DISRUPTING FIREARMS
CONTEXT TRAFFICKING FLOWS
In order to disrupt illicit trafficking flows and prevent organized criminal groups and terrorists

GLOBAL ILLICIT FLOWS PROGRAMME


from acquiring illicit firearms, it is of crucial importance to link current law enforcement efforts COUNTRIES COVERED:
on firearms control and on tracing of illicit firearms into broader and integrated criminal justice

responses. This approach aims to enhance the legal controls and strengthen the criminal chain:
from detection and seizure of illicit firearms to their systematic identification, recording and
tracing, to subsequent investigative and prosecutorial actions. DURATION:
As the most affected regions by illicit trafficking and misuse of firearms, the American and March 2021 - April 2023
African regions remain in the focus of international and national efforts to curb these problems.
Considering the complementarity of their actions, the INTERPOL Firearms Programme and the IMPLEMENTING PARTNERS:
UNODC Global Firearms Programme developed this joint project targeting firearms trafficking.

OVERALL OBJECTIVE
To prevent and fight organised crime, including the fight against the trafficking of arms.

SPECIFIC OBJECTIVE
Reduced illicit flows of firearms in Central and South America and in West and Central Africa.

EXPECTED RESULTS
1. Raised awareness of the firearms issue and its international responses among law enforcement
and criminal justice practitioners as well as policy and lawmakers.
2. National policy and legislative frameworks assessed against the provisions of relevant
international and regional instruments for defining measures to be adopted.
3. Enhanced capacity of law enforcement agencies and criminal justice authorities to detect,
prevent, investigate and prosecute firearms trafficking and related offences and to engage in
effective international law enforcement and judicial cooperation for that purpose.
4. Increased capacity to conduct intelligence-led law enforcement operations and subsequent
investigations.
5. Enhanced use of the iARMS database in the monitoring of trafficking flows at country and region
levels.
6. The utilisation of the communities of practitioners on Firearms and Organized Crime and other
platforms to support exchange and direct cooperation/ coordination is promoted.
MAIN ACTIVITIES
1. Support the adoption of adequate policy and legislative frameworks.
2. Coordinate intelligence-led law enforcement operations, including through trainings.
3. Promote the establishment of communities of practitioners on Firearms and Organized
Crime Experts to support direct cooperation and coordination, exchange of good practices
and experiences in firearms control and in the investigation and prosecution of firearms and
organized crime related cases.
4. Enhance capacity to collect, research and analyse crime and firearms related data at national CONTACT:
