1. GENERAL
1.1 This technical specification defines the Telekom Malaysia Berhad (TM) requirements
for Tapered Tubular Steel Pole (hereinafter referred to as an Item).
1.2 Where reference is made in this specification to American Standard Test & Material
(ASTM), British Standard (BS), Japan Industrial Standard (JIS), International Electro
technical Commission (IEC) or Underwriters Laboratory (UL) the recognized
standards of other countries are acceptable provided that the requirements thereof
equivalent to or an improvement on the ASTM, IEC, BS or UL quoted for the particular
purpose requirement.

2. DESIGN, MATERIAL PROPERTIES AND SUPPLY REQUIREMENTS


2.1 The Item shall be designed and manufactured in accordance with STEEL POLE –
S275 drawings. The Supplier shall submit a copy of valid Certificate of Analysis
(COA) or Letter of Certification (LOC) or Mill Test Report (MTR) during Factory
Acceptance Test. [CRQ]
2.2 The design loads on pole, for a particular limit state, shall be taken as the
combination of factored loads producing the most adverse effect on the pole, where
such combinations are determined from the combinations given below:
Combinations for strength limit state
(a) 1.1G + 1.5Q
(b) 1.1G + W
(c) 1.1G
Combination for the serviceability limit state
(a) G + Q
(b) G + Q + W
(c) G + W

2.3 The Tenderer (during Factory Acceptance Test) shall submit design for the tapered
tubular steel pole in accordance with Steel Pole – S275 drawings.
The design shall be approved by a registered professional engineer recognized by
BEM (Board of Engineers Malaysia) consist of the following information:
i) Design by calculation of 6.7m and 7.6m poles, steel grade S275, comply with
design code AS/NZS 4676:2000.
ii) Professional Engineer endorsement.
2.4 The Item shall be identified permanently by stamping or embossing the manufacturer
name, date of production and serial number on the swaged portion of the 4 inch
nominal bore steel tube so as to be easily visible.
2.5 The completed Item shall not be out of straight by more than 10mm in 6 meter or
proportionately according to the length of the pole.

3. PROTECTION AGAINST CORROSION


The Item shall be supplied protected against the corrosion in accordance with STEEL
POLE – S275 drawing.
After each pole has been brushed thoroughly with a wire brush, a continuous layer of
bitumen solution shall be applied on the internal surface of the tube throughout its
whole length. On the external surface bitumen solution shall be applied on top of
primer and two coats of iron oxide paint for a length up from the bottom of the pole as
shown in Table 1. Type 1 bitumen solution in accordance to B.S. 3416: 1991 shall be
used.
3.1 The butt end of each pole shall be wrapped with hessian cloth drawn through bitumen
solution for the distances up from the bottom of the pole as shown in Table 1.

4. TESTING REQUIREMENTS
4.1 VISUAL INSPECTION
4.1.1 For all Item, sharp corners are to be chamfered or rounded and welds are to be
descaled before application of surface finish.

4.1.2 The Item shall be free from flaws and defects and shall be smoothly and continuously
coated.
4.1.3 The item shall be subjected to inspection on the quality of material, manufacture and
finished item shall be free from flaws and defects. The defective Item shall be rejected.
4.2 DIMENSION INSPECTION
4.2.1 Specified dimensions shall be verified in accordance with STEEL POLE – S275
drawings.
4.3 DROP TEST
The Pole shall not show any sign of telescoping or loosening of joints when dropped
vertically, butt downwards, three times in succession, from a height of 2m on to hard
wood block 15cm thick, laid on a concrete foundation. [CRQ]
4.4 BENDING TEST
Poles shall not show a temporary deflection, due to the applied load, of more than 15
cm when tested as follows:
Each pole shall be rigidly supported for a distance from the butt equal to the depth to
which it is to be planted and loaded, as a cantilever, and the load supplied, at right
angles to the axis of the pole, 30 cm from the top of the pole.
The test maybe carried out with the pole fixed horizontally and the load applied
vertically but the weight of the pole in this case must be taken into account.
Poles shall not show a temporary deflection, due to the applied load, of more than 15
cm when tested as per Table 2. [CRQ]

5. MARKING AND PACKAGINGS


5.1 The Item to be supplied shall be properly packed and clearly labelled with the
Manufacturer’s and Supplier’s name as stated below:
a) Manufacturer Name,
b) Supplier Name,
c) Description of the item,
d) TM Material Code No.

6. GREEN REQUIREMENTS
6.1 GENERAL
6.1.1 This specification describes and specifies TM’s requirement for the green initiative
on standards reference, energy efficiency, practice and methodology, environmental
protection, RoHS, recycle material management and packaging.
6.1.2 The Supplier shall share with TM the standard and procedure on any green initiative
has been conducted and implemented in manufacture, supply chain, procurement,
building and energy.
6.1.3 The Supplier shall consider use of recovered materials, and environmentally friendly.
6.2 THE STANDARDS AND CERTIFICATIONS
6.2.1 The Supplier is expected to comply to any others green standards and requirement
stipulated in the ITU-T, ETSI and ISO standards on any requirement in relation of
green initiatives.
6.2.2 The Supplier shall comply with ISO 14001:2004 and/or OHSAS 18001:2007 and shall
provide the supporting evidence.
6.2.3 The Supplier shall specify if they have established an environmental management
system within the company. A short description on the system shall be provided.

7. SUPPORT SERVICES
7.1 The Supplier shall provide technical advice with respect to the design and
customization throughout the entire life span of the Items in the event requested by
TM.
7.2 The Supplier shall replace immediately any Item that, was found to be defect and
faulty.
7.3 In the event that any part of thereof becomes defective and needs to be repaired,
modified or replaced, the following procedures shall be applied as follow:
7.3.1 TM shall communicate with Supplier on the faulty Items.
7.3.2 The Supplier shall perform inspection on the faulty Items.
7.3.3 The Supplier shall provide the replacement with the equivalent Items as per this
specification.
7.3.4 The Supplier shall bear all incurred cost of collecting and sending the faulty Items for
replacements.
7.3.5 Prior to delivery, the Supplier shall provide all documentation that will be necessary
for the installation.
7.4 Supplier shall also identify the root cause of the fault or defects and to ensure that the

problem(s) will not occur again.


7.5 The Supplier shall provide a written report on its resolution within one (1) week after
occurrence.
7.6 The Supplier shall be able to analyse the faults or problems, follow-ups and produce
report. TM reserve the right to verify the fault internally, at manufacturer facility or at
third party body with full cost to be borne by the Supplier.

8. WARRANT AND SUPPLY COMPONENTS


8.1 The Supplier shall provide a warranty period for 12 months upon the signing of
Delivery Order (DO). Supplier shall submit the detail scope of the Item warranty in the
tender submission.
8.2 If the purchase of the Itemis not being carried out in one (1) Purchase Order (PO), the
warranty shall vary but shall be within twelve (12) months upon the signing of Delivery
Order (DO).
8.3 The Supplier shall ensure that the warranty shall cover all Item defect and failure due
to normal Item operations.
8.4 The Supplier shall be responsible for the adequate and prompt supply of all Items
during contract period.
8.5 In cases where supply of any components relevant to the Item is to be discontinued,
TM shall be notified at least one (1) year in advance.

9. DOCUMENTATION
9.1 Calibration Certificates
Supplier shall provide the active or valid calibration certificates and calibration record
for the measurement device used.
9.2 The Supplier shall provide a list of International Standards documents referred to, for
all offered Items.
