER
Section 2. The Adviser must have a permanent status of appointment with the
institution at the time of his designation.
Section 3. The SSG Adviser shall be nominated by the SSG Officers having at least
3 nominations.
Section 4. He/she shall assist SSG in the performance of its function in terms of
technical support.
Section 5. He/she should consult and coordinate with the officers of the executive
branch on matters directly affecting the organization.
Section 6. He/she shall sign important documents submitted to him by the SSG.
ARTICLE XV
GENERAL PROVISION
Section 3. The name of the organization shall not be used for any unjust and immoral
ends.
Section 4. All resolutions and ordinances which have undergone critical analysis and
deliberations in the Legislative Branch shall be subjected for the approval
of the Executive Branch.
Section 5. The President shall sign important documents submitted by every campus
clubs and organizations.
ARTICLE XVI
PENAL PROVISION
Section 1. Any violation listed on the section one (1) must be with due process of
law before disciplinary action and expulsion be taken.
Section 2. Grounds for petition and disciplinary action. (Refer to the section
one (1) of Article XVI also known as Penal Provision & Sanctions)

a.1.1.4 Making disturbance or needless thing during meeting
a.1.1.5 Wearing earring among males student leaders
a.1.1.6Wearing of piercing among both sexes
a.1.1.7Not wearing of SSG I.D during events or activities.
d.2.Absent and late attendances from any meeting (except urgent and
abrupt ones), events or activities without an excuse letter shall
automatically be counted as an offense.
d.2.3. 3rd Offense –The executive and legislative body shall come
up to a meeting and discuss the latter’s
dismissal or expulsion.
f. Office Oppression
f.1.Officer of any position is subject for petition under this violation.
Complainant should submit a complain letter to the SSG-Adviser and
request for settlement.
g. Immoral acts
g.1) Public display of affection (PDA)
g.1.1. Kissing (Lips to lips)
g.1.2. Lying on the lap of the opposite and same sex.
g.1.3. Partner staying in the dark places.
g.1.4. Necking and Petting.
g.1.5. Act of seduction to any student, faculty, staff or any
member/official of the university.
g.2. Murder
g.3. Sexual assault
g.4. Grave threat
g.5. Prostitution
g.6.Stealing any property of the university, private properties of faculty,
staff and students.
g.7.Any form of public scandal
g.8. Possessing or bringing pornographic material
g.9. Institution, riots and strike
g.10 Entering the campus under the influence of liquors & prohibited

drugs.
g.11. Possessing, selling, using, taking of prohibited drugs in any form
within the campus.
g.12. Physical assault in others.
g.13. Possessing deadly and dangerous weapon including explosive and
incendiary materials within the campus premises.
g.14. Gross and deliberate discourtesy, disrespect to University officials
and personnel and students in or off campus.
g.15. Posting, disturbing, disseminating, uploading video/pictures without
permission, circulating leaflets, and other printed materials that tend
to instigate subversion toward the government and cause chaos to
the university.
g.16. Slander/Libel (Subject for review of the legal counsel)
g.16.1. Uttering defamatory and rebellious statements or remarks
against any school officials or their authorized
representatives
g.16.2. Showing disrespect to faculty members, employees or
officials of the university by ridiculing, mocking or
instigating a quarrel.
g.16.3. Publication of rebellious materials.
g.18. Plagiarism
g.19. Penalty:
g.19.1. 1st Offense –While the case is ongoing, the accused
is not allowed to enter the school premises.
g.19.2.. 2nd Offense –2 weeks suspension and not allowed to
enter the school premises.

g.19.3. 3 Offense – Dismissal from his/her position.
h. Act of lascivious ness inside the office both same and opposite sex
h.1 Accused officer shall suffer the determinants sentence of 10 school
days and shall not allowed to enter the office from the day of S/he is found
guilty.
j. Under the influence ofliquors and prohibited drugs inside the University.
J.1.Any person caught under the influence of liquors and prohibited drugs
shall automatically receive a notice from the SSG-Office. He or She
must submit a promissory letter within 8 working hours. If the latter
cannot comply the letter, s/he must be sent to the OSAS Head and
Guidance counselor.
ARTICLE XVII
AMENDMENTS
Section 2. The Legislative Branch can facilitate the discussion of the proposed
amendment through resolution adopted by the body during correction.
ARTICLE XVIII
EFFECTIVITY
Section 1.This constitution takes effect upon ratification by a majority of votes cast in
a plebiscite held on December 21-23, 2020at Arena Blanca Resort, San Agustin,
Surigao Del Sur for the purpose and shall supersede all previous constitution of the
student body.
