Minutes of Board Meeting
Thursday, February 11, 2021
The Crescent Hills Subdivision Homeowners Association held a Board meeting on
Thursday, February 11, via teleconference.
1. CALL TO ORDER
Meeting called to order at 9:30
2. FINANCIAL REPORT
A. Operating Account
Debbie reported that there is currently $9331.09 in the operating account
and $13344.13 in the reserve as of February 11. There are currently 129
recorded homeowners.
im motioned to approve the financial report. Sharon seconded the
motion and it passed unanimously.
MOTION; Sharon motioned to lien the three delinquent homeowners. Tim
seconded the motion and it passed unanimously.
3. APPROVAL OF MINUTES
MOTION: Tim motioned to approve the November 12 minutes, Sharon seconded
the motion and it passed unanimously.
4. OLD BUSINESS
A. Rules & Fines Committee
Draft of fines schedule was reviewed. Fines were discussed per infraction,
There was discussion that there should be a two week response time
between infractions. Every 30 days the fine would be asscssed. $25 fine
for initial fine, $50 for next fine; Board action after 30 days.
MOTION: Sharon motioned to implement a policy for fining. The first infraction
‘would warrant a warning letter with 2 week correction; next infraction would
‘warrant a $25 fine with 2 week correction period; next infraction would warrant
‘$50 fine after 30 days of initial infraction; board action would then take place after
an additional 30 days. Tim seconded the motion and it passed unanimously.
B. Newsletter
Debbie agreed to send newsletter via mail initially but then email
aficrwards. Request email addresses of homeowners who wished to
receive future emails. Rules and Fines schedule to be included with the
newsletter. There was discussion as to what content should be included.C. CCAR Interpretation 3.24
There was discussion of 3.6 as well as 3.24 of unsightliness and that there
shall be no open storage of vehicles,
D. Other
twas mentioned that there is a commercial garbage dumpster in the front
yard of Lot 27, Phase 2.
MOTION: Sharon motioned to send warning letter to homeowner with dumpster in
front yard. Lot 27, phase 2, Tim seconded the motion and it passed unanimously.
5. NEW BUSINESS
A. Residential Rental Restrictions
There was discussion about limiting the number of rental units in the
subdivision. In order to restrict rental units, an amendment to the CC&R’s
would have to be ratified. The Board agreed to table until meeting prior to
annual meeting,
B. Other
There was discussion about whether signage would stop dog owners from
allowing their dogs to relieve themselves on others yards and whether the
F association should purchase such signage for the entrance. Tim agreed to
i get quote on signage and report back to board.
