Infrastructure - Requirements
1. SCOPE
This Part of Ethiopian Standard specifies the requirements for a Technical and Vocational Education
and Training (TVET) facilities and infrastructure.

3. Terms and Definitions


For the purpose of this standard following definitions shall apply:

3.1.
training facilities
refers to a place/environment which makes conducive to effective training and supports the training
programs offered by the institution

3.2.
training workshop
refers to a room or building in which theoretical and practical training are provided which is sufficiently
furnished with the machineries, instruments, hand tools, charts and consumables that can help the
trainees acquire the necessary skills.

3.3.
trainees classroom
refers to a room or building where theoretical instructions is done, sufficiently furnished with tables,
chairs, white and black boards, charts, audio-video aids, projector and consumables as prescribed by
the curriculum that can help the trainees acquire the necessary attitude and knowledge.

3.4.
library
refers to a building or room containing a collection of books, news, video records, computers,
instructional materials, journals, periodicals and other valuable materials for use by the members of
an institution.

3.5
KAIZEN
refers a japans business philosophy of continuous improvement of working practices, personal
efficiency. it is a philosophy of continuous undertaking by an organization to improve its business
activities and processes with the goal always improve quality of products and services so that the
organization can meet full customer satisfaction.

3.6
5S
refers to a systematic approach to organize work areas, keep rules and standard, maintaining the
discipline needed to do a good job.

4. Requirements for TVET Training Facilities

4.1. General Requirements


4.1.1. A training facility shall have flexible and technologically‐advanced training environments that 
are safe, healthy, comfortable  and aesthetically‐pleasing Maintain universal accessibility  (for 
trainees with or without impairment) 
4.1.2. It shall be able to accommodate the specific space and equipment needs of the training 
program and curriculum.  
4.1.3. The buildings should be suitable for the specific trainings, regarding the occupations they 
offer.
4.2. Specific Requirements
4.2.1. Facilities shall fulfill the requirements specified in table 1 below:

1. Institute a. The minimum area of TVET institutions/ colleges/ polytechnics shall be 70,000 m2 (7
compound hectares).
b. The training Institute/campus shall be located in a wholesome environment, safe from
traffic and transportation hazards, sufficiently free from noise, dust, smoke and other
polluting and destructing elements.
c. The training Institute/campus shall have its own fence
d. The training Institute/campus shall have access to road and parking lot for vehicles
e. shall have electric power, telephone, and water
f. Landscape of the training Institute/campus should be not susceptible for damages
from flooding, wind, sewerage and the like.
g. TVET institution’s campus and resources should be used entirely for TVET programs.
(Should be separated from general education and higher education)
h. If a TVET institution has two or more compounds which are more than 300 m apart,
they will be considered as two campuses and hence each shall have its own
administration and physical facilities.
i. The training Institute/campus should have access and facilities for people with
disabilities, particular attention shall be paid to toilet facilities, accessible entrance,
door sizes and swings, floor finishes, hand rails, and other services.
j. The training Institute/campus should have resource centre for persons with
impairments

The training Institute/campus Shall fulfill multi-Purpose hall, stores, health care centre
(clinic) and cafeteria.
2. Buildings a. Should be made of hollow blocks, bricks, stones or the like, depending upon the local
or regional reality.
b. Shall Include appropriate accessibilities entrance, doors, toilets, signage, elevator,
ramp and stairs for persons with impairments.
c. When selecting or constructing a building for training institutes, their lighting, the
ventilation, heat condition, the load bearing capacity of floors should be considered.
d. Shall have signage in every parts of the building, roads and paths

3. Sport and a. Sport and recreational facilities should be fulfilled such as (basketball, football,
recreational volleyball, GYM, indoor games) when applicable.
facilities b. Sport facilities should be mandatory for institutions offering occupations in sports, but
optional for others
c. Ring ball facilities should be fulfilled for persons with visual impairment.
d. sport facilities shall be constructed according to the standard from the Federal
ministry of Youth and sports
4. Offices a. Institute should have offices for academic and administrative staff experts.

4.2.2. Requirements for the Size of training facilities related matters shall be as specified in table 2
below:

(***) Considering 25% of the total number of trainees. If an institution exceeds 280 trainees, the
library should be 1.7 m2 per trainee.

4.3. Requirement for Size of Instruction Rooms


4.3.1. Requirements of instructional rooms shall be specified below in table 3

Classroom a. An instructional room, for theoretical instructions, should be sufficient for the number of
trainees as prescribed by the standards.
b. Considering a 1.2 m2 per trainee standard and a well ventilated and well illuminated room

e. Windows and/or skylight shall be provided to all and the glazed area minimum 10% of
floor area of the room
f. Promote natural cross habitable room design for use by more than 15 occupants shall
have external windows/doors skylights with a minimum open-able area of 10% floor area.
g. If open-able area of 10% of floor area cannot be achieved practically through windows
and doors, airflow shall be assisted by mechanical ventilation systems.
h. Lighting must be placed to minimize glare and reflection
i. Furniture's should be accessible to the persons with disabilities
j. Furniture's should be designed to reduce stress on eyes, wrists, lower back and etc.

4.3.2. Requirements of furniture for instructional room shall be as specified in table 4 below

4.4. Requirements for workshops


4.4.1. Requirements for workshops shall be specified below in table 4

Workshop a. The work shop shall be arranged on the kaizen philosophy 8 work stations (learning resource
area, learning area, quality control area, practical area, assessment area, contextual area,
computer lab, support area).
b. Shall have first Aid Kit with the necessary materials

d. Shall have trainees and trainers information board
e. The workshop should have at least 20 m length, 20 m width and not less than 6 m height from
the floor to the ceiling.
f. Workshop layout, equipment and machinery accessibility should be according to the
requirement standard measurement for trainees with or without impairments
g. Workshops should be well lighted (natural and artificial) and ventilated.
h. Workshops and other training facilities shall be organized by KAIZEN philosophy and 5S.
i. Workshops and training facilities must achieve safety practices, effective organizations of
operations, avoid wastes and become productive environment.

4.4.2. Requirements for the Size of training workshops per trainee shall be specified in the
table 5 below:

4.4.3. Colour Code requirement for Danger, Hallway, Work Area and Lecture Area
4.4.3.1. Access to paths, pavements, walls should be provided colour and texture to identify hierarchy
of spaces and circulation:
4.4.3.2. Pathway and corridor leading from the main public entry point to the administration block
should be colour coded to assist visitors and reduce risk of an authorized access to other parts
of the site.
4.4.3.3. Pathway and corridor junctions or signage should be Colour coded to assist in a way finding
to particular building zones.

4.5. Requirement for Library


Library requirements of TVET institutions shall be as specified in table 7 below

Library a. Should be organized to accommodate at least 25% of the total trainees at a time with
chair ratio of 1:1.
b. The books and journals should not be outdated, assuming their age to be less than
a decade, thus guaranteeing availability of modern technology and findings.
c. Embrace 50% of books of respective programs.
d. Libraries should be managed by trained librarians.
e. Libraries service should be supported by high speed internet connection wi-fi access,
computers, and audio-video materials for trainers, trainees and other supportive staff.
f. Furniture for all users should be fulfilled.
g. Have e-book system access of books through digital dialogue.
h. With a minimum of 10 computers loaded with e-books.
i. Library With Relevant Books and alternative formats (audio software, brail, large print
forms), And Sufficient Copies)

Note:
1. unforeseen issues which may be important during the course of implementation shall be
considered for inclusion
2. Training for the librarians should be inclusive of disability
3. The Library should be accessible to persons with disabilities
4.6. Computer room requirements.
Computer room requirements of a TVET institution shall be as specified in table 8 below

4.7. standard for toilets


Requirements for toilets shall be as specified in table 9 below

4.8. lighting and ventilation requirements of Workshops, classrooms and another buildings for
each occupational area

4.8.1. Should be well lighted (natural and artificial) and well ventilated.
4.8.2. Light windows and/or skylight shall be provided to all and the glazed area shall be minimum 10%
of floor area of the room to achieve reasonable natural.
4.8.3. To promote natural cross habitable room design for use by more than 15 occupants shall have
external windows/doors skylights with a minimum open-able area of 10% floor area.
4.8.4. If open-able area of 10% of floor area cannot be achieved practically through windows and
doors, airflow shall be assisted by mechanical ventilation systems.
4.8.5. Lighting should be placed to minimize glare and reflection.
4.8.6. The training environment should be free from polluted air.
4.8.7. Heat dissipating electronics equipment should be provided in the office for cooling and ventilation
systems
4.9. requirements for Height of Window and Door Panels, Pathways
4.9.1. Natural lighting can be enhanced through maximum window area.
4.9.2. Bilateral and overhead lighting north and east should be preferable.
4.9.3. High windows with sills 6 feet above the floor provide wall space for tool boards and wall displays,
yet a few low windows are needed for an outside view.
4.9.4. All shops should have at least two exit doors. Some shops may require overhead or double-type
doors to allow entrance of large equipment or projects. These large doors may be considered as
one of the exits, if not contrary to local fire regulations.
4.9.5. Open spaces near exits and entrances can eliminate congestion.
4.9.6. Plans should be adjusted to provide flexibility and adaptability For future expansion and
development.
4.9.7. Allowances should be made for changes due to new technical developments and new techniques
of production.
Note: All the above mentioned points should consider the inclusion of persons with impairments

4.10. Electrical Requirements for Each Occupational Area


4.10.1. All power outlets and lighting circuits shall be protected by residual current devices (earth
leakage safety switching).
4.10.2. Emergency shut off buttons to power supply shall be provided in workshops and practical class
rooms.
4.10.3. Dust fumes proof electrical switches and sockets for occupational workshops like textile,
chemical and garments should be installed to avoid fire.
4.10.4. Electrical power shall be supplied according to the requirements of the workshop design
4.10.5. Backup generator should be provided to solve power interruptions
Note: Electrical installation and another safety related requirements should be accessible to persons
with impairments

4.11. Standard Maintenance of Workshops and other Learning Facilities

4.11.1. Maintaining the workshops and other training facilities should be on the principles of KAIZEN
and 5S
4.11.2. Workshops and training facilities should be safe, free from wastes, effective organizations of
operations and become productive environment

Ethiopian Standards
The Ethiopian Standards are developed by national technical committees which are
composed of different stakeholders consisting of educational Institutions, research
institutes, government or ganizations, certification, inspection, and testing
organizations, regulatory bodies, consumer association etc. The requirements and/
or recommendations contained in Ethiopian Standards are consensus based that
reflects the interest of the TC representatives and also of comments received from
the public and other sources. Ethiopian Standards are approved by the National
Standardization Council and are kept under continuous review after publication and
updated regularly to take account of latest scientific and technological changes.
