As an archipelagic country, the Philippines is blessed with rich marine resources
that serve as our major source of food, income and livelihood — with thousands
of fishermen directly dependent on the industry, and millions more who benefit
and earn decent livelihood from related fishing and aquaculture enterprises.
We are pleased that the country’s fishery production — which accounts for
around 16.4 percent of the total agriculture output— has somehow recently
staged a comeback after several years of declining output. In 2019 alone, the
sector grew by 1.3 percent in terms of volume and 6.1 percent in terms of value,
producing P281.67 billion worth of various marine and aquaculture products at
current prices.
Together, let us continue to pursue our noble task of helping our countrymen,
particularly the marginal fisherfolk and their families, to rise above poverty
through the provision of efficient service and technical assistance, and adoption
of modern and sustainable fishing and aquaculture technologies.
This Philippine Fisheries Profile depicts a clear and concise picture of the
fishery sector's performance in 2019, mapping out the peaks and slopes of
fisheries production specifically in aquaculture, municipal and commercial
fisheries subsectors.

In 2018, the Philippines ranked 8th among the top fish producing
countries in the world with its total production of 4.354 million
metric tons of fish, crustaceans, mollusks, and aquatic plants
(including seaweeds). The production constitutes 2.06% of
the total world production of 211.87 million metric tons (FAO
Statistics).
Sixty percent of the total import value for 2019 was contributed
by three major commodities; 48% in chilled/frozen fish, 2.1
% in prawn feeds, ; as well as flour, meals and pellets of fish,
crustaceans, and mollusks fit and unfit for human consumption,
1.6%. These commodities have an aggregated value of US$
387 million out of the US$ 748.7 million total import value.

Out of the total fish production of 4.42 million MT, ARMM has the largest contribution
of 0.936 million MT. For commercial fisheries, Region XII tops in production while
Region IV-B leads in municipal fisheries.
Note: For aquaculture, figures may not add up to the totals due to rounding off.
For 2019, a total fish production of 281.63 billion pesos was produced in terms of
value. Region III contributed the most with a 14.7 % share.
Among the three subsectors, the municipal sector recovered with a 1.73% increase in
production, as compared with the previous year's municipal production of -1.77% .

The quantity of fish production for 2019 had an increase of 1.3% , although there is an
increase in terms of value, growth rate slightly fell to a 6.1 % as compared from the
previous production trend.

Among all the other regions, ARMM had the highest fisheries production which is contributed by the high production of oysters,
mussels and seaweeds.

Region III tops in 2019 production of tilapia, carp, catfish, mudfish and gourami from
freshwater fishpond.
Region IV-A is the major contributor of tilapia, milkfish and carp in freshwater fish
cage production.
Region IV-A had the highest production in freshwater fish pens followed by NCR and
ARMM.

With a total of 8,294 MT in marine water fishpen, 90 % of this came from Region I,
the top fish pen producer.
Major producers from mariculture are ARMM, Regions IV-B, IX and VI. Almost all of the
regions produce seaweeds as their main commodity (except NCR, CAR, III & IV-A).

Milkfish
For aquaculture production of milkfish, Region I got a plentiful harvest of 116,797 MT from the three culture environment with a
28% share of the total 409,907 MT milkfish production.

On tilapia production, Region III had the highest produce with a 47% share to the total 279,298 MT tilapia on both aquaculture
and freshwater fishpond culture.

ARMM's 46.5 % share in the total aquaculture production of seaweed makes it the
top producer of the said commodity in the Philippines.
Region III topped in shrimp production for 2019, generating a 38% share out of the
66,252 MT production.
Under the aquaculture fisheries subsector, seaweed is the main commodity produced followed
by milkfish and tilapia.

Out of 1.13 million metric tons of municipal fisheries production, 86% came from
marine municipal fisheries and 14% from inland municipal fisheries. The top producers
are Regions IV-B, IX, V, ARMM and VI.
Big-eyed scad, Bali sardinella, frigate tuna, roundscad, fimbriated sardines and squid
are fish species with a large bulk of production in the marine municipal subsector.
On 2019, 46% of the registered municipal fishing vessels came from the four
regions of IV-B (MIMAROPA), VI (Western Visayas), VII (Central Visayas) and VIII
(Eastern Visayas).
Region XII's production by type of landing center/s constituted 29% of the total
commercial fish production of 931,451 MT; the leading producer in the subsector
followed by region IX and ARMM
Skipjack, Bali sardinella and roundscad are the three species with a large bulk in production in
commercial fisheries, comprising a 60 % share of the total 940,000 MT fish production within
this subsector.

As of 2019, there are 2,954 operators and 7,442 commercial fishing vessels in the
Philippines. NCR, Region XI and Region IX have a numerous number of this vessels.
With the total of 264,254 metric tons of fish and fishery export products, fish, crusteceans,
molluscs, etc. and preparation are the commodities with the largest contribution both in
terms of quantity (205,540 metric tons) and value, ( 44.56 billion pesos).
When it comes to quantity, Germany got the largest bulk of tuna products from Philippines. On
the other hand, USA only obtained 12.2% of the total tuna exports, 13.5% of the total FOB value
generated from the commodity on this country.
USA, China, Spain, Russia and Belgium are the top countries of destination for seaweed
export from the Philippines - with 24.7%, 12.2%, 6.9%, 4.2% and 4.1% respectively.
Japan and USA acquired 2,550 MT 1,312 MT out of the 6,544 MT of shrimps/prawns
export; 38% and 20% respectively.
Overall, USA acquired a large bulk of all the exports from the Philippine's fish and
fishery products (20.8%), followed by Japan, Germany, China and UK. In terms of
value, fishery exports generated a total of 57.8 billion pesos.

In 2019, a total of 506,192 metric tons of fish and fishery products have been imported
by the Philippines 91.8% of which are mainly fish, crustaceans, molluscs, etc. and
preparation. The other 8.2% is divided between shells and by-products, miscellaneous,
and other fishery products.
The importation of mackerel from China has contributed to the bulk of the total imports of
fresh/chilled/frozen fish; amounting to 2 billion pesos for the cost of import. On the other hand,
though Papua New Guinea shipped 110,891 MT of tuna, it costed 8.8 billion in Philippine pesos.
In terms of sardines importation, Japan is the largest country of origin.
Vietnam shipped a significant amount of prawn feeds (14,032 MT/93%) of the total
prawn feeds import to the Philippines, thus making it the top country of import
origin on prawns feeds.
On the other hand, Denmark is the top seller of fishery products that are unfit for
human consumption. It is followed by USA and Peru who also traded a significant
amount/volume of said goods.
76% of the total import of fisheries products originated from China, Papua New Guinea, Vietnam,
Indonesia and Republic of Korea.

Next to rice and rice Products, Filipino's consume fish and fish products the most; 11% of the
total intake of each Filipino is composed of the fishery products which is 4.6% higher than meat
and meat products and 8.6% higher than poultry.

According to FNRDI-DOST, each Filipino consumes 36.8 kilograms of fish and fish
products per year on average. 24.7kg of fresh fish, 5.2kg of dried fish (as fresh
fish), 4.9kg of processed fish and 3kg of crustaceans and molluscs.

The data in this table refer to the aquaculture production of seaweeds and
other aquatic plants expressed in tonnes and on a wet-weight basis.
Philippines produced 1,478,301 metric tons of aquatic plants in 2018 with a share
contribution of 4.56 % share to the total world production of aquatic plants.
