a- MEASLES AND RUBELLA (MR) CATCHUP CAMPAIGN WASTE MANAGEMENT

 39 % population of Punjab will be covered


 46.8 Million Children of 09 month to 15 years of ages will be vaccinated.
 A large quantity of waste (infectious and hazardous) will be generated
 46,800,000 (46.8 Million) Syringes will be used
 468,000 (0.468 Million) Safety boxes (100 syringes/safety box) will used
 4,680,000 (4.68 Million) vials will be used
 Needs to dispose the according to the “Standard Operating Procedures (SOPs) for EPI Waste
Collection & Environment Friendly Disposal

b- WM should be done by ensuring the following steps:


 Used vials and syringes must be collected safely by the Injector
 Used Syringes will be collected in EPI provided Safety Boxes. Filled safety boxes should be put
in yellow-colored bags and the bags must be tied/knotted when it is filled up to ¾.
 Used vials will be collected in color coded (red colored) bins/liners/shopper bags and the 3/4
filled bags must be tied/knotted
 The Injector/vaccinator will collect used vials from outreach points and brought to nearest
concerned Healthcare facility/UC level storage facility
 The Injector/vaccinator will collect safety boxes containing used syringes from outreach points
and brought to nearest concerned Healthcare facility/UC level storage facility
 In urban areas or the areas where transportation of safety boxes to yellow rooms is easy,
Syringes must be disposed through environment friendly incinerators. In these areas
Safety boxes containing used syringes should reach at yellow room
 Acknowledge of receiving and record of infectious waste (safety boxes containing used
syringes) shifted to yellow must be maintained
 Transportation of Safety boxes containing used syringes from yellow rooms to incinerator will
be done by Yellow Vehicles provided by Punjab Infection Control Program.
 In rural areas, where transportation of Safety boxes contained used syringes is not easy,
syringes should be disposed off through small scale incinerator/ brick kilns, if
available otherwise through burning/burial pits.
 Vials must be disposed in burial pits, where available in the districts. Design of the burning
and burial pit is attached.
 Based on waste burden during MR campaign, a separate burial pit is proposed for disposal of
waste to be generated during MR campaign.
 Pit must be closed with half ft soil layer before the pit is completely filled
 The UCMO and vaccinator under supervision of the health facility in-charge will ensure proper
disposal of empty/used vials and safety boxes through burialbrnin pits
 Daily waste generation and disposal record must be maintained by the Injector/vaccinator
 UC wise Daily waste generation and disposal report will be prepared by the UCMO and same
will be shared with Waste Management Focal Person for MR
 District wise Daily waste generation and disposal report must be prepared by district waste
management focal person for MR campaign and same will be shared with EPI on daily bases
 End of MR campaign (UC wise) waste generation and disposal report with disposal certificate
will be prepared by UCMO
 End of MR campaign (Tehsil/town wise) waste generation and disposal report with disposal
certificate will be prepared by ASV
 End of MR campaign (district wise) waste generation and disposal report with disposal
certificate will be prepared by the District Waste Management Focal Person and shared with
EPI after getting verification of DHO-PS.
 Non pilferage certificate will be prepared District Waste Management Focal Person and shared

with EPI after getting verification of DHO-PS.

Detail of incinerators in Punjab

 Twenty-seven (27) incinerators have been installed by the Primary and Secondary Healthcare

Department, Government of Punjab in different districts of province Punjab.

 Hence, 27 districts out of 36 have been covered.

 These incinerators were installed in two phases i.e., Phase-I (2018) and phase-II (2019).

 All the installed incinerators are functional

 All the installed incinerators are of two chambers (Primary &secondary chamber)

 These incinerators are designed for the capacity of 100 kg/hour or 5000-6000 Kg/shift (8-hour shift).

However due to local circumstances/factors, the actual capacity of an incinerator is 40-50kg/hour or

290-325 Kg/shift, based on working for 6.5 hours per day.
