Section-01 Scope
This document describes the steps to be taken for rescue operations in all vessels /
confined spaces with little or no risk to other employees.

Section-03 Guidelines

1) Certified SBM should be nominated and deputed at the location before any confined
space / vessel entry.
2) SBM should be equipped with communication tools e.g., walkie-talkie (Motorola),
whistle or location of near-by pager system must be known to him. He must be able
to communicate through the provided means of communication in case of
emergency situation.
3) SBM must be able to stablish communication with all individuals. He must also know
how to communicate the emergency situation and to whom?
4) SBM must be notified immediately if an entrant (person who is inside the vessel /
confined space) recognizes,
a. Unusual action / behavior
b. Unexpected hazard
c. An unsafe act / condition
d. A condition prohibited by the issued permit
5) Entrants must exit the vessel / confined space as quickly as possible when,
a. Evacuation call is given by the SBM
b. An entrant recognizes signs / symptoms of over-exposure
c. An unacceptable condition arises
d. An emergency alarm is activated
e. Issued permit has been expired
6) Workers that need to enter any vessel / confined space must either be permanent
employee or any other person whose “site safety orientation & assessment” has
been done.
7) No any person is allowed to enter the vessel / confined space without their
credentials entry into SBM men-entry sheet.

Section-04 Rescue Procedure

1) For retrieval of vessel entrant during rescue, following special tools should be
available with rescue / fire squad team,
a. SCABA set
b. Chest of full body harness
c. Retrieval line (life line) which needs to be attached at the center of the back
near shoulder level above the head level
d. Patient lowering system (stretcher)
e. Mechanical device like pulley or hauling system if depth is more than 5ft

2) In the event of a confined space rescue, SBM will never enter the confined space
but immediately call rescue response from the on-site / fire squad team leader
(concerned unit SIC).
3) After reaching the emergency location, confirm from SBM about the number of
victims trapped inside the vessel / confined space.
4) Rescue / fire squad team should check LEL & Oxygen after reaching the emergency
location.
5) If LEL or Oxygen deficiency is observed then as per team leader instructions, fire
squad / rescue team members should wear SCABA sets for vessel / confined space
entry, enter the vessel / confined space by wearing safety harness & retrieval line
(life line) & check the condition of victim.
6) Prior to vessel / confined space entry, rescue member should wear special PPEs if
sludge or any hazardous material is informed to be present inside the vessel /
confined space and having the potential of exposure.
7) After analyzing victim condition, rescue person attach retrieval line (life line) to the
victim & give verbal or hand gestures signals to the outside rescue team for pulling
the victim outside.
8) Retrieval line (life line) to be fastened outside the vessel / confined space so that
rescue can be done safely.
9) After rescuing the victim outside, victim should immediately be given first aid or CPR
by the trained person, as per requirement.

CAUTION
Do not give first aid / CPR to the victim if you are not able to do so
CONSEQUENCE
First aid / CPR provided by uncertified person may be harmful to the victim

10) After first aid, victim should be shifted to plant clinic.


11) Ensure that all persons (including rescue / fire squad member) have safely come out
of the vessel / confined space and there is no one inside.
