ORIGIN & HISTORY
➢ It began as an idea of a lawyer, Damaso E. Bangaoet, Jr., John Hay Poro Point Development
Corporation (JPDC) Managing Director for Camp John Hay, who presented to the Board of
Directors of JPDC the idea of spearheading the holding of a flower festival in Baguio City. It was
also decided that the Festival be held every February when Atty. Bangaoet explained that the
weather in February is perfect giving folks a reason to visit Baguio City between Christmas
season and Holy Week holidays.
➢ Baguio Flower Festival Foundation (BFFF) was organized to manage the festival.
➢ Panagbenga Festival translation as Flower Festival is a month-long annual flower occasion in
Baguio. The term is of Kankanaey origin, meaning "season of blooming". The festival held in
February, it reflects the history, traditions and values of Baguio and the Cordilleras. It was
created as a tribute to the city's flowers and to rise from the devastation of the 1990 Luzon
earthquake.
➢ In 1996, Ike Picpican, an archivist and curator of the Saint Louis University Museum, suggested
acquiring a local name for the festival—Panagbenga Festival. As the Panagbenga Festival
evolves, new activities and initiatives were done. Tourists are delighted with what Baguio has to
offer. The Cordillerans’ creativity, unity, culture, and traditions were highlighted and
appreciated.

Events of the Panagbenga Festival
▪ OPENING PARADE
- during February 1 on the Session Road and Melvin
Jones Grounds
- this is the signal that Panagbenga Festival is about
to start.
- the parade will be followed by a program, street
dance and drum and lyre competitions.

▪ TRADE FARE AND BAZAAR


- held at the Burnham Park and starts at the first
Saturday of February and ends at the first Sunday of March.
- the entrepreneurs from Baguio display and sell their
works and products. There is a variety of products and
souvenirs that includes special foods, custom clothing, novelty
items and even gadgets.

▪ PARADE AND STREET DANCING COMPETITION


- held at Session Road up to Melvin Jones Grounds
during the Fourth Sunday of February
▪ FLOATS AND MARCHING BAND COMPETITION
- held at Session Road up to Melvin Jones Grounds during
the Fourth Sunday of February.
- starts with a shower of rose petals along the Session
Road while marching bands follow.
- Lively dances and lots of colourful costumes come next
followed by the floats. As the "Panagbenga" literally means the
"season of blooming", you should expect so see a lot of floats
decorated and cleverly crafted with different types of colourful
flowers and blossoms of every kind.

▪ SESSION ROAD IN BLOOM


- Flower stalls, sidewalk cafés and food outlets shall be set
up along Session Road during the Fourth Monday of February until
the First Sunday of March.
- Street and musical entertainers shall be performing as
well in selected areas in Session Road.

▪ CLOSING CEREMONIES
- The ceremonies shall take place at the Athletic Bowl Field
at the First Sunday of March.
- Features field demonstration and exhibitions.
- The closing ceremonies will formally end the year's
Panagbenga Festival.

✓ That as part of the contingents criteria for judging, they should have
at least 95% of natural flowers as part of their paraded floral floats.
The remaining 5% can be used for pther materials other than natural
flowers.

✓ That the correct pronunciation of Panagbenga Festival is "pa-nag-


buh-nga" not "pa-nag-beh-nga" and also not "pa-nag-beng-ga“.

✓ That the participants in street dance are using hand-made props and
they are usually using recyclable materials to create colorful props.
