LEARNING ACTION CELL (LAC) ON STRENGTHENING STUDENTS’ SPEAKING AND
LISTENING SKILLS THROUGH EFFECTIVE TEACHING STRATEGIES IN THE NEW
NORMAL
Narrative Report

Listening and Speaking are both essential in the educational sector as they are considered as part of
the Five Macro Skills. As language teachers, it is our responsibility to help our students’ master these
skills so they could do better and actively participate in class. Thus, teachers should have tons of
strategies to help learners maximize their listening and speaking skills especially in times of distance
learning.
In this regard, the proponent thought of conducting a Learning Action Cell (LAC) on “Strengthening
Students’ Speaking and Listening Skills through Effective Teaching Strategies in the New Normal ”
to enhance teachers’ skills in teaching speaking and listening to students.
The LAC geared at modelling a comprehensive selection of effective teaching strategies that promote
learner achievement in literacy and numeracy ; and leading colleagues in reviewing, modifying and
expanding the range of teaching strategies that promote critical and creative thinking, as well as other
higher-order thinking skills.
The LAC was steered on August 05-07, 2021 via Google Meet application.
The session was organized by the Language teachers spearheaded by the LAC leader Mrs. Corazon T.
Custodio, Master Teacher I.
The first day of the session was started at exactly 9:00 in the morning. It began with the roll call of
attendees and giving of house rules by the moderator , Ms. Felisa Bacani. It was to make sure that
everyone was in call. Then, Mrs. Maribel A. Cauan,Teacher III, led the singing of the national anthem
succeeded by a prayer. After which, Mrs. Eva L. Caronan, Head Teacher I, recognized in her opening
remarks the participation and collaboration of the teachers in making the training possible. Likewise,
Mrs. Corazon T. Custodio, MTI, emphasized in her welcome address the importance of the topics
discussed and the significance of using new teaching strategies during this pandemic.
The first discussant was Mr. Rodrigo G. Naron, Teacher III, who talked about Teaching Speaking
Skills to 21st Century Learners. He started his lecture with a Pre-Test to give the participants a bird’s
eye view of the topic. He reinvigorated that communication today is very important both in the
business world and in private life. Successful communication helps us better understand people and

situations. It helps us overcome diversities, build trust and respect, and create conditions for sharing
creative ideas and solving problems.
The second resource speaker was Ms. Frances-Ann B. Vargas, Teacher III , who tackled How to
Practice Speaking Skills in Distance Learning and Introduction to Practical English Spoken English .
Ms. Vargas highlighted the new strategies in practicing students’ speaking skills appropriate to the
needs of the present time. She concluded her lecture requiring the participants to make samples
speaking activities paralleled to the new normal.
Mr. Jed Norris A. Lopez, Teacher III, discussed Preparation, Development and Evaluation of
Instructional Materials in Speaking. He made emphasis on the importance of instructional materials
in making learning more interesting, practical, realistic and appealing. Instructional materials enable
both the teachers and students to participate actively and effectively in lesson sessions. They give
room for acquisition of skills and knowledge and development of self- confidence and self-
actualization.
The second day of the training commenced at exactly 9:00 in the morning with a prayer. The lecturer,
Ms. Jenieva G. Ibarra, shared her knowledge in the topic Teaching Listening Skills to 21st Century
Learners by steering a 15-item Pre-test as starting point. She emphasized that to listen, we need to
make a conscious effort not to just hear what people are saying but to take it in, digest it and
understand. Not only does listening enhance your ability to understand better and make you a better
communicator, it also makes the experience of speaking to you more enjoyable to other people.
The next topic discussed was How to Practice Listening Skills in Distance Learning lectured by Mrs.
Corazon T. Custodio . It was pointed out during the lecture that when you teach a listening lesson
online, the structure of the lesson is likely to be the same as a face-to-face lesson: you'll establish a
context and engage the learner(s), set a task or tasks while learners listen and then follow up with
some kind of speaking task or analysis of language.
On the last day of the training, Mrs. Rio-Ann M. Taguba, Teacher III, served as the speaker and talked
about Preparation, Development and Evaluation of Instructional Materials in Listening. The speaker
emphasized that materials should provide the learners with opportunities to use the target language to
achieve communicative competence. 
In general, all the teachers participated well in the training and shared their insights in the process.
Afterwards was the giving of certificates to the participants who joined and learned from the session.
The success of the training will surely help the teachers to the demands of the 21 st Century learners.
