1.0 GENERAL
1.1 INTRODUCTION
The contractor (M/s. DANWAY Electrical & Mechanical Engineering) is awarded the contract to build and
commission a 132/11 kV substation for Dubai Electricity and Water Authority (DEWA) under a Contract No. 6595.
The substation is referred as 132/11kV VALLEY Substation. The proposed Project level EL±0.000 (Gate level)
corresponds to +82.332 DMD (Dubai Municipality Datum).

1.2 SCOPE
This document describes the general requirements and various design parameters that need to be considered in the
design of buildings/structures and other services/utilities for the proposed substation as per DEWA civil works
specifications Rev-17.

1.3 PROJECT DESCRIPTION


Proposed 132/11kV VALLEY substation consists of 132/11kV Main building (B+G+1), Fire pump room with fire
water tank, ET and Shunt Reactor structure, Security room, Boundary wall, UG oil water tank as major structures.
Major structural elements are proposed to be cast-in-situ and some of the structural members are proposed with Pre-
cast. Below mentioned structural members are proposed as pre-cast.
a) IDT partition Blast walls, Roof truss supporting Corbels, roof beam above front enclosure and parapet
walls (excluding 132kV GIS and IDT partition walls and staircase walls)
b) ET and Shunt Reactor Blast walls, Roof truss supporting Corbels, roof beam above front enclosure
and parapet walls
c) Boundary wall above ground level
d) Main building roof parapet walls

1.4 UNITS OF MEASUREMENT


The units of measurement adopted in design shall be the SI system of units.

2.0 DESIGN STANDARDS AND CODES OF PRACTICES


All designs shall be prepared in accordance with American standards and codes of practices. Seismic analysis shall be
as per UBC97. Various codes of practices being referred to are listed below. Any other American code not listed shall
also be considered. In case of any conflict between DEWA specification and ACI, more stringent value should be
applicable, unless discussed and agreed in advance. "Member definitions, designs will be checked for maximum
critical cases".

3.0 LOADS
3.1 DEAD LOADS

Dead Loads shall comprise of the weight of the structure including weights of walls, floors, roof, finishes, and services
such as ducts, pipe work etc., and any other permanent construction. For design, the following weights of materials
will be considered.

3.2 LIVE LOADS


Live loads shall be considered as per ASCE7-05 and or manufacturer’s specification, whichever is stringent. Unless
otherwise specified the following loads are considered for the civil design of all the related structures.

Note: For fire pump room/Fire water tank, fluid loads shall be considered in design under the live load case. All the
cases of loading such as fire water tank room first compartment is full and second is empty, second compartment is full
and first is empty in addition to the case where both tanks are full of water shall be considered in design, as applicable.

3.3 SURCHARGE LOADS


Surcharge load due to SLW60 wheel load will be considered in the analysis & design of all underground
structure for the vehicular traffic in the vicinity of the structure subject to minimum of 33.33kN/m2, structures
located other than the vehicular traffic area shall be subject to a minimum of 20.00 kN/m2. Precast slabs under
road shall be designed for SLW60 wheel point load of 100kN with impact factor. Number of wheels to be
considered is based on wheel center to center distance. Surcharge loads are considered as live loads.

3.4 EARTH PRESSURE


Lateral earth pressure on walls of basement / tanks etc. (with propped support condition) will be calculated
using coefficient of earth pressure at rest. Earth pressure for cantilever walls of cable trenches & boundary
wall will be calculated based on active earth pressure. Unit weight of soil and earth pressure coefficients shall
be considered in the design as shown below in below table.

For soil parameters below +71.13 DMD, shall be considered as per approved soil investigation report.
The ground water table was encountered at a depth of 4.05m (+77.750 DMD) below the existing ground level /
/ 4.582m below Gate level.

3.5 CRANE LOADS (Refer Cl 4.10 of ASCE 7-05)


a. For loads acting vertically, the maximum static wheel loads shall be increased by 25% for electrically operated
crane.
b. For the Lateral forces acting transverse to the rails the following percentage of the combined weight of the
crab and the load lifted shall be considered: 20% for an electrically operated crane.
c. For Longitudinal force acting along the rails, 10% of the static wheel load shall be considered.
d. The crane load is considered from the manufacturer data (or) an electrically operated crane of 5 ton capacity,
whichever is higher will be considered in the 132 kV GIS room.
e. I-beam supporting the 2T Capacity monorail in the Fire pump room and Off loading platform area of Main
building shall be calculated and designed for the specified load

3.6 WIND LOADS


Wind loads are calculated in accordance with ASCE7-05 of American Standards (Chapter-6).

3.7 SEISMIC LOADS


Seismic forces are calculated in accordance with UBC-97, the following factors shall be applied.

Note:
i. Seismic forces will be calculated by ETABS Program either by UBC or 0.07g whichever is greater. The orthogonal
effect will be considered as 100%seismic force in one direction and 30% seismic force in the perpendicular direction
as per Cl.1633.1 of UBC-97. The base shear for wind load and seismic load should be calculated and the design shall
be carried out for the governing load case.

3.8 BLAST LOADS
Transformer, Reactor bay walls will be checked for blast load of 5kN/m 2.

4.0 PROJECT DATA


 Gate level of substation + 0.000 level corresponds to +82.332 DMD
 Ground water table is at 4.050m (+77.750 DMD) below existing ground level / 4.582m below Gate
level

5.0 METHOD OF ANALYSIS


5.1 ANALYSIS & DESIGN
Analysis of building / structures will be performed using one of the following software's: ETABS/SAFE/STAAD-
PRO/Prokon. ETABS/STAAD are comprehensive structural software's that takes care of all aspects of Structural
Engineering like Model Development, Analysis, Verification, Visualization and Design of concrete frames. Raft
should be preferably designed by SAFE /STAAD.
Precast structural elements will be designed using Precast Designer in built spread sheets/prokon, considering
the stresses/forces from design model.

5.2 INPUT DATA


A three-dimensional model which contains the columns and beams as members and basement walls and Raft as finite
element plates by providing space co-ordinates are generated. These members are assigned with properties as per their
sizes. Slab is modeled as a shell member to transfer the load to vertical supports and wall is modeled as shell element.
Raft is model as a shell element and spring support is given in software. Material constants, supports, end condition of
members, primary loads & load combinations are directly fed into the software. Relevant basic cases of dead, live,
Wind and seismic forces are created and they are algebraically combined as per American standards. Analysis is done
subsequently.

5.3 RESULTS
All computer-generated results such as member forces, support reactions, displacements will be provided. Graphical
output of analysis results such as bending moment diagrams, shear force diagram, displacement diagrams, etc will
be provided to substantiate the numerical output.

6.0 DESIGN
6.1 CONCRETE WORKS
6.1.1 Materials
a) Cement
The type of cement for all concrete works (for substructure works) in contact with soil and for super
structure shall be based on soil Report. (As per soil Report recommendations)
b) Cast In situ Concrete
The concrete grade used in the various works shall be as follows:
All structural concrete:
Grade C40 with 20 mm downgraded coarse aggregates
Compressive strength of Concrete at 28 days = 40 N/mm 2
Compressive strength considered in structural calculations will be 40 N/mm 2.
Cylindrical strength of the concrete (fc’) = 0.8*fc = 0.8*40 = 32 N/mm2.

Coefficient of thermal expansion of Concrete is9 x 10-6 / C CL: 7.1 & 7.3.4.4 ACI 22R-01
E Concrete =4700*sqrt(fc’) = 26587 N/mm2

c) Pre Cast Concrete

d) Blinding & Plain cement concrete:


Grade C20 with 20mm downgraded coarse aggregates.
Compressive strength at 28 days = 20 N/mm2
Minimum Blinding thickness to be 75mm

e) Protection screed:
Grade C20 with 10 mm downgraded coarse aggregates.
Compressive strength at 28 days – 20 N/mm2

f) Structural screed:
Grade C40 with 10 mm downgraded coarse aggregates.
Compressive strength at 28 days – 40 N/mm2

g) Non-Structural screed:
Grade C20 with 10 mm downgraded coarse aggregates.

h) Reinforcement
i. Steel reinforcement shall be deformed, type 2, complying with BS 4449.
For design, the specified characteristic strength considered will be as follows:
Grade of steel Characteristic strength (N/mm2)

Diameter of reinforcement Bar used shall be : 8, 10, 12, 16, 20, 25& 32. (Max. bar length 12m)
The Epoxy coated reinforcement & its relevant parameters shall be as per ASTM A775/ A775M* (if
applicable).
ii. Welded wire mesh Steel fabric reinforcement will comply with BS 4483. The preferred range of
designated fabric types will be as per table 1 of BS 4483 (Grade of steel S355).

6.1.2 Loads
Various loads to be considered for design shall be as indicated in item 3.0 of this design criteria.

6.1.3 Load combinations (ACI 318-14, ASCE7-05 & UBC-97)


The following loading combinations shall be considered to determine the maximum stress condition on the structural
member. Wind and Seismic loads are considered not to occur simultaneously. Seismic load (the mass on which the
seismic acceleration is acting) shall be calculated using the complete weight of the all structural and permanent
elements of the structure, along with all equipment weights (Live load)

Design:
The structure will be designed for Ultimate limit state & Serviceability limit state for the worst combination of
Dead loads, Live loads, Crane loads, Wind loads and Seismic loads as applicable. Design of structural
elements (i.e., Slabs, Walls, Columns, Beams, RC Staircase, and Gantry Girder etc) will be performed using
ETABS /STAAD, PROKON & Excel spread sheets. SAFE/ STAAD will be used to design Isolated/combined
footings, Strip footing and Raft. Excel spread sheets; Manuals & Checklist can also be used for inspection /
checking.

6.1.7 Anchorage lengths & lap lengths


Anchorage length is the additional length of bar required to insert in another at the junction. Connections transferring
stress may be lapped, welded or joined with mechanical devices. They should be placed, if possible, away from points
of high stress and should preferably to be staggered. Laps in fabric maybe layered or nested to maintain the lapped bars
in one plane.
i) Development length ℓd for deformed bars and deformed wires in tension shall be the greater of (a) and (b):
(a) Length calculated in accordance with 25.4.2.2 or 25.4.2.3 using the applicable modification factors of 25.4.2.4 of
ACI 318-14.

6.1.8 Concrete below ground


The water bars shall be provided in all construction joints below ground level in addition to any joint which may be
detailed on the drawing. Waterproofing system (Membranes, protection board, water bar, joint filler, sealants etc) shall
be as per DEWA specification and DEWA Standard drawings

6.2 FOUNDATION
6.2.1 Soil parameters as per Soil Investigation Report.
Foundation type should be RAFT for the main building as well as for the other Ancillary buildings. The raft is modeled
as a finite element structure, which is Supported on Wrinkler springs and spring constant is obtained by multiplying the
area of influence of the element with the modulus of sub grade reaction provide in the soil investigation report.

The Analysis of raft is carried out by transferring the loads obtained from analysis of building frame by STAAD
/ETABS. The plate stress contour is obtained from analysis is used for the design of raft.

Safe Bearing Capacity of soil and subgrade modulus considered in the design for the main building, boundary walls,
oil water tank, Fire Water Tank, Fire pipe Trenches and the Ancillary Buildings shall be as indicated in Soil
Investigation Report.

6.2.2 Stability
Over all Structural Stability:
The overall structural stability is obtained by limiting the vertical & lateral deflection at each floor level and the total
lateral deflections for the whole structure for the given worst combination of the loads.
Also the stability against overturning of the structure is obtained by using the formula given below.

Stability of the foundations:


Raft foundation:
The overall stability of the raft foundation is checked against the total vertical settlement of the raft for the given worst
load combinations, and shall be within the permissible limits. The maximum base pressure shall be less than the given
permissible bearing pressure.
Structural settlement shall not be more than 25mm as per specification and as mentioned in soil report. Differential
settlement shall be limited to 10 mm.

Excessive cracking and wide cracks affect both durability (corrosion of steel in aggressive environment) and
appearance (for members that are visible).

6.3 EXPANSION JOINT:


This is a movement joint which has complete discontinuity in both reinforcement and concrete and is intended
to accommodate either expansion or contraction of the structure. Allowable spacing of expansion joints shall
be as per the code requirements. Expansion joint is provided if the length of the building exceeds 45m. The
Expansion joint width will be decided after detailed analysis considering thermal Expansion and contraction and
relative displacements between the adjacent Structures. For boundary walls expansion joints shall be provided
after 12 meters.

6.4 FIRE RESISTANCE


Fire resistance for all the structural elements of building to be achieved by maintaining the clear cover to the
reinforcement according to Clause 4.11 of ACI318-14. The structures shall be designed for a fire resistance of
minimum 3 hours fire rating.

6.5 RETAINING WALLS


Retaining walls will be designed for the worst combination of earth pressure, hydro static pressure & surcharge as
applicable.

6.6 MASONRY
Design of all block work will be carried out in accordance with various provisions of ACI 530.1-13 (Building Code
Requirements for Masonry Structures). Minimum Characteristic strength of non-load bearing block work will be 7.0
N/mm2.
The various types of block work walls used shall be as follows:

6.7 DETAILING

6.8 WATERPROOFING
 All Basements, All Foundations, basement walls and underground structures of main building, pump room,
security room etc should be tanked externally with 4 mm thick SBS modified bituminous membrane having a
non-woven Polyester reinforcement of Minimum 260.sqm.
 Two coats of Bitumen emulsion paint shall be provided for cable duct banks.
 Boundary wall & it’s component shall be protected with 1.5 mm thick self- adhesive bituminous
membrane.

 The Roof waterproofing shall comprise of Combo Combo roof waterproofing system using polyurethane
foam (sprayed) of thickness minimum 50mm (40-50Kg/m3), Liquid elastomeric UV protection coating,
Geo textile membrane 1000 gauge, Concrete protection screed grade using 10mm size aggregate with
sprayed elastomeric flexible protective coating of 1000 microns.

6.9 CRACK WIDTH


Crack width shall be limited to 0.2mm for all structures in contact with soil. For structures subject to alternate wet and
dry condition, crack width shall be 0.15mm and for Water Retaining structures crack width shall be limited to 0.1 mm

7.0 STRUCTURAL STEEL


7.1 MATERIALS
 Structural steel material conforming to any of the ASTM specifications can be used. Relevant ASTM
specifications can be referred from clause A3.1 of AISC360.
 Bolts, washers, Nuts and Anchor rods, threaded bolts materials confirming to relevant ASTM
specifications mentioned in clause A3.3 and A3.4 of AISC360, respectively.
 Minimum design strength of Steel members shall be 275N/mm 2
 The Modulus of elasticity of structural steel E is 200000 N/mm 2

 The Shear Modulus of elasticity of structural steel G is 76923 N/mm 2

7.2 Moment capacity


The moment capacity of the section is based on the sectional properties of the member and the slenderness of the
section and is calculated as per the provisions of AISC 360.

7.3 Loads & Load Combinations


All the loads shall be considered as per the chapter 3 of this document.
All load combinations shall be considered as per clause 6.1.3.

7.4 Maximum slenderness (Refer Cl L2 of AISC360-16)


The value of slenderness shall not exceed the following:
a) For Compression members resisting loads other than wind loads: 200
b) For Compression members resisting self-weight and wind loads only: 200

Welding shall be performed as per AWS.


Minimum size of weld shall be 6mm.
Design rules for fillet welds (Refer Chapter 2 of AISC 360)
The vector sum of the design stress due to all forces and moments transmitted by the weld should not exceed the
design strength. The design stress in a fillet weld should be calculated on a thickness equal to the effective throat size.
Along edges of material less than 1/4 in. (6 mm) thick; not greater than the thickness of the material.
Along edges of material 6 mm or more in thickness; not greater than the thickness of the material minus 2 mm, unless
the weld is especially designated on the drawings to be built out to obtain full-throat thickness. In the as-welded
condition, the distance between the edge of the base metal and the toe of the weld is permitted to be less than 2 mm,
provided the weld size is clearly verifiable.

7.6.3 Minimum Thickness


The minimum thickness for the structural members of the Roof Truss shall be 6mm and the Gusset plates connecting
the structural members shall have minimum 8mm thickness.
7.7 Galvanizing:
All structural steel, bolts and nuts to be hot dipped galvanized as per DEWA technical Specifications.

8.0 DRAINAGE & PLUMBING


Deluge system is followed in FPS.
The various systems identified for the project is as follows:
8.1 Foul Water drainage system:
The scope and design of the sewerage water drainage are covered in detail under the drainage general details
separately. The following parameters shall be considered in the design

The disposition of the sewer drain pipes are governed by the invert levels of the terminal points available in the area of
the substation to be connected.
Pipe material: UPVC pipes
The drain network shall be designed based on the factor of 20 users per day. Design flow velocities should be within
the following limits. Minimum velocities are based on providing self cleansing velocities and preventing solid
sedimentation in the sewer pipes. Maximum velocities are set to prevent manhole corrosion and minimize sewer gases
in the sewer system.

The foul water drainage system shall be designed based on DEWA specifications and Dubai Municipality guidelines as
applicable. Foul water from FIC shall be connected to drainage Network, material Shall be based on DM guide lines.
All drainage Man holes shall be protected with 2 coats of water proofing paint and protection board & screed as per
DEWA requirement.
If external Network is not available, will be provided with a Holding tank of Capacity 30m3, as per DEWA
specification (or) provided by septic tank with soak away as per DEWA guide lines.
8.2 Storm Water drainage system:
The Rain water is discharged freely as per DEWA specification and the storm water drainage system shall be designed
based on DEWA specification and Dubai Municipality guidelines as applicable. Availability of storm water network
shall be checked with developer and if the network is available, Storm water shall be connected to storm water
network. And manholes will be provided at every change of alignment (or) gradient (or) at every 15m Maximum in
straight run.
Basement drainage shall be connected to Basement Sump pits and water will be lifted with Submersible pumps and
mobilized with Vehicular tank trucks and Storm water tanks shall be provided at access points. Fire pipe trench shall
be provided with independent soak pits at interval of 8.0 Mts.
Manifold drain system drain shall be connected to storm water network if availability of Network otherwise Local
Soak pits will be provided.
Fire Water tank Over flow will be diverted to UG tank with Bypass arrangement if network is not available (or) Fire
water tank drain water will be collected by Vehicles and transported with Coupler arrangement if network is not
available (or) If storm water network is available, the over flow and drain water will be discharged to network with
Manholes and Pipe connections.

8.3 Oil water drainage system:


Sizing of catchment areas in transformer/reactor compound and oily water holding tank shall be calculated based on
the approvals of fire protection system and transformer equipment, The ejected oil and fire deluge water resulting from

mechanical or electrical failure in transformer and reactor vault shall not pollute the ground water and the external
surrounding.
The Oil water from Main Transformer rooms, Earthing transformer rooms will be connected to OWMH and leading to
Underground Oil Water tank and will be mobilized by Vehicular tank trucks. Fire pump house Water and Oil tank
drainage system shall be connected to Underground Oil Water tank.
8.4 Battery room chemical discharge:
The drain water from the battery room shall be routed into a suitably sized neutralization holding tank located at an
appropriate place. The internal walls and floor of the neutralization tank shall be protected with acid/alkali resistant
tile. The tank shall be filled with a suitable agent up to the outlet of the tank to facilitate neutralizing the discharge
accumulated. The treated water shall lead into a soak away of suitable size. Detailed requirements are covered under
drainage general details separately.
The proposed design for the system shall be agreed in principle by the Engineer before commencement of the detailed
design.

8.5 The potable indoor water system:


Potable water layout & arrangement shall be as per approved drawings. Booster Pumps shall be provided for lifting
potable water from Ground water tank to supply for Toilet, Battery Room and HVAC cleaning purpose,
If Fire Water tank is above Fire pump room another 1000 Imp. Gallons Water tank will be provided for lifting of
Water to Fire water tank with Transfer Pumps.

8.6 Water Storage Tanks:


One-piece of 600 imperial gallons capacity water tank for supply of water to Toilet and Battery rooms shall be
provided on top of security room. Additional water storage tank (1000 imperial gallons capacity) is required, as Fire
Water tank provided on above Fire Pump Room to infill fire water tank. It is provided below ground level.

9.0 Oil Water Collection Tank Design:


Underground oil/water Tanks shall be designed for the worst combination of earth pressure, hydrostatic pressure and
surcharge as applicable for tank empty and full condition upto the bottom of the top slab.
Oil/water tank is idealized as finite element models with spring supports are given at base slab level as per the modulus
of sub grade reaction in a Software (mentioned above). The properties of slab and wall members are to be assigned as
per their sizes.
As per soil report, the depth of ground water table below the investigated ground level is to be checked and the same to
be considered in the analysis in pressure calculations.
Since the oil /water tank is below the road, surcharge pressure of 33.33 kN/m2 is to be considered on the side wall in
the analysis.

if oil/water tank top slab is less than 750mm from paving, then dispersed wheel should be considered on top slab as
surcharge load instead of 33.33 kN/ m2.
Earth Pressure at rest condition due to submerged soil is to be considered.
The required quantity of reinforcement for the tank is to be determined for flexure and crack width.
The following are the primary load cases which are to be considered in the Analysis
1. Dead Load
2. Water Load for Hydro testing
3. Earth pressure (E.P) Under submerged condition
4. Water Load (One Side Empty)
5. Underground Upward Water pressure on Bottom Slab(Water table if high)
6. Surcharge pressure on top of slab and side walls (If under Vehicular road)
7. Surcharge pressure if in the vicinity of nearby structures.

If water table is high dewatering shall be carried out to at least 1.0 m below the excavation level, and the same will be
continued until the backfilling of soil above the oil water tank. The distance of the Oil water tank from the main
building is to be mentioned.
For Volume Refer Section 8.3 of this document.

10.0 Internal Road and pavement Works:


Roads, parking, Paving and surfacing within the substation compound shall be with the interlocking type.
All the pavement works shall be 80mm for road & 60 mm for walk ways.
Heavy duty interlocking tile to be laid over 50 mm compacted sand placed over a polythene 0.5mm thick.
A layer of 300 mm of crushed aggregate over another layer of sub-grade lies below the polythene.
Standard precast curb stones shall be placed all along the pavements for the protection of the edges.

11.0 Boundary Wall


If road is within 2m from compound wall then, Surcharge of SLW 60 as DIN 1072 will be considered in the
analysis & design subject to minimum of 33.3 kN/m². The analysis and design will be carried out for the worst
combination of wind loads, earth pressure & surcharge.
Boundary wall above the ground level is proposed with pre cast panels. Pre cast details shall be in line with
structural as well as architectural requirements. Required loading due to barbed wire and it’s supporting arrangement
shall also be considered in the design of Precast boundary wall in addition to the Wind loads.
Height of boundary wall above finished pavement level to be as per approved drawing. The min. height of the
boundary wall shall be 3000mm measured from the finished placed level inside the substation.

Boundary wall shall be connected with the nearby structure wherever is necessary, if the space required for
Boundary wall foundation is not available. Manholes, Trenches and Holding tanks shall be considered as a part of
boundary wall, if cannot separate from Boundary wall.
Expansion joint shall be provided at columns after approximately 3 span (considering each span of 3m).
The minimum required degree of compaction shall be, tested according to modified proctor density: 98% for
embankment areas.
