1.0 INTRODUCTION

This report presents the details of recognized training and responsible experience that I have

gained as a Civil Engineer, and is submitted to the Institution of Engineer’s Sri Lanka (IESL) in

fulfilment of the prerequisite to the Professional Review to be held in August / September 2019

for awarding Corporate Membership.

I followed the four years full time Engineering Degree Program at the University of Peradeniya,

Sri Lanka and was awarded the Degree of Bachelor of Science of Engineering with First Class

Honours in the field of Civil Engineering on 07th February 2007.

After my graduation, I served as an Instructor and Temporary Lecturer at the Department of Civil

Engineering in the University of Peradeniya where I performed academic related activities under

the guidance of Senior Lecturers. Then, I was employed at the State Engineering Corporation

(SEC) of Sri Lanka as a Civil Engineer and assigned to the Tsunami Housing Scheme Project in

Sainthamaruthu as a Site Engineer.

I enrolled to the Master’s Degree course at the University of Tokyo, Japan under the Japanese

Government Scholarship Program (MEXT) in October 2008 and obtained Master’s Degree in

Environmental Engineering in Sep 2010.

Then, I joined the Design Group Five International (Pvt) Ltd. as a Civil Engineer and involved in

structural design of buildings, construction supervision and coordination works. After that, I was

employed at National Water Supply and Drainage Board in April 2012 as a Civil Engineer and

posted to Greater Dambulla Water Supply Project where I carried out contract management,

design review and construction supervision works. I joined Al-Bandary Group, Qatar in October

2014 as a Planning Engineer and carried out project planning works for large scale building

projects.

Then I joined Ceywater Consultants (Pvt) Ltd. as a Senior Civil Engineer in February 2017 and

continue to work to date, carrying out design works of water supply schemes.

I have gained the core competences required for a professional engineer throughout my twelve

years of journey as an Engineer in various disciplines of Civil Engineering. The details of my

experience are summarised in the following section.

Master of Engineering in Urban (Environmental) Engineering, The University of Tokyo,

Japan - 2 years full time research (Oct 2008 to Sept 2010)

Pursued full time Master’s Degree Program with research at the Department of Urban

Engineering in the University of Tokyo - Japan, under the Japanese government scholarship

(Monbukagakusho). I carried out research on municipal wastewater treatment by designing and

operating a lab-scale reactor at the pilot plant in Tokyo Sunamachi Sewage Treatment Plant in

collaboration with Tokyo Metropolitan Government and by conducting batch experiments in the

laboratory. I successfully completed a thesis titled “Effect of Dissolved Oxygen on Estrone

Removal Activity of Activated Sludge Treating Municipal Wastewater” during the two years of full-

time research study. I made a poster presentation and published abstract at the International

Conference on Water Environment Technology held in Yokohama, Japan in Jun 2010.

3.0 DETAILS OF TRAINING AND RESPONSIBLE EXPERIENCE

Details of recognized training and responsible experience that I gained throughout my career are

briefly described in this Chapter.

3.1 Recognized Training prior to graduation (vide rule 5.6.3.3)

3.1.1 Department of Buildings, Ampara


Duration: 3 months (Dec, 2004 – Mar, 2005)

I was assigned to the Department of Buildings, Ampara as an In-plant Trainee. Under the

guidance of the Chief Engineer, I was attached to the project “Construction of 4-Storeyed OPD

Complex at Kalmunai South Hospital” in Kalmunai. Department of Buildings was the consultant

of this project. This was my first exposure to the field of Civil Engineering, and I was able to gain

vast experience in various aspects of construction works, particularly in building construction

such as reading and understanding construction drawings, BOQs and Specifications, setting out

of building elements, concreting, form work, reinforcement works and testing of concrete and use

of construction equipment such as poker vibrators, concrete mixtures, plate vibrators etc.

Moreover, I took site measurements and prepared measurement sheets for the purpose of

checking contractors Interim Payment Applications.

3.1.2 National Water Supply and Drainage Board


Duration: 03 months (Jan, 2006 – Apr, 2006)

For the second part of training, I was assigned to the National Water Supply and Drainage Board

and attached to the Project “Capacity Building in Water Supply and Sanitation Sector for

Remaining Priority Towns of Nuwara Eliya District”. Under the guidance of the Project Director

and Senior Engineers, I was involved in feasibility studies, field surveys, household surveys,

socio-economic surveys and modelling the distribution pipe network in EPANET. I was

transferred to Greater Kandy Water Supply Project for one month, where I gained experience in

the construction activities of water treatment plant in Katugastota.

During this training period I attended one day workshop on Construction Management conducted

by the Institution of Engineers Sri Lanka – Central.


3.2 Recognized Training after graduation (vide rule 5.2)

3.2.1 Department of Civil Engineering, University of Peradeniya

Duration: 11 months (Feb, 2007 – Dec, 2007)

Type of Training: Education

Immediately after graduation, I was appointed as an instructor (later promoted as a temporary

lecturer) in the Department of Civil Engineering at the University of Peradeniya and was assigned

to the Laboratory of Surveying and Transportation. I carried out academic related activities under

the direction and guidance of the Senior Lecturers. I was responsible for conducting laboratory

sessions, surveying field works and survey camps for undergraduate students and marking

tutorials, course works and lab reports submitted by students. I also conducted structural and

environmental engineering design classes. Moreover, I assisted in the research works carried out

by the Senior Lecturers by preparing questionnaires, conducting surveys, analysing data and

reporting the outputs. During this period, I wrote a research paper for the competition on “The

Best Articles on Infrastructure for Sustainable Development of Water and other Natural

resources”, Session 2006/2007 conducted by the IESL and awarded Second Place for the

technical paper “Sustainable Management of Coastal Resources in Puttalam Lagoon”.

3.2.2 State Engineering Corporation of Sri Lanka (SEC)

Duration: 09 months (Jan, 2008 – Sep, 2008)

Type of Training: Construction

Project : Tsunami Housing Scheme, Sainthamaruthu (315.29 million SLR)

Client : Ministry of Nation Building & Estate Infrastructure Development

Consultant : Department of Buildings

The State Engineering Corporation was the Main Contractor of this project where I was attached

as a Site Engineer. The scope of the project was construction of 199 housing units in a reclaimed

land including utilities and infrastructure facilities at a cost of 315.29 million rupees funded by the

Bolivarian Government in order to re-settle the victims who lost their habitats in 2004 tsunami
catastrophe. SEC deployed direct laborers and project execution staff to undertake this project.

Out of 199 houses, 109 houses were constructed using direct labourers whereas 90 houses

were sub-contracted under the supervision of SEC. There were around 150 direct labourers

(both skilled and unskilled) and the project execution staff consisting two engineers, two civil

superintendents and three foremen and other supporting staff.

As a site engineer, I carried out the assigned tasks under the supervision of Resident Project

Manager (RPM). My duties included setting out of building elements, supervision of all

construction activities from substructure works to finishing works, resource planning, material

calculations, preparing material requisition forms, QA/QC works, concrete testing, site

measurements, preparation of monthly Interim Payment Applications, preparing documents such

as progress reports, log book, weather reports, attending progress review meetings arranged by

the Divisional Secretariat, Local Authorities and Departments which are relevant to this project

and supervising sub-contractors works.

During the later period of 04 months, I shouldered greater responsibilities, took the lead role and

worked under minimal supervision since the RPM had to handle another project simultaneously.

This was a crucial period where the construction activities had to be expedited due to immense

pressure received from the client and the public since the victims stayed at temporary IDP camps

started protesting and demanding quick handing over of the houses. Under this circumstance, I

shouldered huge responsibility of expediting the construction works. We had to complete the

houses part by part and hand over to the Client. Since the site was a land reclaimed from marshy

area, the entire area was flooded during the rainy season which brought huge challenge to the

construction works. Despite these factors, for increasing the site production and expediting the

construction works I did various activities such as planning and implementing daily activities,

material and resource planning and informing the shortage to RPM for early arrangement,

forming dedicated teams on target works basis, encouraging the subcontractor for deploying

more resources by supporting them on all technical and billing matters, etc.

3.2.3 Design Group Five International (Pvt) Ltd.

Duration: 06 months (Jan, 2011 – Jun, 2011)


Type of Training: Design + Construction

Design Group Five International (Pvt) Ltd is a design and consultancy firm involved in building

sector. I was attached as a Civil Engineer and performed my duties under the guidance of

Chartered Structural Engineers. I carried out structural design of buildings and coordinated the

construction works as a Structural Engineer. I enhanced the knowledge on the procedures of

structural design, theories, codes of practices such BS 8110, 5950 etc., and the software

packages such as SAP2000 and Orion 16. I designed a two storeyed house for a resident in Mt.

Lavinia., and gained confidence in designing structures. I inspected the construction works of

Peoples Leasing Office building in Borella, and test pile works in proposed Peoples Leasing

Office site in Havelock Town.

3.2.4 National Water Supply and Drainage Board

Duration: 06 months (Apr, 2012 – Oct, 2012)

Type of Training: Construction

Project : Greater Dambulla Water Supply Project – Stage 01 (77.8 million USD)

Client : Ministry of Water Supply and Urban Development

Engineer : National Water Supply and Drainage Board

Contractor : Va-Tec WABAG (INDIA)

This project was aimed to provide safe drinking water to the people living in Dambulla, Galewela,

Palagala, Kekirawa and Palugaswewa DS Divisions in Matale district. GDWSP was a design

build contract with the duration of 30 months, awarded to Va-Tec WABAG Ltd. (INDIA) at a cost

of 77.8 million USD funded by Exim Bank of India (60.69 USD) and the Government of Sri Lanka

(17.11 USD). The scope of the project was to design and construct 65,000 m3/day capacity

intake & pumping station, 32,000 m3/day capacity fully automated water treatment plant, 7 nos. of

ground reservoirs & 02 no. of elevated towers, 900mm dia.1000m long DI raw water main, 71Km

long DI water transmission mains and 228 Km long distribution pipelines. The contract conditions

were based on FIDIC conditions of contract.


I was appointed as a Civil Engineer for this project and carried out my duties from the initiation

phase of the project under the supervision of the Project Director and Chief Engineer. At the

initiation phase, I dealt with the interpretation of Conditions of Contract and Employers

Requirements and preparation of contractual letters and documents. I prepared formats for

project supervision such as DPR, testing and inspection formats etc. I reviewed contractor’s

submittals such as Program of Works, billing break-up, design documents including Basic

Engineering Package, design calculations and drawings, method statements, HSE documents

etc., attended design review meetings and prepared MoMs. When the construction phase

started, I supervised the preliminary construction activities such as bathymetric survey at

Ibbankatuwa reservoir, excavation and grading, rock blasting, sheet piling at intake site and

material testing on steel, aggregate etc. I inspected pipes and fittings delivered to the site by the

contractor and checked contractors Interim Payment Applications.

I gained valuable experience of initiating a large-scale construction project, and this training

paved the way for me to shoulder greater responsibilities for supervising major construction

activities as explained under sub-section 3.3.2. of Responsible Experience.

3.2.5 Ceywater Consultants (Pvt) Ltd

Duration: 12 months (Feb, 2017 – Feb, 2018)

Type of Training: Design

I was appointed as a Civil Engineer by Ceywater Consultants (Pvt) Ltd., one of the reputed

designs and consultancy firms in Sri Lanka engaged in Water Supply sector. Initial twelve

months period was considered as full-time in-house training in design of water treatment and

transmission facilities. During this period, I was able to gain remarkable knowledge and

experience in process, hydraulic and structural design of water treatment plant, water storage

structures and pipeline networks under the guidance of Project Manager and Senior Design

Engineers. I carried out hydraulic, civil and structural design works for Deduru Oya Water Supply

Project (30000 m3/d capacity) and Kelani Right Bank Water Supply Project – Stage 2 (180,000

m3/d capacity). I carried out the civil and structural design of Cascade Aerator, Flash mixer,
Flocculator, Lamella Settler, Nagollagama ground reservoir and pumphouse and OIC Office

building for DOWSP. I did the hydraulic analysis and preliminary design of water transmission

pipe network for KRB-2.

I applied the code BS 8007, the design tables developed by Portland Cement Association (PCA)

and utilized the software package SAP2000 for complete structural analysis and design of water

retaining structures. I did hydraulic calculations using the hydraulic formulae provided in the text

books and AWWA design manual and used software package Bentley WaterGEMS for complete

network analysis.

During this training period I became familiar with the application of the theories and principles

related to the design of water retaining structures and the pipe networks. I gained experience in

collection and analysis of various data, understanding the problem, methodical approach for

solving problems and identifying the means for designing the solutions, identifying and applying

relevant national/international standards in the design works and utilising the computer aided

design software packages effectively for analysing and solving complex problems.

3.3 Responsible Experience (Vide rule 5.3)

3.3.1 Design Group Five International (Pvt) Ltd.

Duration: 09 months (Jul, 2011 – Mar, 2012)

Type of Experience: Design + Construction

Client : People’s Leasing Property Development Ltd.

As a Civil Engineer, I carried out complete structural design and detailing of the above-mentioned

buildings and coordinated the construction works. I was responsible for overseeing the drafting

works of the structural drawings. I prepared specifications for civil and structural works,

responded to Contractors’ queries, RFIs and CACs, assisted QS to prepare BOQs and

Engineer’s Estimates and reviewed shop drawings, method statements and material test results
submitted by the contractors. I also coordinated with the subordinates at site, gave instructions

on construction activities, inspected construction works frequently and whenever required. I

attended monthly site progress review meeting with Contractor and Client and provided solutions

to the issues related to structural works. I applied the structural design theories, codes of

practices such as BS 8110, 5950, 6399 etc., and the software packages such as SAP2000 and

Orion 15 for the structural analysis and design works.

3.3.2 National Water Supply and Drainage Board

Duration: 12 months (Nov, 2012 – Oct, 2013)

Type of Experience: Construction

Project : Greater Dambulla Water Supply Project – Stage I (77.8 million USD)

Client : Ministry of Water Supply and Urban Development

Engineer : National Water Supply and Drainage Board

Contractor : Va-Tec WABAG (INDIA)

After the six month of training period as explained under sub-section 3.2.4, I was assigned the

responsibility of design review and overall supervision of construction activities at WTP and

Intake sites as an Engineer’s Representative under the guidance of the Project Director and

Chief Engineer. WTP consisted of Cascade Aerator, Flocculation and Sedimentation units, RS

Filters, Backwash and recovery tanks, Clear Water Reservoir, Sludge Thickener, Sludge Drying

Beds and operational buildings. Intake consisted of intake sump, pumphouse, screen support

and walkway and operational building. I supervised the daily construction activities in accordance

with the approved drawings and specifications with the support of Engineering assistants,

inspected setting out of structures, alignments, reinforcement, formwork and pre-concreting

arrangements, reviewed and approved RFIs and reviewed the design calculations, drawings and

shop drawings submitted by the contractor. I also estimated the physical progress on monthly

basis, checked and certified contractor’s IPAs, and conducted site meetings with the contractor’s

staff.
Most of the works were related to the construction of water retaining structures. Therefore, I

ensured strict QA/QC procedures were followed and practiced for construction works. I instructed

the contractor to prepare a concreting plan prior to each major concreting works, addressing

QA/QC and HSE procedures, quantity of materials, deployment of manpower and machineries,

method of concrete pouring, expected duration of concreting, emergency plan etc. I reviewed the

concreting plans, discussed with the contractor, proposed necessary changes and agreed with

them prior to concreting. Based on the concreting plan I arranged necessary staff for supervision.

During concreting, I stayed at the site fulltime even whole night to implement QA/QC procedures

in order to ensure the quality of works.

Concrete used for construction of all water retaining structures was C35A. therefore, I deployed

an EA at batching plant to ensure the approved production procedures such as mix ratios, SSD

condition of aggregate, temperature control by adding ice cubes, etc. are strictly followed. Slump

test was done for all batches to ensure the workability of concrete is within the acceptable limit. I

ensured proper welding and installation of PVC water bars, formation of shear keys and proper

green cutting of concrete at construction joints.

For water retaining structures, control of thermal and shrinkage cracks in fresh concrete is a

major concern. Therefore, in order to control the temperature of concrete, I instructed the

contractor to take precautionary measures by adding ice cubes during mixing, and avoiding

concreting during day time on extremely hot weather conditions. I ensured old concrete was

damped properly before pouring fresh concrete in order to avoid moisture loss. For bases, I

advised the contractor to cover the fresh concrete with polythene sheets in order to avoid

exposure to the environment and preserve moisture of concrete. We provided a layer of gauge

1000 polythene between the floor slab and the blinding concrete in order to minimize restraints

and to permit thermal movement of concrete.

I supervised the construction activities of intake sump and pumphouse too. The main challenge

faced during the construction of intake sump was that the structure was about 10 m deep under-

ground and the ground water table was high due to close proximity of the reservoir. Therefore, a

double layered sheet pile barrier was installed around the intake sump and continuous
dewatering was done by sump collection and pumping method. Another challenge we faced was

that the new intake sump was constructed in the close proximity of the existing intake sump and

the reservoir dam and gate structures. Therefore, special attention was given when rock

excavation started for Intake sump and control blasting was done as per the instructions of

Geological Services and Mines Bureau Engineers.

By working in GDWSP, I learnt and applied the specific theories related to water retaining

structures and gained vast experience in both technical and managerial aspects from contract

management, design review to construction supervision in implementing a large-scale foreign

funded construction project.

3.3.3 Al Bandary Group, QATAR

Duration: 26 months (Oct, 2014 – Nov, 2016)

Al Bandary Group is one of the leading real-estate developer and contractor in Qatar. The

company is undertaking major residential, office, commercial and mixed-use development

projects. I joined Al-Bandary Group as a Planning Engineer and worked in landmark building

projects in Qatar. I carried out project planning works simultaneously for multiple projects

handled by Area-4 Manager. Reporting to the Planning Manager of the company, I provided all

the planning related inputs to the Project Managers to keep the projects on track. The main tasks

I carried out include developing Program of Works (PoW), estimating activity durations,

sequencing and scheduling activities in Primavera P6 software package with resource & cost

loading, preparing S-Curves, manpower histograms, procurement schedules, updating projects

status, applying Earned Value Management (EVM) techniques to derive Key Performance

Indices (KPI) to assess the project performance, preparing lookaheads, weekly dashboards and
monthly reports, analysing and identifying schedule slippage, monitoring productivity at work

sites and making suggestions for improvement, reviewing and monitoring sub-contractors’ PoWs,

managing change orders, preparing EOT claims, preparation of recovery programs and schedule

crashing etc.

3.3.4 Ceywater Consultants (Pvt) Ltd

Duration: 16 months (Feb, 2018 – To date)

Type of Experience: Design

After the training in design as explained under section 3.2.5, I was assigned as the Lead Civil

Design Engineer for Kelani Right Bank Water Supply Project – Stage 2. This is a Design Build

project implemented by the France based multi-national contractor SEUZ International. Client of

the project was National Water Supply and Drainage Board. The scope of the project was to

design and build 180,000 m3/d capacity water treatment plant, DI water transmission and HDPE

treated sewage effluent pipe lines at a cost of 185 million Euros. Ceywater Consultants was hired

by SUEZ International for carrying out the detailed design of pipelines. The detailed scope of the

works is as follows:

 Design of 1.5 km of 1200 mm dia. DI+ Steel water transmission pipe line from KRB-2

WTP to existing Church Hill ground reservoir (pumping water capacity is 113,000 m3/day)

including yard piping and connection to existing ground reservoir.

 Design of 5.7 km of 800 mm dia. DI water transmission pipe from KRB-2 treatment plant

to Kelaniya Tyre junction including connections to existing lines.

 Design of 16.2 km of 800 dia. DI water transmission main from Kadawatha to Ekala

including connections to existing feeder lines at 5 reservoir locations, pipe bridge for river

crossing and details for railway crossings.

 Design of 9.2 km of 560 mm dia. HDPE treated sewage effluent line from Biyagama BOI

zone to Kelani River including intake and outfall structures.

I carried out the hydraulic, civil and structural designs of the above pipelines and supports, and

managed the team of one junior engineer, two engineering assistants and 2 draughtsmen. I did
the hydraulic analysis of the pipe lines using Bently WaterGems software package and by

manual calculations. I designed the pipe alignment, longitudinal sections, pipe bedding and

surrounding, bends and fittings, thrust blocks, restrained lengths, culvert crossings, stream

crossings, railway crossings, crossing of existing utilities, air valve, section valve and washout

chambers and relevant fittings. I also designed a 35 m long truss bridge river crossing for

pipeline. I prepared plans for Trial Pits, Boreholes and Mackintosh locations, and coordinated the

topographic survey, trial pit execution and soil investigation at site. I oversaw the preparation of

BOQ by QS and provided necessary inputs for cost estimation. There were several places where

the proposed pipeline had to be connected with the existing pipes. I designed these connection

chambers and related fittings. About 200 m long portion of the 1200 dia. Transmission line had to

be laid above ground on a hilly terrain using steel pipes supported by concrete pedestals. I

designed the above ground pipeline with couplings to accommodate thermal expansion and

contraction of pipe and designed all pipe supports and thrust blocks to suit the site condition. I

prepared comprehensive design reports, made presentation to Client and Contractor, analysed

and replied to the comments received from the Client on design submittals. Also, I attended

progress review meetings with client and other stake holders. I participated in Initial

Environmental Evaluation process and attended IEEE review meetings as design representative.

During the latter part of five months I was assigned to SUEZ project office in Biyagama for

attending modifications / changes in design and providing solutions / alternative designs to suit

site related issues. I attended alignment and level changes, shifting of bend locations and

revising the restrained lengths, design proposal for laying pipe in narrow space in urban roads

congested with various pipes and utilities, pipe line design in marshy areas, redesigning pipe

supports as per soil conditions, design of rock anchors for pipe supports, re-design of air valve

chambers to suite site conditions, shifting of washout locations as per site condition, providing

solution to overcome the obstructions found during construction, re-design for route changes etc.

During this period, I was closely associated with construction activities and contractor’s

construction personnel. Therefore, I was able to approach the problems from construction point

of view and was able to provide number of alternatives, feasible and economic solutions to suit

the construction requirement and to the satisfaction of all parties.

4.2 Knowledge and Understanding of Engineering Principles


4.2.1 Maintain a sound theoretical approach to technology

I got basic knowledge of engineering through degree program in the University. However, I

acquired specialized knowledge progressively throughout the career and via pursuing higher

education in environmental engineering. I participated in research forums and international

conferences through which I could enhance my engineering knowledge and understanding to a

great extent. I gained in-depth understanding of engineering principles by learning design codes,

manuals, handbooks, research journals etc. Also, I learnt various software packages such as

SAP2000, STAAD Pro, WaterCAD, SewerCAD, Primavera P6, etc. which are some of the key

tools that I used to solve complex engineering problems.

4.2.2 Identify, comprehend and apply appropriate engineering knowledge

Throughout my career, I identified and applied various engineering theories, manuals and codes

of practices for solving engineering problems. For instance, for the structural analysis and design

of water retaining structures, I applied the code BS 8007 for choosing concrete grade, minimum

reinforcement, calculation of crack widths etc. For the design of buildings, I applied the code of

BS 8110, BS 5950 etc. For the analysis and design of pipe network, I applied AWWA design

manuals, EN Codes etc.

4.2.3 Introduce / exploit emerging technologies

The proposed pipe line routes for KRB-2 project were in highly congested urban areas, already

occupied with other utilities. Therefore, for the proposed large diameter pipes, the conventional

method of constructing massive thrust block for bends were not feasible. Therefore, I proposed

self-restrained pipes instead of thrust blocks and calculated the lengths of pipes to be restrained

for each bend under the specified test pressure and soil conditions. Introduction of self-restrained

pipes made the construction works easier and convenient.

4.2.4 Promote innovation and technology transfer


I carried out a comprehensive research on wastewater treatment in fulfilment of Master’s Degree

and published the results and findings in an international research conference.

4.3 Practical Application of Engineering Knowledge

4.3.1 Identify, define, investigate and analyze complex engineering problems

For KRB-2 Project, I designed large diameter pipelines (1200, 800 and 560 mm diameter) in

narrow urban roads congested with other utilities which made designing the pipe line a tough

task. I defined the methods to solve the design problems and carried out various investigations

such as analysing as-built drawings of existing utilities, visual observations, trial pit studies, and

soil investigations etc. and utilized all these results for the design of pipelines.

As a Planning Engineer, I analysed complex scheduling problems and proposed project

management solutions.

4.3.2 Participate in or specify research, design and/or development

I carried out full time research for two years in municipal wastewater treatment as part of the

Master’s Degree Course at the University of Tokyo.

As a design engineer at Ceywater Consultants, I carried out various design works (hydraulic and

structural) for Deduruoya, KRB2 water supply projects.

4.3.3 Plan and implement solutions

When I was Planning Engineer, there were delays in the projects, therefore, I planned and

prepared recovery programs and schedule crashing for recovering the delays. I proposed

resource plans and introduced multiple shift works for implementation.

I designed the steel pipeline on support in steep hilly terrain for KRB-2 project. After the

construction of the supports, it was noticed that some supports had deviated the alignment,

consequently causing level issues. I analysed the scenario and proposed solutions for

rectification of supports for implementation.


4.3.4 Evaluate solutions

As a Civil Engineer for GDWSP, I reviewed and evaluated the contractors design drawings,

calculations and method statements. I found that the designers had assumed a lower value for

the thermal variation due to heat of hydration of concrete resulting in lesser amount of

reinforcement. I identified this issue and convinced the contractor for revising the design.

For KRB-2 project, I designed the pipeline at a location where there were three numbers of

closely spaced deep culverts. I proposed two different solutions, i.e. to lay the pipe above ground

on supports or underground outside carriage way. I evaluated both solutions in terms of technical

and cost aspects and selected the best solution.

4.3.5 Identify what has been learnt from the activity

Before issuing construction drawings, CAD drawings should be thoroughly checked by the

Engineer in order to eliminate hidden errors. After issuing construction drawings, I often faced

request for design changes. Therefore, I learnt the lesson that the design should be flexible

enough to make changes in the future to a possible extent. I learnt also that too much

economizing will lead to poor quality of outputs, and no works should be allowed at site without

having proper shop drawings.

4.4 Managerial Involvement

As a site engineer at SEC, I planned construction activities and estimated the resources required

to achieve the targets. I found that the resources deployed at site were not sufficient to carry out

the planned works on time. Therefore, I proposed and implemented the alternative plans such as

improving labour productivity by forming dedicated teams for repeated tasks and assigning daily

target works by providing time benefits, introducing small excavator instead of manual excavation

and labour sub-contracting.


As a Planning Engineer, I carried out project planning activities for complex projects. I measured

the project performance using Key Performance Indices (KPI) and advised the Project Managers

about the delays, causes, recovery measures and the critical paths.

At NWSDB, I prepared quarterly and annual budgets for fund allocation purpose.

4.4.2 Develop the capability of staff to meet current technical and managerial needs

As a site engineer for tsunami housing project, there was shortage for plastering masons,

electrical and plumbing technicians. I arranged training to some unskilled labours and utilized

them for the intended works. I trained the junior engineers by teaching them the design software

packages and guided them to carryout design works. When I was in NWSDB, I trained

undergraduate trainee engineers and guided the Engineering Assistants in many ways to

effectively supervise the construction process.

4.4.3 Bring about continuous improvement through quality management.

As an Engineer’s Representative in GDWSP, I strictly followed quality management procedures

as per the contract specification. I ensured the quality of every concreting work by preparing and

implementing a concreting plan addressing specific requirements and quality procedures. I

deployed engineering assistants for the supervision of every stages of concreting from batching

to pouring and curing, and did all relevant tests.I maintained proper documentation system and

stored the documents in both printed and digital formats.

As a Senior Engineer at Ceywater Consultants, applied and maintained the company’s ISO

quality procedures in all my project works and documentation.

4.5 Interpersonal skills

4.5.1 Effective use of oral and written communication


As a Civil Engineer, I had to communicate with professionals from various disciplines such as

architects, engineers, surveyors, quantity surveyors, technical officers etc. for solving technical

and contractual issues arisen at sites and for design developments via verbal discussions, e-

mails, letters, memos, RFIs, CACs, site instructions, log note etc. I prepared design reports,

progress reports, proposal reports etc. for various projects and communicated effectively with the

relevant parties using multimedia presentations and other tools.

4.5.2 Ability to present and discuss ideas and plans

I designed solutions for various engineering problems and conveyed my idea to the clients and

contractors using drawings, sketches and calculation reports with justifications and multi-media

presentations. As a Master’s Degree Course researcher, I drafted research proposals, reports

and a thesis, made presentations in academic forums in the university and published research

findings at an international conference.

4.5.3 Ability in team building and negotiating activities

As a site engineer for the Tsunami Housing Scheme, I maintained a professional relationship

with the Divisional Secretory, consultants and beneficiaries and convinced them about the quality

of works and progress. For instance, beneficiaries were not happy with the usage of hollow

cement blocks for wall which is not common in this area. I convinced them by explaining the

advantages of hollow cement blocks and showed them the production, curing and quality

procedures that we practiced at site.

I identified local suppliers for sand and aggregate and negotiated with them for continuous supply

of materials amidst payment procedure delays.

4.5.4 Good manners and respect for others

I have worked with people with different nationalities, religion, culture and education levels. Such

environments gave me great opportunities to understand the religious, cultural and national

values and self-esteem of each individual. I have always promoted respecting others, co-

existence, harmony and mutual understanding among the workers. For instance, tsunami
housing scheme was located in the close proximity of IDP camps. I proposed the fence with tin

sheets to ensure the privacy of the people. Site was located near a water stream. I placed

instructions not to throw garbage in the stream and planted trees at the site premised in

collaboration with CEA.

4.6 Professional Conduct

4.6.1 Conduct engineering activities to an ethical standard as laid down in the relevant

standard

As an Engineer, I always complied with the code of ethics of IESL. For instance, complying with

rule 1.3, I followed contract specifications and other national and international standards during

construction and design works to ensure the safety, health and welfare of public. During the

design works, I was often pressurized by the clients to economize the design. However, I never

compromised the safety and quality of the output.

4.6.2 Application/management of safe systems of work

As a site Engineer, I implemented safety measures such as safety gears, safe access platforms

with handrails, sign boards etc. During rainy season, the site was filled with water. I utilized

laborers to make drainage arrangements and directed water to the adjacent stream in order to

keep site clean and to avoid dengue mosquito breeding.

As an Engineer’s representative for GDWSP, it was my duty to monitor the safety level at the

site. Also, I instructed the contractor to prepare safety manuals to be implemented at site and

emphasized on periodic safety training to officers and staffs.

4.6.3 Familiar with relevant legislation in respect of safety, health and the environment

When I worked in GDWSP, I implemented the HSE clauses and guidelines stipulated in the

contract. In addition, I urged the contractor to prepare an HSE manual and the same was

implemented during construction.

As part of CPD I completed Master’s Degree Course in Environmental Engineering with

research. I applied the knowledge gained in the design of a water treatment plant for Deduruoya

water supply project.

knowledge that I gained through Master’s Degree Course will be useful.
