INTRODUCTION Ecological health is a delicate phenomenon that is
easily disturbed due to municipal projects that
ignore sustainable urban planning policies.
Currently there is no effective management system
that charts the overall ecological health of a region
and provides tangible components for measuring
it's ecological balance. There is a need to curate an
information system that translates specific data
points into parameters that quantify the biosphere
in specific locations. Users will be provided
information based on the MIS to track the
ecological health of their environment. They will

Milestone 01| Group 2

be alerted of external threats (specifically
municipal projects) affecting the ecological
balance of their locality, and will be offered viable
solutions to mitigate ecological imbalance arising

1 due to the same.

PHILOSOPHY THAT INSPIRED US
Ecological health has various dimensions today: climate change, depleting freshwater resources,
disruption in food chains due to extinction of species, rapid deforestation, etc.
UN SDG 11 emphasizes on the importance of developing sustainable cities and communities, and
a crucial factor in sustainable development is maintaining ecological balance along with
urbanization.
There is the need to develop an IT system to ensure that residents of a particular urban space can
actively participate in maintaining its ecological health. Often we are unaware of the tangible ways
in which we can actively act on environmental issues, this MIS will help in providing exactly that
information.
It is important to understand our environment better. People need to feel organically related to it
to contribute meaningfully to sustainable development. This MIS will help them appreciate it
more.

Milestone 01| Group 2

Such an MIS is also needed to maintain sustainable urban development. Sustainability is no doubt
included at the planning stage of an urban space, but often it is neglected as development
projects progress in scale and magnitude. By involving residents we can make sustainable urban
development a dynamic and evolving reality.
Scope of MIS
Residents of a locality will be able to track particular health indicators monitored by the IS.
IS will provide information on what is the relevance of these indicators in terms of health.
Any of the residents/authorities can update the system if there is a development project in their
SCOPE OF MIS

vicinity. This is stage 0 alert.

After every stage 0 alert, the indicators will be updated by the organisation in tandem with the IT
system, to ensure that the values of those indicators which this project affects are updated.
If a combination of some of the indicators are reaching a point where they are no longer able to
maintain ecological balance at a reasonable level, residents will be alerted if it is due to the
development project.
They will be told which specific indicator is being harmed, and what impact this will have on their
health.
Residents will be provided an alternate course of action that they can take, to accomodate the

Milestone 01| Group 2

project. It is up to the residents to decide if the project should be stopped altogether. The MIS will
only tell them alternates.
This is a stage 1 alert. If action is ignored here, and indicators keep worsening they will get a stage
2 alert later. The residents can also seek the support of local government to keep the project in
check.
Benefits of MIS

Help in creating collaborative partnerships between the residents, industrialists

and the government to build sustainable projects
SCOPE OF MIS

Automated information exchange would lead to informed decision making by the

residents

The information model is user driven

Technologies such as mobile, cloud, social networks and sensors will work
together to create a pollution free environment

Milestone 01| Group 2

Residents will get real time updates about the air quality or water quality in the
locality. Eg. Asthma patients can take special care if air quality index is poor.
5 COMPONENTS OF MIS PEOPLE Urban planners, community residents, government agents

PROCESS The system integrates all the information to develop a comprehensive report
relevant to the users geographies within a range.
Observers notify the system of unwarranted development, the system analyses
and highlights the impact over time and scale

MARKET FEASIBILITY
FEASIBILITY ANALYSIS 1. The potential market and end users for the MIS would be residents of localities under
imminent risk of ecological imbalance due to urban planning and municipal projects.
1 2. The project timing is accurate considering the growing concerns on climate change and
global warming with rapidly increasing pollution levels in urban India.
3. The management system will be able to capture the target market due to lack of
effective competitors in the ecological indicators space.
4. Given the above indicators, the MIS is feasible in the market scenario.

TECHNOLOGICAL FEASIBILITY
1. The technological aspects of this MIS include data collection, data analysis, and
infographical representation of the data for target end users in addition to IT support
and back end development of the User Interface on computers and mobile applications.

Milestone 01| Group 2

2 2. The MIS integrates various evaluation criteria and allows users to derive useful
inferences from the data in order to determine the ecological condition of their location.
3. There is a strong focus on integrating the information across various users such as local
government bodies, urban planning industrialists, construction firms, and residents.
4. With responsible hiring of IT professionals, and regular assessment of IT performance
across all platforms, the technological feasibility is achievable.
OPERATIONAL FEASIBILITY

FEASIBILITY ANALYSIS 1. Usability - The user interface across all platforms will be managed by the IT department that
focuses solely on the technology performance of the MIS. A strong focus on maintenance of
3 the IT framework and devices used for measuring of the data will ensure that the MIS is
usable.
2. Sustainability and Support - A robust team with the distinct responsibility of ensuring that the
data collection is relevant and real-time in addition to ensuring that the end users are able to
derive actionable inputs from the data will lend itself to the sustainability aspect of the
business model.
3. Hardware and Data - Data will be collected from various sources for each of the measured
parameters. The feasibility is subject to the partnership agreements with the data sources.
a. Air Quality Index - Measured through the website https://waqi.info/ for real time air quality
updates.
b. Soil Quality Index and Water Quality Index - EIA reports created by local and central
governments preceding the municipal project or urban planning project. This will be
frequently updated and the public domain nature of the report will allow for resident scrutiny.

Milestone 01| Group 2

c. Land Usage - A three-layered approach with Government agencies, Google Map verification
and resident volunteers who can also perform a cursory check on the land.

LEGAL FEASIBILITY
4 1. Data protection for all stakeholders - end users, local and central government agencies,
and urban planning industrialists.
2. Legal requirements such as documentations and App regulations.

System
To make life easier for managers of our organisation we propose an information system
model structured in 6 different parts.
PROPOSED MIS
1. Management Reporting System- A database would be designed to report all the
operations of all the levels of management. This is used to generate reports by
comparing the performance of the application and help to improve it in the future.
2. Process Control System- To monitor the efficiency of services provided and safety of our
employees.
3. Decision Support System- This is used by the higher level authorities of our organisation
to collect information of the company as a whole and make decisions accordingly.
4. Executive Information System- It's a tool to help managers as it provides information of
company's reports from all levels and departments.

Milestone 01| Group 2

5. App Control System- It tracks everything that has to do with our application and
determines which area has been using the app more and helps take feedback to develop
the application.
6. Enterprise Resource Planning System- This helps in managing relations and
connections with the stakeholders outside our business. ( IT professional companies ).

Competition from substitutes: Low
Since there are no similar products or services offered in the market, the scope of
competition from substitutes is relatively low
Competition from new entrants: Low
As the cost of designing and setting up such a system is high and requires approval from
the government bodies, it is relatively diificult to setup such an undertaking.

Competition from existing rivals: Low

Since its an innovation in the industry, there isn't any direct competition to the
company or the service offered.

As Google is the only supplier who would provide the required information for the development
of the information system.
Bargaining power of customers: Moderate
Consumers have a high bargaining power since information is open to everybody
through the internet. But these consumers could also have a low bargaining power in
terms of the purchasing power and differentiation in the service offered.
Cost Differentiation

Methods and approaches for IT Governance:

Business and IT alignment helps in creating strategic and functional

integration between business and IT.

According to Weill's framework of analysis on IT governance, IT Duopoly

will be a preferred model of governance for this.

The decision making structure will be two party arrangement between
