she was not ready to denounce the events, as her colleagues in Congress had
already done. She stated afterward that she was not “going to be a caricature of

Recall that the minority protest continuum score is created by irst adding the
various social characteristics of protest to reach a salience score for each event.
I then subtract the annual level of salience of anti-minority rights protests from

Conclusion
We have now come full circle back to the LA riots. These
political protest events galvanized the nation, costing mil-
lions in damage, seeding doubts about the quality of our
police forces and the judicial system, and inspiring national
dialogue on race relations. To some in the media, these politi-
cal protests were pointless and void of any valuable informa-
tion that could improve the political and social conditions of
minorities in South-Central California. But rather than scold
her constituents for their behavior, Representative Maxine
Waters sought to understand the roots of their discontent. In
her eyes, the protest activities that followed the Rodney King
