2021 REGIONAL INVENTION CONTEST AND EXHIBITS (RICE)
RULES AND CRITERIA.
1. Rationale
The Regional Invention Contest and Exhibits or RICE is a nationwide activity that
recognizes the indispensability of Filipino inventors in the landscape of national
economic development through appropriate platforms especially under the new
normal. The invention contest gives encouragement to inventors to showcase their
inventive capability through a form of competition for cash incentives, awards, and
bragging rights. The regional contest serves as the qualifying round for the national
contest, pursuant to Section 4 of the Republic Act (RA) 7459 also known as the
“Inventors and Invention Incentives Act of the Philippines.”
2. Categories
The regional contest is open for both public and private inventors and researchers in
the regions. The contest is composed of five categories namely, (1) Outstanding
Invention (Tuklas Award), (2) Outstanding Utility Model (Un/ad Award), (3) Outstanding
Industrial Design (Banghay Award), (4) Outstanding Creative Research (Likha Award),
and (5) Outstanding Student Creative Research (Sibo! Award) for High School and
College Students. The categories are defined as follows:
2.1. The Invention Category refers to any inventions that are new and industrially-
applicable technical solutions to a problem in any field of human activity, that
involves an inventive step. it may be or may relate to a product or process, and
their improvements (Sec. 21, RA 8293). It must possess an active invention
patent granted by the Intellectual Property Office of the Philippines (IPOPHL).
2.2. The Utility Model (UM) refers to any UMs that are new and industrially-
applicable technical solutions to a problem in any field of human activity, except
the reference to an inventive step as a condition of protection (Sec. 109, RA
8293). It must possess an active utility model registration granted by the
IPOPHL.
2.3. The Industrial Design (ID) Category refers to any IDs that are composed of lines
or colors or any three-dimensional form whether or not associated with lines or
colors, provided that such composition or form gives a special appearance to
and can serve as a pattern for an industrial product or handicraft (Sec. 112, RA
8293). It must possess an active industrial design registration granted by the
IPOPHL.
2.4. The Creative Research Category refers to any creative research that has patent-
pending inventions, registration-pending UMs and IDs, or research results that
are not yet applied for patent or UM and ID registrations. Eligible under this
category are research results with demonstrable qualities and potentials for
improvement and/or widespread commercialization from any of the following:

2.4.1, New and useful machines, devices, gadgets, products, or processes, or
their improvement; and
2.4.2. Non-biological or microbiological processes not contrary to public
order, morals, public health, and welfare.
The Student Creative Research Category for College and High School refers to
projects or models that are new and innovative developed by college and high
school students. These creative researches must possess features and
characteristics that. may have significant contribution to the promotion of
science, technology and innovation (STI) that are not contrary to public order,
morals, public health, and welfare.
3. Eligibility of Contestants

3.2.
The contest is open to all inventors, makers, designers, creative researchers, and
student researchers who are Filipino citizens with the following considerations:
3.1.1, They have a six-month residency in the region they plan to compete in;
3.1.2, Their principal office address or school is in the region they wish to
represent;
3.1.3. They can join any of the five categories, as applicable; and
3.1.4. They can have a maximum of three (3) entries per category provided
that the main author/inventor per entry is not the same, subsequent
entries per category will be removed/disqualified
For Invention, UM, and ID Categories:
3.2.1, _ Entries must already have patent, UM and ID registrations signified by
an IP Certificate (with ribbon) on or before the deadline of the
submission;
3.2.2. Only the inventors, makers, and designers whose names appear in the
patent, UM, and ID registrations may join in the contest. In case an
invention, UM, or ID has joint ownership, all members must sign in the
accomplished entry forms, or sign waivers and other documents
should they not join the contest.
3.2.3. Disqualification of one member would mean disqualification of the
whole team joining the contest. Further, clear violation of any
Provisions in the RICE Rules and Criteria constitutes disqualification.
3.2.4. If an entry is qualified in more than one region, they could only choose
one region to participate in based on eligibility requirement submitted.
3.2.5. All inventions, UM, and ID that have won in previous regional or
national invention contests are no longer eligible to join in subsequent
regional or national invention contests in the same category.

For Creative Research and Student Creative Research Categories:
3.3.1. _ Entries for the student creative research are open for high school and
college students. Students must be duly endorsed by the school where
the students are enrolled in and where the creative research was
conducted. The endorser can either be the principal, the school head,
‘the dean of the college, or the president of the school or university.
3.3.2. Out-of-School Youths are eligible to join either in the Creative Research
Category or the Student Creative Research Category. Entries should be
duly endorsed by the DOST Regional Office (RO) and/or DOST-TAPI
accredited inventor's organization within their region.
3.3.3. _Alll creative research or student creative research that have won in
previous regional or national invention contests are no longer eligible
to join in subsequent regional or national invention contests in the
same category. However, those entries that have won under the
Creative Research and Student Creative Research Categories may join
the regional invention contest under the Invention, UM and/or ID
categories, provided that such entries are now patented or registered
at the IPOPHL.
3.3.4, All creative research or student creative research may be applied for
the DOST-TAPI Intellectual Property Rights Assistance Program (IPRAP).
Interested participants may submit their entries to DOST-TAPI along
with the following documentary requirements:
3.3.4.1. _ Letter of Request for IPRAP
3.3.4.2. Invention Disclosure Form
3.3.4.3. Preliminary Search Report
3.3.5. _ Incase of joint ownerships, all of the creative researchers must possess
tthe eligibility requirement as stated in Item 3.1.
3.3.6. _ If an entry is qualified in more than one region, they could only choose
‘one region to participate in.
4. Requirements
4a.
Contestants are required to submit the following to DOST-TAPI not later than
5:00 PM on the deadline of submission through all means including courier or
email:
4.1.1, One (1) copy of the completely filled-out and notarized RIC Form No.
01: Entry Form for Invention, UM, ID, and Creative Research
Categories, herein attached as Annex 1;
4.1.2. One (1) copy of the completely filled-out and notarized RIC Form No.
3A: Entry Form for Student Creative Research Category Sibo! Award,
herein attached as Annex 2;
4.1.3. One (1) copy of the completely filled-out and notarized RIC Form No.
038: Entry Form for Qut-Of-School Youths Student Creative Research

4.1.9. One (1) original copy of a notarized RIC Form No. 6: Certification for
Entries under the Student Creative Research Category (Sibo! Award)
which signifies ownership of work that is new and original, herei
attached as Annex 7;
4.1.10. One (1) original copy of Certificate of Residency from the Local
Government Unit; and/or
‘One (1) original copy of Information Sheet Conforme with Data Privacy
Consent Form herein attached as Annex 9.
4.2. All the certifications and waivers or contest forms must be under oath and
subscribed into by the affiants.
43. DOST-TAPI will pre-screen the entries based on the compliance to the
requirements as stated in Item 4.1. All documents submitted are subject to final
examination by DOST-TAPI RICE Secretariat and/or the Board of Judges.
4.4. The Outstanding Creative Research Category (Likha Award) will be sub-
categorized into government-funded and private-funded if there are three or
more qualified entries in each sub-category.
5. Mechanics
5.1. Board of Judges
The Board of Judges is composed of highly qualified professionals thoroughly
selected by the DOST-TAPI RICE Awards Committee and/or duly endorsed by the
DOST RO. The judges must not be affiliated with any organizations, agencies,
schools, or universities of the participating contestants in the regional contest of
the same year. The judges must sign a Non-Disclosure Agreement (NDA) with
DOST-TAPI prior to judging, herein attached as Annex 10.

Judging Criteria
The Board of Judges will be guided by the following criteria and considerations
depending on the categories (a judging guide can be found in Annex 7):
5.2.1. Qualifying Round
All entries initially evaluated by DOST-TAPI in terms of completeness of
documentary requirements will be endorsed to the Board of Judges. The
Judging criteria per category to be observed by the Board of Judges are
as follows:

There will be two rounds of judging: the qualifying and final rounds. In
the qualifying round, the Board of Judges will shortlist the top five (5)
entries per category with the highest score based on the judging
criteria, as indicated in Item 5.3.1. Should there be any information
that needs clarification from the board of judges, the DOST-TAPI RICE
Secretariat shall coordinate with the contestant to verify the
information in the entry form submitted.
The Board of Judges will endorse to the DOST-TAPI Management and
RICE Secretariat the top five (5) entries per category.
DOST-TAPI will send invitations to the top five (5) qualifiers per
category and provide a format of presentation. For those entries that
did not qualify (not included in the shortlist), their respective schools
or organization may send their entries to be exhibited during the
contest proper on a first come first serve basis. They are also eligible to
showcase their other research outputs or inventions in addition to
their entries.
‘The DOST-TAPI Secretariat will require the top five (5) qualifiers per
category to submit a five (5)-minute video presentation about their
entries highlighting but not limited to scientific/technical merits,
unique value proposition, stage of development and cost, and
commercial viability.
The video presentation must be submitted to DOST-TAPI online or via
courier on or before the set deadline.
The video presentations per category will be posted on the DOST-TAPI
Facebook Page and will be scored based on their engagement rate. The
highest engagement rate per category will be dubbed as the People’s
Choice which is a main criterion in the final judging.
Final Round
5.3.1,
All five (5) final entries per category will retain their initial scores
during the qualifying round, constituting 80 percent of the final score.
The remaining 20 percent will be judged according to the following
criteria:

The Board of Judges will be judging the video presentation and the
mastery of finalists about their research or inventions through a
question and answer format during the contest proper.
For the Student Creative Research Category, the advisers are not
allowed to answer the Board of Judge's inquiries on behalf of their
students.
The contestants may be required to provide additional information to
the judges in order to fully evaluate their entries during the contest
proper.
‘A booth (physical or virtual) will be assigned to each finalist, which
displays their official entries. Each entry shall be provided by an official
collateral designed by DOST-TAPI. In case of a physical booth, the
finalists shall be notified of the specific booth assignments and
dimensions. The booth assignment is segmented per category.
The finalists may be required to report to the DOST RO during the
virtual event for the video presentation, pitching, and question and
answer. In case of a physical event, the finalists install their working
models, products, or exhibit materials at the contest site on the
specified date and time of the ingress as identified by DOST-TAPI or
DOST RO.
In case of a physical event, all exhibit materials must be moved out on
the specified date and time of the egress usually after the closing
ceremonies. Organizers shall not be liable to any losses or damages to
the working models, products, or exhibit materials. All contestants
shall be responsible for manning, supervising, and pulling out of their
exhibits at all times.
In case of a virtual event, the DOST-TAPI Secretariat will create an
online platform that will hold the regional contest.
All regional qualified entries in the Creative Research Categories (Likha
and Sibol Awards) are encouraged to avail DOST-TAPI Intellectual
Property Rights Assistance Program (IPRAP)..
All interested contestants and regional winners are encouraged to
commit in pushing for the commercialization of their inventions and
researches and apply for DOST-TAPI Programs.
The final judging will be held via the digital platform that is prepared
and hosted by DOST-TAPI. The Board of Judges may declare no winner
in the region if the minimum score of 80 percent is not met.
Page 7 of 245.3.12. The decision of the Board of Judges is final and unappealable. The
scorecards or rating sheets are considered personal notes of the judges
and are not for public scrutiny thus, any part of it must not be given to
any contestant or requesting party.
5.3.13. The contestants or their duly-designated representative shall agree to
‘the immunity of the members of the Board of Judges and the DOST
‘System including their employees from any legal suit that may arise
from or relative to the conduct and results of the contest by signing
the corresponding waiver form as reflected in RIC Form 02 and RIC
Form 04 (Annexes 3 and 4). No entry shall be considered officially
entered in the contest unless the contestant and their witnesses have
signed the waiver and submitted the signed waiver to DOST-TAPI or
DOST RO:
6. Announcement and Awarding of Winners
6.1. Three (3) regional winners shall be selected per category as first, second, and
third prize winners. In case of a tie, the Board of Judges is responsible for
breaking the tie and declaring only three regional winners. The first prize
regional winner per category shall be automatically qualified for the national
contest.
6.2. The best video presentation will be selected among the finalists and will receive
a cash inventive and a certificate of recognition.
6.3. All regional winners will receive a cash incentive and certificate of recognition
during the Closing Ceremonies of the regional contest.
7. Contingency
7.1 Incase of a pandemic or calamity and a face-to-face gathering is not allowed, all
activities that will require mass gathering will be conducted online. DOST-TAPI
as the organizer may opt to conduct virtual RICE events as an alternative with
the support of DOST ROS.

NON-DISCLOSURE AGREEMENT

Engr. EDGAR |. GARCIA, here after referred to as TAPL
-and-
hereinafter referred to individually as JUDGE and
collectively as JUDGES
The Disclosing Party and the Receiving Party shall each be referred to as a “Party” and collectively as the
“Parties”,
WITNESSETH:
WHEREAS the Disclosing Party and the Receiving Party, hereinafter known as the “Parties”, have an
interest in partaking in the 20___ RICE wherein the Disclosing Party may share information with the
other that is considered to be proprietary and confidential to itself (“Confidential Information”);
WHEREAS the Receiving Party undertake not to use the shared information for any purpose other than
for evaluation and judging of entries for the selection of 20__ RICE Regional Winners;
NOW THEREFORE, for consideration of the covenants and promises contained in this Agreement, the
Parties agree as follows:
1. Definition of Terms
1. “Disclosing Party” refers to a party (either TAPI or any of the JUDGES) that discloses a
confidential information as defined under item 3 below.
2, “Receiving Party” refers to the party that receives a confidential information from the
Disclosing Party as defined under item 1 above.
“Confidential Information” refers to all information of any kind, whether
tangible/written or intangible/oral or electronic, not generally known to the public
which has or could have value or utility to the Disclosing Party and which ought to be
understood by the Parties to be confidential or which is identified as confidential
including but not limited to:
a. Individual score card, evaluation sheet, or the like, whether completely or
partially filled out; and
b. Information about intellectual property of any contestant that one may have
acquired by reason of or in the course of reviewing or evaluating entries in the
2021 RICE,

Notwithstanding the foregoing, in case of doubt whether any information is confidential, the
same shall be treated as confidential,
Confidential information shall not refer to information which:
‘A. Is or becomes generally known available to the public without breach of this
Agreement;
B. Is known to the Receiving Party before the time of disclosure, as evidenced by written
records of Receiving Party;
. Is known or independently developed by the Receiving Party, as demonstrated by
written evidence;
D. Are disclosed to the Receiving Party in good faith by a third Party who has an
independent right to such subject matter and information; and
E. Is required to be disclosed by law, provided that the Receiving Party, at the Disclosing
Party's expense, is not interposing an objection to such requirement.
‘The Parties agree to hold in confidence all Confidential Information; to not disclose Confidential
Information to any third Party without prior written approval from the Disclosing Party; and to
use Confidential Information solely for the purpose herein stated.
‘The Parties agree to protect and not release/disclose to a third party any and all Personal
Information/Data derived from this endeavor or use the same outside the purpose of this
Project subject of this Agreement without prior written consent from the data subject in
compliance with Republic Act No. 10173, otherwise known as Data Privacy Act of 2012, it
implementing rules and regulations and other applicable circulars/advisories of the National
Privacy Commission (NPC). This provision shall survive the term provided under Section IV
below.
This Agreement shall remain in effect for a period of from the
Effective Date unless otherwise terminated by either Party giving notice to the other of its
desire to terminate this Agreement. The requirement to protect Confidential Information
disclosed under this Agreement shall survive termination of this Agreement.
Nothing in this Agreement shall be construed to constitute an agency, partnership, joint
venture or other similar relationship between the Parties.
‘This Agreement may be executed in counterparts, all of which constitute a single agreement. If
the dates set forth at the signatures of this document are different, the Agreement shall be
considered effective as of the date that both Disclosing Party and Receiving Party signed the
Agreement,
The nullity / Illegality of any portion of this Agreement shall in no way affect the validity and/or
enforceability of the other provisions thereof.
All actions arising without of or by virtue of this Agreement shall only be filed in the proper
courts of, to the exclusion of all other courts.
This Agreement may be amended only by a written instrument signed and agreed upon by both
parties.
