SYSTEM DESIGN

This fire alarm system utilizes the Falcon System 21 Fire Alarm Control Panel. A basic
understanding of general system components and their use is assumed.

To ensure a reliable system and limit the consequences of faults, we strongly recommend that
a suitable qualified and competent person is consulted in connection with the design of the fire
alarm system is commissioned and maintained to local design and installation regulation.

The Falcon System 21 is compliant with the following European standard & Singapore
standard.

NOTE TO USERS (How to use the Alarm Panel Safely)

Please carefully read the following safety cautions before using the alarm panel.

They are given to ensure that the alarm panel is safely used and to prevent injury
and damage to you and other people.

To indicate the level of hazard, this manual classifies the safety instructions as
“DANGER”, “WARNING” and “CAUTION” as follows;

“DANGER” : In such a case where it is anticipated that incorrect operation of the


alarm panel may possibly cause death or serious injury to the user or fatal adverse
influence on fire protection functions.

“WARNING”: In such a case where incorrect operation of the alarm panel might
cause the user to be seriously injured, or might exert a serious adverse influence on
some fire protection functions.

“CAUTION”: In such a case here incorrect operation of the alarm panel might cause the user to
be injured or might exert an adverse influence on fire protection functions. This term also
indicates the instructions to be followed to effectively use the alarm panel for long time.

<DANGER>
Except fire protection engineers, do not touch the PCB of the alarm panel, other than switches
of the control panel. There is potential some hazard of electric shock or fault.

<WARNING>

1) In case of failure, immediately contact your maintenance contractor. If the failure is not
remedied, the alarm panel does not operate properly.

2) Be sure to install battery in the alarm panel without fail. If the battery is not contained in the
alarm panel, the alarm panel does not operate properly in case of power failure.

3) When connecting battery to the alarm panel, strictly confirm the correct polarity for the
battery.

4) If not connected correctly, it causes battery to generate heat or to blow out.

IN CASE OF FIRE (FIRE ALARM CONDITION)

¾ The system will be in fire alarm condition until reset operation is done.
¾ Sounder Silence and Reset switch operation is not accepted for 3 minutes after the
alarm panel becomes fire condition (Singapore standard code of practice CP10:2005).
¾ Buzzer is activated and common fire LED lighted and fire zone LED corresponding to
the zone lighted.
¾ The Sounder Silence switch LED will flicker when the 3 minutes is lapsed.
¾ General fire alarm signal and auxiliary fire alarm signals are sent to external devices.
¾ Fire output LED lights to indicate sending of general fire signal.
¾ The auxiliary fire alarm signal can be cut off by pressing the auxiliary isolate switch.
The LED of the switch & common isolate LED are lighted to indicate that the auxiliary
fire signal is isolated.
¾ The digital indicator 3 digits (7 segment display) displays the FIRE (Fir) and 2 digits (7
segment display) display the zone nos. (00)

Silencing the Alarms Bells /Buzzer

¾ Press “Sounder Silence” orange switch (after 3 mins of alarm condition) LED will flicker,
indicating “Sounder Silence” switch is available.
¾ “Sounder Silence” switch LED becomes steady (external alarm bells are silenced)
¾ Press “Buzzer Silence” yellow switch (“Buzzer Silence” switch LED blinks when it is
available) buzzer becomes silent, An intermittent sound is given, until panel is
normalized.
¾ “Buzzer silence” switch LED becomes steady.

NOTE: Alarm panel is not permitted to reset before sounder silence.

FAULT CONDITIONS

The alarm panel has self-check function which monitors the condition of the detector lines,
power supplies, battery etc.

UNDER THE FAULT CONDITION

¾ The respective zone, bell, mains, earth, battery charger, fault amber (LED lighted).
¾ Common fault LED lighted.
¾ Fault output LED lighted (fault output signal sent to monitoring station)
¾ Panel buzzer sound
¾ The digital indicator 3 digits (7 segment LED) displays the Fault (FLt) and
2 digits displays the zone no’s (00)

SILENCING THE FAULT BUZZER

¾ Press ”Buzzer Silence” yellow switch (”Buzzer Silence” switch LED will blink when it is
available)
¾ Buzzer silence LED will become steady (buzzer will give intermittent sound until fault
rectified).
¾ If any other fault occurs from the panel , the buzzer will resound (follow the above
steps)
¾ Once the faults are rectified, the buzzer and fire alarm control panel will automatically
normalize.

ZONE/AUXILIARY ISOLATE

¾ This function is executed, when isolation of respective zones or auxiliary functions is


intended. Zone switches will render the respective zones in operative mode and will
not be affected by the change in condition of the related input devices.
¾ The 3 digits (7 segment display ) displays isolate(ISo), the 2 digits (7 segment display)
the zone no’s e.g. (ISo)(01)
¾ Common isolate LED will be lighted.

NOTE: The buzzer will give intermittent beep sound until panel is de-isolated.

EVACUATE ALARM

¾ The system is provided with a “Evacuate Alarm” switch in the event of emergency, to
activate alarms for emergency evacuate.
¾ Press “Evacuate Alarm” red switch (after 3 secs alarm bell & fire signals are activated).
¾ Common fire LED lighted.
¾ Fire output LED lighted (fire output signal sent to monitoring station).
¾ The 3 digits (7 segment display) displays FIRE (Fir), the 2 digits (7 segment display)
the evacuate alarm (EU) e.g. ( Fir)(EU).
¾ Release evacuate red switch (panel will be normalized)

CPU FAULT (SYSTEM FAULT)


When the CPU or CPU memory (ROM or RAM) is in fault condition:-

¾ Buzzer sounds continuously (cannot silence)


¾ “System fault” LED is lighted.
¾ Fault output signal is sent to monitoring station
¾ Shut down the system and reset (if unable to reset, replace main control card)

MONITORING

Detection line, bell line, DECAM fire, DECAM fault, earth fault, fuse fault, main supply, charger
volt, and battery volt is under monitoring by the micro-controller.

MAINS FAILURE

In case of main power failure, the power supply is automatically switched over to the auxiliary
power mode (battery supply). The alarm panel contains two batteries are series
(12V x 2)= 24V. The battery has a sufficient capacity to continue supervisory condition for
24 hrs and further to continue 5-zone alarm operation for 1 hr. (Please refer to battery
calculation chart).
¾ The mains failure LED is lighted./The Charger failure LED is lighted.
¾ Buzzer has short intermittent sound
¾ Digital indicator display (FLt) (AC) & (FLt) (CH)

CHARGER FAILURE

The charger voltage is monitored by micro-controller.


¾ If charging voltage is less than 21V and more than 30v charger failure LED will be
lighted
¾ The buzzer starts intermittent sounding. The digital indicator displays (FLt) (CH)

BATTERY FAILURE

The battery voltage is monitored by micro-controller.


When the battery is out of the range i.e. less than 21v or more than 29v
¾ The battery failure LED has lighted
¾ The digital indicator displays (FLt) (Bt)
¾ When the battery voltage drop to 21v, the digital indicator will display the battery
voltage. (Bat) (21)
¾ Immediate action must be taken.

TOTAL POWER FAILURE

¾ During the Total Power Failure, the buzzer will sound continuously.(Buzzer cannot be
silenced)
¾ Immediate action must be taken.
¾ NOTE: The Total Power Failure facility is designed for Battery recharge when mains/
charger voltage resumed.(Battery can recharge within a week)

ALARM VERIFICATION

¾ To prevent false alarms caused by accidental actuation of the detector due to


heat or smoke (fogging, cooking, exhaust gas, smoking, etc.),the alarm panel has
the alarm verification function which initiates a fire alarm when the fire alarm
panel receives the 1st fire signal from a detector and subsequently receives
second signal within the alarm retard time (5 sec)
¾ When a detector sends a fire signal (1st Alarm) to the panel, it is reset automatically.
After a lapse of about 15 seconds and the alarm panel goes into the alarm
confirmation state.
¾ If any detector sends another fire alarm signal (2nd alarm) during the confirmation state
about 120 sec after resetting the 1st alarm detector, the alarm panel goes into fire
alarm condition.
¾ If no detector (2nd alarm) operates within confirmation time 120 sec, the alarm panel
zones (selected AVF zones) returns to alarm verification mode.

DEFINITION OF ALARM VERIFICATION

¾ When alarm panel receives the first fire signal, buzzer gives off a long intermittent
sound and the alarm verification red LED will light until the alarm retard state.
¾ During confirmation time, the red & green combination LED will light for 120 secs.
¾ The digital indicator displays the alarm verification zone e.g. (ALF) (01) and
intermittent buzzer sound until the fire alarm panel reset

NOTE:

1) In case “Alarm Verification” function is not set, the alarm panel goes into fire condition
immediately when the panel receives the first fire signal.
2) Depending on whether “Alarm Verification” function is set or not, once the alarm panel
becomes fire condition, subsequent fire signals are indicated without any delay

FUSE FAULT

1) When a fuse trouble is detected, “Fault” LED, “Fault Output” LED and “Fuse Failure”
LED will turn on.
2) Buzzer sounds intermittently (once per 0.3 seconds)
3) The DIGITAL INDICATOR displays the following FUSE ERROR codes:

¾ (FUS) (AU) - Auxiliary Fuse (1A)


¾ (FUS) (dC) - DECAM Fuse (0.5A)
¾ (FUS) (bL) - Bell Fuse (1A)
¾ (FUS) (dt) - Detector Fuse (1A)

4) Replace the fuse as the specific fuse rating which is indicated by DIGITAL INDICATOR
(7 segment display)

CAUTION

1) Be sure to use the fuses having the specified capacity. If the specified fuse is not used,
it may cause trouble or ignition.
2) When replacing the fuse, disconnect the battery and turn off the AC Power in advance.
Otherwise, there is danger of electric shock or short circuit.

EARTH FAULT

1) When an earth fault is detected, “Fault” LED,”Fault Output” LED will be lighted and
“Earth Fault” LED will be lighted.
2) Buzzer sounds intermittently (once per 0.3 seconds)
3) The DIGITAL INDICATOR displays (FLt) (Er)
4) The “Earth Fault” indication is kept until the earth fault is rectified.

LOCAL SOUNDER LINE FAULT

1) When a local sounder fault is detected, “Fault” LED,”Fault Output” LED will be lighted
and “Sounder Fault” LED will be lighted.
2) Buzzer sounds intermittently (once per 0.3 seconds)
3) The DIGITAL INDICATOR displays (FLt) (bL)

SIGNAL TRANSMISSION FAULT

The alarm panel monitors the connection between Main PCB and Slave PCB all the time.

1) When any signal transmission fault is detected, the “Fault” LED and ”Fault Output ” LED
will light.
2) Buzzer sounds intermittently (once per 0.3 second)
3) The DIGITAL INDICATOR displays the Error Code of Slave Card Nos. e.g. (SLA) (01).
4) Signal transmission fault is kept until the slave card is rectified or replaced.

SUB PANEL FAULT

1) When Main panel detects sub-alarm panel faults, “Fault” LED, “Fault Output” LED will be
lighted and corresponding zone “FAULT” LED will be lighted.
2) Buzzer sounds intermittently (once per 0.3 second)
3) The DIGITAL INDICATOR displays the Error Code of sub-alarm panel no’s
e.g. (SAP)(01).

FIRE OUTPUT FAULT

1) When remote DECAM fire output signal wiring short circuit or open circuit with
monitoring station.
2) The Main panel detects the remote fire output lines fault, ”Fault” LED, ”Fault Output ”
LED will light and “Fire Output Fault” LED will also light.
3) Buzzer sounds intermittently.(once per 0.3 second)
4) The DIGITAL INDICATOR displays the Error Code of DECAM signal line fault.(FLt)(DC)

FAULT OUTPUT FAULT

1) When remote DECAM fault output signal wiring short circuit or open circuit with
monitoring station.
2) The Main panel detects the remote fire output lines fault, ”Fault” LED, ”Fault Output ”
LED will light and “Fault Output Fault” LED will also light.
3) Buzzer sounds intermittently.(once per 0.3 second)
4) The DIGITAL INDICATOR displays the Error Code of DECAM signal line fault.(FLt)(DC)

SUBPANEL INFORMATION SWITCH

When Fire, Fault, Isolate and AVF occurs at any sub-fire alarm panels, the information from
these panels can be retrieved from the Main Fire Alarm Panel when press and hold the
“Subpanel Information” Switch. This can be seen when the “Sub panel Information” switch
LED blinking.

RESET
At the fire alarm condition “ Reset” switch is available only after “Sounder Silence” operation

JUMPER SETTING
Between panels, signal transmission is done with “RS485”. Accordingly the end of setting is
required for 2 panels of RS485 connection. Put jumper connection on J5 to J7 of main PC
board of these panels. Then remove jumper connection on J5 to J7 of main PC board of other
panels (refer to figure below.)

By means of jumper pins on the Relay Card , the style of relay contact output can be selected
as wet contact Or dry contacts (factory setting of each relay dry contact)
For wet contact short jumper 1 2 and 3 4 at relay card (RC)
For dry contact short jumper 2 3 and 4 5 at relay card (RC)

¾ When disabled (Auxiliary Isolate) auxiliary fire signal, buzzer will give intermittent sound
until normalize.

SETTING OF BCDA ROTARY SWITCH ON THE SLAVE P.C.B

Slave number setting is done with the Rotary Switch on the slave PCB. Depend on setting
number of the slave P.C.B, zones are appointed as the table below. These setting are done at
factory, usually no need to change the factory setting.

7) To carry out alarm verification for another zone repeat the above steps 3 to 6

MAINTENANCE

The following testing and inspection procedures are recommended


• Daily Check
• Weekly Test
• Monthly Test
• Annual Test

Daily Check
¾ Check that only the green “System On” LED should be lighted.
¾ If any fault occurs the system record the fault and inform your maintenance contractor.

Weekly Test
¾ Press and hold “Indicators Test” push button for 3 secs
¾ System will auto-check the following tests:-
¾ Digital indicator will indicate battery voltage e.g (BAt) (26)
¾ Micro-controller will test all indication lamps and buzzers
¾ Touch and feel the battery temperature. If battery is heated, inform your maintenance
contractor.
¾ Ask them to check charger unit and battery.

Monthly Test

The following test procedure should be carried out by your maintenance contractor.
¾ Switch off the main supply in the panel, operate the system on battery supply mode for
30 mins.
¾ To test with an actual alarm of every zone, to check the condition of local sounders,
buzzer and fire alarm output line, fire signal output.
¾ Sounder Silence LED and Buzzer Silence LED should be flicker.
¾ When “Sounder Silence” push button is pressed sounder should be off. After pressing
“Buzzer Silence” push button, buzzer should off and should give intermittent beep
sound every 10 secs.
¾ To test actual fault, battery disconnect, main fault, sounder fault , detector line open
and short circuit buzzer should be sounded .The Buzzer Silence switch LED must
flicker .
¾ When the “Buzzer Silence” push button is pressed the buzzer should be off and given
the intermittent sound 10 secs once.
¾ Panel should be cleaned.
¾ Components, terminal screws and cable conditions should be visually inspected
¾ Battery charging cut off voltage and battery charge-in voltage must be visually seen in
the LED on the power supply PCB .
¾ 20% of the total devices should be tested and recorded
¾ Enter the test results and follow-up actions in the log book.
¾ Management should witness the above testing.

Annual Test
¾ Maintenance contractor should complete 100% of all testing, verify monthly log record
sheet.
¾ To check main supply voltage, transformer secondary voltage, charging filter circuits
(noise level).
