Purpose of Identifications of critical valves in TharJiath facility:


There is no proper definition available regarding the term critical valves in standards.
The term is varied from industry to industry and company to company, therefore
SPECS and SPOC sit together to set the definition and strategy to identify critical
valves in Tharjiath resumption project based on operation philosophy so that reap the
below mentioned benefits

 To utilize the opportunity of resumption for proper maintenance and test of


critical valves
 To optimize the resumption project resources meeting the “fit for purpose”
philosophy without jeopardizing plant’s safety and integrity
 To make sure the safety and integrity of plant during start-up and normal
operation

The critical valves have been marked by following below mentioned criteria:

Safety Valves:
All PSVs, SDVs, NRVs and solenoid valves which are including in SOW EPCC-1
(1+1 arrangement), shall be considered as safety critical.

Control loops valves:


Isolation valves related to control loop’s instruments likewise PTs, LTs needs to be
checked properly and needs to be added in inspection checklist of instruments

Isolation valves:
Main isolation valves of each equipment related to main process lines & critical
utilities for the operational and standby trains only shall be considered as safety
critical. Sampling points at OGMs are safety critical due to their frequent use.
Critical check valves have also been highlighted and needs to be inspected

FFS strategy:
There must be some FFS strategy which needs to be followed for the equipment &
related piping & fittings which had been affected by bush fire

Drain Valves:
Drain valves related to closed drain network has been highlighted in P&IDs in CPF
area which are directly connected to closed drain header related to SOW (EPCC-1,
1+1 arrangement) need to be considered as safety critical due to their importance
during any unforeseen/emergency situation.
Further, below 2” isolation valves connected to open & closed drain header which
were passing and not found good in visual inspection shall be replaced. However, 2”

and above passing drain valves shall be made operable after maintenance if possible,
otherwise replaced.

Pressure:
Although the system design pressure is 300# rating except export pipeline, some of
the valves are marked considering pressure critical service.

General Considerations:
Except critical valves, the rest of the valves should be check and maintenance
activities would be performed by following the below checks
I. Perform stroke test for SDVs which are marked on the P&IDs not included in
SOW EPCC-1 (1+1 reinstatement).
II. Visual inspection and maintenance must be done for all fittings and valves, if
there is any leakages or disturbance found need to be inspected 100 %.

Strategy for Isolated Trains:


I. Main isolation valves for the equipment which shall remain isolated / offline is
to be marked locked closed and the all-available spectacle blinds related to the
equipment shall be changed to close position
II. All the spectacle blinds that shall be swap to close position needs to be
highlighted in P&IDs.
