PREAMBLE
We, the members of the Supreme Student Government of Surigao Del Sur State
University, imploring the aid of the Almighty God, adhering to the philosophy of justice,
democratic principle and devoted to the development of the students’ moral character,
discipline, loyalty, freedom, love and equality, do ordain and promulgate the constitution
and by-laws.

ARTICLE I
NAME & DOMICILE

Section 1. This organization shall be known as the Supreme Student Government.

Section 2. The office of this organization shall be located at Surigao Del Sur State
University.

ARTICLE II
PRINCIPLES AND OBJECTIVES

Section 1.This organization shall adhere strictly to the ideas, teachings and
Standards of the university.

Section 2.The Supreme Student Government shall be the governing body of the
Wholestudent comprising the officially recognizedcampus clubs and
Organizations. Hence, it shall be bounded in preserving and protecting
the interests and rights of the students.

Section 3.The Supreme Student Government believes in the principles of the


democratic consultation as the primary basis for its planning and
Decision-making process.

Section 4.The assurance of equal opportunities among all members of the


organization shall be observed.

Section 5.The Supreme Student Government shall be an active catalyst in the

reformation of the student’s betterment. Hence, it shall pass actively the


formulation and implementation of university policies that concerns the
students’ welfare and development.

Section 6.It shall establish closer relationship between the students, school
administration, its employees and the community.

Section 7.The Supreme Student Government shall to promote and acknowledge


intellectual innovation, social, physical and spiritual of the students.
(Moral/Spiritual Development)

Section 8.It will undertake profits and activities that will improve the students and the
organization as a whole.

Section 9.The Campus Clubs and Organizations are obliged to support the activities
conducted by the Supreme Student Government.

Section 10.The organization shall support and contribute for the maintenance of the
ecological atmosphere of the University.

ARTICLE III
MEMBERSHIP

Section 1. All bona fide students of Surigao del Sur State University are members of
the Supreme Student Government.

Section 2. All Clubs and Organizations shall be recognized members of SSG upon
registration and accreditation through the Office of the Students Welfare
and Development (OSWD). Accreditation includes the following:

a. Application Letter
b. Constitution and By-Laws
c. Schedule of Activities
d. List of Officers, Members, and Adviser

Section 3. At the end of the semester, the recognized student’s organizations should
renew their registration complying the following requirements:

a. Accomplishment Report
b. Financial Statement Report

c. Secretary’s Report

ARTICLE IV
RIGHTS OF MEMBERS

Section 1. The official order of the campus authority shall always be valid and binding
but a student has a right to appeal if good judgment is in question.

Section 2. Student shall be duly informed of all matters pertaining to him/her.

Section 3. A student has a right to be duly presented in appropriate campus


committee.

Section 4. A student is free to exercise his/her rights provided he/she shall not be
misinterpreted in the campus.

Section 5. A member must accord due respect to the officers of the organization.

Section 6. A member shall not be subjected to any corporal or humiliating


punishment by any campus authority.

Section 7. A member has the right to be a candidate or present a candidate during


elections.

Section 8. A member shall exercise the right to vote.

Section 9. A member shall have the right to be nominated in all matters given his/her
qualifications.

Section 10. A member shall have the right to file petition complain against the SSG
and College officers providing appropriate and adequate grounds for
petition.

Section 11. A member has the right to be heard as the due process of law is
concerned.

Section 12. All elected and appointed SSG officers shall be excused from their
respective classes during both meeting, assemblies, seminars and

activities depending to the degree of activity and from the class to be


excused from.

ARTICLE V
DUTIES AND RESPONSIBILITIES OF MEMBERS

Section 1.It shall be the duty and responsibility of every member to:

a. Obey the rules and regulations promulgated by the duly constituted


authorities.
b. Actively participate in the implementation of SSG programs, meetings and
gatherings.
c. Propose, suggest, and recommendactivity and projects.
d. Protect the interest and good name of the organization.
e. All activities should be to be transparent. Hence, liquidations and financial
statement must be posted on the bulletin board for the information of
everybody.

ARTICLE VI
SSG STRUCTURE, DEFINITION AND COMPOSITION

Section 1. The Supreme Student Government shall be composed of the Legislative


and Executive Branch.

Section 2. The Executive Branch is the governing body that finally approves,
executes, and administers Supreme Student Government programs,
resolutions, plans, and student activities.

Section 3. The Legislative Branch is a body responsible in making resolutions,


ordinances or laws and has the power to alter and repeal them when it is
necessary.

ARTICLE VII
QUALIFICATIONS AND REQUIREMENTS FOR CANDIDATES

Section 1. Any student who may wish to become officer of the SSG shall possess
the following qualifications and requirements:

a. Must be a bona fide student of SDSSU.


b. Must be a non-active member of fraternities and sororities that provided
with certification.
c. Must not have failing grades both academic and non-academic subjects in
the latest semester.
d. Must not be a graduating student during filing of candidacy.
e. Must have a minimum of one academic year in the college prior to the
election.
f. Must not have any derogatory acts and records outside and inside of the
University.

ARTICLE VIII
EXECUTIVE BRANCH COMPOSITION AND FUNCTIONS

Section 1. The Executive Branch shall be composed of the President, Vice President
for Internal Affairs, Vice President for External Affairs, Secretaries,
Treasurers, and Auditors.

Section 2. President

a. He/she shall be the Chief Executive officer.


b. He/she must preside the meeting of the executive branch and general
assemblies.
c. He/she has the power to appoint officers and special committees.
d. He/she shall recommend measures to the Legislative Branch.
e. He/she shall be accountable in all Supreme Student Government activities.
f. He/she shall submit and address to the Legislative Branch its first regular
session the overview of the Executive Branch programs for the school year.

g. He/she shall call conventions, meetings and assemblies.

Section 3. Vice President for Internal Affairs.

a. He/she shall be in charged in monitoring all activities, and he/she shall report to
the president afterwards.
b. He/she must assume the office of the president in case of incapacity,
resignation, impeachment or permanent vacancy of the latter.
c. He/she must assist the president whenever in need or not.
d. He/she shall be responsible for updating the status of activities and projects
proposed by the Supreme Student Government.

Section 4. Vice President for External Affairs

a. He/she is responsible for the out-campus activities approved and conducted by


the Supreme Student Government officers.
b. He/she shall assume the duties of the Vice President Internal during his
absence.

Section 5. Secretary

a. Attend meetings and keep the minutes of all regular, special, urgent and
general meetings of the Supreme Student Government.
b. Keep complete record of all orders, reports, resolutions, data’s communications
and information’s of the Supreme Student Government.
c. Keep records of all officers in transactions within the office.
d. Sends notice to the office three (3) days prior to the said meetings and activities
except urgent meetings.

Section 6. Treasurer

a. He/she shall be accountable of all financial matters of Supreme Student


Government.
b. He/she shall disburse funds as authorized by the Supreme Student
Government President in accordance with the approved resolution.

d. He/she shall exercise proper management of funds, receipts and always ready
to respond to whatever financial inquiries from Supreme Student Government
members.

Section 7. Auditor

a. He/she shall be responsible in accounting and auditing of Supreme Student


Government fund.
b. He/she shall perform such functions as the Executive Branch may direct.
c. He/she shall coordinate to the treasurer for regular schedules of auditing.
d. He/she shall keep auditing receipts and financial statements.
e. He/she shall report regularly the financial inflows and outflows of the Supreme
Student Government during regular meeting.

Section 8. Special Committees and Appointed Officers

a. Assistant Secretary
1.1 He/she shall assist the Secretary.
1.2 He/she shall perform the functions directed by the Executive and
Legislative Branch.

b. Assistant Treasurer
1.1 He/she shall assist the Treasurer.
1.2 He/she shall perform the functions directed by the Executive and
Legislative Branch.

c. Assistant Auditor
1.1 He/she shall assist the Auditor.
1.2 He/she shall perform the functions directed by the Executive and
Legislative Branch.

d. Marshals
1.1 They or may have Chief Marshal.
1.2 The Chief Marshal shall supervise all marshals in any programs in
Supreme Student Government.
1.3 They shall maintain peace and order.
1.4 They shall vote to any minor matters except major matters.

ARTICLE IX
LEGISLATIVE BRANCH: COMPOSITION AND FUNCTIONS

Section 1. The Legislative Branch is composed of Upper House and Lower House.

Section 2. Functions of the Legislative Branch

a. They are responsible in making resolutions, ordinances, or laws and has


the power to alter and repeal them when it is necessary.
b. The senators shall elect their senate president.

Section 3. Senate President


a. He/she shall be the chairman of the grievance committee.
b. He/she shall be responsible for any complaints presented to the SSG
Office.
c. The Legislative Council shall adopt internal rules of procedures in the
performance of their functions.

Section 4. First Senator


a. He/she shall be the committee chairman of the Extension and Research.
b. He/she shall coordinate with all the activities conductedunder the Extension
and Research.

Section 5. Second Senator


a. He/she shall be the committee chairman of the Peace and Order
Committee.
b. He/she shall be responsible for the rules and regulations implementation.

Section 6. Third Senator


a. He/she shall be the chairman of the Sports committee.
b. He/she shall coordinate with the sports coordinator of the university.
c. He/she shall design programs that will develop the students’ skills in their
specific sports field and that will also build and raise the students’ interest
in sports.

Section 7. Fourth Senator


a. He/she shall be the chairman of the Academic committee.
b. He/she shall design programs/seminars/symposiums that will fill in the
needs of the students regarding academic matters.

Section 8. Fifth Senator


a. He/she shall be the chairman of the Environment Conservancy committee.
b. He/she shall plan tangible projects that will conserve the environment and
that will help the university maintain its clean and green surroundings.

Section 9. Sixth Senator


a. He/she shall be the chairman of the Resource Committee.
b. He/she shall coordinate with the SSG treasurer and other committees.
c. He/she shall formulate ways that will fill in the needs of the other
committees.
d. He/she shall design programs that will benefit the students of the
university.

Section 10. Seventh Senator


a. He/she shall be the chairman of Disaster Risk Reduction Management
Committee.
b. He/she shall design programs that will bring awareness regarding the
university’s safety.
c. He/she shall coordinate with the Disaster Risk Reduction Management
Office.
Section 11. Eighth Senator
a. He/she shall be the chairman of other committees.

Section 12. CCO Governor


a. He/she shall be the head of all the existing clubs and organization in the
Campus.
b. He/she will serve as the official representative of the organization to
legislative council.
c. He/she shall maintain the flow of information vis-à-vis to both campus club
organizations and the Supreme student government.

Section 13. College Governors


a. They shall be the official representative of its institute.
b. They shall pass important ordinances and rules related or concerning their
institute.

ARTICLE X
MEETINGS, QUORUM AND VOTES

Section 1. There shall be four kinds of meetings: regular, special, urgent and general
meeting.

Section 2. The regular meeting shall be held on the first Saturday of the month.

Section 3. The general meeting shall be held quarterly.

Section 4. The special meeting shall be held in any other Friday of the school month,
only for special purposes, upon call by the president.

Section 5. The emergency meeting shall be held in any other day when the need
arises.

Section 6. The Legislative Branch shall have its own regular session which will be
held every first Thursday of the month before the regular meeting.

Section 7. During the regular and special meeting a quorum must at least fifty
percent (50% plus 1) of the members.

Section 8. During the urgent meeting a quorum must at least twenty five percent
(25%).

Section 9. During the general meeting a quorum must at least fifty percent plus one
(50% plus 1) of its member.

Section 10. During the regular session of the Legislative Council a quorum of three-
fourth shall be adopted.

Section 11. Majority means one-half of the members plus one, at least. The
organization shall adopt such when there only two important matters to
be voted.

Section 12. In case there are more than two questions or candidates are voted at the
same time, the highest numbers of votes wins.

ARTICLE XI
ELECTION OF OFFICERS

Section 1. The filing of candidacy shall be done on the second week of May.
Section 2. The election of officers of the SSG shall be held annually on the third
week of May.

Section 3. The election of officers will be done through official ballot.

Section 4. The COMSELEC shall be composed of the incumbent officers who are not
aspiring for another term or position and the members who are willing to
serve the elections.

ARTICLE XII
TERM OF OFFICE

Section 1. The duty of officers shall have a term of one year.

Section 2. The officers shall assume the position after they have been proclaimed
into office and proper turnover of properties, records, funds;
accountabilities and financial statements were made by their
predecessors.

ARTCILE XIII
FEES, FINES AND FUNDS

Section 1. Semestral dues of members in the amount of P20.00 will be collected in


all year level.

Section 2. Other legitimate sources of funds may include bank deposit interest and
Income Generating Project (IGP).

Section 3. Fines for failing to vote during SSG election shall be P50.00

Section 4. Other legitimate sources of funds may include bank deposit interest and
Income Generating Project (IGP)

Section 5. The signatories for any bank transactions shall be the president and
treasurers.
ARTICLE XIV
THE SSG ADVISER

Section 1. The organization shall have an adviser to be recommended by the


supreme student government for designation by the administration.

Section 2. The Adviser must have a permanent status of appointment with the
institution at the time of his designation.

Section 3. The SSG Adviser shall be nominated by the SSG Officers having at least
3 nominations.

Section 4. He/she shall assist SSG in the performance of its function in terms of
technical support.

Section 5. He/she should consult and coordinate with the officers of the executive
branch on matters directly affecting the organization.

Section 6. He/she shall sign important documents submitted to him by the SSG.

ARTICLE XV
GENERAL PROVISION

Section 1. The Supreme Student Government may, by a resolution, adopt a new


name and logo symbolizing the ideals and principles of the organization.

Section 2. The Supreme Student Government is the main channel of communication


between the students, employees and the administration.

Section 3. The name of the organization shall not be used for any unjust and immoral
ends.

Section 4. All resolutions and ordinances which have undergone critical analysis and
deliberations in the Legislative Branch shall be subjected for the approval
of the Executive Branch.

Section 5. The President shall sign important documents submitted by every campus
clubs and organizations.

ARTICLE XVI
PENAL PROVISION

Section 1. Any violation listed on the section one (1) must be with due process of
law before disciplinary action and expulsion be taken.

a. Willful violation of the provisions of the constitution and by-laws.


b. Negligence of duties and responsibilities
c. Abuse of power and authority.
d. Habitual absenteeism without valid reason.
e. Graft and Corruption.
f. Office Oppression.
g. Immoral Actions.
h. Act of lasciviousness inside the office both same and opposite sex.
i. Bringing liquors and prohibited drugs inside the university.
j. Under the influence of liquors and prohibited drugs inside the university.
k. Utilization of SSG properties without permission from the office.

Section 2. Grounds for petition and disciplinary action. (Refer to the section
one (1) of Article XVI also known as Penal Provision & Sanctions)

a.1.1.7Not wearing of SSG I.D during events or activities.

a.1.2 Disciplinary actions for minor offense


a.1.2.1 1st Offense – Cautionary/Warning
a.1.2.2 2nd Offense – Comply promissory letter within 8 working
hours.

suspension.

a.1.3 Major Offense


a.1.3.1.Any form of bullying either Physical, emotional and Spiritual
that cause humiliation.
a.1.3.2.Conflict of interest.
a.1.3.3. Bringing, using and taking of prohibited drugs and liquors.
a.1.3.4.Bringing, playing cards as used in a form of gambling.
a.1.3.5. Stealing of any property
a.1.3.6. Possessing deadly and dangerous weapons.
a.1.3.7.Showing disrespect to students or student leaders.
a.1.3.8.Physical assault of officers.
a.1.3.9. Making or imposing decision without the agreement of the
body.

a.1.4 Disciplinary actions for major offense


a.1.4.1. 1st Offense – Statement of agreement and promissory letter.
a.1.4.2. 2nd Offense – 5 days suspension and deprivation in entering
the SSG Office.

a.1.4.3. 3 Offense - Expulsion.
a.1.4.4. - all deprave action shall be investigated with the due process
of law until the latter proven guilty.

bNegligence of Duties and Responsibilities


b.1Any officers neglect his/her duties and responsibilities shall be
penalized in accordance to times of offense.
b.1.1. 1st Offense –The latter is required to submit a promissory
letterwith valid reasons containing either loss of
family member and health issues and
immediately comply within 8 working hours.

b.1.2. 2 Offense –The latter required to submit another
promissoryletter within working hours and
conduct a 4-hours community service.
b.1.3. 3rd Offense–The latter is required sign a letter of expulsion
from his or her position.

c. Abuse of Power and Authority


c.1.Any officer/s who abused power and authority should undergo due
process of law before the decision be made. If the accused is/are proven
guilty, the accused shall be penalized in accordance to times of offense.

c.1.1. 1st Offense –Referral to the SSG-President and statement of


agreement or promissory letter.

c.1.2. 2 Offense –The accused will pass to the OSAS Head for
counseling.

c.1.3. 3 Offense –Expulsion from position.

d. Habitual Absenteeism and Tardiness without valid reasons


d.1.Any officers of the SSG who wishes to be excuse from attending
meetings, activities and events shall present an excuse letter that indicates
his or her valid reason/s to the SSG-President for approval and
consideration.

d.2.Absent and late attendances from any meeting (except urgent and
abrupt ones), events or activities without an excuse letter shall
automatically be counted as an offense.

d.2.1. 1st Offense –A letter of notice for negligence of duty shall be


given to the latter.

d.2.2. 2 Offense –A promissory note is required from the latter
andan unauthorized letter of notice for
negligence of duties shall be given to him or
her.

d.2.3. 3rd Offense –The executive and legislative body shall come
up to a meeting and discuss the latter’s
dismissal or expulsion.

d.3.Grace period for allowance to all activities and meetings shall be 15


minutes only.

e. Graft and Corruption


e.1. Any person committing and involved graft and corruption will be
sanctioned to the deprivation of entering the SSG-Office while the case is
ongoing, but when the body proved that the person is guilty, S/he will be
expelled from the organization, then the case will be passed to the
guidance office and the guidance counselor will take charge of the
decision.

f. Office Oppression
f.1.Officer of any position is subject for petition under this violation.
Complainant should submit a complain letter to the SSG-Adviser and
request for settlement.

f.2.Officer proven guilty shall be dismissed to his or her position.

g. Immoral acts
g.1) Public display of affection (PDA)
g.1.1. Kissing (Lips to lips)
g.1.2. Lying on the lap of the opposite and same sex.
g.1.3. Partner staying in the dark places.
g.1.4. Necking and Petting.
g.1.5. Act of seduction to any student, faculty, staff or any
member/official of the university.
g.2. Murder
g.3. Sexual assault
g.4. Grave threat
g.5. Prostitution
g.6.Stealing any property of the university, private properties of faculty,
staff and students.
g.7.Any form of public scandal
g.8. Possessing or bringing pornographic material
g.9. Institution, riots and strike
g.10 Entering the campus under the influence of liquors & prohibited

drugs.
g.11. Possessing, selling, using, taking of prohibited drugs in any form
within the campus.
g.12. Physical assault in others.
g.13. Possessing deadly and dangerous weapon including explosive and
incendiary materials within the campus premises.
g.14. Gross and deliberate discourtesy, disrespect to University officials
and personnel and students in or off campus.
g.15. Posting, disturbing, disseminating, uploading video/pictures without
permission, circulating leaflets, and other printed materials that tend
to instigate subversion toward the government and cause chaos to
the university.
g.16. Slander/Libel (Subject for review of the legal counsel)
g.16.1. Uttering defamatory and rebellious statements or remarks
against any school officials or their authorized
representatives
g.16.2. Showing disrespect to faculty members, employees or
officials of the university by ridiculing, mocking or
instigating a quarrel.
g.16.3. Publication of rebellious materials.

g.17. Falsification of documents, records and credentials


g.17.1. Forging, falsifying tampering university records, documents
or knowingly furnishing the university or false or fraudulent
information in connection with an official document.
g.17.2.Forging of signature
g.17.3. Entering university with fake tampered or borrowed ID.

g.18. Plagiarism
g.19. Penalty:
g.19.1. 1st Offense –While the case is ongoing, the accused
is not allowed to enter the school premises.
g.19.2.. 2nd Offense –2 weeks suspension and not allowed to
enter the school premises.

g.19.3. 3 Offense – Dismissal from his/her position.

h. Act of lascivious ness inside the office both same and opposite sex
h.1 Accused officer shall suffer the determinants sentence of 10 school
days and shall not allowed to enter the office from the day of S/he is found
guilty.

h.2. However elements of the violation of act of lasciviousness are:

h.2.1.When the offender commit act of lasciviousness that is done

i. Bringing liquors and prohibited drugs inside the university


I.1.Any person caught to bring liquors and prohibited drugs inside the
University premises must reported to the OSAS Head and to the
guidance counselor. There and will be a proper investigation in
accordance to the case. If proven guilty, the said person will be
dismissed from his/her position and will be report to VPAA for further
investigation.

I.2.As stated in the Student’s Handbook, Article 17 also known as Rules on


Discipline Section 4; the Student will undergo disciplinary action in
accordance with the gravity of the offense committed.

j. Under the influence ofliquors and prohibited drugs inside the University.
J.1.Any person caught under the influence of liquors and prohibited drugs
shall automatically receive a notice from the SSG-Office. He or She
must submit a promissory letter within 8 working hours. If the latter
cannot comply the letter, s/he must be sent to the OSAS Head and
Guidance counselor.

J.2. Repetition of violation automatically leads to expulsion.

k. Utilization of SSG properties without permission from the office.


K.1. Utilization of SSG property/is without permission shall suffer the
following offenses if the accused officer/s is/are proven guilty.

k.1.1. 1st Offense – Letter of notice shall be given to the accused.


k.1.2. 2nd Offense – Three (3) days suspension from his or her
Position in deprivation in entering the SSG
office.

ARTICLE XVII
AMENDMENTS

Section 1. Any provision of the constitution and by-laws be amended or revised


upon the majority vote of all members of the Supreme Student
Government during its general assembly.

Section 2. The Legislative Branch can facilitate the discussion of the proposed
amendment through resolution adopted by the body during correction.

ARTICLE XVIII
EFFECTIVITY

Section 1.This constitution takes effect upon ratification by a majority of votes cast in
a plebiscite held on December 21-23, 2020at Arena Blanca Resort, San Agustin,
Surigao Del Sur for the purpose and shall supersede all previous constitution of the
student body.
