1.0 PROPOSAL TITLE

“Design and Development of E-Services of Barangay Batasan Hills Health Center ”

2.0 RATIONALE

In today’s information age, advancement of technology changes the way of life. It has made

various positive changes in almost every field whether it’s medical, business, education, sports or any

field you look into. Particularly in most medical clinic facilities, it has made a big impact that enables

modern clinics to serve as many patients as possible.

According to Anop Shash of the GlobalIssue Org, Health facilities in developing countries

improved considerably, creating a health divide where those who can afford it can receive good quality

care. For enormous numbers of people without access to health, there is a terrible paradox of poverty

that exacerbates poor health and makes it harder to get out of poverty. As detailed in the policies such

as IMF and World Bank's Structural Adjustment Programs, many poor countries such as Africa in

particular have reduced the ability to provide health services for their populations.

The Article 13: Section 11 of the Philippine Constitution, says the states shall adopt an

integrated and comprehensive approach to health development which shall endeavor to make essential

good, health and other social services available to all the people at affordable cost that is also stated in

Republic Act No. 6111, Section 2 that the Republic of the Philippines is declared to gradually provide

total medical service for our people by adopting and implementing comprehensive and coordinated

medical care program that has the main purpose of providing the people of the country a practical

means of helping themselves pay for adequate medical care.

Quezon City is one of the Local Governments in Metro Manila that serves as the frontline for

public health that focuses on issues related to the holistic health and well-being of the citizenry that was

been the Local Government Code of 1991, that is directed the devolution of health care service of the

Quezon City that was been led by the OIC of Quezon City Health Department Dr. Esperanze Anita N.

Escano - Arias, MD, MPH. The Quezon City Government provides the Ordinance no. SP 2686, series

of 2018 that was known as the "Quezon City Clinical Laboratory Ordinance" that serves to enhance

public access to quality health services of QC public health centers.

Quezon City Health Department has been the established Organization that focuses on

providing quality and comprehensive health care services here in Quezon City and according to Sen.

Chiz Escudero, Barangay Health Centers was the weakest link in providing services in prevention and

containment drive due to lack of funds to strengthen Barangay health centers and also lack of medical

staff, inadequate facilities, and insufficient supply of medicines.

A recent report of VERA files shows the health spending has sharply declined that forces

Filipino to spend more for badly needed health services. Based on the article provided by Zaldy C.

Collado of Journal of Global Health Reports Vol.3 of 2019, high incidence of poverty is recorded in far-

flung areas that have a high chance of living in poor conditions for a long time that leads to death of

childrens, leads to poor immune systems and health conditions. Not just the poverty but also the

condition.

Quezon City's Barangay Super Health Clinic is a government-run health center in Quezon City,

Metro Manila. Family planning, immunization, maternity and child care, nutrition advice, and education

are among the services they provide.

The three-story Kalayaan Health Center in Barangay Dona Imelda, the Batasan Hills Super

Health Center, the rehabilitation of the Sta. Catalina Health Center and the renovation of the Betty Go-

Belmonte lying-in clinic, both in Barangay Holy Spirit, the new service entrance for the San Vicente

Sentrong Sigla Health Center, and land development at the Balonbato Health Center were all

completed. The Kalayaan health center received P9.4 million from the municipal government, while the

Sta. Catalina facility received P4.9 million.

The municipal administration is also building the Payatas Super Health Center, which would cost

P12.6 million, as well as improving the Bagong Silangan Super Health Center and building diagnostic

laboratory clinics at the Apolonio Samson and Kamuning Health Centers.

There are also seven super health facilities and lying-in clinics in Quezon City, as well as three

social hygiene clinics. The acquisition of more laboratory testing facilities, the hiring of pathologists, and

the development of additional health clinics are all part of the city's expansion of health services.

The researcher seeks an answer by providing a web-based E-Services system for Barangay

Health Centers, especially for the Barangay Batasan Hills to be able to solve the problem they

encounter.

3.0 OBJECTIVE OF THE STUDY

General Objective

The main objective of this study is to design and develop an E-Service for Barangay Health

Center in Quezon City that will provide an efficient, functional, and modern way of providing services in

the health center to the residents.

Specific Objectives:

• To design a web-based system that enables users to access the e-service of Barangay Batasan Hills

Health Center.

• To develop a web-based system that has an appointment scheduling that notifies the users via sms

notification.

• To develop a web-based system that helps the users to address their concern about the e-service of

the Barangay Batasan Hills Health Center using chat support and comment.

• To develop a web-based system that uses a medical inventory system to show the availability of

common medicine in the Barangay Batasan Hill Health Center.

• To develop a web-based system that has a secured, organized, and stored database that can backup

the information, record and accounts of the user.

• To design a web-based system that allows the user to manage and store information of the patient

about e-services as well as to track its daily, weekly, and monthly progress report via patients activity.

• To develop a web-based system that can generate reports of Barangay Batasan Hills Health Center.

• To design a web-based system that has a hierarchy of the level of the users.

• To test the design and development of E-Services of Barangay Batasan Hills Health Center.

• To strategize the implementation and maintenance design and development of the E-Services of

Barangay Batasan Hills Health Center.

4.0 AREA OF INVESTIGATION

The medical services and health programs include immunization, medical care, family planning

and consultation. While health monitoring includes early childhood care and development and profiling

of family profiles. E-Health encompasses all sorts of electronic health data exchange that exemplifies

technical progress along with state-of-mind, an approach of thinking and an attitude for networked,

global thinking, to expand health care locally, countrywide and universal by using information and

communication technology. E-Health is an evolving field in the juncture of medical informatics, public

health, and business, starting with the health services and information distributed through the internet.

Health professionals play a central and critical role in improving access and quality health care for the

population. They provide essential services that promote health, prevent diseases and deliver health

care services to individuals, families and community based health centers.

According to Ellen-Marie Whelan (2010), Community Health Centers is an Economic Engine for

a Community for providing additional federal investments to work, ramping up to provide care for an

increased number of patients and expand their services. QC Health Department provides this quality

and comprehensive health care services to an empowered community with a vision of Health for all,

Health in the hands of the people. The implementation of the Barangay Health E-Services System

provides a quicker and more systematic way to record the medical information of the patients. It also

provides reliable and secured personal medical records. Every consultation or any transactions of the

patients will be recorded or stored into a database including the monitoring and updating of the patient

health records, how many patients are accommodated daily, sickness or complaints report and the

medicines released. It will simply increase the performance of medical personnel through its automated

information system.

Batasan Hills is a barangay of Quezon City, Philippines. The barangay was originally planned as

the National Government Center of the Philippines. The Batasang Pambansa Complex, which sits atop

the Constitution Hill, is the legislative session hall of the House of Representatives of the Philippines.

The Sandiganbayan, a special appellate court, is also located here. Barangay Batasan Hills is a portion

of Barangay Matandang Balara separated and constituted into a new barangay through the initiative of

Ben Morales/President- Filinvest 1 Homeowners association, Melvin Morallos/Chairman-Tanggol

Karapatan Dist.II/August Twenty One Movement and Manolo Taroy/Congressional Staff of

Congressman Alberto of Catanduanes who sponsored the bill for the creation of Barangay Batasan

Hills, and by virtue of Batas Pambansa Blg. 343 - An Act Creating Barangay Batasan Hills in Quezon

City, Metropolitan Manila on February 25, 1983. Section 2 of the act specified the area of the new

barangay. The barangay is in the Legislative districts of Quezon City. The current barangay captain is

John "Jojo" M. Abad. It is home to several important National Government institutions including the

House of Representatives of the Philippines at the Batasang Pambansa Complex, the Sandiganbayan,

and the Commission on Audit.

Scope

• The web-based system can be accessed by users.

• The web-based system will include the search function with filtering options like name, age and date.

• The web-based system can update the patient’s health records.

• The web-based system can identify records of the Barangay Batasan Hills Health Center.

• The web-based system includes an audit trail for the activity of the users.

• The web-based system will include references for each patient in terms of appointment for their

schedule.

• The web-based system includes SMS notification.

• The web-based system can print or produce reports about the Barangay Batasan Hills Health Center.

• The web-based system includes a login and registration form for the users.

• The web-based system is available for walk-in transactions.

Delimitations

• The system is not available to other Barangay Health Centers.

• The system is not accessible offline.

• The system will not support any billing transaction regarding paying for the patient’s consultation.

• The system does not include a video consultation for the doctor and patient.

• The information of each user is only accessible within Barangay Health Center Premises.

5.0 SIGNIFICANCE OF THE STUDY

The E-Service Health Center System that will be developed in this study would benefit the

barangay officials and barangay health personnel in the decision-making processes in the creation and

implementation of useful health-related programs for its constituents. The system will benefit the

following sectors:

To the residents and patients the system will help the barangay residents to have access to

quality public health e-services, especially to the residents that have health concerns.

To the doctors and nurses the system will make it easier for them to manage the health center

and will make retrieving patient health records more convenient.

To the barangay officials the system will help for the decision-making processes of the barangay

officials through the simplified data representations based on the health status of the barangay.

To the barangay health personnel this can serve as an efficient tool to generate programs for the

development of barangay health services. It will help their confidential information be kept secure.

Improvements to the e-services system can pave the way for providing public health services for

patients. The system will be more functional to the barangay health personnel in their daily activities,

who will maintain the appointment, and manage the system, and to monitor the new appointment of the

patient that was scheduled daily.

To the quezon city health department the system will provide the general reports for the city

local government ordinances of the health department.

To the researcher it will serve as a shred of valid evidence that the system has undergone a

study, and the researchers can have acquired knowledge and skills that they can use for their

professions.

To the future researcher this study gives significance to future researchers by using this as a

reference or basis for conducting new research that can help to improve and make their research valid.
