Rationale

Every 2 seconds in the United States someone needs a blood and every minute a Filipino
does. That is how important the blood is in saving our lives. Bloodletting is an act of giving. A
heroic thing which can lengthen the life of others whose lifeline depends on life-saving blood
transfusion. Thus, July has been designated National Blood Donors Month pursuant to
Presidential Proclamation No. 1021, dated July 9, 1997, and the implementing rules and
regulations of the National Blood Service Act of 1994. The observance aims to build public
awareness of the need for quality and safe blood, honor and recognize blood donors and
encourage regular blood donation.

In line with this, the Division of Sagay in partnership with Philippine Red Cross Negros
Occidental Bacolod City Chapter joins in the celebration of National Blood Donors Month with
a theme “Give Blood and Keep the World Beating”. As part of the celebration of the National
Donors Month, Division of Sagay will conduct a Bloodletting Activity at Sagay National High
School – Covered Court on July 30, 2021 (Friday) to DepEd-Sagay personnel to be able to help
in sustaining the blood supply of Philippine Red Cross Negros Occidental Bacolod City Chapter
at the same time to help our fellow DepEd personnel when the need for blood arises.
Objectives of TERMINAL OBJECTIVE:
the Activity By the end of this activity, all participants will be able to donate blood
and the Philippine Red Cross will have enough supply of blood to alleviate
the shortage of supply.

Greetings!

Every 2 seconds in the United States someone needs a blood and every minute a
Filipino does. That is how important the blood is in saving our lives.

The Department of Education – Division of Sagay City has been partnered with
Philippine Red Cross – Bacolod City Chapter for decades already. But one of its
basic services, the blood services was put on halt because of lack of coordination
from us.

In line with this, DepEd-Sagay would once again extend a hand to Philippine Red
Cross Bacolod City Chapter to alleviate the disequilibrium of demand and supply
of blood products here in the Philippines.

With your approval and cooperation, DepEd-Sagay are planning to conduct a

Bloodletting activity once a year. This year’s activity will be held this coming 22 nd
day of July 2021 in celebration for the National Blood Donors Month.

DepEd Division of Sagay City is committed to protect the health and safety of our
teachers and learners. Rest assured that we will adhere to all the guidelines
recommended by DOH on Risk-based Public Health Standard for COVID-19
Mitigation and the local IATF to prevent the further spread of the virus.

National High School – Covered Court on July 30, 2021 (Friday).

4. To ensure the orderly conduct of the bloodletting activity, an online orientation to

the technical working group (Annex 1) will be conducted on July 23, 2021, 9:00
am to 12:00 noon via Google Meet by Ms. Eloisa Marie Liza from the Philippine
Red Cross Negros Occidental Bacolod City Chapter.

5. A pre-registration for blood donors will be done and facilitated by the School
Health Unit, Red Cross Youth Council Adviser or the DRRM Coordinator of each
school to estimate the number of participants for the said activity.

6. It is understood that in the conduct of this activity there shall be no discrimination

on account of age, school, gender, civil status, disability, religion or other similar
factors, personal circumstances that run counter to the principles of equal
opportunity.

7. Immediate dissemination and compliance of this memorandum is desired.
