Kathmandu, Nov. 15
Federal affairs, education and
land administration have been the
sectors with highest irregularities for
the last several years.
Consecutive reports of the
Commission for the Investigation of
Abuse of Authority (CIAA) for the
last several years have shown that
these three sectors were at the top of
the corruption log.
Of the total 22,625 complaints,
including 8,200 transferred from
previous year, registered at the CIAA
last year, 32.72 per cent involved
federal affairs, followed by 15.61 per
cent in education and 9.09 per cent
in land administration.
The Annual Report of FY
2020/21 was submitted to President
Bidya Devi Bhandari by CIAA Chief
Commissioner Prem Kumar Rai on
Monday.
In the previous FY 2019/20,
the CIAA had received total 25,152
complaints, of which 30.07 are
related to federal affairs, 16.36 to
education and 8.29 per cent to land
administration.
Similarly, in the FY 2018/19,
about 24,085 complaints were
received by the authority. And the
corruption index was the same with
26.87 per cent related to federal
affairs, 16.95 per cent to education
and 8.34 to land administration.

According to NEPSE, the

of Kapilvastu and Sandhikharka of
Arkhakhanchi has reached the final
stage.
The construction work is
underway with the aim of bringing

the successful completion of
India-funded reconstruction of
50,000 houses in Gorkha and
Nuwakot districts.
The event was attended by

Gorkha, Deputy Mayor of

Project Services (UNOPS),
European Union (EU), United

earthquake affected beneficiaries
in four municipalities and 14

also elaborated the best
practices, shared key learning,
and collectively discussed the
effectiveness of project to local
government as guidance and for
future reference.

NRA for construction of 71
education sector projects, 132
health buildings and restoration/
retrofitting of 28 cultural heritage
sites in total 11 districts of Nepal
affected by earthquake of 2015.

has become dearer by Rs. 29 per
litre to Rs. 136 per litre. The price
of diesel and kerosene stands at Rs.
119 per litre. Their price increased
by Rs. 30 from Rs. 89 per litre. The
price of a cylinder of cooking gas
went up by Rs. 200 to Rs. 1,575.
The government has
seemingly not taken steps to
provide relief to the consumers
by reducing taxes imposed on
fuel considering this abnormal
situation. Recently, the Indian
government has reduced taxes on
petrol and diesel to address the
consumer’s concerns.
The excise duty on petrol has
been reduced by IRs 5 per litre and
on diesel by IRs 10 per litre.  The
Indian states have also reduced
local fuel taxes by as much as IRs
7 per litre.
According to the NOC, Rs.
57.73 per liter as tax has been
imposed on petrol purchased at
Rs. 83.79 from IOC. Similarly, Rs.

cooking gas. Besides, the expenses

'Climate deal sounds death knell for coal' Gadhafi’s son

summit as a “game-changing
agreement” that sounded the “death
knell for coal power” on Sunday
-- although he added that his
delight at the progress on fighting
climate change was “tinged with
disappointment.”

question” that the deal coming out
of the Glasgow conference marks an
important moment in the use of coal
because most of western Europe and
North America have agreed to pull
the plug on financial support for all
overseas fossil fuel projects by this
time next year.
But in a major shift demanded
by coal-dependent India and
China, the Glasgow Climate pact
used watered-down language
about “phasing down” the use
of coal instead of “phasing out”
coal. Johnson, however, said the
compromise did not make “that
much of a difference.”

key to reducing greenhouse gas
emissions, which cause the Earth
to warm up and produce rising
seas and more extreme weather
including droughts, storms and
wildfires.
“It’s an immense thing to get
a commitment from 190 countries
to phase down or phase out coal,”

“The direction of travel is pretty
much the same.”
Still, he acknowledged that
some countries did not live up to
the ambition of the summit. He
accepted that the Glasgow summit
did not deliver the “full solution” to
climate change, but said the world
was “undeniably heading in the right
direction.”
“We can lobby, we can cajole,
we can encourage, but we cannot
force sovereign nations to do what
they do not wish to do,” he said. “It’s
ultimately their decision to make and
they must stand by it.”

Federal affairs, education and
land administration have been the
sectors with highest irregularities for
the last several years.
Consecutive reports of the
Commission for the Investigation of
Abuse of Authority (CIAA) for the
last several years have shown that
these three sectors were at the top of
the corruption log.
Of the total 22,625 complaints,
including 8,200 transferred from
previous year, registered at the CIAA
last year, 32.72 per cent involved
federal affairs, followed by 15.61 per
cent in education and 9.09 per cent
in land administration.
The Annual Report of FY
2020/21 was submitted to President
Bidya Devi Bhandari by CIAA Chief
Commissioner Prem Kumar Rai on
Monday.
In the previous FY 2019/20,
the CIAA had received total 25,152
complaints, of which 30.07 are
related to federal affairs, 16.36 to
education and 8.29 per cent to land
administration.
Similarly, in the FY 2018/19,
about 24,085 complaints were
received by the authority. And the
corruption index was the same with
26.87 per cent related to federal
affairs, 16.95 per cent to education
and 8.34 to land administration.
