INCIDENT INFORMATION
Name of Incident: Pipeline P00547 Incident 
Location: Orange County, San Diego County 
Product details: Crude Oil

Update is current as of 1400 today (Major changes are in blue below)

• Sign Off Field Teams (SOFTs) are conducting surveys of shorelines to assess cleanup status.
• Cleanup crews continue to collect tar balls along the shoreline. Task forces and hot shot
teams are primarily staged in San Diego County but are also able to respond in Orange
County as tar ball reports are received, or as SCAT Teams identify additional cleanup
recommendations.
• The Unified Command reviewed deployed boom strategies and determined that they no
longer provided continued environmental benefit. All boom deployed at sites within Orange
County and San Diego County were removed as of October 20.

INCIDENT INFORMATION
Unified Command
The Unified Command continues its response to a crude oil spill in the vicinity of Orange and
San Diego Counties. A Unified Command comprised of representatives of the United States
Coast Guard (USCG), California Department of Fish and Wildlife's Office of Spill Prevention and
Response (CDFW-OSPR), County of Orange, County of San Diego, and Amplify Energy. The
Captain of Coast Guard Sector San Diego is serving as Deputy Incident Commander within the
Unified Command.

Incident Command Post


The Incident Command Post (ICP) is located in Orange County.

Spill Source
In accordance with the corrective action PHMSA order, Amplify Energy through their subsidiary,
Beta Offshore, has secured the pipeline from leaking and is proceeding with the repair plans in
close coordination with the Unified Command.

We have a high degree of confidence that the spill amount is approximately 24,696 gallons.
That number may potentially adjust slightly. This number was reached by consensus across
seven agencies involved in the incident (USCG, PHMSA, California Department of Fish and
Wildlife, NOAA, California State Lands, State Fire Marshall, and BSEE).

Cleanup
Cleanup efforts are now focused on collecting tar balls along the shoreline. On October 20,
cleanup operations were deployed to the following locations: Huntington State Beach, Crystal
Cove, Swami Beach, Moonlight Beach, Solana Beach, Black’s Beach, Torrey Pines State Beach,
Jolla Beach, Pacific Beach and Oceanside Beach. For a current report on deployed response

Waste Management
The responsible party will recycle or dispose of all spill-related wastes generated as a result of
this incident. The waste will be managed in an environmentally sound manner pursuant to
applicable laws and regulations, and disposed of in a timely manner. Transportation and
disposal will be facilitated following proper segregation, storage, and quantification as
required.

SAFETY
Comprehensive COVID-19 protocols have been developed and implemented for both field
operations and incident command post personnel. A COVID-19 plan for the response has been
implemented. Precautions include thermal scans prior to entering the incident command post,
face coverings, physical distancing when possible, and disinfecting supplies. Dedicated testing
and contact tracing resources are available to response personnel.
PUBLIC HEALTH ASSESSMENT UNIT
The Public Health Assessment Unit has coordinated the efforts of local, state, and federal public
health agencies. Detailed reports from Orange County and San Diego County were provided in
previous updates to address air surveillance data as well as water and sediment sampling. The
San Diego report addressed the results of air monitoring but did not cover air samples, as
laboratory results are still pending. Once the data are received, the Public Health Assessment
Unit will issue an update to the San Diego report, and the unit will then officially demobilize.
The Seafood Safety subunit was transferred to the Environmental Unit to continue active
planning functions until the fisheries closure is lifted (more details on the fisheries closure is
available below).

CLOSURES
Fisheries Closure
A fisheries closure remains, which prohibits the catch and consumption of any and all fish and
shellfish within the area of the closure. Please see additional fisheries closure information and a

Seafood Safety
The Seafood Sampling and Analysis Plan for onshore and nearshore species is currently being
implemented; collection of mussel and nearshore fish samples was completed on October 17.
The plan for offshore seafood sampling will be submitted to the UC for approval this week.
Offshore sampling and a second mussel and nearshore fish sampling effort are planned for next
week. All resulting test data will be analyzed by the Office of Environmental Health Hazard
Assessment (OEHHA).

CLAIMS
Third party claims
Community members impacted by the oil spill who need to file a claim can call 1-866-985-8366.

Vessel Decontamination
Response vessels are being decontaminated at the Port of Los Angeles, Ship Services. A plan to
decontaminate recreational vessels is in place and decontamination stations at Long Beach,
Huntington, and Newport Harbors are operational. For additional information concerning
recreational vessel decontamination numbers, please reference the ICS 209-CG (Incident Status
Summary).

Individuals with claims specific to recreational vessel decontamination should call the spill
claims number at 1-866-985-8366. Amplify Energy will collect the necessary information to
return their call within 24 hours.

ENVIRONMENTAL IMPACTS
Shoreline Sign Off Process and Post Sign Off Response
The response is now moving into the “shoreline sign off” phase. A detailed description and flow
chart of the process was provided in Liaison Update 15 on October 19. A Post Sign Off Response
Plan is currently being developed. Shoreline Segment Status Maps are provided at the end of
the update to provide information on the status of shoreline cleanup for each location. On
Wednesday, October 20, four Sign Off Field Teams (SOFTs) deployed to assess shoreline
cleanup status at Surfside and Sunset Beach, Huntington City Beach, and Santa Ana River to
Balboa.

Additional reports of tar balls are being investigated and cleanup resources are deployed if
necessary. The public may encounter tar balls on San Diego and Orange County beaches. Oil
contains hazardous chemicals, and for safety reasons, community members should NOT
attempt to touch/pick up any tar balls or oil. A tar ball fact sheet in both English and Spanish

TRIBAL RELATIONS AND CULTURAL/HISTORIC RESOURCES


An Incident Tribal Liaison (ITL), five cultural monitors, an Historic Properties Specialist
(archeologist), and one field archeologist have been integrated into the Environmental Unit to
evaluate impacts to, and coordinate further protection of, Cultural and Historic resources
throughout the response. The group also reviews Shoreline Treatment Recommendations daily
to determine if proposed operations have the potential to impact resources, thus requiring an
onsite monitor when work is in progress.

To date, no known or newly discovered significant cultural resources have been impacted by
either the oil or subsequent cleanup operations. No spill or operational impacts to Historic
Resources have been observed to date, except for some light staining of some pier pilings near
the release. Remediation measures for those pilings are being evaluated.

WILDLIFE IMPACTS
Wildlife Branch operations are continuing daily, monitoring the shoreline and on-water for
affected wildlife. Anyone observing oiled wildlife should not attempt to capture it. Instead,
please report observations of oiled wildlife to the oiled wildlife hotline at 1-877-UCD-OWCN (1-
877-823-6926).

Additional wildlife information:


• An additional 7 birds were released on Wednesday October 20.
• A total of 17 birds have been released to date.
• Impacted wildlife numbers are updated once daily in the evening. Please reference the

VOLUNTEERS
The Unified Command Volunteer Unit has demobilized after offering 4-hour HAZWOPER
training to 561 community members and implementing four volunteer tar ball and debris
deployments. An average of 35 volunteers participated in each event, at Bolsa Chica State
Beach South, Bolsa Chica State Beach North, Doheny State Beach, and Balboa Pier. To capitalize
on the enthusiasm from the over 10,000 people that signed up to volunteer, the CDFW Director
and California Volunteers Chief Service Officer sent a thank you letter to all registered
volunteers, which included a link for other local and statewide volunteer opportunities
available outside of the response.

NRDA
A Natural Resource Damage Assessment (NRDA) is a process to determine the appropriate type
and amount of restoration needed to offset impacts to fisheries, wildlife, habitats, and human
uses impacted by oil spills. In this incident, the Trustee Agencies participating are National
Oceanic and Atmospheric Administration (NOAA), United States Fish and Wildlife Service
(USFWS), Bureau of Land Management (BLM), California Department of Fish and Wildlife –
Office of Spill Prevention and Response (CDFW-OSPR), California Department of Parks and
Recreation and the California State Lands Commission.
