Project Charter 

                                      

Design and conduct a vocational Training Program for fresh School Leavers in
north central province in Sri Lanka

Topic:      Design and Conduct a vocational Training Program for fresh


School Leavers in north central province.

Goal:        Provide the Job opportunities to the Fresh school leavers as a


solution of unemployment in North central province.

Objectives:

 Identify the Fresh school Leavers who are not qualified for university   at
north central Province
 Identify existing job opportunities both locally and internationally
 Identify existing vocational Training Programs, Institutes, Their successes,
and their Weakness.
 Design new vocational training program me according to the identified
Requirement
 Organize awareness programs and resources
 Conduct Vocational training Programs for selected students in north
central province
1.  Identify Fresh school Leavers in North Central Province, who are not qualified for
university education.

Initially there should be necessary to rough idea about real states of the   District wise and Zonal
wise before launch the program.  Those are number of fresh school leavers, number of schools
which are conducting the advance level class and not conducting advance level class, their
facilities, Lack of teachers, languages knowledge and computer skills of students….etc.

 Identify the schools in North Central Province which are having Advanced Level
class through the information of Ministry of Education and Provincial Education
Offices.

 Acquire the information of the students who sat for the Advanced Level Exam
and did not qualify for the university education.

 Conduct a survey to check the interests of the students for the program

Calculate the number of fresh school leavers in North Central Province

o Analyze UGC statics


o Analyze the Zonal and Provincial educational reports on Advanced Level results.
o Throughout this it can be identified UGC Selected Students
o Details and non-selected student separately.
o Throughout Examination Dept Reports year.
o According to these statistics it is easier to identify the student density of area wise
and student density of subjects’ wise, to identify the most appropriate subjects of
the vocational Training Program for fresh School Leavers in north central
province

           

2.  Identify existing job opportunities

North central Province is consisting of vast Geographical area and most of rural agriculture base
villagers. With present economy younger’s expectation at that area were quite differ from the
traditional occupations and they are willing to earn more money and they are reaching to the
urban area with finding job Opportunities.  There for fresh School Leavers willing to get
proper vocational Trainings under their own interest fields.

With considering those expectations it is necessary to identify the existing job market clearly
before implementing objectives to achieve the object of establishing new vocational Training
Program for fresh School Leavers in north central province. Job market can be identified as,

 Investigate the job market using the information of job banks in Sri Lanka and list
them according to the demand.
 Identify the companies who are connected with existing vocational training
institute like NAITA and interview the HR managers of those companies to
ensure the demanded jobs.

 Conduct a survey to collect information on current job opportunities from several


leading companies (Government & non-Government)

 Investigate eligibility and equip for opportunities in self and commercial


employment.

 Identify the vacancies for both locally and internationally conducting areas
through web pages, University researches etc.

  

3.  Identify existing vocational Training Programs, Institutes, Their successes and their
Weakness.

There are various kinds of vocational Training Programs, Institutes, in North Central Province.
As a feasibility study it is necessary to be informed about such activities as follows,

 Collect data from existing vocational training institutes through a report of the
Vocational Training Authority.

 Interview the course coordinator of those institutes and search out the information
on their available programs.

 Obtain a list of passed out students from those institutes and conduct a survey and
post a questionnaire to identify he weakness and success of the followed program.

 Investigate the annual reports of the existing institutes and check their
effectiveness program wise (How many students were entered to a particular
program and among them how many are hired by companies)

 Distribute a questionnaire for the companies to identify the rejected factors of


those interviewed students

 Distribute a questionnaire for the companies which are hired those students to
identify the success factors of those trained students and programs.

  

4.  Design the scope of vocational training program, available fields, course content, field
trainings, laboratory facilities, course durations and other subject related matters
according to the identified Requirement
 Get information/ ideas from the Universities in Sri Lanka, Higher educational
institutes, School Teachers, Media relevant, to create a new course schedule (by
research) and identify the industrial Training requirements for each of course
content.

 Meet the consultancy; Hire the expertise for design the new vocational training
program courses and decide the course durations.

 Confirm the targeting course the content and scope of vocational Training
Program for fresh School Leavers in north central province.

 Determine the benchmark and initiatives of vocational training program &


establish their specialties.

5.      Take necessary approval from the government.

 In Sri Lanka, There are various kinds of act and regulations available in training
and educational sector. All are responsible for refer those rules and regulations.
There for it is necessary to take necessary approval from the government.

 Initially EIA Report from Environmental Authority, Approval from ministry of


Education, Approval from the Provincial, municipal Council, and if necessary
Urban Development department.

 Obtaining the Permission from the UGC, NAITA (Relevant Courses), and/or
other institutes before start the installing vocational Training Program to keep the
Quality controlling in proper ways.

6.  Organize  resources (Estimating the number of batches, number of student for each
batches, Academic and non academic staff)

 Identify the required resources (Physical and human)

 Identify the existing resources

 Deciding the way of acquiring the rest of resources

7.   Budgeting

 Estimate the cost

 
8.      Searching the fund sources

9.      Awareness program

 Implement awareness program about available courses and present job


opportunities for school leavers in area through electronic and printed media.

10. Selection Procedure of student

 Establish required qualifications for specific courses.

 Decide the number of trainees for each course.

 Calling application form for courses.

 Select the student who full fills the required qualifications.

 Arrange the interview and select the suitable candidates for the program.

11.  Implementing Vocational training Programs for selected students in north central


province

 Start with inauguration ceremony with Provincial Minister.

 Implement the training program (Courses) for selected students.

 Arrange the internship program.

 Motivate students with awards and certificates.

12.  Feedback       

 Get feedback from pass out students.

 Survey the number of Students who have been selected by the firms or
organizations.

 Get feedback from their employers.


13. Rearrange the Vocational Training Program by responding the Feedback

 Using expertise knowledge to rearrange the courses or introduce new courses.

 Get the feedback and rearrange courses to full fill customer requirement


according to present job market.
