As an archipelagic country, the Philippines is blessed with rich marine resources
that serve as our major source of food, income and livelihood — with thousands
of fishermen directly dependent on the industry, and millions more who benefit
and earn decent livelihood from related fishing and aquaculture enterprises.

We are pleased that the country’s fishery production — which accounts for
around 16.4 percent of the total agriculture output— has somehow recently
staged a comeback after several years of declining output. In 2019 alone, the
sector grew by 1.3 percent in terms of volume and 6.1 percent in terms of value,
producing P281.67 billion worth of various marine and aquaculture products at
current prices.

We believe the Department of Agriculture through the Bureau of Fisheries and


Aquatic Resources (DA-BFAR) has contributed its modest share in accomplishing
this feat. Thus, we commend all the hardworking men and women of BFAR! For
these accomplishments, and many more, congratulations!

We therefore commend the Bureau of Fisheries and Aquatic Resources (BFAR)


for the publication of the Philippine Fisheries Profile 2019 containing consolidated
statistics and information about the sector that plays an important role in our
agricultural economy.

Intended primarily for policy and program development, Philippine Fisheries


Profile 2019 provides a snapshot about commercial and municipal fisheries
and aquaculture in terms of production, trade and consumption data, among
others.

Together, let us continue to pursue our noble task of helping our countrymen,
particularly the marginal fisherfolk and their families, to rise above poverty
through the provision of efficient service and technical assistance, and adoption
of modern and sustainable fishing and aquaculture technologies.

The Department of Agriculture - Bureau of Fisheries and Aquactic


Resources (DA-BFAR) formally presents this year's Fisheries Profile containing
information on fisheries statistics.

This Philippine Fisheries Profile depicts a clear and concise picture of the
fishery sector's performance in 2019, mapping out the peaks and slopes of
fisheries production specifically in aquaculture, municipal and commercial
fisheries subsectors.

While we highlight statistical figures in this publication, let us not forget


that these numbers also reflect the tireless efforts of our fisherfolks whose
contributionin propelling the country's economy deserves our recognition.

Recognizing the invaluable assistance provided by the Philippine


Statistics Authority (PSA), the Food and Nutrition Research Institute under
the Department of Science and Technology (FNRI-DOST), the Food and
Agriculture Organization (FAO), the DA-BFAR hopes that this Fisheries Profile
continues to serve as an excellent tool in assessing the performance of the
sector and in helping craft relevant policies and programs as we push for
the "Masaganang Ani at Mataas na Kita" in the whole fisheries industry.

HIGHLIGHTS
World Scenario: Philippine Fisheries

In 2018, the Philippines ranked 8th among the top fish producing
countries in the world with its total production of 4.354 million
metric tons of fish, crustaceans, mollusks, and aquatic plants
(including seaweeds). The production constitutes 2.06% of
the total world production of 211.87 million metric tons (FAO
Statistics).

The Philippines’ 0.826 million metric tons aquaculture


production of fish, crustaceans and mollusks in 2018 ranked
11th in the world and 1.01% share to the total global
aquaculture production of 82.095 million metric tons. In
terms of value, the country’s aquaculture production of fish,
crustaceans and mollusks has amounted to over 1.887 billion
dollars (FAO Statistics).

Similarly, the Philippines is the world’s 4th largest producer


of aquatic plants (including seaweeds) having produced a
total of 1.478 million metric tons or nearly 4.56 % of the total
world production of 32.386 million metric tons (FAO Statistics).

Contribution to National Economy, 2019

The fishing industry’s contribution to the country’s Gross


Domestic Products (GDP) were 1.2 % and 1.3% at current and
constant 2000 prices, respectively. This translates to some
P228 billion for current prices and P125.09 billion for constant
prices of the country’s GDP of P18,613 billion (current prices)
and P9,750.6 billion (constant prices).

The industry also accounted for 14.7% (P227.999 billion) and


16.5% (P125.09 billion) of the Gross Value Added (GVA) in
Agriculture, Hunting, Forestry and Fishing Group of P1,554.17
billion and P756.96 billion at current and constant prices,
respectively, the largest share next to agricultural crops.

Livelihoods

Based on the FishR 2019 data, fisherfolk were engaged in various


fishing activities. Most of these fisherfolk were involved in capture
fishing. Other sources of their livelihood includes aquaculture,
vending, gleaning and fish processing.

Performance of the Fishing Industry

Total volume of fisheries production in the Philippines from


January to December 2019 reached 4,415,002 metric tons.
The 2019 fisheries production also showed a modest 1.3%
increase from the previous year’s production of 4.36 million
metric tons to 4.415 million metric tons in 2019 and was valued
at 281.65 billion pesos, higher than the 265.35 billion pesos
production value of the preceding year.

Fisheries production fell to -5.8% from 4.65 million metric


tons in CY 2015 to 4.415 million metric tons in CY 2019.
Average annual production growth rate within that period
was registered at -1%. In terms of value, the 2019 fisheries
production was valued at 281.65 billion pesos as compared
with the 239.7 billion pesos in 2015, an average increment of
3.21 billion pesos.

The annual performance of the fishing industry was attributed


to the production of the three (3) sectors. The aquaculture
sector posted the highest growth with 2.34% (2.36 million MT),
followed by the Municipal sector with 1.73% (1.125 million MT),
while the commercial sector dropped to -1.58% (931million
MT). The considerable growth in aquaculture, however,
underscores the importance of the sector in maintaining the
supply of fish.

At the regional level, the Autonomous Region for Muslim


Mindanao (ARMM) registered the highest production among
all regions with its 21.2% or 935,708 metric tons share to the
total fisheries production, where seaweed was the major
commodity produced. Region IX made a 12.4% share, while
Region IV-B (MIMAROPA) contributed 11.4% to the total

fisheries production.

In terms of value, the industry has contributed P281.652 billion


in 2019 as compared to P 265.349) billion in 2018. The top
three (3) regions were Region III with P41.533 billion followed
by Region VI with P 31.128 billion and Region XII with P 27.958
billion.

Fisheries Export and Import Performance


Exports 2019

Foreign trade performance of the fishery industry in 2019


registered a net surplus of 377 million dollars - total export
value of 1,125 million US dollars and import value of 749 million
US dollars.

Export volume decreased by 43% from 464,248 MT in 2018


to 264,254 MT in 2019. The three major export commodities
(tuna, seaweeds, shrimp/prawn) combined for 66% (174,526
MT) of the total export volume (264,254 MT) and 68.5% (US$
770.3 million) of the total export value US$ 1,125 million in 2019.

Tuna remained as the top export commodity with a collective


volume of 119,955 MT for fresh/chilled/frozen, smoked/
dried, and canned tuna products valued at US $ 478 million.
Canned tuna, though, constitutes bulk of tuna products
being exported. In general, tuna export declined by 30% in
terms of volume and lower in terms of value,

Seaweed came 2nd on export value which went up from


US$ 207million (13%) in 2018 to US$ 250 million in 2019 which
translates to 22% share to the total export earnings for that
year. Carrageenan remains the major product being shipped
abroad comprising 94% of the total seaweed export value
in pesos. USA, People’s Rep. of China, Spain, Russia and
Belgium are among the major markets for Philippine seaweed
products.

Shrimp/Prawn ranked 4th with a total contribution of US$ 42.36
million to the total export value, lower than previous year's
export earnings of US$ 45 million. Most of the shrimps/prawns are
exported in fresh/chilled/frozen form with a total value of US$
38 million or 90% of the total shrimp/prawn exports decreased
by 7% in volume (MT) and value of 6% USD from the previous
year's export. Japan, USA, and Republic of Korea are among
the major destination of shrimp/prawn products.

Other major fishery exports e.g. crabs/crab fats, octopus,


grouper, cuttlefish/squid, ornamental fish, roundscad and sea
cucumber constitute 16% or US$ 180.5 million of the total US$
1,125 million export revenues. Other commodities accounted
for the remaining 31% of the total export value/ earnings.

Among the major destination of Philippine fish and fishery


product exports (in terms of value) with percentage share are
USA, 21%; Japan, 13.5%; Germany , 9.9%; People’s Rep. of China,
6.4%; UK, 5.5%; Netherlands, 4.3%; Spain, 4.2%; Hong Kong, 3.7%;
Rep. of Korea, 2.9% and Taiwan, 2.8%. Other countries have a
cumulative share of 26%.

Imports 2019

Sixty percent of the total import value for 2019 was contributed
by three major commodities; 48% in chilled/frozen fish, 2.1
% in prawn feeds, ; as well as flour, meals and pellets of fish,
crustaceans, and mollusks fit and unfit for human consumption,
1.6%. These commodities have an aggregated value of US$
387 million out of the US$ 748.7 million total import value.

Prawn feeds were mostly sourced from Vietnam, 1.86%;


Thailand, 0.11% ; Taiwan, 0.07%; People’s Rep of China,
0.05%; with a total of $ 15.97 million on import value.

Chilled/frozen fish comprise of tuna, mackerel and sardines


with a total of US$ 359 million . Tuna has an import value of
US $288.78 million, the largest among the three major imports
with a share of 39%. These were mostly supplied by Papua New
Guinea, 23%; Taiwan 2%; China, 2%, Kiribati, 2% and Vietnam,
1%. Other fishery imports include mackerel, 8% and sardines 1%.

In terms of value, in general, the Philippine fishery imports


originated from the following major countries: China, 27%;
Papua New Guinea, 23%; Vietnam, 18%; Indonesia, 3%;; Japan,
3% ; Rep of Korea, 3%; Taiwan , 2%; USA, 2%. Other countries
contributed 19% to the total import value of fish and fishery
products.

Out of the total fish production of 4.42 million MT, ARMM has the largest contribution
of 0.936 million MT. For commercial fisheries, Region XII tops in production while
Region IV-B leads in municipal fisheries.

In 2019, a total of 506,192 metric tons of fish and fishery products have been imported
by the Philippines 91.8% of which are mainly fish, crustaceans, molluscs, etc. and
preparation. The other 8.2% is divided between shells and by-products, miscellaneous,
and other fishery products.

The importation of mackerel from China has contributed to the bulk of the total imports of
fresh/chilled/frozen fish; amounting to 2 billion pesos for the cost of import. On the other hand,
though Papua New Guinea shipped 110,891 MT of tuna, it costed 8.8 billion in Philippine pesos.
In terms of sardines importation, Japan is the largest country of origin.

Vietnam shipped a significant amount of prawn feeds (14,032 MT/93%) of the total
prawn feeds import to the Philippines, thus making it the top country of import
origin on prawns feeds.

On the other hand, Denmark is the top seller of fishery products that are unfit for
human consumption. It is followed by USA and Peru who also traded a significant
amount/volume of said goods.
