BIOLOGICAL WARFARE WEAPON & BIOLOGICAL TERRORISM

INTRODUCTION:

In 2012, when Romblon Times is still operational whose publisher is my friend Awe
Eranes, I contributed in my column concerning the plan of the Cabal to instigate another type of
Pandemic similar to that of the 1918 Spanish Influenza.

To understand the present Covid-19 Pandemic (some other authors say Plandemic or
Fundemic) is to look back and learn what the histories were in the past decades or centuries – as
the saying goes ―he who does not learn from the past will eventually suffer the doom of its
repetition‖.

Since prehistoric times, humans have used available technologies for destructive and
beneficial purposes. Aboriginal use of curare and amphibian-derived toxins as arrow poisons
anticipated modern attempts to weaponize biological toxins such as botulinum and ricin. The
derivation of the modern term ―toxin‖ from the ancient Greek term for arrow poison, τωξικον
φαπμακον (toxicon pharmicon; toxon = bow, arrow) underscores the historical link between
weaponry and biological agents.

Multiple factors confound the study of the history of biological weapons, including
secrecy surrounding programs of biological weapons, difficulties confirming allegations of
biological attack, the lack of reliable microbiological and epidemiological data regarding alleged
or attempted attacks, and the use of allegations of biological attack for propaganda and false
flags. However, a review of historical sources and previous events in Vietnam, Iraq, Afghanistan,
Great Britain, Libya and the United States demonstrates that interest in biological weapons by
state-sponsored programs, terrorist organizations, and criminal elements is apparently to
continue.

It could be glanced through media uttered by government officials themselves that the
terms ―Biological Warfare‖ and ―Biological Terrorism‖ are used side by side. Now let us try to
hear from US government agency what is meant by ―Biological Terrorism‖.

Bioterrorism - ―The intentional release of viruses, bacteria or toxins for the purpose of
harming and killing civilians.‖ (US Center for Disease Control (CDC) July, 2001)

 So, according to the definition of the United Sates Government, Biological Terrorism is
the INTENTIONAL release of viruses, bacteria or toxins. Its purpose according to US CDC is
for HARMING and KILLING CIVILIANS.

Bioterrorism - ―The intentional use of a pathogen or biological product to cause harm to

a human, animal, plant or other living organism to influence the conduct of government
or to intimidate or coerce a civilian population.‖ (Gostin et al, JAMA, August 7, 2002)

Chemical Warfare on the other hand is defined as ―warfare using chemical agents to kill
or injure or incapacitate the enemy‖. (Word Web)

The question now that should be begged is that, who are responsible for the
INTENTIONAL USE or RELEASE of chemicals, toxins, viruses, pathogen or biological
products to deliberately harm humans, animals, plants and other living organisms.

If not from the state-sponsored researches, productions of harmful chemicals and

cultivations of viruses, bacteria and other biological agents that kill humans, then who else are
the most capable and responsible private individual or organization that can finance such big
projects other than the government (under the Cabal or Deep State), or some other rich private
individuals known as philanthropists who were and are collaborating with the state sponsored
researches?

One may say that these viruses were used by terrorists such as Osama Ben Laden or Abu
Sayaff, etc. But if we search it out, you will discover that this was a propaganda machine by and
under the control and supervision of the Khazarian and Religious Mafia headed by Octopus
Gang; these groups are part of their system of legal acts of terrorism under the global imperialist
regimes which are puppets of this Octopus Gang.

Big Tech and Big Pharma are both responsible for the culture of viruses and pathogens as
we can see its history.

Etymology of Pharmacology

The terms pharmacology or pharmaceutical came from the Greek word ―pharmakeia‖
defined by Dr. James Strong as; a drug, a spell giving potion, a druggist or poisoner, a magician

LEARNING FROM 1918 PANDEMIC

Chas M. Higgins in 1920, in his book ―Horrors of Vaccination Exposed and

Illustrated‖ wrote a petition to the then President Woodrow Wilson to stop or outlaw the
Mandatory Vaccination which cause hundreds of thousands of US soldiers and many more
millions of private individuals who died. In the introduction to his petition he quotes the
following: “EVERY LAW NOT BASED ON WISDOM IS A MENACE TO THE STATE” from the

The Philippines was not exempted from contracting such a dreadful epidemic. It was the
US Army who forced Filipinos to be vaccinated. Of the World War I, only Spain was not engage
in the war so there was a good reason for the Cabal to name the 1918 pandemic as ―Spanish
Influenza‖.

―In 1918, the US Army forced the vaccination of 3,285,376 natives in the Philippines
when no epidemic was brewing, only the sporadic cases of the usual mild nature. Of the
vaccinated persons, 47,369 came down with small-pox, and of these 16,477 died. In 1919 the
experiment was doubled 7,670,252 natives were vaccinated. Of these 65,180 victims came down

The victims of these experiments were even given a more fatal dosage of aspirin. In
October 5, 2009, the Philippine Times published an issue about the 1918 Flu Pandemic.

―Aspirin could have been responsible for the steep death toll in the 1918 flu pandemic,
says a new study. High aspirin dosing levels used to treat patients during the 1918-1919
pandemic are now known to cause, in some cases, toxicity and a dangerous buildup of fluid in
the lungs, which may have contributed to the incidence and severity of symptoms, bacterial
infections and mortality. Additionally, autopsy reports from 1918 are consistent with what we
know today about the dangers of aspirin toxicity, as well as the expected viral causes of death.
The motivation behind the improper use of aspirin is a cautionary tale, said study author Karen

Starko of the Infectious Diseases Society of America (IDSA). In 1918, physicians did not fully
understand either the dosing or pharmacology of aspirin, yet they were willing to recommend it.
Its use was promoted by the drug industry, endorsed by doctors wanting to 'do something',
and accepted by families and institutions desperate for hope, says an IDSA release.
'Understanding these natural forces is important when considering choices in the future,' Starko
said. 'Interventions cut both ways. Medicines can save and improve our lives. Yet we must be
ever mindful of the importance of dose, of balancing benefits and risks, and of the limitations of
our studies.‖

In the 1918 Flu Pandemic, the US Navy operated hospitals in most countries including
the Philippines. Here is a story from US Navy‘s website:

RECORDED BIOLOGICAL TERRORISM:

Let‘s go back a few decades of history and find the horrible utilization of chemicals and
biological agents or viruses or pathogens used against innocent ethnos. The following

THE AGENT ORANGE

In the 1954-1975 Vietnam War; When the United States was unable to penetrate into the

THE INTENTIONAL LAB SCAPE OF SWINE FLU VIRUS

“Swine influenza, also called pig influenza, swine flu, hog flu and pig flu, is an infection
caused by any one of several types of swine influenza viruses. Swine influenza virus (SIV)
or swine-origin influenza virus (S-OIV ) is any strain of the influenza family of viruses

In 2009, a lot of people were being scared of a Swine Flu outbreak. This was a long
period strategy, ―scare tactics‖. Because normally people are afraid to contract a disease so they
hurled to hospitals and clinics for ―swine flu‖ vaccination. But where did this virus come from?

A brilliant Australian scientist Adrian Gibbs, 75 said that the 2009 ―Swine Flu‖ was a
human error. In an interview, he said that he intends to publish a report suggesting the new strain
may have accidentally evolved in eggs scientists use to grow viruses and drug makers use to
make vaccines. Gibbs said he came to his conclusion as part of an effort to trace the virus‘s
origins by analyzing its genetic blueprint.

“One of the simplest explanations is that it’s a laboratory escape,” Gibbs said in an
interview with Bloomberg Television. “But there are lots of others.”

The United States government (under the Cabal) through the Center for Disease Control
(CDC) recommends drugs which were useless because majority of the affected patient recovered
even without requiring medical attention or giving antiviral drugs.

infection with swine influenza viruses; however, the majority of people infected with the

In fact, the US Government (under the Cabal) agency FEMA has purchased hundreds of
thousands disposable coffins as a preparation for the coming of a pandemic in 2009. However,
the Almighty is so merciful with the innocent people so their 2009 depopulation agenda was a

failure when the International Shadow Government were not able to successfully mutate the
1918 flu virus.

Another reason why such recommendation of the drugs for Swine Flu was useless is
because transmission of the virus from pigs to human is not common and does not always lead to
human flu, however in 2009 the elite cabal called it Swine Flu Pandemic when there is no
pandemic. The main reason is business, BIG, BIG DRUG BUSINESS!

Although the recommended Tamiflu and Relenza were unapproved, still the US
government (under the influence of the Cabal) in April 2009 allowed the widespread distribution
of these unproven drugs, including the unlicensed volunteers through utilization of Emergency
Use Authorization (EUA).

available Relenza and Tamiflu antiviral drugs to treat the swine influenza virus in cases

This Flu Viruses is a century history and many good ethical scientists attest that the Flu
contracted by the people in 2009 is not a new strain but a usual seasonal flu. However, globalist
aristocrats were incessant of their scare tactics and announced a flu pandemic so that the people
will get the jab of the big drug companies who are part of the greater agenda.

In 2009, Jane Burgermeister, a medical journalist, one of the bravest persons in the world
ever to file criminal charges of Genocide before Federal Bureau of Investigation (FBI)-Austria
against World Health Organization (WHO), UN, NATO and key figures like Barack Obama,
President of the US, David Nabarro, UN System Coordinator for Influenza, Margaret Chan,
Director-General of WHO, Kathleen Sebelius, Secretary of Department of Health and Human
Services, Janet Napolitano, Secretary of Department of Homeland Security, David de Rotschild,
banker, David Rockefeller, banker, George Soros, banker, Werner Faymann, Chancellor of
Austria, and Alois Stoger, Austrian Health Minister, including makers of swine flu vaccines such
as Baxter, Novartis, among others who are part of this international corporate criminal syndicate
which has developed, produced, stockpiled and employed biological weapons to eliminate the
population of the US and other countries for financial and political gain.

In her charges she contended that these defendants conspired with each other and others
to devise fund and participate in the final phase of the implementation of a covert international

bioweapons program involving the pharmaceutical companies Baxter and Novartis. They did this
by bioengineering and then releasing lethal biological agents, specifically the "bird flu" virus and
the "swine flu virus" in order to have a pretext to implement a forced mass vaccination program
which would be the means of administering a toxic biological agent to cause death and injury to
the people of the U.S. This action is in direct violation of the Biological Weapons Anti-terrorism
Act.

Burgermeister's charges include evidence that Baxter AG, Austrian subsidiary of Baxter
International, deliberately sent out 72 kilos of live bird flu virus, supplied by the WHO in the
winter of 2009 to 16 laboratories in four counties. She claims this evidence offers clear proof that
the pharmaceutical companies and International Shadow Government themselves are actively
engaged in producing, developing, manufacturing and distributing biological agents classified as
the most deadly bioweapons on earth in order to trigger a pandemic and cause mass death.

THE CREATION OF HIV/AIDS VIRUS

The story of AIDS is another one, being made as a biological weapon. Robert Charles
Gallo (born March 23, 1937) is an American biomedical researcher is best known for his role in
the discovery of the Human Immunodeficiency Virus (HIV), the so-called infectious agent
responsible for Acquired Immune Deficiency Syndrome (AIDS), and he has been a major
contributor to subsequent HIV research. However, he lost the novel peace prize to Luc
Montagnier because the latter proved to be the true discoverer of HIV.

Most of us believed that AIDS originated from chimpanzee and transmitted to human
now become sexually-transmitted disease. The truth is that monkey kidney tissues are being used
in culturing viruses in vaccines such as the AIDS, Hepatitis-B, Smallpox, and Polio to name
some. In most cases, people are not aware that AIDS was a biological weapon invented to
intentionally harm or even kill many innocent civilians.

In September 2002, Larry Jamison wrote on his webpage Larry762@tcsn.net about the
ironic Hepatitis-B Vaccine testing to people and then later on they become positive of AIDS.

“Dr. Strecker’s research reveal about the origin of the AIDS virus in the U.S.? He found
out that in each of the major three city AIDS epicenters, the spread of the virus followed
on the heels of a Hepatitis-B vaccine "study" that was carried out in each of these cities.
He asks the simple question, "How can you change a black heterosexual disease in Africa
into a white homosexual disease in Manhattan, affecting a particular group--the young
between the ages of 20 and 40, male homosexuals, who were otherwise healthy and

 promiscuous" In Manhattan, the 1978 study involved 1040 volunteers who met the
criteria of being between the ages of 20 and 40, white, and were promiscuous. During the
interviews, if it was determined the man had only one lover (monogamous) he was sent
home and not allowed to participate. These particular rules were set up by a Polish
doctor educated in Soviet Russia by the name of W. Schmugner who came to the U.S. in
1969 and became the head of the New York City Blood Bank. Writing in the January
1988 Natural Health Convention Magazine Dr. William Campbell Douglass reported
that "The Centers for Disease Control reported in 1981 that four percent of those
receiving the Hepatitis-B vaccine were AIDS infected. In 1984 they admitted to 60
percent. Now they refuse to give out figures at all." He says that "the data on these
studies are now buried in the U.S. Department of Justice and we will never see them."

Jamison added the following statement; ―In San Francisco Dr. Strecker reported that a
1980 study by Morbidity and Mortality Weekly showed that "six of ten San Francisco white male
homosexuals coming down HIV positive had come out of the 1980 Hepatitis-B vaccination
studies" He also reported a study published by Claude Stevens in 1986 which shows that in
1984, 45 percent of white male homosexuals receiving Hepatitis-B vaccine became HIV

If the story of Jamison was right, then it could be averred that HIV/AIDS was
intentionally released through the covert implementation of the Hepatitis-B Vaccines.

There are many good scientists who say that AIDS virus is man-made in America. The
most prominent among them is Dr. Peter H. Duesberg who disproved the HIV/AIDS hypothesis.
He exposed the AIDS hoax in his book entitled ‗Inventing the AIDS Virus’.

Peter Duesberg is professor of molecular and cell biology at the University of California
at Berkeley, a pioneer in retrovirus research, the first scientist to isolate a cancer gene, and
recipient of the Outstanding Investigator Grant from the National Institutes of Health. His
articles challenging the HIV/AIDS hypothesis have appeared in scientific journals including The
New England Journal of Medicine, Science, Nature, The Lancet, British Medical Journal,
Proceedings of the National Academy of Sciences, and Cancer Research.

Duesberg says that ―HIV does not cause AIDS... AIDS is not sexually transmitted...
AZT makes AIDS worse, not better...”

―Duesberg's evidence - revealed in top scientific journals but kept out of the mainstream
press (Cabal Media); raises questions the AIDS research establishment has so far declined to
answer, these are his arguments:

 If HIV causes AIDS, why have thousands of AIDS victims never had HIV?
 Why have hundreds of thousands who have had HIV - for many years - remained
perfectly healthy?

  Why does the discoverer of the HIV virus now claim it cannot be the sole cause of
AIDS?
 Why has more than ten years of AIDS research - costing tens of billions of dollars - failed
to show how (or even if) HIV causes AIDS or attacks the immune system?
 With annual federal funding at more than $7 billion, AIDS research is better funded than
any other disease - including cancer. Yet it has also produced the least results. Why?

political pressures, have tempted otherwise responsible scientists to overlook - even suppress -

Duesberg, they are:

 Unlike most Americans, Africans are aware of the man-made theory of AIDS, and the
possibility that the WHO's extensive vaccine programs in Africa in the 1970s are connected to
the severe outbreak of AIDS in the early 1980s. The Smallpox Vaccine of the World Health
Organization triggered dormant AIDS virus in Africa.

―On May 11, 1987, The London Times, one of the world's most respected newspapers,
published an explosive article entitled, "Smallpox vaccine triggered AIDS virus." The
story suggested the smallpox eradication vaccine program sponsored by the WHO was
responsible for unleashing AIDS in Africa. Almost 100 million Africans living in central
Africa were inoculated by the WHO. The vaccine was held responsible for awakening a

Robert Gallo, M,D., the co-discoverer of HIV, admitted that the use of live vaccines can
activate a dormant infection, he told The Times, "The link between the WHO program and the
epidemic is an interesting and important hypothesis. I cannot say that it actually happened, but I
have been saying for some years that the use of live vaccines such as that used for smallpox can
activate a dormant infection such as HIV." (ibid)

But despite the tremendous importance of this story, the mainstream (Cabal) media was
totally silent and irresponsive on the report, and Gallo never spoke of it again.

THE CREATION AND RELEASE OF POLIO VIRUS

In her interview with Bobby Cunanan host of Philippine Uncut, Dr. Lyn Hanshew an
American Vaccine expert said that Polio Vaccine has two strains; one is the Live Virus Polio
Vaccine and the Dead Virus Polio Vaccine. She added that Live Polio Vaccine stays a lifetime in
our body and if we are not adversely affected immediately after getting the jab, then in the
child‘s later life will suffer a paralysis symptom called ―Chronic Fatigue Syndrome‖. This could
be true because when one of my nephews in Baguio was jabbed with anti-Polio, after a few
months his one leg was paralyzed.

The world has been told repeatedly that HIV/AIDS is the first time a monkey virus has
jumped species to cause a new epidemic called AIDS. But the rarely-publicized truth is that a
cancer-causing monkey viruses jumped species a half century ago when contaminated polio
vaccines (SALK-SABIN Polio Vaccine) were given to millions of people on the planet.

Such denial of the US government is similar to the denial of two FDA officials (Dr.
Karen Midthun & Mr. William Egan) when investigated by Rep Dan Burton in 2002 why there
is Mercury in the form of themirosal being mixed in the Vaccines. The said two officials cannot
categorically extrapolate the safety of the vaccines in spite of the thousands researches of
different scientists all over the globe saying that the main cause of ―Autism Epidemic‖ and other
physiological and neurological abnormalities of a person is because of the vaccines that contain
chemicals and other toxic substances like mercury, formaldehyde, aluminum, animal tissues and
fetuses labeled in vaccine inserts as Human Diploid Cells (HDC), MRC-5 and HEK 293 Cells.

John D. Rockefeller (a member of the Cabal), cancers incredibly increased and even most
countries have their own cancer research institutions and the promotions of numbers of vaccines,

The Oral Polio Vaccines (OPV) in the fifties and sixties and still are today were prepared
in monkey cells.

Haruna Kaita, a Nigerian pharmaceutical scientist has discovered in 2004 when he

brought the samples of WHO’s Oral Polio Vaccine (OPV) to India and found out that this
vaccine were contaminated seriously. Was it an intentional contamination? She then demanded

IMMUNITY OF PHARMACEUTICALS FROM LAWSUITS

If all these scandals of pandemic are not a hoax and concerted conspiracy of the Cabal
and the Khazarian Mafia whose head, is the Octopus Gang, then why during the time of the Bush
Administration he ensured the immunity of the Pharmaceuticals from any suit due to the harm
inflicted by the vaccines.

During the smallpox hysteria not so many years ago, the Bush administration prompted
Republican Congressmen to adopt a paragraph for the draft law for the Homeland Security
acquitting the pharmaceutical companies from any responsibility for the pharmaceuticals
produced by them. The draft law would also grant them immunity, especially to those
pharmaceutical companies producing vaccine against smallpox.

The Nuremberg protection of human rights with experiments is repealed. The Bush
administration tries to extend this immunity for pharmaceutical companies by taking advantage
of a climate of anxiety considering the avian flu. In his address to the National Institute of
Health, the President suggested to completely acquit all producers of pharmaceuticals from the
possibility to suit them by law for their products. For this project, he explicitly used the words
―liability protection for the makers of lifesaving vaccines‖. If you clear this announcement from
the harmlessly sounding sophisticated rhetoric, it does not mean anything else than: The
producers of pharmaceuticals can produce and sell whatever they want to palm off on the people,
be it Vistide, Tamiflu or Thaliodomid without having to fear legal consequences.

By these facts we can say that the ―International Shadow Government‖ under the wings
of the Octopus Gang is clearly by implication has its interest not to be exposed as an integral part
of these genocide through ―Biological and Chemical Terrorism‖ by granting a baseless immunity

A GOVERNMENT THAT ACTIVELY WORKS AGAINST US?

How do we know federal and other form of government agents aren't working against our
interests and causing gun violence in the world? How can you trust that vaccines as a form of
―Biological and Chemical Terrorism‖ aren't being used for some secret, dark purpose that hasn't
been made public yet?

The answer is that you can't know for sure whether any vaccination program is actually
being conducted for a medical purpose versus some other secret government agenda under the
control and supervision of the Deep State. The idea that the U.S. corporate government staged
fake vaccination programs as an act of war is no longer a bizarre conspiracy theory: It's a
documented historical fact! And if they (the Cabal‘s Shadow Government) can pull it off in
United States, there's no reason why they can't do the same thing here in the Philippines as a
colonial servant to America since 1901 and other countries, for what-ever the Cabal is doing in
advanced countries the same thing they do in third world countries.

International Shadow Government doesn't even pretend to serve the People anymore, it
turns out, and their government agents don't consider themselves servants, but rulers! They
demand your obedience and your conformity, the term democracy is only in books and
Constitution which are trampled by these servants of the DS. They, despise truth-tellers (true
media people) who dare to question their corruptions.

There's a solution to all this, ―Empower yourself through education‖ education that is
not based on the conspired system of the Octopus Gang (OG) but based on a sound, impartial
knowledge of what is really going on in this world. The more you recognize and discern about
what is going on in the world of chaos, the more empowered you become to make your own
choices, and know your inherent right to life, liberty and happiness which are all endowed to us
firstly, by the Almighty who is the Master of every soul and secondly, by the Constitution, take
charge of your own health and minimize the risk of loss from the coming economic collapse (my

an informed citizen who doesn't fall for the villain‘s games of the evil mandates.

COVID-19 PANDEMIC

As we introduced earlier, to understand this current Covid-19 Pandemic is to look and

learn what the histories were in the past decades or centuries. Hopefully, we have already the
bird‘s eye view of what we will be revealing here. When the Covid-19 hit Wuhan in December
2019, I said to my colleagues, this is what we discerned almost a decade ago, that the Cabal or
the Octopus Gang, will instigate a Pandemic similar to that of the 1918 Spanish Influenza
because they are planning that so long ago remember the attempt in 2009 for H1N1 Pandemic,
where the bottom-line is mass mandatory vaccinations that will trigger a utopia so people will be
in a hurry to their own slaughter.

What is meant by Covid-19?

 It means Corona Virus Disease 2019 (according to Pfizer BIONTEC Fact Sheets and RA
11525). What about Corona Virus? According to American Medical Encyclopedia (AMA)
published in 1989 Page 1051 under the Title ―Types of Virus‖, Corona Virus is the Family and
its condition or disease is Common Cold, implying that this virus is already here ever since
before there was a Covid-19. How this differ from Corona Virus Disease 2019 (Covid-19). In a
layman‘s word, Covid-19 is a son of SARS-CoV-2. SARS is Severe Acute Respiratory
Syndrome. That is why when one undergoes RT-PCR test (which accordingly has a majority of
false positive results); you will be either positive or negative of SARS-CoV-2. This could be the
reasons why many (98%) of those tested positive recovered after few days of quarantine. Thus, I
don‘t see any sanity why the mild cases are considered Severe Acute Respiratory Syndrome
(SARS).

Patent of the Virus

Anything that is nature cannot be patented. SARS-CoV-2 was patented in USA under
Patent Number US7220852B1 dated May 22, 2007. What does it mean? This means that SARS-
CoV2 is man-made. Guess who is the assignee of this Virus Patent? It is the United States of
America represented by the Secretary of the Department of Health and Human Services, Center
for Disease Control and Prevention, Washington DC. Therefore, SARS-CoV-2 is man-made and
owned by USA and what can we extrapolate if it was not a gift to China? Now, dots are
connected why Anthony Fauci, the head of US NIAID is in hot water caught in his emails,
responsible for the funding of Wuhan Laboratory. Thus, it is not just China is to be finger-
pointed but also the USA for the Cabal is very much in control of all the system in the world.

Experimental Covid-19 Vaccine

Is Covid-19 experimental? Absolutely, Yes! Pursuant to paragraph (c), Section 2, RA

11525 approved February 26, 2021, it says, ―Recognize the experimental nature of COVID-19
vaccines available in the market and compensate any serious adverse effects (SAEs) arising
from the use of COVID-19 vaccine, experienced by people inoculated through the COVID-19
Vaccination Program.‖

It is clear that Covid-19 vaccines are experimental and there is no US FDA approved
vaccine for its dispensation except through Emergency Use Authorization (EUA), (Fact Sheet
Pfizer, Page 1, revised December 2020).

Clinical trials of vaccine in old times are done in animals usually to a limited number.
This is to ensure that the scientific experiment is evidence based and managed well. When it
gained success on animal experiment, then it will be introduced to human beings. If it has still
adverse reactions to humans especially when it resulted to death, the FDA or the Health agency
will immediately put on halt the administration of that particular vaccine, one example is the
Dengvaxia.

 In Covid-19 experimental vaccines is quite irony for it is directly tested in humans and its
target is 70 percent of global population (why 70 percent?), and there are hundreds of thousands
adverse reactions and thousands of death reported in USA through VAERS and in Europe with
MHRA, yet the governments worldwide are no more concerned about the negative consequences
of this Covid-19 vaccine mandates. We don‘t understand how this experiment works or how it is
being managed their 70 percent experimental subject.

National Emergency

All the Covid-19 health protocols such as social distancing, wearing face masks/shields,
quarantines and others were enacted and implemented by IATF according to the dictates of
WHO for the reason there is allegedly a National Emergency. These protocols are in response to
reduce the risk and avoid the spread if not totally eliminates the virus. All the people obeyed for
all of us are concerned of our health.

But along the way when almost a year of DOH forecasting of cases, it seems we saw the
opposite. For the records of the DOH in one year since March 2020 shows that the recovery rate
is 99 percent while the death rate was 1 percent. It is also apparent that this death rate is bloated
for according to Governor Gwen Garcia, the reported Covid-19 death of 700 in Cebu is actually
less than one half of this as per death certificate verification. This high recovery rate is in the
midst of Ivermectin, Lianghua and Hydroxychloroquine suppression, which according to experts
worldwide are effective. However, the health department not only in the Philippines but
worldwide and their governments are hesitant to give access to these medical drugs to their ailing
populations. Had these made available to our countrymen in the early stage of the pandemic
there could be no such thing as emergency or even if under alternative medical suppression still
we have very high recovery rate of 99 percent-we don‘t understand why it is called an
emergency.

Covid-19 Vaccine Safety and Efficacy

The Department of Health and the main stream media are adamant of advertising that all
Covid-19 vaccines are safe and effective. The DOH regularly posting on their FB account the
safety and efficacy of these vaccines and said in August 9, 2021 that ―to date, there have been
ZERO deaths CAUSED by COVID-19 vaccines.‖ We are not against all these propaganda
however, reading the comment section, lot of viewers say, their relatives or friends died after
vaccinated, some died just within hours after inoculation others within a week. I was told of my
friend from Oriental Mindoro that our companion in PCAG a resident of Odiong, Roxas died just
hour after being jabbed. I have secured a copy of a Police incident report of Manila District
Traffic Enforcement Unit from SM concerning the untimely death of late PSSG Senen Delos
Santos Evangelista-post vaccinated with Sinovac in March 31, 2021 and died on 7th day after
inoculated. There are many other similar stories around the Social Media of those whose
member/s of their family died after they get their jab. One day, in dos por dos was featured the
42 deaths in Batangas some of them were fully vaccinated while the rest received their first doze.

Anyone does not really know whether post vaccination deaths are related to the vaccines or not
because there is no post mortem examination have been made by the Government. But the
government even the DOH cannot discredit the clamor of the bereaved that the deaths of their
relatives are due to the vaccine they received except the DOH herself conduct a thorough post
mortem examination to determine the cause of death. If Covid-19 Vaccines are safe and
effective, there must be a guarantee to it, but the mere fact that the one vaccinated is strip off of
his claim if they be injured thru waiver, such program is a bet doubtful. This is not to posit
objection to the program for the health and life must be over and above it and thus it must not be
compromised for we only exist on this earth once.

Since all these Covid-19 vaccines are under experimental use, our government must have
been very careful to examine it before dispensing it to our people due to the fact that some
countries found some disturbing side effects and contaminations on Covid-19 vaccines. One
example is that Japan detected the 1.63 million doses of contaminated Moderna vaccines,
reported in August 26, 2021 and at the same time ordered the recall. (Reported by Rocky Swift,

France, Spain and Italy halt Aztra Zeneca Covid-19 vaccines, due to the reported blood clots.

Mandatory or Voluntary

On the onset of Covid-19 crises, the president Rodrigo Duterte and his spokesman Harry
Rogue repeatedly saying that Covid-19 vaccination is not mandatory. Unfortunately, one time
around June 2021 he ranted that those who are unvaccinated or refuse to be vaccinated are not
allowed to go out their homes, otherwise they will be escorted back home by his police. Many
people reacted to this pronouncement by the president and social media flooded with mixed
emotional comments. Others rushed to vaccination centers and filled up their forms. The
vaccinated is only ten percent of the population at this time and what will the government do to
the 90 percent? One commentator says, it is okay not to go out, if the government will provide
them sustenance, or else they will die of hunger not the alleged virus. The Governor of Romblon
Otik Reano also issued Executive Order #024 series 0f 2021, it avers in Section 7, 2 nd paragraph
―Individuals who refused to be vaccinated based on their schedule as categorized shall not be
allowed to leave their residences except in case of obtaining medical services.‖ Very recently, in
August 2021 president Duterte again said that Covid-19 vaccine is not mandatory. Barangay
officials also are threatening their constituents, accordingly people cannot avail Barangays
services if they are not vaccinated. I see this as an obvious grave coercion as stipulated in RPC
Article 286. Seniors citizens and 4Ps members are also intimidated they cannot claim their
monthly pensions unless vaccinated.

 So what is really the goal of Covid-19 vaccination, is it Mandatory or Voluntary? We
must look into the Law enacted. Republic Act 11525 known otherwise as ―AN ACT
ESTABLISHING THE CORONAVIRUS DIESEASE 2019 (COVID-19) VACCINATION
PROGRAM EXPEDITING THE VACCINE PROCUREMENT AND ADMINISTRATION
PROCESS PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPUSES. This Law was
approved February 26, 2021. I don‘t see any hint from this Law that Covid-19 Vaccination
program is mandatory to all Filipinos, for the following reasons:

A) This Act (RA11525, Section 2, paragraph (c)) itself admitted and recognized that Covid-19
Vaccines are all experimental in nature. The DOH has published in August 21, 2021 a Public
Advisory stating that ―all Covid-19 vaccines currently being used under our ongoing vaccination
program are still under Emergency Use Authorization (EUA). This means that they were given
approval based on the interim results of ongoing Phase III clinical trials.‖ Since these vaccines
are under clinical trials, no one should be forced to undergo such experimentation against his
will, as provided in Nuremberg Code (1947).

The Nuremberg Code provides Ten Standards which are essential elements when medical
experiment is done to humans. It states:

1. The voluntary consent of the human subject is absolutely essential. This means that the
person involved should have legal capacity to give consent; should be so situated as to be
able to exercise free power of choice, without the intervention of any element of force,
fraud, deceit, duress, overreaching, or other ulterior form of constraint or coercion; and
should have sufficient knowledge and comprehension of the elements of the subject
matter involved as to enable him to make an understanding and enlightened decision.
This latter element requires that before the acceptance of an affirmative decision by the
experimental subject there should be made known to him the nature, duration, and
purpose of the experiment; the method and means by which it is to be conducted; all
inconveniences and hazards reasonably to be expected; and the effects upon his health or
person which may possibly come from his participation in the experiment. The duty and
responsibility for ascertaining the quality of the consent rests upon each individual who
initiates, directs, or engages in the experiment. It is a personal duty and responsibility
which may not be delegated to another with impunity.
2. The experiment should be such as to yield fruitful results for the good of society,
unprocurable by other methods or means of study, and not random and unnecessary in
nature.
3. The experiment should be so designed and based on the results of animal experimentation
and knowledge of the natural history of the disease or other problem under study that the
anticipated results justify the performance of the experiment.
4. The experiment should be so conducted as to avoid all unnecessary physical and mental
suffering and injury.

 5. No experiment should be conducted where there is an a priori reason to believe that death
or disabling injury will occur; except, perhaps, in those experiments where the
experimental physicians also serve as subjects.
6. The degree of risk to be taken should never exceed that determined by the humanitarian
importance of the problem to be solved by the experiment.
7. Proper preparations should be made and adequate facilities provided to protect the
experimental subject against even remote possibilities of injury, disability or death.
8. The experiment should be conducted only by scientifically qualified persons. The highest
degree of skill and care should be required through all stages of the experiment of those
who conduct or engage in the experiment.
9. During the course of the experiment the human subject should be at liberty to bring the
experiment to an end if he has reached the physical or mental state where continuation of
the experiment seems to him to be impossible.
10. During the course of the experiment the scientist in charge must be prepared to terminate
the experiment at any stage, if he has probable cause to believe, in the exercise of the
good faith, superior skill and careful judgment required of him, that a continuation of the
experiment is likely to result in injury, disability, or death to the experimental subject.

B) Under Section 12 of the same RA 11525 provided further, That vaccine cards shall not be
considered as an additional mandatory requirement for educational, employment and other
similar government transaction purposes. (Underscoring emphasis added). Thus, according to the
Law enacted by our government it is not mandatory, there is no explicit provision that say so.

But how come our government officials are positing as if it is mandatory, and many
people are violated of their inherent right to informed consent and the provision provided for by
our Constitution Article III Section 1 ―No person shall be deprived of life, liberty, or property
without due process of law, nor shall any person be denied the equal protection of the laws.‖

Informed Consent and Waiver, Indemnity and Immunity

What is informed consent? It is the heart of shared decision making – a recommended

approach to medical treatment decision in which patients actively participates with their doctors.
Patients must have adequate information if they are to undergo significant role in making
decisions that reflect their own values and preferences, and physicians play a key role not only as
healer but as educators in this process. This is the very reason why it is unethical and willful
misconduct to a physician who will conduct medical intervention such as in surgical operation
without this informed consent. And it goes on to say that this applies to this Covid-19
vaccination program, before the waiver is signified. When one is coerced to sign a waiver
without explaining the possible adverse effects of the vaccines but only its benefits and thereafter
a patient suffered injury or died then the vaccinator is liable for willful misconduct and gross
negligence, (RA 11525 Section 8). The legal doctrine of informed consent can be traced back to

the post-World War II Nuremberg Code, a set of guidelines drafted to ensure that unethical
―medical‖ experiments were no longer carried out in the name of science.

If a vaccinated person is injured, is he entitled to compensation or indemnity? Yes.

RA11525 Section 2 paragraph (c) as a declaration of policy states, ―compensate any serious
adverse effects (SAEs) arising from the use of COVID-19 vaccine, experienced by people
inoculated through the COVID-19 Vaccination Program,‖ and Section 10 (ibid) provides ―The
COVID-19 National Vaccine Indemnity Fund, which shall be administered by the Philhealth, is
hereby established as a trust fund to compensate any person inoculated through the COVID-19
Vaccination Program, in case of death, permanent disability or hospital confinement for any
SAEs: Provided, That in case of death and permanent disability, Philhealth is hereby authorized
to pay compensation from the indemnity fund.‖

The above provisions of ovid-19 Act is not explained nor discussed in the MSM and by
the DOH to the people. The reason many vaccinated who have experienced adverse effects
and/or died after vaccination, concerned injured and relatives of the deceased are hesitant to
report to the DOH due to the fact that, the only thing they know is, they have signed a waiver
which is impliedly understood they have forfeited their right to claim for indemnity. This must
be one of the elements of the informed consent given to the subject before they should sign a
waiver. One more thing is that when someone died after being vaccinated, the DOH or the
Doctors says; they died of other cause/s and not from the vaccine itself-without physically
examining the body. This shows another proof of evading responsibility or liability of
government officials.

With regards to immunity, WHO and the DOH says, fully vaccinated person is not
immune from Covid-19. Pursuant to Section 12, item (g) on the third paragraph state
―Individuals vaccinated against COVID-19 as indicated in the vaccine card shall not be
considered immune from COVID-19…. This I believe is a copy paste idea from the WHO. But
how come our government has the same idea with the entire earth to reach herd immunity of 70
percent of world population; if these vaccinated are not considered immune to Covid-19 at all,
―they can be infected and can infect others‖ as the WHO and DOH are saying, then, the 70
percent herd immunity is a dream impossible.

Regarding the immunity of vaccine manufacturers, it is explicit in Section 8, RA11525

―that contractors and manufacturers are immune from any suit and liability.‖ Perhaps we
remember previously that this is very common throughout the earth since 1986 (in the US),
Pharmaceuticals are immune from any suit for the government granted them so, this could mean
that no matter how many will be injured or died of their vaccines they remain untouchables. The
nightmare of Dengvaxia victims still echoes in my mind how Sanofi Pasteur remains free from
its liability even one of the highest rank in the Judicial Department backed up claims of the
parents of the victims.

Covid-19 and Corruption

Needless to say in fine details, this Covid-19 became the source of corruption of some
officials. But for the sake of a fair judgment let us discuss some smoke-screen of corruptions
connected with Covid-19.This corruption permeated not only in the Philippines but in the entire
world in the midst of the agony of the people. Duterte who is adamantly saying to fight
corruption next to his war on drugs seems irritated when Paquiao mentioned the surge of
corruptions in D30 administration. Upon challenging to drop names, Paquiao immediately
pointed out the corruption in DOH. When COA reports were released it flagged the DOH for the
unliquidated 67 Billion. This report infuriated Duterte, instead of complementing this
independent body whose main function is auditing projects and expenditures to ensure
government funds are not wasted or corrupted. Suspicion became vindicated when Pharmally
Pharmaceutical Corporation owned by Micahel Yang came to surface allegedly a previous
acquaintance of Duterte became the main suppliers of DOH where there was an alleged over
price on its transaction with the government. Pharmally, a very new company whose capital is
625 thousand pesos before it was awarded with P8.6-B deal for the Covid-19 medical supplies.
How this transaction done? Francisco Duque III ordered this P8.6-B worth of medical supplies
through the Procurement Service of DBM headed by Lloyd Lao. The Senate Blue Ribbon
Committee is now investigating how this Pharmally Pharmaceutical Corporation, was assured of
the questionable deal. As a consequence, Duterte ranted again with ad hominim against Gordon
and other members of the committee. The reaction of Duterte seems to show something that he is
involved in this anomalous transaction. Although Gordon has questioned DOH anomaly, I do not
side on him for he falls the same fate of corruption in the PNRC when threatened to audit his
office. Sad to say that both of them with the way the react each other shows that there is an
implication of corruptions to both of them.

Moreover, ―the Philippine Health Insurance Corporation — PhilHealth — which has

been helping finance COVID-19 testing and treatment in the country, has been rocked with

the country‘s Secretary of Health Francisco Duque III who sits as ex-officio chairman of the

The corporation initiated in March the implementation of the mechanism in response to

the COVID-19 pandemic. Philippine lawmakers found the mechanism started operations even
before standard operating procedures were approved, making its operations ―illegal,‖ and didn‘t
have clear guidelines as to which health care institutions were eligible to receive funding. (ibid)

funding and received payments within just a few days compared to others even they are non-
COVID-19 health facilities, or has been reported few COVID-19 cases.‖ (ibid)

to the COVID-19 pandemic by covering up data and bypassing public procurement rules,

a key marker of COVID-19 corruption, according to Transparency International.

―Anthony Leachon, a leading physician and public health expert in the Philippines, was
forced to quit as a special adviser on the COVID-19 taskforce in June after he publicly disagreed
with the Duterte administration‘s handling of the pandemic, and argued that the taskforce had
succumbed to political pressure.‖ (ibid)

―Leachon also criticized the health department, saying its reporting of COVID-19 was
unreliable and delayed, and questioned why the government was favouring vaccines from
companies with no safety and efficacy data.‖ (ibid)

Leachon has continued to call on authorities to release real-time data on COVID-19

infections, which he said will allow local officials to quickly respond with appropriate policies.

―For speaking independently, Leachon has been ridiculed and mocked by Duterte
supporters. The administration‘s spokesman, Harry Roque, said that Duterte repeatedly cursed
Leachon during a December cabinet meeting on COVID-19.‖ (ibid)

―This lack of transparency and urgency is the reason why the Philippines is in a mess
right now and has fallen behind its peers in the region,‖ Leachon tells SciDev.Net.

―Part of transparency is about stopping the corruption, stopping those individuals making
profit illegally and immorally from this.‖ (ibid)

―But it‘s also about letting people understand and participate in decision making. If you
know what‘s going on and you can understand what decisions are being taken and can help shape
that, it makes it much easier to hold governments accountable.‖ (ibid)

The consequences for societies could reach beyond the immediate disease threat. Without
open data and open science, communities will be left out of important conversations and in the
dark, says Cushing.

 Health bodies require data to support ―rational decision making‖ when it comes to
prioritizing which drugs to buy. ―If that‘s not there, then at best you could be wasting money, at
worst it could be impacting on health outcomes,‖ said Cushing.

Here is a brief list of corruption during the pandemic, including other countries:

 Zimbabwe‘s Minister of Health was arrested over alleged corruption related to the awarding
of a USD $60 million contract for Covid-19 supplies;
 Uganda‘s ambassador and her deputy were found strategizing how to pocket money allocate
for the COVID-19 response;
 Somalia took four high-level health officials to court over allegations for misappropriating
pandemic relief funds;
 The head of Kenya Medical Supply Authority and other officials were suspended over
suspicions of corruption in the procurement of personal protective equipment (PPE);
 The Philippine‘s Senate held a hearing on PhilHealth executives‘ mismanagement of
COVID-19 funds;
 Indonesian Minister for Social Affairs was suspected of having pocketed USD $1.1. millions
in funds relating to COVID-19 aid;
 Bolivia‘s Minister of Health was detained for allegedly purchasing 179 unusable ventilators
at twice their original price;
 Rio state Health Secretary and Governor in Brazil were charged of corruption for over
alleged graft;
 Ministers and vice-ministers in Peru, Ecuador, Bolivia and Panama were implicated in
corruption cases and forced to resign;
 High-level political leaders and wealthy individuals in Canada, Peru, Argentina, Spain,
and Poland have jumped the queue to access COVID-19 vaccines;
 A ruling by the UK‘s High Court found that the Health Secretary breached his legal
obligations by not publishing COVID-19 contracts within the 30 days stipulated by law.

The Philippine Health Insurance Corporation (PhilHealth) in Region 12 (Soccsksargen)

has launched an investigation into the alleged fraudulent practices of several hospitals in the area
involving benefit claims for the coronavirus disease 2019 (Covid-19).

Dr. Hector Zenon Leonardo Malate, acting regional vice president of PhilHealth-12, said
they are currently looking into the supposed manipulation of the cases of some patients admitted
in various local hospitals to make them appear as Covid-19 cases.

Malate said he received reports on the fraudulent practices after being assigned in the
region in October last year. He said they already have the names of some patients who were
allegedly declared to have been admitted and treated for Covid-19 despite having non-related
symptoms.

Indeed there are many rumors of corruption in almost all level of the Philippine
government, and unless they are cleared from a genuine legal investigation these rumors will

affairs that the Commission on Audit has come out with a report that the P154 billion that the

Can this Covid-19 part of Biological Warfare Weapon?

How can we know that Covid-19 is being used as part of biological weapon or a
bioterrorism? First, we must recognize the underlying facts, history and definition of Biological
Warfare or Bioterrorism.

Bioterrorism - ―The intentional release of viruses, bacteria or toxins for the purpose of

We want to look into some other practical outcome if this Covid-19 is a result of
Biological Warfare Weapons or a consequence of Bioterrorism.

It is apparent that this is not a natural contagion for the SARS-CoV2 is patented-that
means man-made and many non-biased scientists believe that it was intentionally released so that
the greater agenda of terrorism or warfare will be carried out. It is already publicly known that
Antony Fauci is the one responsible for the funding of Wuhan Lab with the US citizens‘ money
known as gain-of-function.

The results of the intentional use of this virus were the harm and agony of humanity
through the endless WHO protocols such as; quarantine, face masks/shield, not so reliable RT-
PCR testing, lockdowns and mandates of mass vaccinations which resulted to millions of severe
side effects and thousands of deaths. It has been so obvious that all protocols did not contribute
to curb or lessen the spread of the allege virus as per DOH data. It is also obvious that prior to
mass vaccination in the Philippines alleged cases of Covid-19 have a very high recovery rate and
a low fatality rate. After mass Covid-19 vaccination recovery rate diminished and death rate
increased.

As Gostin has defined Bioterrorism, the instigator of this kind of crime influences the
conduct of government to intimidate or coerce a civilian population. This is the manifested
outcome after the release of SARS-CoV-2.

This influence that controls our government is what makes government officials
incompetent in handling this man-made pandemic and became traitors to their own citizens who
gave them power, aside from pocketing billion through this world plandemic. Why is it that the
US government doesn‘t give access to Hydroxychloroquine (HCQ) and the Philippine
Government denies the use of Ivermectin and other prophylaxes? These drugs are prohibited
even though there are many clinical trials worldwide proving them effective. The answer is
simple than what we think, if these effective drugs are allowed in the early stage of the infection,
then many patients will recover and the experimental Emergency Use Authorization (EUA) of all
Covid-19 vaccines are dismantled. And if the EUA are dismantled, then the goal of
experimenting 70 percent of global population through vaccination mandates is reduced to ashes.

Before the rollout of Covid-19 vaccines, Philippines has a descending data of infection
and minimal death (although this death toll may have been bloated as per exposed by Cebu
governor Gwen Garcia). But unfortunately after mass vaccination in March 2019, infections and
death rises up. We, recognize from the onset of this man-made pandemic until the
implementation of experimental vaccines, evidence-based science and bio-ethics are both being
neglected by every government in the world-because of delusional hegemony.

As a conclusion, this SARS-CoV-2 can be categorized as a Biological Warefare Weapon

as explicitly said by Dr. Francis Boyle. Because every government has been influenced to
conduct massive tyrannical control over their own citizens worldwide as influenced by WHO
and Big Pharmaceuticals, therefore its consequence equated to that of terrorism-a legal biological
terrorism. We see how the totalitarian protocols grievously affected the masses with excruciating
emotional and psychological agony; the disintegration of families in times of death, ailments and
during hospitalization, disruption of religious freedom of worship which affected their spiritual
aspects, the great loss of businesses and job displacement resulted to hunger, diseases and even
deaths, the additional financial burden of RT-PCR testing, etc. All these phenomena of man-
made disasters I do believe damages more than the virus itself. In fact, we see for the past 18
months, as per DOH data-those protocols did not save us from the invasion of this alleged virus.

We hope that the soonest possible time, truth will be exposed. With that said, we pray for
our leaders and officials, the militaries and police officers that the Supreme G-d who created the
heavens and the earth gives them wisdom and knowledge to open their third eyes to see what is
really happening on this planet earth so that they will be enable to enact laws pertinent to the
