BOOK ONE
GOVERNANCE AND ADMINISTRATION

Book One contains information, guidelines and policies on the


governance and administration of the NORTHERN ILOILO POLYTECHNIC STATE
COLLEGE in terms of its vision, mission statements, goals, core values and
purposes, the people who composed the system, their respective rights,
privileges, duties and accountabilities for the realization of the goals and
objectives of the College.

Chapter 1. THE GENERAL PROVISIONS

Article 1. Title. This code shall be known as the 2018 College Code of Northern
Iloilo Polytechnic State College, Estancia, Iloilo.

Article 2. Nature. The Northern Iloilo Polytechnic State College or NIPSC, is a


public, non-sectarian, non-profit institution of higher learning.

Article 3. The Charter. The Northern Iloilo Polytechnic State College was
created pursuant to Batas Pambansa Blg. 500 integrating Western
Visayas College of Fisheries and Estancia High School in the
Municipality of Estancia, Province of Iloilo into a polytechnic state
College to be known as the Northern Iloilo Polytechnic State College
Estancia, Iloilo on June 10, l983.

Article 4. Branch and Campuses. By virtue of RA 6747, it integrated the former


BVNAC in Barotac Viejo, Iloilo as a branch otherwise known as NIPSC
Barotac Viejo Campus and pursuant to CHED Memorandum No. 27,
s. 2001 the following polytechnic colleges in the fifth district of Iloilo
were integrated and were called as the external campuses of the
state college. These are: Batad Polytechnic College, Victorino
Salcedo Polytechnic College, Lemery Polytechnic College, Ajuy
Polytechnic College and Concepcion Polytechnic College. With
Board Resolution No. 36-89-2004 dated Jan. 28.2004 the
aforementioned polytechnic colleges were renamed as NIPSC
Batad Campus, NIPSC Victorino Salcedo Sara Campus, NIPSC
Lemery Campus, NIPSC Ajuy Campus and NIPSC Concepcion
Campus.

Article 5. Purposes, Vision, Mission, Goals and Core Values

Section 1. The Northern Iloilo Polytechnic State College has the following
purposes:

1. Provide advanced and higher education and training in the


fields of industry, agriculture, fisheries, arts, sciences, education,
management, hospitality & tourism, information technology,
engineering, criminal justice and services as well as, continuing
education;

2. Promote progressive leadership in research and advanced


studies in the fields of industry, agriculture, fisheries, arts,
sciences, education, management, hospitality & tourism,
information technology, engineering, criminal justice;

3. Undertake sustainable extension activities for technology transfer


and solution of social problems, and;

4. Enhance its critical role in community development.

Section 2. The Vision.

A globally competitive State University in Asia.

Section 3. The Mission.

Human resources development through quality and relevant


education, environment-friendly modern technologies and
preservation of Filipino values and culture for sustainable and
improved quality of life.

Section 4. Goals. The College shall have the following goals:

1. Produce human capital imbued with scientific and


technological skills endowed with desirable values and work
ethics;
2. Provide quality education in the fields of industry, agriculture,
fisheries, technology, sciences, education and other relevant
undergraduate and graduate programs;
3. Establish a university research culture responsive to community
and global needs;
4. Enhance research-based extension programs and transfer of
sustainable technologies;

5. Maximize productivity through efficient and effective resource


management; and
6. Strengthen linkages with local, national and international
partner-agencies.

Article 6. Structure
Conformably to B.P. Blg. 500, the instructional programs of
the State College shall be organized by component schools
comprising of several academic departments while the other
funded functions shall be organized into divisions and units.

Article 7. Policies.
The operation of the State College is guided by the following
policies:

Section 1. Academic Freedom. The State College has the right and the
responsibility to exercise academic freedom. Institutional
academic freedom is the freedom of the State College from
intervention and control in the conduct of its affairs. Individual
academic freedom is the right of the teacher and the student to
conduct academic and scholarly inquiry and to publish the results
without prior restraint or subsequent punishment.

Section 2. Responsiveness and Relevance. As a public institution


supported by the public funds, the State College is responsible for
carrying out the aims and objectives of education provided for in
the Constitution of the Philippines and to relate its programs,
activities and curricular offerings to the changing needs and
demands of industries, commerce and professions in the region
and the nation.

Section 3. Access and Equity. Education and training for responsible


leadership and citizenship shall be made available to all who shall
make higher education as instrument to achieve their maximum

potential as human beings living in a society that respects human


dignity, and to contribute to attainment of the common good.

Section 4. Quality and Excellence. The State College shall achieve and
maintain high academic standards of instruction and research.
Extension and other administrative and auxiliary activities shall be
supportive of these functions. The State College shall comply with
the accreditation requirements and minimum standards prescribed
by the Technical Panels of the Commission on Higher Education
(CHED), and develop the minimum competencies for each
occupation or profession.

Section 5. Autonomy. The heads of the component schools,


departments, and units shall exercise autonomy and economy in
the conduct of its internal affairs in consonance with their functions
subject to certain limitations as may be provided by law and State
College rules and regulations.

Section 6. Efficiency and Effectiveness. As a multi-campus institution,


the State College budget and expenditures shall be based on the
enrolment, programs and personnel in each campus, and shall
reflect the optimum use of the resources in the performance of
their mandates and functions.

Section 7. The Annual Budget. The annual budget proposal of the State
College shall reflect the developmental requirements of each
external campuses or schools/colleges/departments, and funded
functions based on actual enrolment, personnel, programs and
activities of each school/campus.

Article 8. Powers.
The powers of the state college, in addition to those
provided in the constitution of the Philippines, are those set forth in
its charter BP. Blg. 500 and RA 6747, and those granted to
corporations in general under the Corporations Law, and RA 8292,
and such other powers as may hereafter be provided by law.

Participative and Transparent Decision-Making. Pursuant to


RA 8292, CHED Memorandum Order No. 27, s. 2000 and the
respective enabling act of CSI’s decision-making in the State
College shall be participative and transparent.

Article 9. The Institutional Colors.

The State College Colors shall be aqua blue, green and gold
as its official colors.

Article 10. The State College Seal.

The official seal of State College shall bear the star, the anvil,
the lamp, and book, representing Enlightenment and Truth. The six
points of the star represents the six component schools which the
State College shall seek to establish such as the School of
Education and Graduate Education, Arts and Sciences, Fisheries
and Allied Sciences, Industrial Technology and Engineering,
Business Management and Computer Studies and School of
Industrial Technology, and Engineering.
The star is shaped into equilateral triangles to signify equality
among the faculty and staff, students, and traditional Triology
functions of the State College, namely, Instruction, Research and
Extension, and Production to signify the service to the country,
humanity, and to God.

Chapter 2. THE GOVERNING BOARD

Article 11. General Powers and Duties

Section 1. The governance of the State College shall be vested upon the
Board of Trustees of the Northern Iloilo Polytechnic State College as
constituted by Batas Pambansa. Blg. 500 and amended by R.A.
8292. The Board of Trustees shall exercise policy-making functions in
accordance with general policies, plans and programs on
education as formulated by the Government.

Section 2. The administration and the exercise of the State College


corporate powers are vested exclusively in the Board of Trustees
and the President as provided by law.

Section 3. The Board of Trustees is an august body and shall work for the
best interest of the State College.

Article 12. Specific Powers and Duties.

Section 1. All matters to be acted upon by the Board of Trustees must


pass respectively through the administrative and academic
councils.

Section 2. In addition to the general powers and duties, the Board of


Trustees shall have the following specific powers and duties
granted to Board of Directors of corporation as provided for under
Batas Pambansa Blg. 68, otherwise known as the Corporation Code
of the Philippines, and under RA 8292, thus:

a. To enact for the government of the State College such rules


and regulations not contrary to law, as may be necessary to
carry out the purpose and functions of the State College;

b. To receive and appropriate as specified by law such sums as


may be provided for the support of the State College and to
carry out its purposes and functions;

c. To adopt and implement a socialized scheme of tuition and


greater access to poor but deserving students;

d. To receive in trust legacies, gifts, and donations of real and


personal property of its kinds and to administer the same for the
benefit of the State College in accordance with the instructions
of the donor, and, in the absence thereof, in such a manner as
the Board may so determine;

e. To appoint, upon the recommendation of the President of the


State College, the Vice Presidents, Campus Administrators,
Deans, Directors, Heads of Departments, faculty members and
other officials and employees;

f. To fix and adjust salaries of faculty members and administrative


officials and employees, subject to the provisions of the revised
compensation and classification system and other pertinent
budget and compensation laws governing hours of service, and
such other duties and conditions as it may deem proper; to
grant them, and its discretion, leaves of absence under such
regulations as it may promulgate, any provisions of existing law
to the contrary notwithstanding; and to remove them for cause
in accordance with the requirements of due process of law;

g. To approve the curricula, institutional programs and rules of


discipline drawn by the administrative and academic councils
as hereinafter provided;

h. To establish professorial chairs in the State College and to


provide fellowships for qualified faculty members and
scholarships or grants to deserving students;

i. To fix tuition fees and such other necessary school charges as


may be deemed proper to impose;

j. To set policies on admission and graduation of students;

k. To authorize the construction, repair and renovation of


buildings, machinery, equipment and other facilities of the State
College and the purchase of necessary supplies and materials
in accordance with existing laws.

l. To award honorary degrees upon persons in recognition of their


outstanding contribution in the fields of education, public
service, arts, science and technology or in any field of
specialization within the academic competence of the State
College and to authorize the award of certificates of
completion of non-degree and non-institutional courses;

m. To absorb non-chartered tertiary institutions within the


respective provinces where their State College is located, in
coordination with the CHED which must approve the same, and
in consultation with the Department of Budget and
Management, and to offer therein needed programs or courses
in order to promote and carry out equal access to educational
opportunities mandated by the constitution;

n. To establish research and extension centers of the State College


where such will promote its development;
o. To delegate any of its powers and duties provided for herein
above to the President and/or other officials of the State
College as it may deem appropriate so as to expedite the
administration of the affairs of the State College;

p. To authorize an external management audit of the State


College, and request the CHED to finance same, and to
institute reforms, including academic and structural changes,
on the basis of the audit results and recommendation;

q. To collaborate with the other GBs of chartered SUCs within the


province or the region, under the supervision of the CHED which
must approve the same, and in consultation with the
Departments of Budget and Management, and work towards

their restructuring so that they will become more efficient,


relevant, productive and competitive;

r. To enter into joint venture with business and industry for the
profitable development and management of the economic
assets of the State College, the proceeds from which is to be
used for the development and strengthening of the State
College;

s. To develop consortia and other forms of linkages with local


government units, institutions and agencies, both public and
private, in furtherance of the proposes and objectives of the
State College;

t. To develop academic arrangements for institutional capability


building with appropriate institutions and agencies, public or
private, local or foreign, and to appoint expert/specialist as
consultants, or visiting or exchange profession, scholars,
researchers as the case may be;

u. To set up the adoption of modern and innovative modes of


transmitting knowledge such as the use of information
technology, the dual system, open learning, community
laboratory, etc., for the promotion of greater access to higher
education;

v. To establish policy guidelines and procedures and participative


decision-making and transparency within the State College;

w. To privatize, where most advantageous to the State College,


the management of non-academic services such as health,
food, building or grounds, or property maintenance, and similar
such other activities; and

x. To extend the services of the President of the State College,


beyond the compulsory age of retirement but not later than the
age of seventy (70), whose performance has been unanimously
rated Outstanding, and upon unanimous recommendation of
the Search Committee (SC) concerned.

Article 13. Composition, Membership and Presiding Officers.

Section 1. The Board of Trustees shall be composed of the following:


a. Chairman, Commission on Higher Education (CHED), as
chairman

b. President of Northern Iloilo Polytechnic State College as


Vice Chairman
c. Chairperson of the Committee on Education & Culture of
the Senate as member
d. Chairperson of the Committee on Higher and Technical
Education, House of Representatives as member
e. Regional Director of NEDA Region VI, as member
f. Regional Director of DOST Region VI, as member
g. President/Chairman of the Federation of Faculty
Associations of the College as member
h. President/Chairman of the Federation of Supreme
Student Council of the College as member
i. President/Chairman of the Federation of duly
recognized Alumni of NIPSC as members;
j. Two (2) prominent citizens of the province of Iloilo who
have distinguished themselves in their respective
profession or specialization, as members to represent the
private sector.

The Board of Trustees shall appoint two (2) prominent


citizens from a list of at least five qualified persons in the
Province of Iloilo as recommended by the search committee
constituted by the College President in consultation with the
Chairperson of the CHED based on the normal standards and
qualification for the position set by the Board.

The term of office of the president of the federation of


faculty association, the president of the federation of alumni
association shall be co-terminus with their respective terms of
office as set forth in their respective Constitutions and By-Laws.

The two (2) prominent citizens shall serve for a term of


two(2) years from the appointment date.

Section 2. The administration and exercise of the college corporate


powers are vested exclusively in the Board of Trustees and
the President of the College.

Section 3. The Chairman shall preside over all meetings of the Board and
in his absence the Vice Chairman shall preside.

Section 4. The secretary of the Board of Trustees shall also be the


Secretary of the State College, who shall be designated by
the Board of Trustees.

Section 5. The secretary of the Board of Trustees/State College shall keep


all the records and the minutes of the proceedings of the
Board of Trustees and shall notify the Chairman, the Vice
Chairman and every member of the Board of Trustees of the
notice of all regular and special meetings and other
undertakings of the Board.

Section 6. The secretary of the State College/Board of Trustees shall keep


the Seal of the State College.

Section 7. Upon clearance from the College President, he shall


publish/post copies of duly approved BT resolutions for the
information of the academic community.

Section 8. The secretary shall furnish each members of the Board of


Trustees copy of minutes of the previous meetings together
with the agenda at least 3 days before the scheduled
meeting.

Section 9. In the absence of Secretary, the Board shall designate an


ad-interim secretary.

Article 14. Meetings.

Section 1. The Board of Trustees must regularly convene at least every


quarter. The date and venue of meetings of the Board of
Trustees shall be determined of the Board itself.

Section 2. Special Meetings. Special meeting of the Board of Trustees


may be held only upon the call of is Chairman or Vice
Chairman provided that the members of the Board have
been duly notified in writing of said special meeting three (3)
days before its holding.

Section 3. No regular or Special meetings of the Board of Trustees shall be


validly held or could legally occur without the presence of
either the CHED Chairman who is the Chairman of the Board
of Trustees, or his designated Chair, or the President of NIPSC
who is the Vice Chairman thereof.

Section 4. Quorum. A majority of all the members of the Board of


Trustees holding office at the time of its regular/special
meeting constitute a quorum for said regular/special
meeting.

Section 5. The President of NIPSC shall be responsible for making the


necessary preparations to ensure the smooth holding of
regular or special Board Meetings.

Section 6. The Board Secretary, upon instruction of the College President,


shall prepare the agenda for all meetings of the Board;
provided however, that any members of the Board shall be
entitled to have any matter included as well. Those
requested by the Academic and Administrative Councils
may be also included.

Section 7. The College Code, The Merit Promotion Schemes for Faculty,
and Staff and the Development/Strategic Plan of the State
College shall be used as references of the Board of Trustees
in evaluating proposals and programs of the College
President/agenda of the Board meetings.

Article 15 . Compensation.

The Chairman, Vice Chairman and the members of


the Board of Trustees shall receive allowance as set by the
Board of Trustees and shall be reimbursed of actual and
necessary expenses incurred in their attendance of
meetings or other functions authorized by the Board subject
to limitations provided by the applicable laws.

Article 16. Committees.

Section 1. The Board of Trustees may create committees as it may deem


necessary for the proper performance of its functions.

Section 2. The President of NIPSC shall be a member of all committees


created by the Board of Trustees.

Article 17. Annual Report.

Section 1. On or before the fifteenth (15th) day of the second month after
the opening of the regular classes each year, the College
President shall file with the Office of the President of the
Philippines, through the CHED Chairman, and the Senate
and House of Representatives of the Congress of the
Philippines, through their respective heads, a detailed report
on the progress, conditions, and needs of the State College.

Section 2. The Annual Report shall be prepared by the Office of the

President of the State College.

Chapter 3. ACADEMIC COUNCIL

Article 18. Composition.

Section 1. There shall be an Academic Council consisting of the College


President as Chairman and Presiding Officer, and all
members of the faculty with rank not lower than the Assistant
Professor shall also be considered members of the council.

Section 2. The Chairman of the Supreme Student Council or President of


the College Federation of Supreme Student Council shall be
represented in the Academic Council when matters being
discussed involve student’s welfare.

Section 3. The President/Chairman of the Supreme Student Council or his


representative may be invited when matters being
discussed require his presence.

Section 4. The State College Secretary shall be also the Secretary of the
Academic Council. It shall be his duty to issue notices and
agenda of meetings of the Council, to keep minutes of its
proceedings and furnish a copy of the minutes to each
member of the council.

Section 5. The Secretary of the State College shall issue the notice of the
meeting or agenda at least 24 hours before the scheduled
meeting.

Article 19. Powers.

The Academic Council shall have the following powers:


a. to prescribe the curricula in the State College, subject to the
review and approval of the Board of Trustees;

b. to prescribe the rules of discipline, subject to the review and


approval of the Board of Trustees;

c. to fix the requirements for admission to the State College,


subject to the review and approval of the Board of Trustees;

d. to fix the requirements for graduation and for receiving


degrees, subject to the review and approval of the Board
of Trustees;

e. to exclusively recommend students or others to be recipients


of degrees, honors and awards;

f. to exercise disciplinary power over students through the


President of the State College upon the recommendation of
the Deans of the component schools or the Committee on
Discipline;

g. to express the view of the faculty on matters of the general


concern;

h. adopt internal rules of procedures consistent with the


provisions of the enabling acts;

i. to perform such other functions as may be delegated to it


by the Board of Trustees or by the President of the State
College.

Article 20. Presiding Officer.

The President of the State College shall be the


presiding officer of the Academic Council. In his absence
the Vice President for Academic Affairs shall preside, or in
the absence of both, a Dean of the component schools
who shall be elected as presiding officer by the council after
the Secretary of the Council shall have convened the
members in a meeting.

Article 21. Meetings.

Section 1. The Academic Council shall meet once a month or at least


twice a semester. Special meetings may be called by the
President or upon the special request of at least one fifth of
the members of the Council.

Section 2. Every member of the Academic Council is required to attend


all its meetings.

Section 3. An absence by any member must be explained satisfactorily in


writing within 72 hours after the meeting, excluding
Saturdays, Sundays and holidays, to the Secretary of the

Council through the Deans of component schools or


academic heads concerned.

Section 4. Following are satisfactory reasons for absences:

a. Official trips;

b. Illness or accident of faculty and/or immediate members


of the family preferably substantiated by appropriate
certificates issued by legitimate issuing officers;

A member who fails to attend the meeting of the


Academic Council without acceptable satisfactory reasons
should file the necessary papers for leave of absence for the
day of the meeting.

Section 5. Notice of the meetings shall be disseminated at least 48


working hours before the scheduled date and time.

Section 6. Proposals of any unit of the State College to be discussed in the


meetings shall be disseminated to all members of the
Council at least 24 hours before the meetings.

Section 7. A quorum of the Academic Council shall consist of a simple


majority of all the members.

Section 8. The academic council may authorize the College President to


constitute the faculty of each external campuses to review
and recommend candidates for graduation, subject to
confirmations by the Academic Council. However, all other
powers shall be exercised by the Academic council as a
whole.
Section 9. The venue of the meetings of the Academic Council shall be at
the NIPSC Main Campus in Estancia, Iloilo, unless otherwise
changed by the President.

Article 22. Amendments.

Section 1. Any amendment to matters already passed and approved by


the Academic Council shall be approved by three fourth
(3/4) votes of the members present in a quorum. All Council
members shall be furnished with copies of any proposed
amendment at least three (3) days before the meeting.

Section 2. Matters referred back by the Board of Trustees for modification


can be acted upon as part of new business not as an
amendment.

Article 23. Committees.


The Academic Council may create such committees
as may be deemed necessary for the proper performance
of its functions.

Chapter 4. THE ADMINISTRATIVE COUNCIL

Article 24. Composition.

Section 1. There shall be an Administrative Council for the State College


consisting of the state college President as Chairman, and
the Vice-Presidents, Deans of component schools, Campus
Administrators and Directors whose duty is to review and
recommend to the Board of Trustees policies governing the
administration, management and development planning of
the state college for appropriate action.

Section 2. Other senior officials of the State College may be included


when deemed necessary by the Administrative Council.

Section 3. The Secretary of the Administrative Council shall be the


Secretary of the State College who will disseminate the
notice and agenda of meetings at least 3 days in advance
and shall keep the records of the minutes. The minutes of
the previous meeting shall be distributed with the notice of
the meetings.

Article 25. Duties.

Section 1. The Administrative Council shall have the power to review and
recommend policies pertinent to planning, development
and management of auxiliary services, instruction, research,
extension and production/business affairs. It shall
recommend to the Academic Council the adoption of
policies for implementation on academic matters and to the
President on administrative matters.

Section 2. Other specific duties are:

a. Considers matters of policy and report on the state of the


institution to the meeting of the Council;

b. To serve as a coordinating committee for the various


committees of the Academic Council for more effective
performance of functions and attainments of ends;

c. To act, as a committee of the whole on all matters not


covered by other committees of the college;

d. To act as an advisory body to the President of the State


College on official matters on which he seeks advice.

Article 26. Meetings.

Section 1. The Administrative Council shall meet regularly at least once in


every quarter. Special meetings shall be called upon by the
President of the State College, or, in his absence by the
officer-in-charge, or upon the request of the majority of all
the members of the Council.

Section 2. The meeting of the Administrative Council shall be held in the


main campus, however, meetings may also be held in other
campuses of the college as determined by the presiding
officer.

Article 27. Committees.

Section 1. The Administrative Council may create such committees,


standing or Adhoc, as it may deem necessary and
convenient for the proper performance of its functions.

Section 2. The President of the State College shall be ex-officio member


of every standing or adhoc committee of the Administrative
Council.

Chapter 5. ORGANIZATION AND MANAGEMENT

Article 28. Organization

Section 1. The State College shall be composed of the main campus as


the central administration located in Estancia, Iloilo, a
branch in Barotac Viejo and five (5) NIPSC external
campuses namely: Ajuy Campus, Batad Campus,

Concepcion Campus, Lemery Campus and Victorino


Salcedo Campus.

Section 2. Autonomy. The Campus Administrators of the external


campuses including its branch shall exercise autonomy in
financial management in as much as the conduct of their
internal affairs is in consonance with their functions subject
to certain limitations as may be provided by law and the
College rules and regulations.

Section 3. The College shall be divided into administrative and finance


services, academic affairs, research and extension which
will be headed by respective Vice Presidents.

Section 4. To attain effective and efficient management the entire


college shall be divided into major administrative and
academic sub-divisions such as Units, Campuses, Colleges
and Departments.

Section 5. The officers of the Administration of the State College shall be


the President, Vice Presidents, Deans of Schools, College
Administrators, Directors and Chief Administrative Officers.

Article 29. The Management

The administration of the College shall be vested on


the President of the College who shall render full time
service. He shall be assisted by the Vice President for
Administration and Finance and the Vice President for
Academic Affairs and other Vice Presidents that may be
designated and approved by the Board of Trustees.

Article 30. College Officers

The officers of the Administration of the College shall


be the President, Vice President for Administration and
Finance, Vice President for Academic Affairs, Vice President
for Research and Extension, Deans, Directors, Campus
Administrators, Academic and Administrative Heads and the
College Secretary.

Article 31. The College President

Section 1. The President shall be the chief executive officer of the State

College. He/she shall be appointed by the Board of Trustees


upon the recommendation of the duly constituted search
committee. He/she shall have a term of four (4) years and
shall be eligible for another appointment for another term
provided that these provisions shall not adversely affect the
term of the incumbent.

Section 2. His/her compensation shall be fixed by the pertinent laws of the


land. He is entitled to receive honoraria and other
incentives and privileges fixed by existing laws.

Section 3. He/she shall be the ex-officio head of the State College's


faculty of Instruction.

Section 4. He/she shall have general supervision over all business and
financial operations of the State College.

Section 5. All officers and members of the academic and non-academic


staff of the State College shall be responsible to and under
the direction of the College President.

Article 32. Qualifications of the State College President.

Section 1. The President of the State College shall be a holder of a


doctorate degree preferably with major in Educational
Management/ Administration. He/she shall have the
administrative and supervisory experience of at least (3)
years in an institution of higher learning.

Section 2. Other criteria for the selection of the President shall include:

a. Vision
b. Other educational preparations (training and seminars)
c. Professional experience
d. Leadership and integrative skills
e. Management experience and competence
f. Personal integrity
g. Public image and credibility
h. Acceptability to the State College community

Article 33. Tenure.

Section 1. The President of the State College shall be appointed for a


term of four years counted from the date of his appointment
as President, or until he/she shall have reached the age of

compulsory retirement whichever comes first. He/she may


be re-appointed for another term(s) by the Board of
Trustees.

Section 2. Should a vacancy occur in the Office of the President, an


Interim President shall be appointed by the Board of Trustees
of the State College until such time that a new President is
selected.

Section 3. Should the term of office of the President expire before he/she
reaches retirement age he/she shall be given the highest
professorial rank.

Article 34. Powers and Duties of the President.

Section 1. The President of the State College shall lead the State College
towards the fulfilment of its Mission, Goals and Vision.

Section 2. His/her specific powers and duties are:


a. Serve as ex-officio head of the institution, the faculty and
the staff of every schools, campuses of the College;

b. Provides general supervision of all business and financial


operation of the College;

c. Provides general supervision of all offices, members of


the teaching staff and employees;

d. Carries out general policies lay down by the Board of


Trustees and shall have the power to act within the line of
said general policies. He/she shall direct or assign the
details of the executive action;
e. Determines and prepares the agenda of all meetings of
the Board of Trustees and of the Academic Council;
provided, however, that any member of the Board shall
be entitled to have any matter included in its agenda,
and ;provided further, that the Academic Council by
majority vote in a meeting or upon the written request of
1/10 of its membership include any matter in either
agenda;

f. Presides at commencement and other public exercises


of the College and confer such degrees and honors
granted by the Board of Trustees. All college diplomas
and certificates issued by the institution shall be signed

by him, the Dean/ College Administrator concerned and


attested by the Registrar;

g. The President may cancel the permit or authority given to


a person or group to engage in any work or activity
within the campus of the College if it is used to arouse
disloyalty to the government, prevent teachers or non-
teaching personnel of the College from performing their
functions, prevent student from attending their classes or
committing a crime or any form of misconduct;

h. He/she shall be the official medium of communication


between the teaching force, employees and the
students of the College on one hand and the Board on
the other, and;

i. He/she shall recommend qualified and competent


persons to fill-up all vacant and new positions. He/she
shall have authority to fill-up vacancies temporarily and
to make such other appointments necessary to meet
emergencies occurring between meetings of the Board
of Trustees so that the work of the College will not suffer,
provided that such arrangement are reported to the
Board of Trustees. He/she shall have the authority to fill-up
vacancies temporarily and to make such other
appointments to be submitted to the Board of Trustees
for confirmation.

Article 35. The President shall exercise the following specific functions:

a. He/she shall have the authority to designate assistants to


the President if deemed necessary;
b. He/she shall have the authority to make an interim
appointments when the interest of the service requires;
c. He/she shall accept resignation of faculty members and
employees;
d. He/she shall grant or deny leave of absence with or
without pay and/or extension of such leaves;
e. He/she shall approve retirement of members of the
faculty and employees;
f. He/she shall grant or deny extension of fellowship or
scholarships for a period not beyond one academic year
if the budget permits and for reasons he may deem
necessary;

g. He shall transfer faculty members and employees from


one department to another after due consultation with
the faculty, Dean, Director/College Administrator
concerned;
h. He/she shall appoint qualified members of the faculty as
fellow/scholars of the College (Full or partial) to enable
them to pursue graduate studies whether local or
abroad, and to fix the financial assistance in
accordance with rules promulgated by the Board of
Trustees;
i. He/she shall grant or deny permission for members of the
faculty and staff to accept training grants, fellowships,
scholarships, assistantships or invitation to conferences
sponsored by outside agencies/organization without any
financial obligations on the part of the College outside of
the regular salary of the person concerned;
j. He/she shall exercise supervision and control, through the
Dean, over extra curricular activities of the students;
k. He/she shall promulgate rules which in his judgement are
necessary for the safe keeping and proper disbursement
of funds or property of all students organizations officially
approved or recognized and to designate the person
whom he may authorize to examine and audit the
accounts pertaining to such funds or property;
l. He shall have the authority to change the leave status of
the faculty from teacher’s leave to vacation and sick
leave , or vice versa;
m. He/she shall hold responsible for the officers, teachers,
and employees to fully discharge their duties and, if in his
judgement the necessity arises, he shall, after
consultation with the Vice President for Administration
and Finance/Vice President for Academic
Affairs/College Administrators/Dean, initiate the
necessary proceedings for the separation from the
service of any of them;
n. He/she shall prepare the Annual Report for the Board of
Trustees on the accomplishment of the past year and
present the needs of the current year. He/she shall
likewise present to the Board of Trustees the annual
budget of the College with estimated income and
expenditures;
o. He/she shall execute and sign in behalf of the College all
contracts, deeds, and other instruments necessary for the
proper conduct of the business of the College;

p. He/she shall have the general responsibility for the


enforcement of discipline in the College and
maintenance of satisfactory academic standard in the
whole NIPSC system;
q. He/she shall have the right to modify or disapprove any
action or resolution if in his judgement the larger interest
of the College so requires. Should he exercise such
powers, the President shall communicate his decision in
ruling to the body/committee affected, stating the
reason for his action; and thereafter accordingly inform
the Board of Trustees which may take any action
deemed appropriate in connection therein;
r. He/she shall have such other powers as elsewhere
provided in this Code or by the Charter of the College, or
as may be specially authorized by the Board of Trustees
and such are usually pertaining to the Office of the
President of the College;
s. He/she may delegate in writing any of his/her specific
functions to the Vice Presidents or any senior official of
the College, except those that are highly confidential;
t. The President of the College shall be authorized, in
his/her absence for a brief period of time, to designate
the Vice President or Dean to act as Officer-in-Charge of
his Office to carry out the management of the College
affairs in the name of the president subject to his/her
instruction and the policies of the Board of Trustees, and;
u. To fix and revise rates of honoraria or allowances for
personnel appointed to basic positions on additional or
special assignments, unless otherwise provided by
existing laws.

Article 36. The Vice President for Academic Affairs.

Pursuant to RA 8292- , there shall be a Vice President


for Academic Affairs who shall assist the College President
and shall become the OIC President during the vacancy in
the Office of the College President.

Section 1. The Vice President for Academic Affairs shall be confirmed by


the Board upon recommendation of the President. He/she
shall be directly responsible to the president.

Section 2. The qualifications of the Vice President for Academic Affairs


shall be as follows:

a. Holds a Doctor of Education/Doctor of Philosophy


degree major in Curriculum/Administration/Management
or its equivalent;

b. Holds an academic rank of at least professor, and;

c. Has at least three years of supervisory experience in an


institution of higher learning.

Section 3. The Vice President for Academic Affairs shall serve for a term of
three (3) years subject to re-designation by the College
President to be confirmed by the Board of Trustees for
another three-year term. However, the designation could
be withdrawn any time for lack of confidence, but not
earlier than six months upon assumption to office.

Article 37. Duties and Function of the Vice President for Academic Affairs.

Section 1. The duty of the VPAA is to assist the President in the conduct of
academic affairs of the College including the external
campuses.

Section 2. His/Her other specific functions cover the following:

a. To oversee and coordinate academic affairs of the


College;
b. To organize and convene committees that shall amend
to such activities as curriculum planning, design,
revisions and enrichment.
c. To organize and convene committees that will be in
charged of instructional material design, development,
reproduction and evaluation
d. To monitor and evaluate quality of instruction in the
different curricular programs of the College and
recommend to the President measures for
improvement.
e. To prepare and pursue program for faculty and staff;
f. To recommend to the President the attendance of
faculty relevant conferences, trainings, seminars,
workshops and similar activities;
g. To recommend to the President the approval of relevant
faculty and student activities;
h. To formulate, in collaboration with the Deans, College
Administrators policies that would support the efficient
implementation of academic programs and projects.

i. To coordinate with the Vice President for Research and


Extension activities that would invigorate and enhance
the research and extension functions of the faculty;
j. To perform such other functions that the President may
assign from time to time
k. To submit Annual Report on instruction and other related
activities. To chair in the preparation and submission of
the College Annual Report to CHED, Congress and
Senate

Section 2. To provide effective liaison between the State College and the
community, other educational institutions, organizations and
foundations on academic affairs.

Section 3. To initiate and undertake activities that should keep the State
College abreast with recent development in teaching,
research and extension.

Section 4. To prepare in coordination with the Director for Development


Planning and pursue a program for faculty and staff
development.

Section 5. To assist the President in seeking donations and grants-in-aid for


the support of scholarships and the development of the
faculty and staff.

Section 6. To perform such other functions that the President or the Board
may assign to the office.

Article 38. The Vice-President for Administration and Finance

Section 1. The Vice President for Administration and Finance shall be


confirmed by the Board upon the recommendation of the
President. He/She shall be directly responsible to the
President.

Section 2. His/Her compensation shall be the salary grade of a Vice


President per DBM-CHED Joint Circular No. 2, s. 2003
whichever is higher than his/her present position.

Section 3. The qualifications of the Vice President for Administration shall


be as follows:

a. Holds at least a Masters degree, however a doctorate


degree or its equivalent is preferred;

b. Is a Civil Service Eligible (Teacher's Board,


Superintendent's Board/Bar Examination, Career Service
Professional), and;

c. Has at least three years of administrative and supervisory


experience in an institution of higher learning.

Section 4. The Vice President for Administration and Finance shall have a
term of three years without prejudice to re-designation for
another three years or until he/she reaches retirement age,
whichever comes first. However, the designation could be
withdrawn any time, but not earlier than six months.

Section 5. The duties of the Vice President for Administration and Finance
is to assist the College President in the Administration and
Supervision of the College

Section 6. He/She shall serve as deputy of the President and perform such
functions as the latter may assign to him.

Section 7. He/She shall have supervision over all offices and support
services under him as reflected in the organizational chart of
the State College;

Section 8. His/Her other specific duties are as follows:

a. To recommend to the President the allocation of funds for


administrative operations and maintenance of the State
College in consultation with the Director of Administrative
and Finance Services;

b. To ascertain that actual expenditures are in accordance


with the authorized appropriations or allotments. This
function refers to the exercise of budgetary control to ensure
that the expenditures of the institution are within the limits of
the authorized appropriations;

c. To provide effective management of auxiliary enterprises


and other income generating projects, and;

d. To perform such other related duties as deemed


necessary by the President.

Section 9. The Vice President for Administration and Finance shall assist the

President in the undertaking of institutional studies and in


developing plans and program for the college in
coordination with other offices.

Section 10. The Vice President for Administration and Finance shall assist
the President in the deliberation of financial matters for the
information and appropriate action of the Board of Trustees.

Article 39. Campus Administrator

Section 1. A Campus Administrator is a designated position. He/She is in


charge in the administration and supervision of a campus. In
case of vacancy, a Campus Administrator shall be
designated by the College President subject to confirmation
of the Board of Trustees. He/She shall serve a term of two (2)
years without prejudice to re-designation.

Section 2.The Campus Administrator shall exercise control and general


supervision, direction, evaluation and coordination of the
instruction, research, extension and production activities of
the campus.

Section 3. The College Administrator shall coordinate with the Vice


Presidents in the performance of assigned tasks by the
College President.

Section 4. The qualifications of the Campus Administrators shall include


the following:
1. Any doctorate degree holder;

2. Must have at least three years of administrative and


supervisory experience;

3. Must be at least an associate professor, and;

4. Must have at least very satisfactory performance rating


for the last three years.

Article 40. The Deans of the Colleges/Directors of Institutes

Section 1. Deans/Directors of component school/college/institute shall be


designated by the President upon recommendation of the
Vice President for Academic Affairs for a term of three (3)
years, subject to confirmation by the Board of Trustees.

Section 2. The Vice President for Academic Affairs shall establish a


mechanism and criteria in identifying and selecting
candidates for the position of a Dean/Director of a
component school/college/institute for the
recommendation of the President to the Board of Trustees.

Section 3. A Dean/Director must have the following qualifications:

a. Holds an appropriate masters degree, however, a


doctorate degree is preferred;

b. Have at least one (1) year of administrative experience


as Chairperson;

c. Have at least five years of very satisfactory teaching


performance in the college in which he/she is eligible for
nomination and subsequent designation, and;

d. Possesses good moral character, leadership ability,


integrity, honesty, fairness and generally acceptability to
his/her constituents.

Section 4. The Dean/Director of the College/School/Institute exercises


control and general supervision, direction, evaluation and
coordination of the instruction, research and extension
operations and activities of the component school.

Section 5. The other specific duties and functions of the Dean/Director


are:

a. To direct the organization and scheduling of classes in


coordination with the Department Chairmen and the
Schedule Coordinator of the State College;

b. To formulate, develop and evaluate educational plans


policies, programs, and standards for the school and
recommend these through the administrative and
academic councils for the approval of the Board of
Trustees;

c. To coordinate and cooperate with other component


colleges and departments of the State College, office
and units, other training institutions, study centers and
agencies;

d. To take leadership in the development of curriculum


materials and promotion of research and studies for the
advancement of education;

e. To prepare the program of expenditures and


recommend budget appropriations for the school needs,
projects, programs and additional faculty;

f. To review and evaluate the faculty performance,


requests for study leaves, permission to teach and
transfer and to recommend appropriate actions;

g. To receive and endorse to the President official


communications for the school;

h. To exercise supervision and control over student activities


of the school;

i. To submit annual reports to the Vice President for


Academic Affairs and such other reports that may be
required by the appropriate State College authorities;

j. To designate, subject to confirmation by the Board, an


Associate Dean and school Secretary from among the
school faculty to assist him/her in the performance of
his/her duties;

k. To perform such other functions that the Vice President


for Academic Affairs and the President may assign to
him/her.

Section 6. A College Dean shall be designated for a term of three (3)


years without prejudice to renewal for another three (3)
years. However, the designation may be withdrawn for lack
of confidence, but not earlier than 6 months after
assumption to office.

Article 41. The Director of Research and Development

Section 1. The Director of Research and Development shall be confirmed


by the Board of Trustees upon recommendation of the
President.

Section 2. The qualifications of the Director of Research and


Development shall be as follows:

a. Any doctorate degree holder;;

b. Holds an Associate Professor rank;

c. Has at least three years of experience and competence


in individual or group research;

d. Has exhibited leadership role, honesty, sincerity and


innovativeness.

Section 3. The Director of Research and Development shall exercise


direct supervision over research projects, project leaders
and research personnel.

Section 4. The other specific functions and duties are:

a. To prepare the long-term plan for research of the State


College in consonance to its vision and mission
statements;

b. To preside over the meetings of the Research Council;

c. To administer and supervise the research centers,


experiment stations and research personnel;

d. To direct, coordinate, and supervise the research and


development projects of the different units of the State
College;

e. To review and recommend research projects/programs to


the Research Council for support of appropriate funding
agencies;

f. To prepare and submit research budget;

g. To monitor and prepare a report on the progress and


activities of research and research projects done in the
State College;

h. To initiate, organize and conduct in-service training


programs to improve competency of faculty and staff to
conduct research;

i. To disseminate research outputs and promote research


consciousness;

j. To establish linkages with private and public research


agencies both local and foreign, and;

k. To recommend an Experimental/ Research Station


Manager for designation by the President.

Section 5. The Director of Research and Development shall be


designated for a term of three (3) years without prejudice to
renewal for another three (3) years. However, the
designation may be withdrawn for lack of confidence, but
not earlier than six months after assumption to office.

Article 42. Research Council.

Section 1. There shall be a Research Council composed of the Director of


Research as Chairman, two (2) Deans from the component
schools of the State College and two (2) senior faculty
members who shall represent the other disciplines in the
polytechnic areas of the State College. The Research
Council is a policy-making body for research activities of the
State College. The body shall recommend research policies
for approval by the President or/and the Board of Trustees.

Section 2. Duties and Functions of the Research Council. The Research


Council shall have the following specific functions and
duties;

a. To review and approve the long term plan for research;

b. To determine the research priorities of the college;

c. To review and recommend the budget for research;

d. To formulate research/programs/project proposal


evaluation criteria;

e. To evaluate/review research proposals submitted for


funding by other institutions & agencies;

f. To make endorsement/recommendation to the College


President the funding of a research project by the State
College;

g. To perform other tasks that may be assigned by the


College President.

Article 43. Director of Student Affairs Services

Section 1. The Director of Student Affairs Services shall be designated by


President subject to confirmation by the Board of Trustees.
He /She shall serve a term of two (2) years without prejudice
to re -designation

Section 2. The Director of Student Affairs Services must have the following
qualifications:
a. Preferably has a doctorate degree of any fields;

b. Must be at least an Assistant Professor in rank;

c. Must have at least one (1) year of


administrative/ supervisory experience

Section 3. Duties and Functions.

a. To assist the President in the formulation and


implementation of policies relating to student welfare;

b. To help the college in setting up a well-balanced


program of student activities;

c. To administer tests for the purpose of granting admission


or re-admission, scholarship grants or student
assistantships, or for guidance and counselling, or for job
placements;

d. To attend to the problems of student housing, advising


and management of student labor;

e. To plan and implement an orientation program for new


students;

f. To undertake a study and evaluation of student services


and student-initiated programs;

g. To serve as the principal medium through which students


and student organizations can express petitions and

grievances and through which the same may be


resolved within the framework of existing college policies;

h. Prepare a Long-term Development plan for student


services, and;

i. To perform such other functions as may be assigned by


the President.

Article 44. The Director of Extension and Non-Formal Education (NFE).

Section 1. The Director of Extension and NFE shall be confirmed by the


Board of Trustees upon the recommendation of the
President.

Section 2. The qualifications of the Director of Extension and NFE shall be


as follows:

a. Any doctorate degree holder;

b. Has had at least three years experience with any


extension service involving skills training, technology
transfer/non-formal education, and;

c. Has been a community/NFE Coordinator in the


Division/Province/Region.
Section 3. The Director of Extension and NFE shall exercise direct
supervision over extension projects of the State College.

Section 4. The other specific duties and functions are:

a. To formulate a long-term plan for extension and NFE


program of the State College;

b. To administer and supervise all personnel and offices


under the Office of Extension and NFE;

c. To direct, coordinate and make schedules of extension


and non-formal education classes;

d. To prepare and monitor the budget for the extension


programs and projects;

e. To initiate and facilitate tie-up programs with other


agencies;

f. To organize and conduct such activities to disseminate


the results of research and for community development;

g. To act as a liaison officer between the community and


the State College;

h. To submit an annual report on extension and extension


related activities;

i. To encourage each school or unit of the State College to


conduct and maintain extension service annually, and;

j. To perform such other functions as the President may


assign.

Section 5. The Director of Extension shall be designated for a term of three


(3) years without prejudice to renewal for another three (3)
years. However, the designation may be withdrawn for lack
of confidence but not earlier than six months after
assumptions to duty.

Article 45. The Extension Council

Section 1. There shall be an Extension Council composed of the Director


of Extension as Chairman, the Director of Research, two (2)
Deans of component schools, and three (3) senior faculty
members with a rank of Associate Professor and with masters
degree who shall represent the other disciplines in the
polytechnic as members.

Section 2. The Extension Council shall serve as the policy making body for
extension of the State College.

Section 3. More specifically, the Extension Council shall have the


following function and duties.

a. To review plans and programs of the Extension Unit;

b. To determine priorities in the extension programs/projects/


activities of the State college;

c. To review and recommend the budget for Extension of NFE;

d. To evaluate/review extension project proposals for funding


and implementation by the State College through the
component schools or department concerned;

e. To endorse or recommend to the College President the


funding of extension project/activities by other funding
agencies, and;

f. To perform other functions that may be assigned by the


College President.

Article 46. Director for Institutional Development Planning.

Section 1. The Director for Institutional Development Planning shall be


confirmed by the Board of Trustees upon the
recommendation of the President. He/She shall assist the
President in undertaking institutional studies and in
developing plans and programs for the State College in
coordination with the other offices.

Section 2. The Director for Institutional Development Planning must have


the following qualifications:

a. Preferably holds a doctoral degree in management/


administration/ urban/ rural planning or its equivalent;
b. Has at least five (5) years of very satisfactory teaching
performance and administrative experience;

c. Is a visionary and possesses integrity;

d. Possesses leadership and integrative skills.

Section 3. He/She shall have the following functions:

a. To gather and analyze basic background information in the


Western Visayas region, with special emphasis on the
socio-economic profile, investment opportunities and
manpower needs in the region;

b. To assist the President in identifying major thrusts, and


priorities of the State College and in formulating a
Comprehensive Strategic/Long-Term Development Plan for
the State College including among others: curricular
programs development, faculty & staff development,
physical facilities development, instructional materials and

equipment development, organizational development,


student projection and development, and financial
development;

c. To undertake feasibility studies on institution building,


particularly on the offering of new programs to be submitted
to the President for recommendations to the Board of
Trustees, and on specific institutional projects and programs
before they are submitted to any funding agency for
support;

d. to direct/coordinate the preparation of annual plans/and


targets, and to monitor and review their accomplishment by
the respective school offices;

e. To review, analyze and integrate budget requests of the


different units and departments in consultation with the
Director of Administrative services and the Budget Officer,
with end in view of implementing the long-term
development plan of the State College;

f. To monitor problems related to plans and programs


implementation in the State College, and to recommend
planning review for alternative programs/projects;

g. To undertake studies and make policy recommendations on


the construction and development of physical facilities; the
recruitment and selection of faculty members for the
purpose of determining the actual faculty needs of the
department based on enrolment, faculty work load,
faculty-student ratio, and/or relevance of curricular
programs to changing socio-economic needs;

h. To assist the Deans of component schools, and Directors of


Units in preparing their operational/tactical plans
implementing the Strategic/Long-term Development of the
State College;

i. To recommend to the College President the establishment


of a Developing Planning Center which shall direct and
coordinate comprehensive planning activities on programs,
faculty recruitment and selection, physical plant and
equipment, student projection geared toward the holistic
growth and development of the State College;

j. To direct the preparation of the Human Resources


Development Plan/Faculty & Staff Scholarship Programs in
order to forecast faculty needs, and improve the faculty
profile of the State College, and;

k. To perform such other functions which may be assigned by


the College President.

Section 4. The Director for Institutional Development Planning shall be


designated for a term of three (3) years without prejudice,
renewal for another three (3) years. However, the
designation could be withdrawn anytime, but not earlier
than 6 months after assumption to Office.

Article 47. The Treasurer.

Section 1. The Treasurer of the Philippines shall be the ex-officio treasurer


of the College.

Section 2. All accounts and expenses shall be made in accordance with


auditing rules and regulations

Article 48. The Director of Administration and Finance Services

Section 1. The Director of Administration and Finance Services shall be


the Chief Administrative Officer of the College.

Section 2. He shall be primarily responsible for the fiscal, administrative and


management services of the College.

Section 3. His/Her office shall have the following functions:

a. To direct and supervise the Administrative, and Finance


Services of the State College;

b. To assist the President during the Board of Trustees meeting


of the College;

c. To direct the processing of papers involving personnel and


the technical preparation of the plantilla;

d. To direct the preparation of the budget in coordination with


the Financial Management Officer and the Director of
Institutional Planning & Development;

e. To approve, within the limits of delegated authority,


requisitions, vouchers, payrolls, travel request, leaves and
similar papers;

f. To direct the collection, disbursements, and safekeeping of


fees and other income of the College;

g. To direct the procurement, receipt and allocation of


equipment, supplies and materials and provide support for
the security, repair and maintenance of buildings,
equipment and facilities;

h. To regulate private enterprise operating on-campus;

i. To coordinate with the Director for Development Planning


on budget requests of the different academic and
non-academic units and departments;

j. To regulate the use of facilities, equipments, buildings etc.,


and;

k. To perform such other functions as may be delegated by


the College President and Vice President for Administration.

Section 4. It must be understood that the administrative services and


offices of the State College function primarily for the purpose
of serving the educational programs of the institution. Their
relationships with the faculty should, therefore, be on the
basis of supportive and shared interest in the work of
correspondent school academic units, departments and
programs with due consideration of the policies and needs
of the State College as an institution of higher learning of the
State College.

Article 49. Director of Production & Resource Generation

Section 1. The Director of Production shall be designated by the President


subject to confirmation of the Board of Trustees. He/She
shall be under the general supervision of Vice President for
Administration and Finance of the College.

Section 2. The Director of Production/Resource generation must have the


following qualifications:

a. Preferably holds an appropriate doctoral degree


(Agribusiness, Agricultural Economics, Business
Management, Business Administration, Fishery Business
Management);

b. Has at least three (3) years experience as project-in-charge


of IGP's of the State College;

c. Has knowledge and experience in preparing feasibility


studies/economic analysis of business projects.

Section 3. The Director of Production/Resource generation shall exercise


direct supervision over income-generating projects of the
State College, which may include agricultural, fishery, trade,
homemaking and industrial projects.

Section 4. The other specific duties and functions are:

a. To prepare the long term development plan for the


production and income generating projects of the State
College;

b. To review and recommend the establishment of projects for


institutional funding as well as for support of appropriate
funding agencies;

c. To assess and evaluate projects and recommends for


termination based on accepted profitability indicators;

d. To make the project available for students for instructional


purposes in proper coordination with the Director of
Instruction, Research and Extension.

Article 50. Internal Audit Services


Section 1. In compliance with Administrative Order No. 278 dated April 28,
l972, all heads of government offices, agencies,
government-owned and/or controlled corporations
including government financial institutions and local
government units shall organize Internal Audit Service. (IAS)

Section 2. This office shall perform staff functions with primary


responsibilities encompassing the examination and
evaluation of the adequacy and effectiveness of internal
control and the quality of performance.

Section 3. The Internal audit activities shall include the following:

a. Ascertaining the reliability and integrity of financial and


operational information and the means used to identify,
measure, classify and report such information;

b. Ascertaining the extent of compliance and reviewing the


systems established to ensure compliance with
government policies, plans and procedures, laws and
regulations which have impact on operations;

c. Ascertaining the extent to which assets and other


resources of the institution are accounted for and
safeguarded from losses of all kinds;

d. Reviewing and evaluating the soundness, adequacy and


application of accounting, financial and other operating
control and promoting the most effective control at
reasonable cost;

e. Reviewing operation or programs to ascertain whether or


not the results are consistent with established objectives
and goals and whether or not such programs are being
carried out as planned;

f. Evaluating the quality of performance of


groups/individuals in carrying out their assigned
responsibilities, and;

g. Recommending corrective actions on operational


deficiencies observed.

Section 4. In addition to the aforementioned duties, the IAS may be called


upon to perform special assignment by the President of the
College.

Article 51. The Board Secretary

Section 1. The Board Secretary shall be appointed by the Board of Trustees


upon recommendation by the College President. He/She
shall take charge of the records of the Board meetings and
other communications of the College. He/She shall attend
to other activities/matters which the President may assign.

Section 2. He/She shall act as the Public Information Officer of the


College.

Article 52. The College Registrar

Section 1. The Registrar shall take charge of admission, registration,


schedule of classes and examinations, scholastic records,
commencements, and such college publications as
catalogues, directories, and announcements.

Section 2. The Registrar shall publish the general catalogues as often as


possible as the changing of academic and other programs
of the College require.

Chapter 6. THE ADMINISTRATIVE AND SUPPORT SERVICES

Article 53. Composition

Section 1. The Administrative and Support Services shall be headed by the


Chief Administrative Officer to be assisted by the Supervising
Administrative Officer and shall be composed of all regular
administrative and support services personnel duly
appointed by the College President as authorized by the
Board of Trustees subject to Civil Service Rules and
Regulations.

Section 2. Laborers and other casual employees working on daily wage


basis shall form part of the administrative and financial staff
and shall be appointed by the President of the College by
the President.

Article 54. Appointment.

Section 1. All officials and personnel of the administrative and support


services shall be appointed by the College President as
authorized by the Board of Trustees subject to Civil Service
Rules and Regulations.

Section 2. The prohibition against nepotism as issued by the Civil Service


Rules and Regulations shall be taken into account in
addition to whatever measures the Board of Trustees may
adopt in connection with appointment to administrative
position.

Article 55. Compensation.

Section 1. All personnel that constitute the Administrative and Support


Services staff shall be paid such salaries and wages
corresponding to the position they occupy and as fixed by
law and confirmed by the Board of Trustees. Such personnel
and other employees shall be paid such salaries.

Section 2. They shall be entitled to overtime pay as authorized by law


and in accordance with policies approved by the Board
provided that their services have prior approval by the
President due to exigency of the service.

Article 56. College Budget.

Section 1. The annual budget of the College shall be prepared by the


Administrative Officer (Budget Officer) in accordance with
the budgetary policies of the government in coordination
with the Office of the Vice President for Administration and
finance and other key officials of the college.

Section 2. The preparation of the annual budget shall be done in


consultation with the Vice Presidents, Deans, Directors,
College Administrators and other heads of the different units
and shall be based on the needs. They may be invited to
defend their proposal during the budget hearing.

Section 3. Pending the approval of the annual budget for the ensuing
year, the college budget shall operate from January 1 of a
given year as basis of the budget of the previous calendar
year.

Article 57. Sub-Allocation of Budget.

Section 1. The Budget Officer in consultation with the Vice Presidents,


Deans, Directors, College Administrators shall prepare sub-
allocation of budget based on rationalized criteria as
approved by the President.

Section 2. Sub-Allocation of budget to the five (5) external campuses and


to its branch after the release by the DBM to the College
shall be transferred thru funding checks and a notice of
cash allocation respectively.

Section 3. All Accountants shall oversee the proper disposition and

disbursements of the funds transferred as sub-allocations in


accordance with the accounting rules and regulations.

Section 4. All income generated by the College shall be considered as


Special Trust funds and Revolving Funds whichever is
applicable and shall form part of the College Budget.

Section 5. Budget for STF shall be programmed in accordance with


budgetary policies based on needs and shall be subject to
the approval of the Board of Trustees.

Section 6. Trust Funds, Revolving funds and Fiduciary Funds shall be


programmed and disbursed in accordance with specific
purpose.

Article 58. Approval and Audit.

Section 1. All accounts and expenses of the College shall be audited by


the Commission on Audit and disbursement shall be made in
accordance with rules and regulations prescribed by the
COA.

Section 2. All vouchers shall be submitted for approval to the President or


his/her authorized representatives.

Article 59. Procurement and Requisition

Section 1. All procurement and requisitions shall be made in accordance


with the provisions of existing law, government rules and
regulations, and other implementing rules of the College
within the context of COA rules.

Section 2. In case of negotiated purchases and transactions, these shall


be governed by pertinent laws.

Section 3. All purchases of supplies, and materials and equipment shall


comply with the requirement of COA.

Article 60. Sale and Disposal of College Property

Section 1. The sale and disposal of College property shall be subject to


pertinent government auditing rules after the consent of the
President has been secured and after confirmation by the
Board of Trustees.

Section 2. Proceeds from sales of materials and products produced by a


unit of the college shall be set aside as Trust Fund to be used
for the continuity of such productive activities.

Article 61. Travelling Expenses

Travel expenses incurred for local travel shall be


subject to the privations of existing rules/regulations
pertaining to local travel.

Article 62. Donation and Endorsement

Section 1. All donations to the College shall be accepted by the College


President as authorized by the Board of Trustees.

Section 2. All donations to the College shall de registered in the “Book of


Donations” reflecting the donor, beneficiary department or
unit and value which shall be kept in custody of the Record
officer as part of public records and shall be included in the
College inventory.

Chapter 7. PHYSICAL PLANT AND FACILITIES ADMINISTRATION

Article 63. Supervision of Buildings and Grounds

Building and grounds of every administrative unit or


campuses shall be under the immediate supervision of the
Physical Plant Chair or duly designated official who shall be
responsible for the supervision and control of the personnel
assigned to maintain buildings and grounds.

Article 64. Use of Building and Grounds

Section 1. The deans/department chairmen shall schedule the use of


classrooms in the buildings upon consultation with the
superintendent of the physical plant and facilities/Chief
Administrative Officer.

Section 2. Unless otherwise provided, only recognized organizations or


associations in the College may, upon application or request
for approval by the President or his duly authorized
representative, have the privilege of using the building or
room or any property in the College.

Section 3. The use of any building(s) or facility of the College by outside


individual or organization shall be allowed subject to the
approval of the College President or his duly authorized
representative.

Article 65. Custodian of Building and Facilities

Section 1. The Administrative Officer (Supply Officer) of each campuses


shall be the custodian of all building and facilities within the
unit.

Section 2. The Administrative Officer (Supply Officer) of each campuses


shall submit a report on the physical count of property, Plant
and Equipment early end of the calendar year.

Article 66. Solicitation

Section 1. No solicitation for funds, canvassing for the sale of


merchandized subscription for securities, insurance,
publication, sale of tickets, and any other promotional and
charity schemes shall be conducted in the College buildings
and grounds without a written approval of the President or
his duly authorized representatives.

Article 67. Responsibility for Movable Property

Section 1. The Supply Officer of each unit/campus shall take custody and
responsibility of the movable properties (equipment, supply,
etc.) in the unit. Any employee who would require/use such
properties shall have access to it provided the MR is issued
and is duly acknowledged.

Section 2. Supply Officer or other administrative personnel having property


responsibility shall be properly bonded with Fidelity Found in
accordance with existing rules and regulations.

Section 3. No property of the College can be taken out or used outside of


the College without written approval of the President or his
authorized representative.

Section 4. Clearance of property responsibility effected only by a transfer


or memorandum receipt shall observe the rule on clearance
or property responsibilities.

Article 68. Use and Operation of Motor Vehicles

Section 1. All motor vehicles owned and operate by the college except
that authorized for the exclusive use of the President, shall
be constituted into a motor pool under the direct supervision
and control of the Mechanical Plant Supervisor.

Section 2. The use and operation of motor vehicles owned by the college
shall be subject to the approval of the President or his
authorized representatives and shall be in accordance with
the provisions of the existing rules and regulations.

Article 69. Administration of Other Related Business Enterprise

The operation of business enterprises related to the


academic objectives of the college including land grants
shall be administered in accordance with rules approve with
Board of Trustees.

Chapter 8. RESEARCH AND DEVELOPMENT PROGRAM

Article 70. Scope

Section 1. In compliance with its mandate, the College shall adopt a


policy that considers research and development (R&D)
undertakings as an integral component of its vision, mission,
and goals; and pursuant thereof, all the members of its
faculty and staff shall take R&D as a prioritized responsibility
not only to produce new information and technology but
also to provide enriching support to all its other major
institutional functions, particularly instruction, extension and
production activities.

Section 2. In the pursuit of vigorous research activities, the college shall,


likewise, promulgate a policy of continuing support to R&D
activities in terms of providing resources such as competent
technical manpower, adequate budget, suitable activities
and other requirements.

Section 3. Each campus shall have R&D office which may be headed by
a Chair whose primary responsibility is to see to it that the
R&D activities of the student, faculty and staff are well-
planed, implemented and carried out smoothly.

Section 4. College Administrators of all campuses shall regularly allot


funds coming either from the GAA or STF or other sources to
encourage the faculty and research staff to get involved in
research work.

Section 5. The Office of the College President and his staff shall
spearhead the fund sourcing efforts to support the financial
needs of R&D program and projects proposed by the
faculty researchers.

Section 6. The College shall implement a scheme whereby R&D activities


of the faculty and research staff are regularly monitored and
evaluated to ensure that R&D project implementation is
carried out in accordance with prescribed procedures and
are conducted to attain output of desired quality.

Section 7. The College through its R&D office shall provide proper venue
like symposia, and other similar activities where faculty
researchers can present their completed researches,
disseminate new information, and give these researchers
opportunities recognition outside of the College.

Section 8. The College through its research office shall devise and
implement a scheme whereby quality researches are given
appropriate recognition, honor and reward.

Section 9. Research and Development Projects/Programs shall only be


implemented and /or submitted to funding agencies upon
approval of the Research and Development Council (RDEC)
after passing through the prescribed workflow.

Chapter 9. EXTENSION AND OUTREACH SERVICES

Article 71. Scope

Section 1. Being one of the mandates/responsibilities, the College shall


adopt a policy of integrated extension and community
outreach activities in its vision, mission and goals – a major
institutional function which effectively links the college to the
enhancement of people’s lives in its service area.

Section 2. Extension services by the various units of the institution in


support to quadro-dimentional functions of instruction,
research, extension and production shall include the

conduct of short term non-degree courses, refresher or


review classes, seminars, conferences, special training
programs or continuing education programs. These
activities may be initiated by the department/unit or
undertaken at the request of person or agencies, whether
foreign or domestic.

Section 3. Such extension activities may be under the administration of


the College or unit or under any other feasible arrangement
as provided by existing policies.

Section 4. Heads of units/departments shall make semi-annual reports to


the President regarding extension activities conducted.

Article 72. Extension and Community Outreach Program

Section 1. Each campus shall have extension office which may be


headed by Chair whose primary responsibility is to see to it
that the extension and outreach programs and activities of
the students and the faculty and staff are managed
effectively for the benefit of both the College and its
clientele.

Section 2. In the pursuit of meaningful extension activities in its service


area, the College shall, likewise, provide the necessary
resource requirements (manpower, funds, facilities, etc.)
these projects need in order to prosper and succeed.

Section 3. Administrators of all campuses shall regularly provide funds


coming from any source to encourage the faculty, student
and staff to actively participate in extension and community
outreach activities.

Section 4. The Office of the College President and his staff shall
spearhead the fund sourcing efforts to support the financial
needs of extension programs and projects of the College.

Section 5. The College through its extension office shall implement a


scheme whereby extension activities of the faculty and
extension staff are properly monitored and evaluate to
ensure the smooth implementation of approved projects.

Section 6. The College through its extension office shall device and

implement a scheme whereby good extension workers are


given appropriate forum for recognition, honor and award
for achieving an exemplary performance in extension work.

Section 7. Extension and community outreach projects/programs shall


only be implemented and/or submitted to funding agencies
upon approval of the Research, Development and Extension
Council (RDEC) and the Board of Trustees (BOT) after passing
through prescribed work flow.

Chapter 10. PRODUCTION AND AGRI-BUSINESS PROGRAM

Article 73. Scope

Section 1. In compliance with its mandate, the College shall adopt a


policy that integrates production and agri-business program
as a component of its vision, mission and goals; and
pursuant thereof, the faculty, student and staff should be
strongly encouraged to actively participate in income
generating and entrepreneurial activities, not only to build
up and strengthen the Colleges financial capability, but also
to support its other mandated functions, e.g research,
instruction and extension

Section 2. Each campus shall have an agri-business office that may be


headed by a Chair whose primary responsibility is to see to it
that income generating activities of the student, the faculty
and staff are carried out smoothly.

Section 3. To provide a favorable climate for entrepreneurship among the


faculty, student and staff, the college shall, likewise, provide
needed support in terms of manpower, budget, facilities
and other requirements to ensure the success of income
generating projects.

Section 4. Administrators of all campuses shall provide needed funds


coming either from the GAA or income or other sources to
encourage the faculty and staff to get involved in income
generating activities.

Section 5. The Office of the College President and his staff shall provide
leadership in fund sourcing efforts to support the financial
needs of agri-business programs and projects proposed by
the faculty and staff.

Section 6. The College shall implement a scheme whereby the agri-


business activities of the faculty and research staff are
regularly monitored and evaluated to ensure that approved
projects are implemented accordingly.

Section 7. The College shall draft and officially publish its own income
Generating Project Manual where the various aspects of
agri-business activities are detailed to guide the faculty,
student and staff who may be involved in IGP; among
others, this manual shall include procedures for project
identification and selection, project operation and
management, financial management, monitoring, record
keeping, profit sharing, and incentive and reward system.

BOOK TWO
ACADEMIC STAFF

Book two contains information on who shall compose the academic staff
of the College, and the terms and conditions of their appointments.

Chapter 11. ACADEMIC STAFF

Article 74. Composition

Section 1. The academic staff of the state College shall consist of the
President, Vice President, Campus Administrators, Directors,
Deans, Department Heads, Professors, Associate Professors,
Assistant Professors, and instructors. They constitute the
regular members of the academic faculty performing the
teaching function herein.

Section 2. The non-regular members of the faculty shall include the


following categories who shall serve in accordance with the
terms and conditions of their appointment:
a. Visiting faculty
b. Exchange faculty
c. Lecturers
d. Others whose designation shall be determined
at the time of their appointment (e.g. professor
emeritus)

Section 3. The academic non-teaching staffs are those members of the


state college unit, department or program whose primary
function is non-teaching. Under this category are registrars,
librarians, guidance counselors, researchers, research
aides/workers, technical specialists and other related
technical positions.

Article 75. Qualifications

Section 1. To ensure that a person appointed in the career service can


satisfactorily perform the duties and assume the
responsibilities of which he is appointed. His/her fitness shall
be initially determined by the appointing officers on the
basis of qualification standards established for the position.

For this purpose, qualification standards shall be established


based on existing laws for all position in the College for first
and second levels and for the teaching personnel.

Section 2. The qualification standards is a statement of a minimum


qualification for a position which shall include among others
education, experience, training, PRC license/civil service
eligibility, physical characteristics, and personal traits
required of the job.

Section 3. Members of the academic staff shall be exempted from the


requirements of civil service eligibility as a requisite for
appointment, except when the law so requires. Non-
teaching personnel shall be required civil service eligibility.

Section 4. The regular members of the academic staff are those with
plantilla items which shall have the fallowing qualifications:

A. Instructor

1. Must be a holder of a Master’s degree or its equivalent.


2. The academic ranks shall be instructor 1,2 ,3.

B. Assistant Professor

1. Must be at least a holder of Master’s degree or higher.

2. Must have been in the NIPSC faculty roster for at least 6


years.

3. Must occupy number one rank as instructor in the NIPSC


where he belongs.

4. In case of chain promotion, the candidates will be


ranked accordingly, considering their NBC printout scores
as bonafide members of the institution.

5. When there are applicants with superior qualification


and whose expertise are needed in the organization,
they shall be given top priority in the selection.

6. The academic ranks of Assistant Professors shall be


classified 1,2 ,3 , and 4.

C. Associate Professors

1. Must have completed the academic requirements for a


doctoral degree.

2. In case of promotion to a position within the rank or the


next higher rank, the candidate must obtain the highest-
ranking score as computed by the members of the
Selection and Promotion Board of the College.

3. The academic ranks for the associate professors are from


1 to 5.

D. Professor

1. The candidate must be a holder of a doctoral degree or


higher.

2. In case of a chain promotion to a position within the rank


or the next higher rank, the candidate must obtain the
highest score in the recent officially released NBC
printout in specific unit of the College where he belongs.

3. The academic ranks structure for Professor are from 1 to


6.

Article 76. Appointments

Section 1. Appointment and promotion in the academic staff shall be


made in accordance with such criteria, rules, and
procedures, and other guidelines. Academic staff position
and salaries shall be determined on the basis of
standardized schedule.

Section 2. Every recommendation to the Board of Trustees for original


appointment or promotion shall be accompanied by a
complete statement of qualification, training, service record,
publication, completed studies by the candidate, and such
(PES) Performance Evaluation System Report and other
document as may be required for the position.

Section 3. All appointments to part-time positions in the academic staff of


those who have full-time appointments in other agencies of
the government shall be made only upon written permission
from the agency concerned; provided that the total

teaching load shall be within the maximum allowable


teaching load limit provided by law.

Section 4. All appointments to the faculty shall be made strictly on the


basis of merit need for the services and fitness. Religious,
political, fraternal or social opinions or affiliations of the
academic staff of the College shall never be used as basis
of appointment.

Section 5. No person shall be eligible for appointment or reinstatement as


a member of the faculty during the term for which he has
been elected to any political office.

Section 6. No person who has been defeated as a candidate for any


political office in an election shall be eligible for
appointment or reinstatement as a regular member of the
faculty within a year after the election.

Section 7. No person shall be appointed to the faculty on a full-time basis


if said person is on the staff of another institution, except
under consortium arrangement, provided, that when the
immediate requirements of the College justify the
appointment and no other applicant approximates the
needed high professional and scholastic competence, such
pointed may be appointed on a year-to-year basis until
another, who possesses the desired competence is
available for regular appointment.

Section 8. All members of the faculty shall be appointed by the Board of


Trustees upon the recommendation of the College
President.

Section 9. The President of the College may recommended to the Board


of Trustees the appointment of any members to the rank of
College and University Professors or its equivalent, if he
satisfies the following requirements: must be an outstanding
scholar, a scientist or artist, must have expert knowledge in
at least one field and a broad understanding of other
branches of knowledge, and must be nationally and/or
internationally recognized in his field.

Section 10. Failure of the appointee to report for duty six months after
effectivity of the appointment without the president’s
permission automatically cancels the appointment.

Article 77. Terms and Condition of Appointments

Section 1. The Board of Trustees upon the recommendation of the


College President, and in consideration of standardized
positions and salaries, shall confirm the compensation of all
members of the academic staff.

Section 2. The precise terms and conditions of every appointment shall be


placed in writing. In case of non-renewal of a temporary
appointment, the person concerned shall be informed in
writing at least six days before the termination date.

Section 3. An appointment with tenure may be terminated only by


resignation, retirement, permanent disability, abandonment
or removal of cause after due process and death.

Section 4. Appointment to any non-regular position should not warrant


any right to reappointment, much less to indefinite tenure.

Section 5. No endorsement for attestation shall be made to the Civil


Service Commission under the following grounds:

a. Has been dismissed from the service from a cause unless


an executive clemency has been granted;

b. Has intentionally made a false statement of any materials


fact of his practice or attempted to practice any
deception or fraud in connection with his appointment,
or;

c. Has been issued such appointment in violation of existing


Civil Service Rules and Regulation

Article 78. Compensation

Section 1. Full time and part-time members of the faculty shall receive
compensation on the basis of a fair and systematic schedule
approved by the Board of Trustees based on memoranda
and circulars of Department of Budget and Management.

Section 2. Lecturer and non-regular members shall be paid for actual


service in accordance with policies and guidance
approved by the Board of Trustees, based on memoranda
and circular orders of DBM.

Article 79. Promotions

Section 1. In determining positions for the faculty, the points earned from
the NBC 461 shall be considered and careful consideration
shall be given to the following factors:

a. teaching ability of the candidate


b. research competence and productivity
c. scholarship performance
d. dedication to service
e. evidence of educational interest and academic growth
f. community extension service; and
g. moral integrity and good personal character and
conduct

Section 2. No person shall be appointed to full professorship unless his


records show outstanding achievement in scholarship,
research, teaching of a particular discipline and shall have
passed the accreditation conducted by PASUC.

Section 3. Academic non-teaching personnel who have submitted


documents for NBC 461 evaluation can be considered for a
teaching position corresponding to his/her academic rank
or lower for which he/she is evaluated.

Article 80. Tenure

Section 1. The newly appointed faculty shall undergo a probation period


of six (6) months after which their performance shall be
evaluated by their students, peers, and immediate superiors
when at least found very satisfactory shall be recommended
for a permanent status.

Section 2. In case of non-renewal, the person concerned shall be given


sixty (60) days written notice by the immediate supervisor
before the termination of the probation.

Section 3. A temporary appointment shall be renewed from year to year,


but in no case exceeding four (4) years, at the end of which
a faculty member shall be deemed permanent provided
that all minimum requirements are satisfied, otherwise, his
appointed shall be expressly terminated.

Section 4. Appointments to the faculty on contractual basis shall be


governed by the terms of the contract and the rules of
tenure defined in this Code.

Article 81. Resignation and Transfer

Section 1. No resignation by a faculty member shall take effect sooner


than sixty days after the same has been submitted in writing
to the President through channel and approved by the
President.

Section 2. No resignation and/or transfer shall take effect during a school


term unless the services of a successor or substitute shall
have been secured.

Section 3. Resignations due to serious illness or when in the judgement of


the President, acceptance is in the best interest of the
institution, can take effect immediately.

Section 4. Acceptance of a resignation and/or transfer does not carry


with it any waiver of the financial and property obligation of
the resignee and/or transferee to the State College or from
other base agencies. Clearances issued by the State
College are not considered absolute but facilitative and
that in the future when misplaced records shall show
obligations, the concerned resignee or transferee is still
considered liable.

Article 82. Academic Freedom of Faculty Members

Section 1. Members of the academic group shall enjoy academic


freedom, provided that along with their academic freedom,
they assume responsibilities deemed inherent to any
member of an academic community.

Section 2. Academic freedom is the right of the faculty members to


teach the subject of his specialization according to his best
interpretation based on his training, experience, and
perceptions for the good of students, peers and his
community; to hold in other subjects such ideas as he
sincerely believes to be right, and to express his opinions on
public issues in a manner that shall not interfere with his
duties as member of the faculty or jeopardize his loyalty to
the institution that employs him. Within this framework, the
fallowing principles shall operate:

a. The College shall not impose any limitation upon the


faculty freedom in the exposition of his own subject in the
classroom, in address, and in publications;

b. The College shall not place any restraint upon the faculty
members freedom in the choice of subjects for research
and other forms of investigation undertaken on his
initiative;

c. No teacher has the privilege of discussing in the


classroom controversial topics that are not relevant to
the course of study that is being pursued;

d. The College recognizes that the faculty members, in


speaking or writing outside of the institution on subject
beyond the scope of his study, is entitled to the same
freedom as all other citizens and is subject to the same
responsibilities as such;

e. No faculty member shall inculcate sectarian tenets in


any of his teaching, nor use his position directly or
indirectly to influence students for against any particular
church or religious sect, ideology, or political party,
otherwise, he/she shall be under penalty of dismissal by
the Board of Trustees.

f. The College clearly and definitely assumes no


responsibility for views expressed by members of its
academic faculty and staff, and that the members
themselves should make it clear that they are expressing
only their own personal opinions, and;

g. If the conduct of a teacher in his classroom or elsewhere


gives rise to doubts concerning his fitness for his position,
the matter shall be submitted first to a committee
composed by the faculty members appointed by the
President. In no case shall any member of the teaching
staff be dismissed before the normal termination of his
appointment and/or designation without full and open
hearing by the Board of Trustees upon sufficient notice,
unless he expressly waives such right in writing.

Article 83 . Fellowship Awards

Section 1. Fellowship awards for faculty development shall be created on


the basis of the greatest need of and usefulness to the State
College. Fellowship shall be awarded by the College, upon
the recommendation of the SDC Department/unit
concerned to the most able, promising and deserving in the
line of study selected.

Section 2. No member of the faculty above the rank of assistant professor


shall be eligible for a State College fellowship, except for
special cases to be determined by the SDC and approved
by the President.

Section 3. Members of the faculty who have obtained fellowships or


scholarships from other entities shall not be granted partial
fellowship under such terms and condition as maybe
determined by the Board of Trustees.

Section 4. Any member of the faculty receiving any offer of financial aid
from any person or organization in the form of fellowships,
assistantships, or other remunerative employment to enable
the grantee to pursue advanced or special studies locally or
abroad must first obtain the approval of the President of the
State College before accepting the offer to insure the
continuity of any plan of instruction, research and extension
and for the unhampered discharge of the various activities
of the State College.

Section 5. Awardees of fellowships or scholarships shall sign contracts with


the College as represented by the President under such
terms and condition as may be determined by the Board of
Trustees.

Section 6. For every year of scholarship/fellowship or a fraction thereof,


the grantee shall render an equivalent of three (3) years of
service.

Section 7. Awardees of fellowships, assistantships or scholarships shall be


required to submit semestral progress report to the College
President.

Section 8. Exchange arrangement and consortia may be made with


institution or recognized standing both local and foreign.

Trustees shall allow exchange professorship with accredited


institution of higher education for a period of one year,
renewable for another year.

Section 9. In addition to his regular salary, an exchange, professor


assigned abroad of elsewhere shall be given such assistant
to enable to maintain the dignity of his position in his place
of assignment.

Article 84. Faculty Work Load

Section 1. Faculty workload shall consist of teaching, (whether lecture or


laboratory), research, or a combination of teaching and any
or several of the following: research, creative writing,
administration, student consultation extension and
production work, or authorized graduate studies.

Section 2. The required workload of a faculty member shall be in


accordance with existing policies and guidelines.

Section 3. In tertiary level, teaching load per semester shall be computed


based on an equivalent of:

Lecture Classes - 1 unit per contact hour per week


Laboratory Classes - 0.90 unit per contact hour per week
Graduate Classes - 1.5 unit per hour contact per week

Full Time Faculty:

Academic(Language) Laboratory/Technology

Minimum 21 hrs. 24.hrs.


Maximum 24 hrs. 27 hrs.
1 & 2 prep. 24 hrs. 27 hrs.
3 prep. 21 hrs. 24 hrs.
4 & more 18 hrs. 21 hrs.

Section 4. Payment of honoraria for overload teaching in the tertiary and


graduate levels shall be allowed based on rates approved
by the Board of Trustees and/or the Department of Budget
and Management or on the paying capacity of the
College.

Section 5. Unless otherwise directed by the President, the following


schedule of minimum teaching loads shall be observed by
the members of the faculty performing administrative
functions:

a. College Administrators 3 units


b. Deans and Directors/Principals 6 units
c. Department Chair
Academic Chair 15 units
Non-academic Chair 15 units
d. Registrar/Librarian 3 units
e. College Secretary/Campus Secretary 15 units
f. Project-in-Charge 15 units

Section 6. Faculty members who are designated on position higher than


the Campus Administrator may not be required to have
teaching load in the tertiary courses because of the
magnitude of their administrative responsibilities.

Section 7. An ideal class size for lecture and laboratory is 40 and 30


students respectively. No lecture class shall be opened with
less than 15 students and no laboratory class shall be
opened with less than 10 students except on special cases
approved by the Chancellor/Campus Administrator.

Section 8. Additional workload units shall be based on number of class


preparation, number of students per lecture and laboratory
class, syllabus preparations, committee membership,
administrative function, thesis advisor, coach, critic or
consultant.

Section 9. The faculty member shall elect with approval of the College
Administrators, Dean, Chairman, head of unit, the
percentage of their workload that will be devoted to
teaching, research, extension and production. The
equivalent actual contact hours for the faculty members
engaged in research and extension shall be based on the
criteria of the Merit System of the College.

Section 10. A guide on the academic staff workload computation shall


be formulated by the committee subject to the approval of
the President and the Board of Trustees which shall be the
basis in computing for workloads of faculty members per
semester and summer terms.

Article 85. Faculty Directory

Members of the faculty shall fill out every two years or


as the need arise, a prescribed form of faculty directory to
be kept in the office of the Human Resource Management
Office.

Article 86. Other Matters Relevant to Academic Staff

Section 1. Any member of the State College Staff is free to examine


pertinent items in the minutes of the Board of Trustees
proceedings and other pertinent document if the need
arises

Section 2. Members of the staff are prohibited to engage in any business


enterprise which may affect his functions. No member of
the academic staff shall be allowed to do any business
enterprise during office hours, which may affect his work in
College

Section 3. Unless expressly authorized by the President, no member of the


academic staff can accept any other assignment in any
agency of the government or any private agency even
after office hours or during Saturdays.

Section 4. Any member of the staff may invite a resource person not
officially connected with the College to lecture or conduct
a demonstration in the campus about any subject only after
permission from the President or his authorized
representative has been secured.

Section 5. Other activities of College personnel include limited practice of


profession, outside consultancy, special detail in
government and other agencies, teaching in other
educational and learning institution, and other activities and
projects not consider as integral function of the College
provided such activities are done after office
hours/weekends.

Section 6. Prior authorization to engage in such activities shall be secured


from the College President upon endorsement of the Vice
President/College Administrator.

Section 7. Outside activities that are over and above the regular
workload as prescribed by the College shall not exceed 12
hours a week.

Chapter 12. PHYSICAL EXAMINATION

Article 87. Scope

There shall be at least one complete annual free


physical /medical examination of each member of the
faculty, officer and employee except laboratory expenses
under the supervision of the head of the Medical/Dental
Clinic.

Chapter 13. WORKING HOURS

Section 1. Full-time members of the College shall be on duty according to


the schedule as the exigencies of the service may require
but the total working hours, including those spent for other
functions should not be less than 40 hours per week;
administrative staff or faculty of administrative responsibilities
shall be on duty for forty hours per weeks with working time
schedule approved by the President.

Section 2. When the best interest of the service so requires, the


Dean/Director or head of any office may request the
President of the College to extend the daily hours of work for
any or all the members of the faculty and employees under
him, and may likewise require any or all of them to do
overtime work on workdays or holidays provided that such
overtime services shall be compensated in accordance with
approved rules and regulations.

Section 3. Flexible working hours may be allowed subject to the approval


of the College President.

Section 4. Overload
The regular members of the faculty may render the
compensable overload inside the regular working hours
while the regular faculty with administrative positions shall
render the same only after office hours.

When funds are available, overload shall be paid or


compensated with honorarium based on the basic monthly
salary of the concerned faculty member during the time said
overload is rendered, provide such overload shall be limited
to a maximum of three (3) to six (6) units depending on the
exigency of the service and that no faculty member in the
same college/ department is underloaded. Furthermore, the
overload pay of the faculty must not exceed seventy five
(75%) of his/ her monthly basic salary.

Faculty members with the same qualifications but with


lower academic ranks shall be given priority for overload
teaching.

Section 5. Service Credit


In case the budget allocated for honoraria is
insufficient, service credit shall be given in lieu of all unpaid or
uncompensated overloads.

For conversion purpose, five (5) contact/ service


hours shall be equivalent to one day of service credit.

Whenever a faculty member on TL status is required


to perform regular functions and/or assigned important tasks/
jobs to work on including other emergency assignments on
Saturdays, Sundays, holidays or outside the regular official
time by school officials due to exigency of the service, the
faculty shall be granted service credits upon
recommendation of the said school officials and approval by
the President.

Article 88. Service Report

Section 1. Members of the faculty shall accomplish a daily time record


which shall be submitted to the Dean or Director through the
Department Head at the end of every month.

Section 2. All members of the administrative staff shall record their time of
service in the prescribed Civil Service Form (Form 48)

Section 3. All faculty members with administrative designation lower than


the College Administrator, including those assigned in
special projects must submit their Form 48 to the head of the
department where their faculty assignment belongs. The
turn shall forward the document to the College

Administrator for signature. The faculty members herein


referred to should also log in their department particularly on
days they are supposed to hold classes as scheduled.

Section 4. The President and Vice President are exempted from


accomplishing service reports.

Article 89. Consultation Hours


Each member of the faculty shall be available for
consultation at least three hours a week during regular office
hours. The Dean, in consultation with the faculty members,
shall determine these hours and rooms at the beginning of
every term.

Chapter 14. LEAVE PRIVILEGES

Article 90. General Provisions

Section 1. Leaves of absence from the State College shall be


classified as follows:
a. Teacher's leave
b. Cumulative leave
c. Maternity leave
d. Sabbatical leave
e. Forced leave
f. Military Service leave
g. Special leave

Section 2. The Deans/Directors shall recommend to the President the


leave status of all staff and faculty members under their
supervision at the beginning of each school year.

Article 91. Teacher’s Leave

Section 1. Teacher's leave shall be granted to faculty members who do


not normally perform administrative function, are not
assigned to handle projects nor undertake research activity
during summer or to those whose services are not needed
during summer month.

Section 2. A faculty member on the teacher’s leave shall automatically


be on vacation leave with pay during the school vacation,
unless he expressly opts to teach and his services are

needed during summer session, for which he shall be entitled


to an honorarium in addition to his vacation pay

Section 3. Absence due to illness for more than five (5) days of a faculty
member on teacher's leave status shall be supported by a
medical certificate.

Section 4. Service credits may be earned by faculty members on


teacher's leave status who rendered service beyond official
time upon the recommendation of the Dean/Campus
Administrator where the service is rendered. Service credits
can be cumulative and shall be used only to cover for
absences due to illness or vacation leave.

Section 5. The inter-semester break shall be counted as school days, not a


vacation for teachers, these will be used by them to prepare
materials for their classes in the succeeding term and in
assisting enrolment during the registration period.

Section 6. Any faculty member may opt for a change in leave status to
teacher's leave through a written application to the
President upon recommendation of the Dean or Campus
Administrator concerned within the school year.

Article 92. Cumulative Leave Credits

Section 1. Cumulative leave credits shall be granted to regular members


of the faculty who regularly perform administrative function
and full-time non-teaching personnel; provided, that
“administrative function” are used in preceding sentence
shall be construed to mean those function that are
necessary in the management of the College or any of its
Units.

Section 2. Faculty members who are engaged in such work as research


or other assignment which involved work beyond their
normal workload, and which prevent them for taking
advantage of the teacher’s vacation leave, both conditions
being certified to by the appropriate Dean or Director and
Campus Administrator, may enjoy cumulative leave status
instead of teacher’s leave. This privilege is granted only
when the assignment is covered by a designation endorsed
by the College President and approved by the Board of
Trustees.

Section 3. After at least six months of continuous, faithful, and satisfactory


service, the faculty concerned shall be entitled to vacation
and sick leave credits, both with full pay and exclusive of
Saturdays, Sundays and holidays for each calendar year of
service counted as equivalent to 1.25 days for vacation and
1.25 days for sick leave credits per month of service.

Section 4. Both vacation and sick leave credits shall be cumulative and
any part thereof not enjoyed within the calendar year in
which it has been earned shall be carried over the
succeeding year; and whenever any officer, faculty
members or employee referred to herein voluntary resigns or
is separated in the College through no fault of his own, he
shall be entitled to the commutation of all accumulative
vacation/or sick leave to his credit provided that the
President may, in his discretion, authorize the commutation
of the salary that would be received during the period of the
vacation and sick leave of any appointed member of the
staff or faculty and cause its payment on or before the
beginning of such vacation and or sick leave for the fund
out of which the salary would be paid.

Section 5. No person whose leave has been commuted following his


separation from the State College shall be reappointed or
reemployed in the College before the expiration of the
commuted leave unless he first refunds the money value of
the unexpired portion of the leave commuted.

Section 6. Sick leave shall be granted only on account of illness on the


part of the person concerned or any member of his
immediate family, provided that “member of the family”
shall be defined in the Civil Service Rules and Regulation.

Section 7. The Human Resource Management officer shall be responsible


in transforming leave credits from the service credits to
cumulative vacation and sick leave credits and vice versa
based on existing Civil Service rules; an information of the
same shall be made available to the faculty or staff member
concerned upon request.

Article 93. Maternity/Paternity Leave

Section 1. Maternity leave shall be granted only to women who are


members of the faculty and staff of the College in addition
to the leave they are entitled to Pas provided to the
preceding articles.

Section 2. Women employees shall be entitled to a privilege granted by


the Maternity Law with a leave of two months; however, if
the health of a child or a mother requires a longer period of
leave as evidenced by a medical certificate, the leave may
be extended by the President; provided further that the
leave is without pay and will not exceed one year.

Section 3. (refer to CSC rules regarding paternity leave)

Article 94. Sabbatical Leave

Section 1. To encourage scholarly pursuits such as book writing and


research, sabbatical leave shall be granted to permanent
regular faculty members once every seven years. Under
exceptional cases, to be determined by the Board of
Trustees, however, the same privilege may also be extended
to the same faculty once every seven years who aspire to
complete an unfinished higher academic degree.

Section 2. Sabbatical leaves shall not be longer than one year with full
salary which may be commuted. In addition, if the
sabbatical leave is to be spent abroad, full transportation
and other expenses incidental to this leave privilege shall be
provided by the College, subject to availability of funds.

Section 3. The College shall make adequate provisions in its yearly


budget to ensure the implementation of the foregoing
privilege as stated.

Section 4. The approval of Sabbatical leave shall be vested upon the


Board of Trustees upon the recommendation of the College
President subject to two conditions to wit; 1) funds are
available for the purpose; and, 2) the service of the
applicant to the College can be dispensed with.

Section 5. The grantee of Sabbatical Leave shall be required to submit


evidence/documents to indicate the completion of the
projects for which the leave was granted. In case the

grantee fails to accomplish what is expected of him, he shall


be required to pay back all the money he receive from the
College for the grant during the period of his sabbatical
leave.

Article 95. Forced Leave

This a mandatory leave for a period of five days for


non-teaching staff and faculty members with administrative
functions as stipulated in Civil Service Rules.

Article 96. Military Service Leave

Section 1. Military service leave shall be granted to members of the


faculty officer, and employees as necessary

Section 2. Any person mentioned in the next preceding article who may
be called in accordance with the National Defense Act or
any other law for trainee instruction or for regular active duty
trainings shall be paid his salary during his absence for such
purpose in addition to the allowances that the military
establishment may provide for the purpose.

Section 3. When the employee of the College goes to the training


voluntarily with the Armed Forces of the Philippines without
being to do so he shall draw no compensation from the
College during his absence; provided, however, that this
absence shall not curtail his vacation and sick leave
privileges in the Institution.

Article 97. Special Leave

All non-academic staff of the College and full-time faculty


members under vacation/sick leave basis with administrative
functions shall enjoy special leave with pay such as birthday,
wedding and wedding anniversary, enrolment, graduation,
relocation and death/death anniversary of immediate
family member, provided these do not exceed three days
per year.

Article 98. Leave Without Pay and Unexplained Absence

Section 1. Leave of absence without pay, not to exceed one year,


renewable for another year only, shall be granted for good
cause. Applications for leave without pay shall be

submitted to the President at least fifteen days before its


effective date. Leave of absence without pay shall be
granted only for a maximum of two consecutive years.
Leave of absence without pay due to illness may be
granted for an indefinite period of time but not to exceed
one school year.

Section 2. For unexpected/unauthorized absence of at least sixty days


beyond the expiration of the leave granted, any member of
the faculty, officer, or staff of the College may after due
notice and investigation by the proper College authorities
be dropped from the service, provided, however, that there
is no pending complaint against the faculty, officer or
employee. Should there be any pending complaint, the
College President shall form an investigating committee who
shall exhaust all means to locate the subject of complaint in
the event that the subject does not appear or cannot be
located, the committee shall recommend to the Board of
Trustees through the President, the filing of administrative
and civil case against the erring faculty, officer, or employee
to the appropriate court.

Chapter 15. LINKAGE AND COMPLEMENTATION

Article 99. Special Detail

Section 1. Any member of the academic and non-academic staff of the


College maybe assigned on special detail by the College
President within the Philippines or abroad for the benefit of
the State College and under such condition as may be fixed
by the President in each case, subject to the approval of the
Board of Trustees.

Section 2. Upon the request of another agency or entity of the


government and when the resources of the College so
warrant, College personnel may be authorized to go on
special detail with the requesting agency, subject to the
following provisions:

a. Special detail shall not exceed one calendar year at a


time.

b. Renewal shall be granted only in exceptional cases as


determined by the College President and shall not
exceed a total of one year.

Article 100. Duration

With respect to the member of the faculty and non-


academic personnel, who accept career positions in the
government or government owned or controlled
corporation, a leave of absence or special detail of one
year shall be renewable only once.

Article 101. Accomplishment Report

Persons granted special detail shall submit a


complete and detailed report of their accomplishments
within forty days after their return to the State College.

Chapter 16. SPECIAL SERVICE LEAVE

Article 102. Government Positions

Section 1. Special service leave without pay not exceeding four years
shall be granted to members of the faculty who accept on
temporary basis, government position which are primarily
confidential, policy-determining, or highly technical, which is
usually terminable at the pleasure of the appointing officer,
provided, however, that members of the faculty appointed
to said government positions shall be entitled to leave of
absence to the institution co-terminus with such a
government assignment.

Section 2. Nothing in the foregoing rule shall preclude a faculty member


on special service leave to continue serving the College as
professional lecturer or consultant in any of the Unit of the
institution as may require his/her services.

Article 103. Suspension and Removal

Section 1. No member of the faculty, officers or staff be suspended or


removed from the service except for cause and after due
process.

Section 2. The President may preventively suspend any member of the


faculty and staff on the pendency of administrative charge
against him/her but in no case beyond the limit set by law.

Section 3. The Board of Trustees upon recommendation of the President


may suspend or remove an employee after due hearing. In
all cases where the decisions of the Board for the removal of
the employee concerned, it shall automatically be reviewed
by the appropriate Civil Service agency without prejudice to
further judicial remedies; provided that adverse decision
affecting faculty and non-academic personnel shall be
appealable to the courts.

Chapter 17. OTHER PRIVILEGES

Article 104. Study Privileges

Section 1. Members of the faculty and administrative staff shall have the
privilege of enrolling at the College for not more than six
units a semester, shall .be exempted from tuition and other
fees, provided, that the course in which they are enrolled
shall redound to the benefit of their regular work with the
approval of the President or his authorized representative. In
case of non-teaching personnel, the courses shall be taken
after office hours.

Section 2. Wife or husband and children of permanent full-time faculty


members and other full-time personnel of the College,
including those in daily wage basis who have served
continuously for a period .of not less than five years in the
College shall be exempted from payments of tuition fee
except on the self-liquidating programs, where they should
pay the tuition fee. Privilege shall only be extended for a
maximum of four years except for those five year degree
courses.

Section 3. Unmarried/single faculty shall be entitled to one dependent


either through adoption or nearest kin to avail of the study
privilege under Sections 1 and 2.

Article 105. Insurance and Retirement

Section 1. The College shall participate in the Government Service


Insurance System; however, the College may augment for its
faculty and other employees by means of an equitable
schedule the rewards and benefits available under the
Government Service Insurance System (GSIS) and PAGIBIG
Fund.

Section 2. In case of leave of absence without pay among College


personnel, the personnel concerned shall pay both the
personal and government shares of life insurance premiums.

Section 3. Upon retirement, the faculty and office employee shall receive
a cash gift from the campus where the retiree belongs to be
taken from the Campus income subject to pertinent COA
rules and regulations. The amount will be determined by the
Campus Administrative Council to be approved by the
Board of Trustees. Criteria will be formulated by the Council.

Article 106. Retirement Privileges of Academic Staff

Section 1. Retired members of the academic staff shall enjoy library


privileges and shall receive publications of the College
which are furnished to the faculty regularly. They may also
be entitled to such other privileges which the College is in
the position to grant in accordance with the law; they shall,
likewise, be invited to participate in major College programs
and activities.

Section 2. A retired faculty member with the rank of College


Professor/College Administrator may be appointed to
Professor Emeritus/College Administrator Emeritus subject to
the following conditions;

a. Has rendered at least 20 years of active and faithful service


to the Institution;

b. Must have achieved marked distinction as a productive


scholar, scientist, artist, or educator or is widely
acknowledged as an effective and dedicated teacher,
and;

c. Must be of good moral standing.

Section 3. A special committee appointed by the SUC President


among members of the faculty in active duty shall be
responsible for evaluating nominations of retired professors
for emeritus appointment. The committee shall submit its
recommendations through the President of the Board of
Trustees, for approval.

Section 4. Members of the faculty and staff and office personnel shall be
entitled to one (1) salary grade increase upon retirement
which will be the basis for computation of the retirements
and benefits, subject to the approval of the DBM.

Article 107. Health Benefits

There shall be at least one complete annual free


medical physical examination including urine analysis and
chest X-ray for each member of the faculty and staff as
required by the Civil Service Commission.

Article 108. Merit and Awards

Section 1. The College faculty and office personnel shall be entitled to


the following awards:

a. Plaque of Recognition - to be given at the time of


retirement for meritorious service to the College for at
least fifteen years.

b. Loyalty Award - to be given after 10 years to the College


and every five years thereafter.

Section 2. There shall be a committee on awards to administer the merit


and award system (Merit System of the College).

Article 109. Housing and Water Facilities.

The College shall try whenever possible to provide


adequate and convenient housing and water facilities for its
students, faculty, and administrative personnel by reserving
and developing a portion of its campus and/or off campus
sites for the purpose. The administration may implement the
provision by tapping both public and private funding
sources.

Article 110. Organizations and Associations

Any faculty or staff organization or association seeking


College recognition shall submit to the SUC President, a
copy of its Constitution and by-laws and shall be subject to
existing conditions prescribed by the office of the SUC
President and approved by the Board of Trustees.

Chapter 18. GENERAL RESTRICTIONS AND REGULATIONS

Article 111. Restrictions

Section 1. No member of the faculty and staff of the College shall publish
or discuss publicly the proceeding/minutes of the Board of
Trustees or its decision not released for publication without
the written permission of the SUC President.

Section 2. No member of the faculty and staff of the College shall publish
or discuss publicly any information concerning a particular
department or Unit not released for publication without the
written permission of the Dean or Campus Administrator
concerned and the President of the Institution.

Section 3. No member of the faculty and staff of the College shall publish
or discuss publicly charges or complaints against any
member of the faculty, officer and employee concerning his
official duties or his private life or conduct. Any complaint or
charge shall be addressed to the proper authorities of the
Institution for action before resorting to any alternative or
remedy available to the aggrieved party.

Section 4. No member of the faculty shall enter into agreement with any
student of the College involving money, property or other
valuable considerations which might influence the scholastic
standing of the student.

Section 5. No textbook whether printed or duplicated shall be required as


basic instructional material in any class unless approved by
the proper committee created by the SUC President through
the VP for Academic Affairs.

Section 6. Members of the faculty of the College shall be encouraged to


accept invitation to speak at graduation exercises, special
convocations, seminars, workshops, conferences,

professional meetings and other similar activities for


professional growth and community service, and the time
spent in going to returning from the same shall be counted
as official. Unless other arrangements are made,
transportation to and from the place shall be provided by
the College.

Section 7. Any faculty who shall violate any rules and regulations as
provided for by the CSC Book of rules and discipline will be
given corresponding disciplinary action.

ACADEMIC AFFAIRS

Chapter 19. ACADEMIC AFFAIRS

Article 112. Scope

Book 3 discusses matters on academic affairs, on such items as academic


calendar and classes, admission and retention policies, and rating system.

Article 113. Academic Calendar

Section 1. The academic calendar shall be within the calendar issued by


the Commission on Higher Education and the details thereof
prepared by the College Registrar in consultation with the
Vice President for Academic Affairs subject to the approval
of the SUC President.

Section 2. Each semester shall consist of at least eighteen weeks or 54


hours of (90 Days) class work. The summer session shall be
equivalent to class work in one semester.

Section 3. All class hours lost due to fortuitous events such as typhoons
and earthquakes shall be made up for.

Section 4. All academic and co-curricular affairs or activities of every unit


in the College shall be reported to the VP for Academic
Affairs before the beginning of the school year so that this
can be included in the general framework of the academic
calendar.

Article 114. Schedule of Classes

Section 1. Schedule of classes shall be prepared by the Deans/Program


Chairs to be consolidated by the Schedule Coordinator in
coordination with the General Education Supervisor, and be
approved by the VP for Academic Affairs/Campus/College
Administrators.

Section 2. Classes shall not be scheduled outside of the regular office


hours. If classes are scheduled outside office hours, the
faculty member concerned shall be entitled to honorarium

based on rates approved by the Board of Trustees, except


for those classes under the regular load of the teacher.

Article 115. Orientation and Re-orientation Program.

An orientation and re-orientation program for all


students shall be prepared and conducted by the Director
of Student Affairs of each Campus at most (Second Week)
after the start of classes.

Article 116. Class Size

Section 1. The size of a class shall depend upon accommodations and


the nature of class activity, whether lecture, discussion or
laboratory.

Section 2. The maximum class size for the different class activities shall be
as follows:
Academic Class .......… 30-40
Laboratory Class ....…. 25-30
Lecture (Plenary) ………… 70-80

Section 3. No class shall be divided into sections primarily to enable the


instructor to comply with the regulations governing teaching
load.

Section 4. Class sections may be fused for valid reasons, provided that
the class size does not exceed the maximum set in Section 2
of this Article, provided, further, that such fusion is not in
conflict with the students' schedule for other subjects.

Section 5. The VP for Academic Affairs, Campus Administrators,


Deans/Directors, Principals and other Academic Heads are
tasked with the enforcement of these rules.

Section 6. No departure from the foregoing rules shall be made by any


faculty member without previous authorization from the
Dean or Unit Head concerned and approval of the Vice
President for Academic Affairs. Such departure shall be
included in the Annual Report referred to in the succeeding
section.

Section 7. At the end of every academic year, each Dean/Director/


Campus Administrator shall present a report which includes
the preceding summer term, together with

recommendations on class size in his unit. On the basis of


these report and other available data will be submitted to
the Vice President for Academic Affairs who shall present his
recommendations/problems of class size in the various
colleges to the College President.

Article 117. Class Dismissal and Change of Time Schedule

Section 1. Classes shall start promptly on schedule.

Section 2. All classes shall be dismissed on time. Faculty may dismiss


his/her class early only in unusual cases and with the
authority of the Deans or College/ Campus Administrator
concerned for which a written report shall be submitted by
the teacher stating the reason for such action.

Section 3. No classes shall be dismissed by the Dean without authority


from the SUC President/College Administrator except in case
of fortuitous events and such other events as determined by
the SUC President that may adversely affect class
attendance of students.

Section 4. No faculty member shall meet his/her class or students for


consultation at a time, place or date other than the
designated one, except when expressly authorized by the
Dean or College/ Campus Administrator/ Vice President for
Academic Affairs.

Section 5. All classes shall be automatically suspended when PAG-ASA


raised Typhoon signal number three (3) in the area of the
College and such other events as determined by the SUC
President that may adversely affect class attendance of
students.

Chapter 20. ADMISSION, REGISTRATION AND RETENTION

Article 118. Entrance Requirements

Section 1. The entrance requirements shall be as prescribed by the


different Colleges/ Schools, Campuses recommended by
the Academic Council and approved the Board of Trustees.

Section 2. Every applicant for admission shall meet all entrance


requirements prescribed by the College/School/department
concerned.

Section 3. Foreign students shall be required to meet the entrance


requirements prescribed; provided, that their previous
training was obtained in an institution of recognized
standing.

Article 119. Admission Requirements

Section 1. No qualified student shall be denied admission to the College


academic programs by reason of age, sex, ethnic
considerations, socio-economic status, religious beliefs,
political affiliations, conviction or ideology, disabilities (PWD)
and special needs.

Section 2. Every applicant for admission to the College’s degree


programs must meet the requirements for admission
prescribed by the College and its academic unit
concerned.

Section 3. Only students who have been duly registered shall be admitted
to class.

Article 120. School Fees (Regular and Miscellaneous Fees)

Matriculation, registration, tuition and other school fees of the


College shall be authorized by the Board of Trustees subject
to such exemptions or reductions as may be promulgated.

Article 121. Registration

Section 1. No student shall be registered in any subject after two weeks


regular class meetings have been held.

Section 2. Registration made after the regular registration period


indicated in the College academic calendar shall be
subject to a fine for late registration. (20% of the total tuition
fee)

Section 3. Special students may register after regular registration period


without the payment of fine for late registration but subject
to other existing regulations of the College.

Article 122. Cross Registration

Section 1. No student should cross register in any other College or


department of the same College without the prior
permission of the Dean of the College / School College
Administrator in which the student is primarily enrolled.

Section 2. No students enrolled in State College shall be admitted to any


of the campuses of the College without written permit from
the Registrar of the former institution. The permit shall state
the total number of units for which the student is registered
and the subject/s he is authorized to take.

Section 3. The total number of units and credits for which a student may
register in two or more College/campuses/department in
the College shall not exceed the maximum load allowance
by the rule in academic loads or the minimal load
prescribed by the curriculum he is enrolled.

Article 123. Retention Policy

Section 1. No student in all Board Courses shall be allowed to continue


enrolling the next semester if he/she fails in any two subjects
taken in the previous semester. However he/she can
transfer to other institution or shift to other courses in other
colleges of the College.

Section 2. No student in all Non-Board courses shall be allowed to


continue enrolling the next semester if he/she fails in any
three subjects taken in the previous semester or subject to
their existing retention policy of the program.

Article 124. Classification of students

Section 1. Students shall be classified as follows:

a. Regular/full-time - A regular student is one who is


registered for normal academic credits and who
carries the courses called for in a given semester by
the curriculum for which he is registered. If a student
has already finished some of the required courses, the
earned credit shall be added to the units he is
actually taking in the computation of his load for the
purpose of determining his status.

b. Irregular/part-time - An irregular student is one who is


registered for formal credits but who does not carry
the subjects for a full load called for in a given
semester by the curriculum for which he is registered.

c. Special - A special student is one who is enrolled to


earn units but not seeking a degree.

d. Transfer student is one who comes from another


institution who is registered after qualifying for
admission to the College.

e. Working Student is one who include in a full-time or


part-time-basis while studying or is officially enrolled.

f. Foreign Student is one who is a citizen or resident of


another country but is officially enrolled in the
College.

Section 2. Other classifications of students are as follows:

a. Freshman - A freshman is a student who has not


finished the prescribed subjects of the first year of his
curriculum or 25% of the total number of units required
in his entire four-year degree program or 20% in the
case of the five-year degree program.

b. Sophomore - A sophomore is a student who has


satisfactorily completed the prescribed units of the
first year of his curriculum, or has finished more than
25% but not more than 50% of the total number of
units required by his entire four-year degree program
or more than 20% but not more than 40% of the total
number of units required in the case of a five-year
degree program.

c. Junior - A junior is a student who has completed the


prescribed subjects of the first two years of his
curriculum or has finished more than 50% but not
more than 75% of the total number of the units
required by his entire four-year degree program, or
more than 40% but not more than 60% of the total
number of units required in the case of five-year
degree program.

d. Senior. A senior is a student who has completed the


prescribed subjects of the first, second and third years
of his curriculum or has finished more than 75% of the
total number of units required by his entire four-year
degree program. In the case of a five-year degree
program, one is classified as a pre-senior student if he
has finished more than 60% but not more than 80% of
the total number of units required by his five-year
degree program. In case of the five-year degree
program, one is qualified as a senior student if he has
completed the prescribed subject of the first, second,
third and fourth years of his curriculum or has finished
more than 80% of the total number of the units
required by the curriculum.

Article 125. Residency

Section 1. Undergraduate

a. For a regular student, if the course taken is a four-year


program, a student shall be given two (2) extra years
to finish the course.

b. For a five-year program, a student shall be given two


extra years to finish the course.

c. Failure to complete within the specified period, a


student shall be not allowed to graduate, instead, he
shall be advised to transfer to other institutions outside
NIPSC.

Section 2. Graduate Courses

a. For a Masters Program, a maximum of 5 years is


granted to finish the course for a full-time student and
6 years for a part-time student. Failure to complete
the course within the duration, all subjects taken shall
be forfeited/ invalidated or can be retaken or re-
enrolled.

b. For a Doctoral Program, a maximum of 7 years is


granted to finish the course for a full-time student and
8 years for a part-time student. Failure to complete
the course within the duration, all subjects taken shall

be forfeited/ invalidated or can be retaken or re-


enrolled.

Article 126. Academic Load

Section 1. One semester unit is equivalent to eighteen (18) weeks full hours
of instruction in the form of lectures, discussion, tutoring or
recitation or a combination of these forms within a semester
or summer term.

Section 2. An undergraduate student shall not be allowed to enrol not


more than 21 units a semester, except in cases where the
curricular program allows him to carry more. A graduating
student as a special case, may be permitted/allowed to
enrol a maximum 30 units during his/her last semester as
recommended by the Dean/Directors and approved by the
VP for Academic Affairs.

Section 3. During the summer term, the normal load shall be six (6) units of
technical and laboratory subjects, nine (9) units of
non-laboratory subjects for the undergraduate students.
Only in exceptional cases, as determined by the Dean, shall
students be allowed to carry nine (9) units of laboratory
subjects and twelve (12) units of non-laboratory subjects in
the summer term.

Section 4. The Director of Student Affairs, upon the recommendation of


the Dean where the subject is given/offered, may limit the
academic load of full-time or part-time working students.

Article 127. Attendance.

Section 1. The rules on attendance laid down herewith shall be followed


in all colleges and departments including the NSTP and in
Physical Education.

Section 2. Whenever the student has been absent from a class for three
consecutive class meetings, a report thereof shall be sent
immediately by the faculty concerned to the Program
Chair/Department Chairperson/Principal of the student and
to the Dean. The Department Chairperson shall call the
student and correspondingly notify the parents/guardian
immediately.

Section 3. Late enrolment shall be considered as time lost.

Section 4. Three tardy arrivals shall be equivalent to one-hour period


absence. Tardy arrival is recorded when a student arrives in
class after the teacher has called the roll; absence is
non-appearance of the student for the entire class period.

Section 5. The College Physician may issue certificate of illness, however,


medical certificates of other duly-licensed physicians shall
be honored.

Section 6. When absence of the student reaches 20% of the hours of


recitation, lecture, laboratory or any other scheduled work in
one course, he shall automatically be dropped from the
course. If 60% or more of the absences are all unexcused,
the student shall be given a grade of "5.0" otherwise, he shall
be merely dropped without a grade.

Article 128. Refund of Fees

Section 1. Upon withdrawal of registration or grant of honorable dismissal,


a student shall be entitled to a refund in tuition fees in
accordance with the following schedule:

a. Within one week from the opening of the classes 75%

b. Within the second to the fourth week from


the opening of the classes 50%

c. After the fourth week no refund

Section 2. When the students withdraw before the opening of the classes,
all tuition fees shall be refunded.

Section 3. In case of the student's death or physical incapacity during the


semester, tuition fees shall be refunded upon request by the
family.

Section 4. Full refund of tuition fee for a course may be allowed only in
case of forced dropping of the student by administration.

CHAPTER 21. CURRICULAR CHANGES

Article 129. Adding, Dropping or Changing of Subjects

Section 1. Dropping of subjects shall be allowed within two weeks of


regular class meetings have been held.

Section 2. After three-month period, a student may be allowed to drop a


subject only by reason of illness, duly certified by college
physician.

Section 3. Adding and/or dropping of subjects within one week after


opening of the classes shall be deemed completed only
upon passing the prescribed form, through the accounting
office and filed with the office of the registrar.

Section 4. Transfer of students to other class/section shall be made only


with the consent of the instructors concerned.

Article 130. Request for Unscheduled Subjects

Section 1. Subjects unscheduled for a given term may be offered upon


written request of at least fifteen 15 students, duly endorsed
by the Department Chairperson and approved by the Dean
and concurred of the VPAA.

Section 2. Subjects may be scheduled by the Dean to be offered in a


term when requested by at least five graduating students
provided that written request is made at least two weeks
before the start of the registration period, subject for
approval of the Vice President for the Academic Affairs.

Article 131. Substitution of Subjects

Section 1. Every subject substitution must be based on at least one of the


following:

a. When a student is enrolled in a curriculum that has been


superseded by a new one, and the substitution tends to bring
the old curriculum in line with the new;

b. When there is conflict of schedule between the two subjects;

c. When the required subject is not offered.

Section 2. Every request for substitution must be between subjects that


are similar in content and has the same number of units and
must be approved by the Department Chair and concurred
by the Dean/Director.

Section 3. No substitution shall be allowed for any subject prescribed in


the curriculum in which the student has failed or received a
grade of "5.0" except when the proposed substitute covers
substantially the same subject matter as the required
subject.

Section 4. All applications for substitution shall be acted upon by the


Dean concerned within three days for submission. In case
the action of the Dean is adverse to the recommendation,
the student concerned shall be notified immediately. He
could appeal to the Vice President for Academic Affairs
whose decision shall be final.

Article 132. Transfer Students

Section 1. Transfer students may be allowed under certain limitations;

a. Must have a weighted average grade is 2.5 or better for


undergraduate; and, 1.75 for graduate students;

b. Must have completed not more than 50 percent of the


unit requirement to the course;

c. Shall be on probation basis until such time as the official


Transcript of Records from the school last attended is
received;

d. Must validate the equivalent courses where they


obtained grades lower than "2.0", "85%", or "B" at least one
week before registration if they expect to receive credit for
the courses;

e. Those coming from institutions that are members of


PASUC, ACAP or from institutions accredited by AACCUP or
other accrediting agencies are not required to meet the
weighted average of "2.5", "80%", or "B", nor to validate
previously earned units, the courses to be credited shall be
determined by the Dean or by the Registrar;

f. Shall complete in the College at least 50% of the units


required for graduation in his program;

g. Must submit a certification of honorable dismissal and a


certificate of good moral character from the school he last
attended.

Section 2. The regular period for the holding of validating tests shall begin
two weeks prior to the first day of registration for each term
and shall end a week before the start of registration. There
shall be no fee for validating tests taken during this period.
Teachers who administer and score the tests during this
period shall be entitled to service credits.

Section 3. Validating tests may be held outside the period set in the
preceding section with the consent of the Dean and upon
payment of a fee per subject, approved by the BOT which
entitles the teachers who prepares and scores the tests.

Section 4. A degree holder may be given credits for equivalent courses


without validating them, but such credits must not exceed
50% of the total number of units required for graduation. The
subjects to be credited shall be assessed by the Dean
concerned, subject to approval of the Vice President for
Academic Affairs.

Section 5. Each college or unit may promulgate rules on admission and


granting of credits to transfer students consistent with the
general rules set by the College Academic Council.

CHAPTER 22. EXAMINATION AND GRADES

Article 133. Examinations

Section 1. Examinations are integral component of instruction and shall


be administered by the instructor, subject to policies/rules for
the purpose of formative and/or summative evaluation of
student performance.

Section 2. The schedule for midterm and final examinations shall be


prepared by the Campus Registrar upon consultation of the
Dean and approved by the VPAA. The schedule shall be
posted in conspicuous places at least one week before the
scheduled examinations.

Section 3. The regular period for each examination shall be two hours.

Article 134. Grading System

Section 1. The performance of Undergraduate students in class shall be


graded at the end of each term using numerical grades in

Section 3. The Graduate School shall follow the same grading system with
the lowest passing grade of “2.0”.

Section 4. The instructor has the sole authority to determine and give
grades to his students.

Section 5. Every faculty member shall submit his report of grades not later
than ten working days after the examination period at the
end of each term.

Section 6. No faculty member shall change any grade after the record
has been filed with the registrar. In exceptional cases
however, when an error has been committed, the instructor
may request authority through official channels to make the
necessary change. If the request is granted, a copy of the
resolution authorizing to change shall be forwarded to the
Office of Registrar for correction of records. However, on no
case shall grades be changed beyond one year after initial
filing, nor shall any change operate to the prejudice of the
student.

Section 7. No student of the College shall directly or indirectly influence


his professor or professors to give him a certain grade or ask
another person to influence his professor similarly. Any
student violating this rule shall lose credit in the subject/s
concerned.

Section 8. The grades of “INC.” is given if a student’s whole class standing


throughout the semester is passing, yet fail to take the final
examination or fails to complete other requirements of the
course, due to illness or other valid reasons. Removal of the
deficiencies must be done within the prescribed time by
passing an examination or meeting all the requirements for
the course, after which the student shall be given a final
grade on his overall performance.

A grade of “INC.” not completed within the period of


one (1) year shall be automatically becomes “5.0”. The
registrar is authorized to make the automatic conversion of
”INC” to “5.0”.

Section 9. “4.0” means conditional failure. It may be made up for by


successful repetition of the course, or by passing re-
examination. If the student passes the examination, he gets

a grade of “3.0” but if he fails “5.0” is given. Only re-


examination is allowed which should be taken within one
semester. If the student does not remove the grade of “4.0”
within the one semester, he may earn credit for a course
only by repeating and passing it. A grade of “4.0” given for
the first semester work of a two-semester course shall be
converted to a grade of “3.0” if the student passes the
second semester part of the same course in the same
academic year. If he fails, the grade of “4.0” which he
received for the first semester work shall be converted to a
grade of “5.0”.

CHAPTER 23. RULES ON SCHOLASTIC STANDING

Article 135. Scholarships

Section 1. Scholarship in the College shall be classified into (1) entrance


scholarship; (2) institution or full scholarship; (3) government
scholarship, and (4) unit or partial scholarship.

Section 2. Entrance scholarship is extended by the College to the


Valedictorians and Salutatorians from public and private
schools. They are entitled to full and 50% free tuition,
provided they will enrol in regular program/course. Entrance
scholar shall maintain an average of 1.5 or better with no
grade below 2.5 at the end of the semester. Failure to
comply with such requirement shall terminate the
scholarship.

Section 3. A full scholarship of free tuition shall be enjoyed by any


undergraduate student who obtains at the end of a
semester an average grade of 1.5 or better, with no grade
lower than 2.50 in any subject. Some privilege will be
enjoyed also by the SBO President, and dependent of
faculty and staff of the College. Some members of the
College Band/Drum and Bugle Corps, and other cultural
groups representing the College, may also be given full or
partial scholarship based on criteria formed by a committee
created by the President.

Section 4. A unit or partial scholarship consisting of 50% discount in tuition


fees shall be enjoyed by any undergraduate student who
obtain at the end of the semester an average grade of 1.75
or better with no grade lower than 2.75 in any subject. This is

also true to student athletes representing the College at


regional sports competition.

Section 5. Government scholarships is extended to students by virtue of


the operation of laws of the land like those for children of
elected Barangay officials and veterans of the military
service.
Section 6. An institution (or full) and a unit (partial) scholarship shall last
only for one semester, and is renewable for the succeeding
semester if the student meets the conditions prescribed.

Section 7. A student shall enjoy only one scholarship grant at a time.

Section 8. Special grants are those extended by the College as approved


by the Board of Trustees like those given by the private
sectors/donors and other government entities.

Section 9. No student who has previously enrolled in the tertiary course


shall be eligible for admission as an entrance scholar.

Section 10. A student on scholarship support who voluntarily gives up the


scholarship before finishing the degree shall refund the
amount extended without interest.

Section 11. A scholar with any scholarship grant who at the end of the
semester cannot meet the grade requirement of the
scholarship shall be terminated.

Article 136. School Delinquency

Section 1. Barangay Council Scholars, and SK Scholars shall maintain an


average of 2.5 or better. Failure to comply with prescribed
requirements shall terminate the scholarship.

Section 2. Any student enjoying any scholarship will be determined from


such scholarship grant if he/she fails in one subject enrolled
during the duration of the grant. He/she shall be dropped
from the College/department where he/she is enrolled.

Article 137. Scholastic Delinquency

Section 1. The Academic Council of the College shall approve suitable


and effective provisions governing undergraduate
delinquent students, subject to the following minimum
standards, to wit;

a. Warning - Any student who, at the end of the semester, obtains


final grades below "3.0" in 25% to 48% of the total number of
academic units enrolled shall be warned by the Department
Chairman through the adviser to improve his work;

b. Probation - Any student who, at the end of the semester, obtains


final grade below "3.0" in 50% to 75% of the total academic
units in which he has final grades shall be placed on
probation for the succeeding semester;

c. Dismissal - Any student who, at the end of the semester, obtains


final grade below "3.0" in more than 75% of the total
academic units in which he has final grades shall be
dropped from the rolls of the college. He may be
encouraged to shift to other courses within the College
upon the recommendation of the Department Chairperson.

Section 2. Any student on probation, in accordance with the provisions of


the preceding section (b), who again fails in 50% or more of
the total number of units in which he receives final grades
shall be dropped from the rolls of the college subject to the
provisions of the preceding section (c).

Section 3. Any student who, at the end of the semester or terms fails in
100% of the academic units in which he is officially enrolled
for credits shall be advised to shift to other
department/program.

Section 4. Disqualification to enrol in the mentioned preceding section


does not apply to cases where grades of "5.0" were due to
the student's unauthorized dropping of the courses and to
poor scholastic performance as certified by the faculty and
Department Chairperson concerned. However, if the
unauthorized dropping takes place after the mid-semester
and the student's class standing is poor, the grade of "5.0"
shall be counted against him. The recommendations of the
Department Chairperson and the Dean concerned shall be
based on the individual merit of the case; provided, that in
case of re-admission into the College, the action shall be
“warning".

Section 5. A mark of “incomplete” should not be included in the


computation of scholastic delinquency unless it is replaced
by the final grade, in which case said grade shall be

included in the computation during the semester when the


removal is made.

Section 6. Pre-requisite courses wherein a student has failed shall take


precedence over other courses in his succeeding
enrolment.

Section 7. In cases of conflict between the action of the Dean and the
recommendation of the Department Chairperson on
re-admission of a student, it shall be elevated to the College
Administrator/Vice President for Academic Affairs whose
decision may be appealed to the SUC President, for final
decision.

Article 138. Honorable Dismissal

Section 1. Honorable dismissal is voluntary withdrawal from the College


with the consent of the Registrar or equivalent official duly
authorized by the SUC President. All indebtedness to the
College must be settled before a statement of honorable
dismissal shall be issued. The statement shall indicate that
the student withdraws in good standing as far as character
and conduct is concerned. If the student has been
dropped from rolls on account or poor scholastic
performance, a statement to the effect shall be added to
the honorable dismissal. A certification of good moral
character may be issued separately.

Section 2. A student in good standing who desires to sever his connection


with the College shall present a written request to this effect,
signed by his parent or guardian addressed to the Registrar.
If the request is approved, the student shall be granted
honorable dismissal.

Section 3. A student who leaves the College for reason of suspension,


dropping or expulsion due to disciplinary action shall not be
entitled to honorable dismissal. Should he be permitted to
receive his transcript of records or a certification of his
academic status from the College, it shall contain a
statement of the disciplinary action rendered against him.

Section 4. A grade of “INC.” shall be included in the computation to


evaluate scholastic standing; when it is replaced with a
numerical grade the latter shall be included in the grades
during the semester when the removal is made.

Section 5. Required courses wherein a student has failed shall take the
precedence over other courses to be enrolled in the
succeeding term.

Section 6. Cases of conflict between the action of the Dean and the
recommendation of the Director of Student Services on re-
admission of a student shall be elevated to the Director of
Instruction whose decision may be appealed with the
President of the State College, who shall be the final arbiter.

Article 139. Leave of Absence

Section 1. Prolonged leave of absence from study shall require written


petition from the Dean or equivalent official stating the
reasons for the leave and shall specify the period of the
leave which shall not exceed one academic year.

Section 2. Withdrawal from the College without formal leave of absence


shall be a ground for the curtailment of registration
privileges.

CHAPTER 24. GRADUATION

Article 140. Graduation Requirements

Section 1. A student shall be recommended for graduation only after he


has satisfied all academic and other requirements for
graduation prescribed in his curriculum.

Section 2. A graduating student shall accomplish an application form for


graduation and submit to the deans/directors and forward
to the office of the Registrar during enrolment for his last
semester at the College.

Section 3. The College Registrar shall assess the academic record of each
candidate to ascertain whether or not he has fulfilled all the
requirements for graduation; provided that, should any
question regarding a candidate, be raised by the
Academic Council, his name should not be deleted from
the list of candidates for graduation; however, footnotes to
that effect should be indicated.

Section 4. The College Registrar shall post on the bulletin board of every
department or unit a complete list of the candidates for
graduation for the semester at least two months before the
end of the semester. The list of the candidates for
graduation must be deliberated upon or endorsed by the
Academic Council to the Board of Trustees for confirmation.
Section 5. All candidates for graduation shall have their deficiencies
settled and their records cleared not later than one month
before the end of their last semester at the College.

Section 6. No student shall be allowed to graduate from the College


unless he has completed at least one year of residence work
immediately prior to graduation.

Section 7. No student shall be issued diploma, certificate or transcript of


records if he does not pay the required graduation fees and
all other school fees.

Article 141. Graduation With Honors

Section 1. Students who complete their courses with the following


weighted averages, computed on the basis of credits, shall
be graduated with honors to be inscribed on their diplomas:

Summa Cum Laude 1.24 to 1.00


Magna Cum Laude 1.49 to 1.25
Cum Laude 1.75 to 1.50

Computation of the average grade shall be carried


up to two (2) decimal places.

Section 2. Grades in all academic courses prescribed in the curriculum


shall be included in the computation of weighted average
provided, that in case of students graduating with honors in
courses whose prescribed length is less than four years, title
of honors shall be equivalent to English terms namely: "With
Honors", "With High Honors", With Highest Honors" shall be
used instead.

Section 3. Students who are candidates for graduation with honors should
have completed in the College at least 75% of the total
number of academic units required for graduation and must
have been in residence therein for at least two years
immediately prior to graduation.

Section 4. In the computation of the final average of students who are


candidates for graduation with honors, only credits earned
while in residence shall be considered; provided, they have
no grade lower than "2.5" or its equivalent, obtained in
another school.

Section 5. Students who are candidates for graduation with honors should
take a load of at least fifteen units per semester.

Article 142. Commencement and Baccalaureate Exercises

Section 1. The College Registrar shall take charge of the arrangements for
the commencement and baccalaureate exercises. He/she
may call upon the different department chairmen and units
assistance in carrying out the plans.

Section 2. The commencement and baccalaureate exercises for all


graduating students of the College who are to receive titles
in the tertiary and higher levels shall be held in the same day
and on the date fixed for graduation on the academic
calendar.

Section 3. All graduating students shall attend the commencement and


baccalaureate exercises as scheduled unless the College
Registrar recommends the graduation of a student in
absentia on grounds of sickness or other equally serious
reasons which must be supported by strong evidence;
provided, that the student has met all the requirements for
graduation including payment of all necessary fees.

Section 4. Graduating students who absent themselves from the


commencement and baccalaureate exercises without
being excused, as provided for in the preceding section,
shall not be awarded their diplomas or certificates until such
time as they attend regular commencement and
baccalaureate exercises; provided, however, that transcript
of records may be issued when this is legally required for the
taking of any examinations to be given by any legal body or
agency or for employment before the next commencement
and baccalaureate exercises; provided, that the diploma or
certificate is not used.

Section 5. The diploma and certificate shall bear only one date which
shall be the date of the commencement exercises.

BOOK FOUR
STUDENT AFFAIRS AND SERVICES
Book Four discusses matters regarding student affairs and services, the
administrators and faculty members who work with the students, as well as
students’ right, duties and privileges.

Chapter 25. STUDENT SERVICES

The Student Services offered in the College are primarily under taken by
the Office of the Student Affairs and Services (OSAS) which administers and
manages student activities through its various service units. These service units
are responsible for the planning/programming and implementation of student
activities and welfare.

Article 143. Students Welfare

These are the basic services and programs of the college needed
to ensure and promote the well-being of the students.

Section 1. Information and Orientation Services

This area disseminates school rules, policies and regulations and


familiarizes the college personnel. Also, this provides students with
personal-social, educational-academic, and vocational-occupational
orientation.

Section 2. Guidance and Counseling Services

This service unit provides programs and activities aimed at helping


students adjust to college life by helping them understand themselves
better, improve interpersonal relationship, make intelligent decisions and
prepare for a lifelong s career. It provides information to enable students
to explore occupational areas and to identify prospects for employment.

1. TESTING

This service ensures that all applicants for incoming academic


year are well-screened. College Admission Test and interview are
conducted to qualify every interested individual to enrol in this College.
In addition, psychological tests are also administered.

2. COUNSELING

This service is better described as the heart of the entire guidance


program having the basic functions of stimulating the counselee in
creating insights for solving personal problems and in making objective
judgments.

3. SPIRITUAL DEVELOPMENT

This dimension aims to deepen the students’ self-knowledge and


relationship with God.

4. INDIVIDUAL INVENTORY

An indispensable process of knowing individual’s interests, abilities,


strengths and weaknesses. These pieces of information are systematically
arranged and organized to give on hand understanding and information
on the behaviour of the counselee.

5. CAREER GUIDANCE

The focus of this program is to guide the students to make the best
career choice and decision.

6. PREVENTION AND WELLNESS

This is geared towards equipping students with necessary attitudes,


skills and knowledge to make them active participants in societal
transformation.

7. EVALUATION

Evaluative tools are used to analyze the strengths and weaknesses


of the guidance services.

8. REFERRAL

The purpose of the referral process is to provide timely and potent


support to start a suitable plan of action for students at various levels of
need.

9. FOLLOW-UP

This service is used to determine goal attainment and client


satisfaction.

Section 3. Career and Job Placement Services

The focus of this program is to guide the students to make the best
career choice and decision towards occupational fitness and
employment.

The unit caters to the needs of NIPSC students and graduates to


make them more globally competitive and productive. It provides
employment counseling, career guidance, values development seminar
and other related pre-employment activities. It also provides placement
services to graduates through its linkages with private, government, local
and foreign agencies.

1. Career Development Training. This aims to provide career


development training to students from first year to fourth year in
coordination with the Guidance Services (i.e. Career Orientation
Program). This also provides enhancement and skills training and pre-
employment for students and job seekers in preparation for employment
(i.e. Jobs Clinic, Pre-employment Seminar, Pre-employment Testing).
These training services are extended to other neighboring schools (high
schools).

2. Employment Assistance/Placement Services. This involves


exploration of employment options for students and graduates, whether
part-time, internship, apprenticeship, permanent employment or self-
employment. This also provides information about employment trends,
establishes internal or external linkages with government agencies,
private companies, and other offices and coordinates with embassies for
foreign employment. The activities include Job Fair, Job Listing, Job
Opportunities, Advertisement, Campus Recruitment, Internet Links and
MOA signing with government agencies such as Department of Labor
and Employment (DOLE) and the like.

3. Career Counseling. Through the Career and Job Placement


Services in coordination with the Guidance Services, the Career
Counseling service is extended not only to the first year students via
programs like Career Orientation but also to the NIPSC graduates.

4. Follow-up/Tracer Study of Graduates. This includes monitoring of


employment status of NIPSC graduates for employment assistance. This
aims to keep an updated list of graduates and their employment and to
inform graduates about job opportunities.

Section 4. Economic Enterprise Development

This unit refers to the services and programs that cater other
economic needs of the students through various profitable activities such
as but not limited to students cooperatives, entrepreneurship, income
generating projects, and savings.

Section 5. Student Handbook Development

This area provides mechanisms to the collection, organization,


construction, development, and revision of student handbook through
different media of dissemination with the student’s involvement.

Section 6. Student Welfare and Benefits

1. Student’s Group Insurance

1.1 All students of NIPSC are enrolled in a group accident


insurance plan. Medical, burial and death benefits are given to
students who meet accidents, whether inside or outside of the
college premises within the period of coverage.

1.2 Coverage: the insurance will cover all insured students against
loss resulting from accidental bodily injuries or death. The
coverage is stipulated in the insurance policy contract.

2. Financial Incentive to Dean’s Listers

2.1 Rationale

For past years, studies and researches had proven that


giving incentives has been one of the key factors of one’s
improvement, success and even excellence which promote high
level of enthusiasm and eagerness towards persistence and
hardship. With the above explicit elaboration, the Administration
of Northern Iloilo Polytechnic State College would like to extend
its warmth commendation and due recognition to those students
who strive hard, make effort, suffice dedication, and value
education by giving incentives. This is one way to encourage and
motivate students to excel in their field of interests and crave for
more colourful academic achievement and be an aperture to
promote high educational pursuit that may lead to the high
number of graduates of the college who are academically
competent and skilled.

2.2. Qualifications:

a. The grant incentive can be availed by the bonafide dean’s


lister of any department of the college and its external campuses.

b. Have at least a general weighted average of 1.5 or better


and with no grade lower than 2. 0 in any subjects including NSTP
during the previous semester.

c. Have no documented serious violations of the college rules


and regulations.

d. Applicant should be of high moral and ethical standards.

Article 144. Student Development

This program provides activities that will enhance, develop and


deepen leadership skills and social responsibility of the students.

Section 1. Student Activities

This area of the office extends assistance and guidance,


monitors on-going plans and strategies, and evaluates the outcome
of the implemented activities.

Student of this College are free to participate in co-curricular


activities and to express their views and opinions on any public issue
subject to the following conditions:

a. Their participation shall not excuse them from attending classes


and fulfilling other requirements of their course in the College, and

b. Their participation shall be on their own personal responsibility.

Section 2. Student Organization and Activities

A student organization in the College shall be any association,


club or any such organized groups whose membership is composed of
bonafide students of the College.

1. Organizations in the College shall be categorized as follows:

a. Co-curricular organizations which are related to the subject


matter, fields of the interests like Science and
Mathematics or debating clubs;

b. Community service organizations are those whose objective


is for the improvement of quality of service to the people
outside the institution like the Youth Community Service
Club, Youth Environmental Society Organization ( YES O)
or College Red Cross Youth ;

c. Sports, hobby or interest organizations are those which aim


to socialize the individual student, like the religious
groups, fraternities and sororities as approved by law;

d. Cultural organizations are theatrical arts, chorale, dance


and drama groups;

2. Student organization shall be allowed to function upon the


approval of the College President. This is a ministerial function
when requirements are met and the organization is duly
accredited by the Office of Student Affairs and Services (OSAS).

3. Any form of hazing as provided for by law shall be prohibited.

4. The requirements for recognition and approval to function for


new student organizations other than departmental or class
organizations shall be as follows:

a. Permit to be recognized from the office of the Director of


Student Affairs and Services (SAS);

b. Proposed constitution and by-laws;

c. A list of at least 25 officially enrolled founding members duly


certified by the Registrar;

d. At least one faculty adviser;

e. For religious groups, a written authority from their religious


supervisors;

f. Copy of financial statement and accomplishment report for


the preceding year;

g. Members of any organization shall not be given clearance


from the office unless their financial and accomplishment
reports are submitted to the office of the Director of Student
Affairs and Services;

5. Property inventories and bank accounts of student organization


shall be deposited in the Office of the Director of Student Affairs
and Services at the end of the school year for safekeeping and
retrieved by the officers in the succeeding school year.

6. A student organization may have its recognition/accreditation


withdrawn once it has been found to have violated certain
rules and regulations of the College.

7. There shall be a committee on Student Affairs and which shall


serve as consultative body. The committee shall be composed of
the Director of Student Affairs and Services as chairman with two
faculty members from the faculty association and two students as
members appointed by the College Council. The chairman shall
recommend the members for approval by the President of the
College every year.

Section 3. Leadership Training

This unit provides opportunity to the students to enhance and


develop strategic, managerial and leadership skills

Section 4. Supreme Student Council

1. There shall be a NIPSC Supreme Student Council, the operation of


which shall be based on its Constitution and By-laws approved by
the President of the college.

2. There shall be a student council for each campus. The operation of


these council shall be based on the approved student council
constitution and by-laws by the Campus Administrator.

3. The Supreme Student Council is the supreme student organization


in each campus and shall be autonomous with respect to the
formulation of internal rules and activities; provided that these are
subject to limitations prescribed by laws and College rules and
regulations.

4. The Supreme Student Council is the highest governing student


organization of the Northern Iloilo Polytechnic State College Main
Campus. It is composed of a Chairman, a Vice Chairman and
eighteen (18) Councilors duly elected by students in an election
process spearheaded by the College Electoral Committee.

Section 5. Federation of Supreme Student Councils

1. There will be a Federation of Supreme Student Councils for the


whole NIPSC System. This organization will be represented by
NIPSC 2018 College Code 106

elected Supreme Student council (SSC) officers for each campus.


The number of representative that a campus may send will depend
on the number of their officially enrolled students for the current
academic year. One representative will sit for every 300 students
per campus.

2. Northern Iloilo Polytechnic State College Federation of Supreme


Student Councils (NIPSCFSSC) will elect the federation president
who will become the Student Trustee and who will represent the
students in the Board of Trustees for one year as stated in the
constitution and by-laws of the federation.

Section 6. Student Discipline

1. Rights of Students

Subject to the limitations prescribed by law, College policies


and regulations provided the following right to every student:

a. Has the right to receive quality education in line with


national goals, educational objectives and standards of the
State College;

b. Has the right to guidance and counseling to enable him to


understand himself, make intelligent decisions and to select
from the alternatives in line with this potentials;

c. Has the right to enjoy the constitutional guarantee of free


speech and press, the right to express and pursue his
opinions on any subject, provided that such expressions shall
not disrupt the work and discipline of the College;

d. Has the right to participate in the formulation of College


policies affecting them;

e. Has the right to avail of all student services like


medical/dental, libraries, etc., as well as of reasonable
protection within the College premises;

f. Has the right to be informed of the rules and regulations


affecting them;

g. Has the right to participate in curricular and co-curricular


activities subject to existing College rules and regulations;

h. Has the right to be respected as a person with human


dignity; full physical, social, moral, intellectual development
and human healthful conditions of learning;

i. Has the right to enjoy academic freedom in the tertiary and


higher levels;

j. Has the right to be heard in any grievances against any


wrong or injustice committed against him by any member of
the College community in accordance with the defined
channels of authority;

k. Has the right not to be subjected to disciplinary action


without due the process of law;

l. Has the right to access to his own personal records for


purpose of determining his academic performance;

m. Has the right to pursue his course of study therein up to


graduation except in cases of academic deficiency or
violation or disciplinary regulations;

n. Has the right or shall be entitled to expeditious issuance of


certificates, diplomas, transcript of records, grades and
transfer credentials; and,

o. Has the right to peaceful assembly subject to the regulation


of the College and existing laws.

2. Duties and Responsibilities

Every student, regardless of circumstances of birth, shall


have the following duties and responsibilities:

a. Abide by the College rules and regulations;

b. Know the history, philosophy, vision and mission statement of


the College;

c. Uphold the good name of the College by practicing


personal discipline, honesty, patience, fortitude, emotional
stability, self-control and positive attitudes and values;

d. Exert his utmost to develop his potentials for service,


particularly by undergoing an education suited to his abilities
that he may become an asset to himself and society;

e. Respect the customs and traditions of the Filipino people,


the duly constituted authorities, the laws of the land and the
principles of democracy;

f. Participate actively in civic affairs and in the promotion of


the general welfare;

g. Exercise his rights responsively with due regard for the right of
others;

h. Respect and cooperate with teachers, fellow students and


school authorities in the attainment and preservation of
peace and order in the College; and,

i. Help in the observance of individual and social rights, the


strengthening of freedom, and the fostering of cooperation
among nations in pursuit of progress, prosperity and world
peace.

3. Rules and Regulations on Conduct and Discipline

3.1 Every student shall observe the laws of the land and the rules
and regulations of the College.

3.2 For purpose of keeping order so as to promote decorum in


classes, instruction is empowered to send student out of the
classroom for ungentle manly conduct in the class and
immediately thereafter make a report of such action to the
Dean for disciplinary action.

3.3 Any student who makes unnecessary noise in the College


premises shall be subjected to disciplinary action by the
Dean and for second offence the case of the said student
shall be elevated to the Director of Student Affairs who shall
recommend to the Vice President for Academic Affairs for
appropriate action.

3.4 NO SMOKING policy shall be imposed in the school premises.

3.5 Grounds for disciplinary action shall be as follows:

a. Any form of cheating during examinations or any act of


dishonesty;

b. Carrying with the College premises any firearm, knife


with blade longer that two and one inches, any
dangerous or deadly weapon; except those allowed by
the duly constituted authorities;

c. Drinking alcoholic beverages or drunken behavior within


the College premises or any area while performing
College related activities;

d. Unauthorized or illegal possession or use of prohibited


drugs;

e. Gross and deliberate discourtesy;

f. Creating serious disturbance of peace and order in the


College premises or participating therein resulting in
damage to property or violence on persons;

g. Intentionally making false statement of any material


fact, or practicing or attempting to practice any
deception or fraud in connection with admission,
registration, promotion or graduation from the College;

h. Gambling within the College premises; and,

i. Any violation of the law committed within the College


premises.

3.6 Warning

a. Warning shall be issued in writing by the College


authorities to students committing the following offenses:
smoking on the campus grounds; having five (5)
unexcused absences; deliberate non-attendance in
flag ceremonies and flag retreats; non-wearing of the
College uniform and school ID’s; disrupting classes and
assemblies; littering; posting bills in unauthorized area;
and similar offenses specified by the Dean, College
Administrator/Director of Student Affairs and Services.

b. Suspensions

1. Five- Day suspension for three warnings within the


same semester.

2. Ten days suspension for the following offenses;


cheating; entering the campus/classroom drunk;
drinking intoxicating drinks inside the campus;
instigating a quarrel or quarrelling inside the
campus; verbal assaults, inviting student to commit
unlawful acts; vandalism; threatening other students
and members of the staff for discharging their
duties; coercing or intimidating any student to
attend any activity or to be absent from the class;
and, physically attacking any student on no
account.

3. Suspension of the duration of one (1) semester for the


following offenses; theft, extortion, insubordination;
tampering or forging school records and other
relevant documents; assaulting student or person in
authority; carrying deadly weapons; plagiarism;
publishing or circulating derogatory statement
about the institution, its staff member or fellow
student; and other offenses as determined by the
College Grievance Committee and Disciplinary
Board.

a. Dismissal or expulsion is the sanction for the following


offenses:

1. Participating in activities which tend to overthrow the


existing government;

2. Act of lasciviousness/moral turpitude or doing any


sexual act within the College premises;

3. Injuring on purpose another person with a knife or any


bladed weapon or any lethal instrument or object;

4. Possession/distribution and/or using dangerous drugs


on the campus;

5. Participation in hazing;

6. Physically assaulting a teacher or any member of the


staff and student;

7. Gross immorality or flagrant indecency; and/or


unwanted pregnancy due to pre-marital relationship
and pregnancy outside of marriage/or pregnancy
out of wedlock while enrolled in the College;

8. Stealing test question and/or disseminating contents


to other students;

9. Taking the examination in place of another student;

10. Arson;

11. Committing to any violent act while participating in


national or institutional strike, rallies and
demonstrations;

12. Cooperating with bad elements in deliberately


attempting to sabotage, steal or place the school in
danger or in great embarrassment; and,

13. Acting as compliance in any form of crime against


person and/or property.

4. Grievance and Disciplinary Procedure

4.1 There shall be a student Disciplinary Tribunal composed of


the Director of Student Affairs and Services as Chairman
and two members who shall be appointed for two years
from among the faculty and staff of the College. In any
disciplinary case before the Tribunal, a respondent may
request that two students be appointed to sit without
the right to vote with the Tribunal.

The Tribunal shall be under the general supervision of


the Director of Student Affairs and Services who shall
designate whenever requested, the student members to
sit with Tribunal.

4.2 There shall be a College Grievance and Disciplinary Board


to which decisions of the Student Disciplinary Tribunal
may be appealed by the aggrieve party. The Board shall
be composed of the Director of Student Affairs and

Services as chairman, to which the respondent and


complainant belong, two faculty members to be
designated by the President and two students to be
designated by the Supreme Student Council adviser as
members.

4.3 Filing of Charges. A disciplinary proceeding shall be


instituted by the appropriate authority upon the filing of a
written charge specifying the acts of commissions of the
misconduct and subscribe by the complainant or upon
the submission of an official report of the violation of
existing rules and regulations. Upon the filing of said
charge or report with the Student Disciplinary Tribunal, an
entry shall be made in an official entry book kept for the
purpose specifying the person charged, the complainant
or complainants, his witnesses, if any, the date of the
filing, and the substance of the charge.

4.4 Preliminary Inquiry. Upon receipt of the complaint, which


should be under oath, the tribunal shall determine
whether such complaint warrants formal investigation.
When found sufficient, formal charges shall be filed and
served upon its respondent and his parents/guardian.

4.5 Answer. Each respondent is required to answer in writing


within three days from receipt of the charge/s. Formal
investigation shall be held on notice as provide in the
next section.

4.6 Hearing. Hearing shall begin not later than one week after
receipt of the respondent’s answer or after the expiration
of the period within which the respondent shall answer.

In case either complainant or respondent fails to


appear at the place set for the initial hearing after due
notice and without sufficient justification, this fact shall be
noted and the hearing shall proceed ex-parte without
prejudice to the party’s right of appearance in subsequent
hearing.

4.7 Postponement. Application for postponement may be


granted for good cause for such periods as the ends of
justice and the right of parties to a speedy investigation
require provided that no more than three postponement
per party to the litigation shall be allowed.

4.8 Committee Report. The investigation committee shall


forward to the Director of Student Affairs and Services
within fifteen days after the termination of the hearing
complete report of the case and its recommendations
and the specific regulations on which the decision is
based.

4.7 Decision by the Director of Student Affairs and Services. The


Director shall within 10 days after receipt of the
committee report transmit the report, together with his
decision to the College President for execution.

4.8 Appeal to the President. In all cases in which final decision is


not conferred, the respondent may file an appeal to the
President of the College within ten days upon receipt of
the decision.

4.9 Appeal to the President. The President’s action in the


appeal shall be rendered within ten days after the
receipt of the appeal. In all cases of expulsion, the
President shall consult the Executive Committee of the
College.

4.10 Rights of Respondents

Every respondent shall enjoy the following rights:

a. To be subjected to any disciplinary penalty only after


the requirements of due process shall have been
fully complied with;

b. To be convicted only on the basis of substantial


evidence, the burden of proof being with person
filing the charge;

c. To be convicted only on the basis of evidence


presented during the proceedings of which the
respondent has been properly appraised and given
the opportunity to rebut the same;

d. To enjoy, pending final decision on the charges of all


his right and privilege as a student, subject to the
authority of the Director of the Tribunal to order the
preventive suspension of the respondents of not

more than fifteen days where suspension is


necessary to maintain the security of the College;
and,

e. To be defended personally, or by council, or by a


representative of his own choice. If the respondent
desires but is unable to secure services of a council,
he shall manifest the fact at least 2 days before the
date of the hearing and request the Tribunal of the
Investigating Committee to designate a council for
him from among the members of the College.

4.11 Effectivity of Decision. Final decision of suspension or


dismissal rendered within 30 days prior to any final
examination shall take effect during the
semester/summer in which such decision was rendered;
provided further, that when the respondent is
graduating, in which case the penalty shall take effect
immediately.

based on Republic Act 7079 (Campus Journalism Act of 1991)

Article 145. Institutional Students Programs and Services

Section 1. Admission Services

This refers to the services that take care of the processing of


students’ entrance and requirements.

Section 2. Scholarships and Financial Assistance (SFA)

This refers to management, generation and/or allocation of


funds for scholarship and financial aid to deserving students.

1. Scholarship Program

Scholarship is a financial support awarded to students, based on


academic achievement to further their education.

STUDENT SCHOLARSHIPS
Scholarships in the State College are classified as follows:
1. Entrance Scholarship - is extended by the State College
to With Highest Honors and With High Honors students
from public and private schools.

2. Academic Scholarship – is extended to regular students


with a general weighted average of 1.75 or better, with
no grade lower than 2.5 in any subject.

3. Government Scholarship – is extended to students by


virtue of the operation of the laws of the land like those
for children elected Barangay officials and veterans of
military service.

4. Special Grants – are those extended by the State


College as approved by the Board of Trustees or those
given by the private donors.

Conditions for Scholarship:


1. A student shall enjoy only one scholarship support.

2. A student who enjoys a scholarship support and who


voluntarily gives up the scholarship grant before finishing
the degree shall refund the amount extended without
interest.

3. A scholar who, at the end of the semester, cannot meet


the grade requirement of the scholarship shall be
disqualified.

I. Entrance Scholarship

An entrance scholarship is extended by the College to


With Highest Honors and With High Honors from public and
private schools. They are entitled to the benefits and
privileges approved by the Board of Trustees.

4. Must carry the courses called for in a given semester


by the curriculum for which he/she is registered.

5. Has no documented serious violation of the College


rules and regulations or any violation punishable
with suspension.

6. Not enjoying any other scholarship grant.

Services grants, assistantships, and other forms of financial


aid to students shall be awarded in accordance with the
pertinent rules and regulations.

4.1 The College Deans, Department Chairmen, and


College Administrators may recommend to the
President the deserving and promising student to work
as student assistants. The working hours and academic
load shall be based on the recommendation of the
concerned person where he may be assigned.

4.2 The compensation of student assistants shall be in


accordance with the approved rate for student labor
as mandated in the GAA.

4. Tertiary Education Subsidy

Republic Act 10931 otherwise known as the Universal


Access to Quality Tertiary Education Act hopes to answer the
needs of all Filipino people for equal tertiary education in both
for private and public educational institutions.

4.1 Section 7 of RA 10931 provides a Tertiary Education


Subsidy (TES) for Filipino Students to support the cost of
tertiary education aside from tuition and
miscellaneous fees of students enrolled in SUCs, LUCs
and TVIs.

4.2 The Tertiary Education Subsidy (TES) cover the


following:

a. Allowance for books, supplies, transportation and


miscellaneous personal expenses including a
reasonable allowance for documented rental or
purchase of personal computer or laptop and other
educational related expenses.

b. Allowance for room and board costs incurred by


the student.
c. For student with disability, an allowance for
expenses related to the students disability including
special services, personal assistance, transportation,
equipment and supplies.
d. For a student in a program requiring a professional
license or certification, the one (1)-time cost of
obtaining the first professional credentials or
qualifications which may include the following
application fees, notarial fees, review classes fees,
insurance premium fees and documentation fees.
4.3 Requirements to avail the Tertiary Education Subsidy

a. The student must qualify in the admission and


retention policies and procedures of the college.
b. He/She must be enrolled in the program included
in the Registry of Commission on Higher Education
(CHED).
c. He/She must qualify to the policies set forth by the
UniFAST Board.
4.4 Entitlement of all Tertiary Education Subsidy
beneficiaries

a. A full academic-year grant amount for students


enrolled in higher education: first undergraduate
post-secondary programs offered in SUCs subject to
prioritization and yearly renewal based on their
continued studies.
4.5 Student Prioritization
Prioritization shall be given to eligible Tertiary
Education Subsidy beneficiaries in the following
order:
a. Students residing and studying in cities and
municipalities with no existing State Universities and
Colleges (SUC) or LUC campus that are included in
the registry;
b. Students included in the most recently updated
Listahanan;

c. Students not included in (a) and (b) above, and


ranked according to their per capital income to be
determined by the UniFAST Board.
4.6 Exceptions to Tertiary Education Subsidy (TES)
The follows Students are ineligible to avail themselves
of the Tertiary Education Subsidy benefit:
a. Student who did not qualify in the admission and
retention policies and procedures of the college
and the policies set forth by the UniFAST Board.
b. Students who have exceeded the Maximum
Residency Rule of his/her program.
c. Students enrolled in a program not included in the
registry of Commission on Higher Education.
The UNIFAST Board shall release the detailed
guidelines on the procedures to avail the Tertiary
Education Subsidy benefit.

4.7 General guidelines and procedures in availing the TES


benefit:
a. Application: The application period shall be
announced and held at least two (2) times per year.
All eligible students shall directly apply to the UniFAST
through various communication media that shall be
determined by the UniFAST Board.
b. Assessment: Applicants shall be assessed and
ranked by the UniFAST according to student
prioritization.
c. Awarding: Before the beginning of their programs,
eligible students shall be notified directly by the
UniFAST about their Tertiary Education Subsidy (TES)
award.
d. Acceptance and Use The eligible institution shall
allow Tertiary Education Subsidy (TES) awardees to
be admitted even prior to the disbursement of the
Tertiary Education Subsidy (TES) award, provided,
that they directly verify the legitimacy of the award
with UniFAST; provided further, that the awardee
meets the requirements of the Tertiary Education
Subsidy (TES).

e. Disbursement: Beneficiaries shall be made to


submit assessment form(s) or certificate(s) of
registration verified by the registrar of the college as
the pre-requisite document for claiming the Tertiary
Education Subsidy (TES) award for each academic
year or program cycle. Disbursement ofpayments
shall follow these principles:
1. Tertiary Education (TES) benefits intended for
paying tuition and other school fees, as well as
charges for services directly provided by
institutions shall be paid directly to the
institutions, before the end of semester/term,
subject to submission of the required assessment
form(s) or certificate(s) of registration verified by
the registrar.
2. Remaining Tertiary Education Subsidy (TES)
benefits shall be paid directly to the Tertiary
Education Subsidy (TES) beneficiary on a
staggered basis.
f. Renewal: Tertiary Education Subsidy (TES) grants
shall cover periods no longer than one (1) academic
year, provided that the beneficiaries are allowed to
apply for renewal of availing the Tertiary Education
Subsidy (TES) in subsequent years or program cycles,
subject to their continued studies.
5. Student Loan Program for Tertiary Education (Section 8 of RA
10931)

To support further the cost of tertiary education or any part


or portion, a student loan program was established for all
students to be administered by Northern Iloilo Polytechnic State
College Administration in collaboration and coordination with
the UNIFAST Board, Commission on Higher Education (CHED)
and bank partners. The college will offer short term and long
term loans.

5.1 Qualifications to be eligible to Student Loan Program


a. Students shall enrol only in programs that are listed in
the registry.
b. He/She must qualify in the admission and retention
policies and procedures of the college and also the
policies and guidelines set forth by the UniFAST
Board.

c. Students who did not avail of the loan program


during their undergraduate studies may avail of the
loan program for the review expenses for licensure
examinations administered by the Professional
Regulation Commission (PRC).
d. Secured a tax Identification Number from the Bureau
of Internal Revenue (BIR).
e. Secured a Social Security System from SSS.
f. Undergo financial counselling programs to be
provided by the Student Loan Program (SLP)
partner.
g. Have a designated guarantor (parent or guardian), if
the student is availing of short term loans.
5.2 Benefits of Student Loan Programs

a. Eligible borrowers shall receive loan amounts


approved by the Student Loan Program partner,
subject to Student Loan Program guidelines and
policies of Student Loan Program partner in the
case of short term loans or subject to Student Loan
Program guidelines and policies by the UniFAST
Board, in the case of long term loans.
b. Loan proceeds shall be directly paid to the student-
borrower.
c. All student-borrowers shall be subject to financial
counselling programs and other support programs.
5.3 Procedures to avail of Short-Term Loan

a. Students may apply for loans in the office of the


Student and Auxiliary Services office.
b. The office of the Student and Auxiliary Services will be
responsible for the review and approval of the short-
term loan application which shall be consolidated
for submission to the UniFAST Board. Provided, that
eligible students shall be allowed to apply for loans
anytime within the academic year.
c. The college will provide Student Financing Guidance
and Counseling Services for all student-borrower.

d. The college thru the finance division will develop


disbursement policies and submit these to the
UniFAST Board.
e. All short-term loans will be paid back by the student
to the college within one (1) academic year from
the time the loan is approved, subject to repayment
procedures and interest rates of the college.
f. Short-term loans may be converted to long-term
loans, subject to the conversion policies to be set by
the UniFAST Board.
g. The college will be responsible for the tracking and
collection of repayments from short-term loan
student-borrowers, subject to periodic reporting and
monitoring by the UniFAST Board.
5.4 Policies and Procedures to avail of the Long-Term Loan

a. The guidelines on long-term loans will be issued by the


UniFAST Board.
b. The repayment of the long-term loan will commence
once the beneficiary secures any gainful
employment with compensation, remuneration, or
earnings that reach the Compulsory Repayment
Threshold (CRT).
c. The guidelines on the repayment procedures and the
interest rates of the loan will be formulated by the
UniFAST Board.
d. The UniFAST Board will develop an efficient tracking of
student-borrowers of the long-term loans, in addition
to a system of disbursement and collection of
payments, including entering into agreements with
the Bureau of Internal Revenue (BIR), Government
Service Insurance System (GSIS), Social Security
System (SSS), National Bureau of Investigation (NBI),
Department of Foreign Affairs (DFA), Philippine
Overseas Employment Administration (POEA),
Bureau of Immigration and Deportations (BID),
Overseas Workers Welfare Administration (OWWA),
Bangko Sentral ng Pilipinas (BSP), Bankers
Association of the Philippines (BAP), Credit
Information Corporation (CIC), private and public
banks and banking intermediaries, credit
information bureaus, and other government

financial institutions, inclusive of investigating and


checking the whereabouts of delinquent student-
borrowers, and setting up mechanisms of
blacklisting of defaulting student-borrowers in
application for loans, credit cards, and other credit
facilities.
Section 3. Food Services

This unit refers to the insurance of available, adequate, safe


and healthful food within the campus and immediate vicinity in
accordance with the food, safety and sanitation guidelines of the rural
health unit and the Department of Health.

Section 4. Health And Wellness Services

Health Services Office provides free medical/ dental and health


consultations to all registered enrolled students and employees by
licensed health care professionals. This unit offers competent medical/
dental consultation and treatment to the stakeholders. As an
ambulatory health care facility, primary care, health promotion and
education are provided to the NIPSC community. Minor illnesses or
injuries are treated and referral is made if necessary for cases that
need more extensive evaluation for diagnosis and management.
The purpose of Health Services is not merely curative but to help
the stakeholders achieve wellness services to optimum in order to
contribute to the modification of health related barriers to
development, learning and persistence.
The services of the registered nurse and dentist are free of
charge to all students and employees. These services include:

 Medical Treatment for minor illnesses and injuries
 First Aid Care
 Medications (over-the-counter drugs) and some prescription

 Physician Services

Nominal Fees will be charged for some clinical services done by


Medical Officer. These services include:

 Annual Physical Examination of Regular Employees


 Physical/ medical examination for OJT, Sports, Promotion, Hiring
and Training Purposes

1. Hours of Operation

Health Services is open Monday through Friday from 8:00 am –


5:00 pm. Clientele Health Hours are divided between two
locations. The first location is in the Main Campus adjacent to the
Midwifery Building and the other location is in the West Campus
inside the Office of the Campus-in-Charge. A Registered Nurse is
available MWF in the Main Campus Clinic and TTh in the West
Campus Clinic. Physician Services are available only once a week
by appointment. The schedule may change without prior notice.
Health Services Office is closed during weekends and
holidays. Summer Hours are available for employees and only for
students enrolled in the current summer session.

Section 5. Safety and Security Services

This refers to the provision of a safe and secure environment and


that of the members of the academic community.

The provisions of this code shall apply to all bonafide students of


the Northern Iloilo Polytechnic State College. Every student must
observe the following policies of the college for their safety. Those who
violate the foregoing rules and regulations shall be subject to
corresponding penalty.

1. Students are not allowed to stay inside the school premises


after five o’clock in the afternoon. In the event that students
need to practice for the activities of the
department/school/college, and need to stay inside the
school/campus after five o’clock in the afternoon, approved
permit from the office of the College President must be
secured.
2. No student activities will be conducted after the last day of
classes. (e.g. thesis defense, examination, culminating
activity, etc.)

3. Activities conducted beyond official time, students must be


required to submit the parents’ consent duly notarized by a
lawyer and must secure an approved permit from the office
of the College President.
4. Seminars and conferences conducted during Saturdays,
Sundays and holidays are not allowed unless there is a written
permit approved by the College President.
5. All off-campus activities should adhere to CHED issuances.
(e.g. CMO 63, S. of 2017, CMO 26, S. of 2015 )

Section 6. Student Housing and Residential Services

This refers to the assistance provided to ensure access to


accommodation that is safe and conducive to learning.

1. The College shall as much as possible maintain Donations halls


for students and expect them to reside therein. Students not
living in the College residence halls shall reside only in houses
or dormitories except those who are living with their parents
or relatives.
2. Each residence hall shall have a house Manager/Resident
adviser who is responsible for the maintenance of order and
discipline among the resident students and the improvement
of their personal behaviour and academic work. The
Resident adviser and his staff shall serve under the rules and
regulations that may be prescribed by the President of the
College. They shall be under the supervision of the Director of
Student Affairs and Services to whom all breaches of
discipline and conduct shall be reported.
3. The Director of Student Affairs shall be responsible for the
assignment of students to the different residence hall and
shall see to it that only student with goof character
certification are admitted.

Section 7. Multi-faith and Inter-faith Services

This unit refers to the provision of an environment conducive to free


expression of one’s religious orientation in accordance with institutional
principles and policies.

Section 8. Foreign/International Students Services

This refers to the provision of assistance to address the needs of


foreign students.

All foreign students shall be subjected to DFA, CHED, BID and


College rules and regulations. In addition to these rules and
regulations, the Director of Student Affairs and Affairs may issue the
necessary guidelines to ensure the general welfare for special
orientation.

1. Immediately after having been admitted to the College, the


foreign student shall report to the office of the Director of
Student Affairs and Services for special orientation.

2. A faculty adviser for foreign students shall be designated by


the President of the College upon recommendation of the
Director of Student Affairs and Services.

Whenever necessary, a foreign student’s adviser under the office


of the Director of Student Affairs shall be appointed whose function
shall be to look after the welfare of the foreign students enrolled in the
College.

Section 9. Services for Students with Special Needs

These are programs and activities designed to provide equal


opportunities to Persons with Disabilities (PWDs), indigenous peoples,

needs).

1. Legal Basis

Republic Act No. 8371 (The Indigenous Peoples’ Rights Act of 1997).

An Act to recognize, protect and promote the rights of indigenous


cultural communities/indigenous peoples, creating a national
commission on indigenous peoples, establishing implementing
mechanisms, appropriating funds therefore, and for other purposes.

Declaration of State Policies, letter (f) states that the State


recognizes its obligations to respond to the strong expression of the
ICCs/IPs for cultural integrity by assuring maximum ICC/IP participation
in the direction of education, health, as well as other services, in order
to render such services more responsive to the needs and desires of
these communities.

Republic Act 7277 (Magna Carta for Disabled Persons)

An Act providing for the rehabilitation, self-development and self-


reliance of disabled person and integration into the mainstream of
society and for other purposes.

Declaration of Policies, letter (a) states that disabled persons are


part of the Philippines society, thus the senate shall give full support to
the improvement of the total well-being of disabled persons and their
integration into the mainstream of society; also in the same section
letter (e) the state shall advocate for and encourage respect for
disabled persons, and exert all efforts to remove all social, cultural,
economic, environmental and attitudinal barriers that are prejudicial
to disabled persons.

This Act shall covers all disabled persons and, to the extent herein
provided, departments, offices and agencies of the National
Government or non-government organization involved in the
attainment of the objectives of this Act.

2. Definition of Terms

Indigenous People (IP) – refers to a group of people or


homogenous societies identified by self-ascription and ascription by
others, who have continuously lived as organized community on
community bounded and defined territory, and who have under
claims of ownership since time immemorial, occupied, possessed and
have utilized such territories, sharing common bonds of language,
customs, traditions, and other distinctive cultural traits or who have,
through resistance to political, social, cultural inroads of colonization,
non-indigenous religious and cultures, became historically
differentiated from the majority of Filipinos.

a. Disabled Persons – are those suffering from restriction of


different abilities, as a result of a mental, physical, or sensory
impairment, to perform an activity in the manner or within the
range considered normal for a human being;

b. Disability shall mean (1) a physical or mental impairment that


substantially limits one or more psychological, physiological or
anatomical function of an individual or activities of such
individual; (2) a record of such an impairment; (3) being regarded
as having such an impairment;

c. Handicap refers to a disadvantage for a given individual


resulting from impairment or a disability, that limits or prevents the

functions or an activity, that is considered normal given the age


and sex of the individuals.

3. Implementing Policies

a. Indigenous Students

1. Provide psychological interventions through case


management approach;

2. Empower and develop their skills to promote independence


from economic aids;

3. Ensure their access to participate in socio-cultural activity;

4. Identify their priority needs to facilitate better adjustment;


and,

5. Respect their socio- cultural and religious practices but


encourage to avail of opportunities for growth in general.

b. Handicapped Students

1. Develop an accessible and alternative modes of learning


relevant and appropriate to their specific necessities and
situations;

2. Provide priority lane in any office transactions;

3. Encourage respect for their physical and mental limitations;

4. Advocate the use of the language trend that involves


putting the person first, not the disability;

5. Promote opportunities to maximize their strengths and


potentials; and,

6. Provide a walk way in every school building/structure


designed for their safety and convenience.

Section 10. Guidelines and Policies on Acts of Bullying

An act requiring all elementary and secondary schools to adopt


policies to prevent and address the acts of bullying in their institutions.

1. Acts of Bullying – For purposes of this Act, “bullying” shall refer to


any severe or repeated use by one or more students of a
written, verbal or electronic expression, or a physical act or
gesture, or any combination thereof, directed at another
student that has the effect of actually causing or placing the
latter in reasonable fear of physical or emotional harm or
damage to his property, creating a hostile environment at
school for the other student; infringing on the rights of the
other student at school, or materially and substantially
disrupting the education process or the orderly operation of
a school, such as, but not limited to, the following:

a. Any unwanted physical contact between the bully and the


victim like punching, pushing, shoving, kicking, slapping,
tickling, headlocks, inflicting school pranks, teasing, fighting
and the use of available objects as weapons;

b. Any act that causes damage to a victim’s psyche and/or


emotional well-being;

c. Any slanderous statement or accusation that causes the


victim undue emotional distress like directing foul
language or profanity at the target, name-calling,
tormenting and commenting negatively on victim’s looks,
clothes and body; and

d. “Cyber-bullying” or any bullying done through the use of


technology or any electronic means.

The term “bullying” shall also include:


a. “Social bullying” – refers to any deliberate, repetitive and
aggressive social behavior intended to hurt others or to
belittle another individual or group.

b. “Gender-based bullying” – refers to any act that humiliates


or excludes a person on the basis of perceived or actual
sexual orientation and gender identity (SOGI).

2. Adoption of Anti-Bullying Policies – All elementary and


secondary schools are hereby directed to adopt policies to
address the existence of bullying in their respective
institutions.

a. Bully – refers to any student who commits acts of bullying as


defined by the Act or Implementing Rules and Regulations (
IRR ).

b. Bullied or Victim – refers to any student who experiences the


acts of bullying or retaliation as defined by the Act or IRR.

4. Implementing Policies

a. All members of the faculty and staff are expected to deal


accordingly with minimum delay once an incident is
reported, with students who are the victims of ( alleged )
bullying. Witness statements may be taken and evidence
gathered from many sources in order to establish or
discredit claims. Reports of bullying are forwarded to the
Committee on Discipline.

b. The course of interview with students who are alleged to be


perpetrators of bullying is listened to with utmost attention
and noted carefully in writing. Further, counseling is done
both for the perpetrator and the victim on separate and
joint sessions.

c. Where incidents of cyber-bullying are reported, even if it is


outside of school hours, the College is still responsible to
investigate and take action about the alleged incident.

d. Disciplinary action, in line with the College Code of


Discipline or established range of sanctions, will be
observed where necessary. Such actions may include
reprimand/warning from the principal or chairperson,
letters or meetings with parents, internal suspension or
dismissal from the College.

e. If there is a need to pursue appropriate criminal charges


against the bully or offending student, the case shall be
reported to proper police/court authorities.

Section 11. Guidelines and Policies on Mental Health for Students

An act establishing a national mental health policy for the purpose


of enhancing the delivery of integrated mental health services,
promoting and protecting the rights of persons utilizing psychiatric,
neurologic and psychosocial health services appropriating funds
therefor, and for other purposes.

1. Declaration of Policy – The State affirms the basic right of all


Filipinos to mental health as well as the fundamental rights of
people who require mental health services.

2. Integration of Mental Health into the Educational System – The


State shall ensure the integration of mental health into the
educational system, as follows:

a. Age-appropriate content pertaining to mental health shall be


integrated into the curriculum at all educational levels; and

b. Psychiatry and neurology shall be required subjects in all


medical and allied health courses, including post-graduate
courses in health.

3. Mental Health Promotion in Educational Institutions – Educational


institutions, such as schools, colleges, universities, and technical
schools, shall develop policies and programs for students,
educators, and other employees designed to raise awareness
on mental health issues, identify and provide support and
services for individuals at risk, and facilitate access, including
referral mechanisms of individuals with mental health conditions
to treatment and psychosocial support.

All public and private educational institutions shall be required


to have a complement of mental health professionals.

4. Definition of Terms

a. Mental Health refers to a state of well-being in which the


individual realizes one’s own abilities and potentials, copes
adequately with the normal stresses of life, displays resilience
in the face of extreme life events, works productively and
fruitfully, and is able to make a positive contribution to the
community.

b. Mental Health Condition refers to a neurologic or psychiatric


condition characterized by the existence of a recognizable,
clinically-significant disturbance in an individual’s cognition,
emotional regulation, or behaviour that reflects a genetic or
acquired dysfunction in the neurobiological, psychosocial, or
developmental processes underlying mental functioning. The
determination of neurologic and psychiatric conditions shall

be based on scientifically-accepted medical nomenclature


and best available scientific and medical evidence.

c. Mental Health Facility refers to any establishment, or any unit


of an establishment, which has its primary function, the
provision of mental health services.

d. Mental Health Professional refers to a medical doctor,


psychologist, nurse, social worker or any other appropriately-
trained and qualified person with specific skills relevant to the
provision of mental health services.

e. Mental Health Service Provider refers to an entity or


individual providing mental health services as defined in this
Act, whether public or private, including, but not limited to,
mental health professionals and workers, social workers and
counsellors, peer counsellors, informal community caregivers,
mental health advocates and their organization, personal
ombudsmen, and persons or entities offering non-medical
alternative therapies.

f. Mental Health Services refer to psychosocial, psychiatric or


neurologic activities and programs along the whole range of
the mental health support services including promotion,
prevention, treatment, and aftercare, which are provided by
mental health facilities and mental health professionals.

g. Mental Health Worker refers to a trained person, volunteer or


advocate engaged in mental health promotion, providing support
services under the supervision of a mental health professional.

5. Implementing Policies and Programs

a. Promote positive mental health through information dissemination,


personal and group sharing.

b. Increase understanding and awareness of common mental health


issues among students through homeroom/ group guidance
activities.

c. Provide interventions such as skills-building and youth development


to promote good mental health.

d. All members of the faculty and staff are involved in identifying


students with mental health concerns. Upon identification, proper

referral is done to the guidance office for immediate action.


Priority counselling and other related interventions are provided by
the guidance counsellor to the concerned student.

e. Encourage students to get help when they need it. Further,


information on confidentiality is given and that only those who
need to know about it in order to help will know about the
situation.

f. Parents must be informed and students may choose to tell their


parents themselves. Students should be given the option of letting
the guidance counsellor and/or faculty to inform their parents for
them or with them.

g. Provide support to students suffering from mental health issues and


their peers, and parents/guardians.

h. An outside referral may be necessary when an issue presented is


beyond the scope, training and/or expertise of the guidance
counsellor and/or any personnel of the college. This is to ensure
that proper mental health services are provided by mental health
professionals.

Section 12. Guidelines and Policies on Acts of Sexual Harassment

An Act declaring Sexual Harassment unlawful in the employment,


education or training environment, and for other purposes.

1. Declaration of Policy. – The State shall value the dignity of every


individual, enhance the development of its human resources,
guarantee full respect for human rights, and uphold the dignity of
workers, employees, applicants for employment, students or those
undergoing training, instruction or education. Towards this end, all
forms of sexual harassment in the employment, education or
training environment are hereby declared unlawful.

2. Work, Education or Training-Related, Sexual Harassment Defined –


Work, education or training-related sexual harassment is committed
by an employer, employee, manager, supervisor, agent of the
employer, teacher, instructor, professor, coach, trainor, or any
other person who, having authority, influence or moral ascendancy
over another in a work or training or education environment,
demands, requests or otherwise requires any sexual favour from the
other, regardless of whether the demand, request or requirement
for submission is accepted by the object of said Act.

In an education or training environment, sexual harassment is


committed:

a. Against one who is under the care, custody or supervision of the


offender;

b. Against one whose education, training, apprenticeship or


tutorship is entrusted to the offender;

c. When the sexual favor is made a condition to the giving of a


passing grade, or the granting of honors and scholarships, or the
payment of a stipend, allowance or other benefits, privileges, or
consideration; or

d. When the sexual advances result in an intimidating, hostile or


offensive environment for the student, trainee or apprentice.

Any person who directs or induces another to commit any act


of sexual harassment as herein defined, or who cooperates in the
commission thereof by another without which it would not have
been committed, shall also be held liable under this Act.

3. Forms of Sexual Harassment

a. Physical – malicious touching, overt sexual advances, gestures


and lewd insinuations

b. Verbal, such as, but not limited to requests or demands for


sexual favors and lurid remarks

c. Use of objects, pictures or graphics, letters, written notes, text via


cellphones with sexual underpinnings

4. Implementing Policies

a. Any student who believes he/she has been sexually harassed by


any member of the faculty or staff of this college may report to
the Guidance Counselor, Director of Student and Auxiliary Services
and/or Dean/Department Head to discuss the alleged act.
Information gathered is handled with strict confidentiality.

b. Upon agreement between the concerned student and any of the


abovementioned college representative, the case shall be
forwarded to the Grievance Committee for investigative
procedure.

c. The results of the investigation shall be reported to the complaining


student by the Head of the Grievance Committee.

d. If proven that the alleged offending faculty or staff is guilty,


immediate and appropriate discipline, up to and including
discharge or expulsion based on the Civil Service Commission laws
shall be imposed.

e. The victim and/or family may pursue criminal charges against the
offending party.

Section 13. Culture and Arts Programs

This area refers to the set of activities designed to provide


opportunities to develop and enhance talents, abilities and values for
appreciation, promotion and conservation of national culture and
multi-cultural heritage.

Section 14. Sports and Development Programs

This area refers to programs designed for physical fitness and


wellness of students.

1. Every student duly registered in the College shall upon payment


of athletic fee, be a member of College Athletic Association, the
governance of which shall be vested in the Board of Athletic
Affairs which shall be composed of the following:

a. The Vice President of Academic Affairs or his authorized


representative as chairman;

b. The Sports Director or his equivalent, Vice chairman;

c. The Director of Student Affairs, member;

d. Coordinator – Cultural Affairs;

e. Coordinator for Sports Development and,

f. One representative from the students shall be designated by


the Supreme Student Council.

2. The Board of athletics shall lay down the athletic policies of the
College, administer the financial affairs of the association and

seminar co-curricular activities of the College in accordance with


approved policies by the Board of Trustee.

Section 15. Social and Community Involvement Programs

It refers to the programs and opportunities of the college designed


to develop social awareness, personal internalization and meaningful
contribution to national building.

Section 16. Guidelines for the Award of Cash Incentives to Topnotchers of


Licensure Examinations

1. The College shall award cash incentives to topnotchers of


licensure examinations to recognize the graduate’s outstanding
achievement. The cash incentives shall be:

Section 17. Return Service System

Rule II Section 4 of the Implementing Rules and Regulations of


Republic Act No. 10931, otherwise known as the Universal Access to
Quality Tertiary Education Act of 2017 states that student who is eligible
and qualified to receive the free higher education will render a return
service to the college.

1. Exception from the imposition of the Return Service shall be given


to the following:

a. President/Chairman of the Supreme Student Council


b. Editors-in-Chief of the College Publication
c. Chairman/President of the component school/council
d. Corps Commander of the students military training corps
e. Member of a College Choir
f. Member of a College Dance Troupe
g. Member of a College Performing Arts
h. Member of College Varsity

2. Qualification

a. Must have a weighted average of at least 2.5 and no grade


below 2.75 and with a load of at least 15 academic units per
semester;

b. Varsity athletes must have no failing grade in the previous


academic year and must have a load of at least 15 academic
units per semester. A maximum of two (2) incomplete grades
per semester automatically disqualify the athlete for the grant.

3. Requirements

a. Must have a recommendation from the adviser/trainer/sports


coordinator/athletic manager or their equivalent;

b. Must be a bonafide student of the College for the current


semester;

c. Rating card indicating the subjects and the equivalent grades


taken during the previous semester, duly signed by the
Department Chairman and authenticated/verified by the
College Registrar;

d. One (1) piece 1x1 ID picture;

e. One (1) long, white folder; and

f. Field up application form

Section 18. Library

The NIPSC college library has been revised by the registered


librarians, support staff of the library NIPSC system. To ensure
consistency and clarity, the concerned personnel of the different
campuses contributed policies and procedures to improve the
content of library manual. The policies reflect the mission, goals and
objectives of NIPSC system library.

The NIPSC library, through its resources, services, facilities and


personnel provides quality services and fulfill the needs of its users.

2. SECURITY – OPENING AND CLOSING


The NIPSC main library is using automated attendance
system in monitoring the coming in and out of patrons. Opening of
the library is 10 to 15 minutes before the scheduled time to switch
on computer servers, lights, air-condition and computer units. This is
to ensure that all sections are ready and prepared to cater the
users.
For closing, the library personnel and working students are
responsible for turning off the lights, closing of windows at their own
areas of assignment. Ten (10minutes) are allotted before closing
time to ensure that the building and other equipment have been
cleared. The library users have the right to stay in the reading areas
up to the closing time.

3. RULES AND REGULATION


As an integral part of a dynamic educational institution, the
NIPSC Library aims to maintain an atmosphere that is conducive to
learning, research and relaxation. For this reason, library users are
expected to conform to certain standards of conduct to maintain
conducive learning environment.

4. SUGGESTIONS AND COMPLIMENTS


The Library encourages users’ opinions regarding all aspects
of its operation. All comments are welcome and will be reviewed
by the college librarian and library board committee. After a

The NIPSC Library is open to all registered students, faculty
and staff who would like to avail its services. Borrowing privileges
are only for those students, faculty and staff who have applied for
a library card and for those who are currently enrolled.

6. INSTRUCTION AND ORIENTATION POLICY


Library instruction is provided to all registered students and
faculty members of NIPSC. This is to provide the means for student
to be aware of the different services and resources of the library. It
also helps students to familiarize with the location of the resources,
services and the system used in the library through its website.
Further, it teaches basic library research/information literacy skills
and enhances classroom assignments with library resources and
instruction.

7. ORGANIZATIONAL STRUCTURE
For smooth, prompt, efficient and effective communication,
the chain of command in the organization should be observed. An
effective chain of command is essential for the employee to carry
out its mission and provides direction and ensures efficiency in the
assignment of duties. The management and operation of NIPSC
college library follow the organizational structure. The corporate
power of the college is vested exclusively in the Board of Trustees
and the College President as the chief executive. The Vice
President for academic affairs assists the College President and the
Director of Students Affairs Services who is designated by the
college president to formulate and implement policies related to
students’ welfare.

10. CIRCULATION OF BOOKS


Library circulation comprises the activities around the
lending of library books and other library resources to its users.
NIPSC system library uses manual and automated system. The
library provides friendly and courteous service to each patron in
lending library resources. The primary objective is to fulfill the
information needs of the NIPSC library users. Policies and
procedures in these services are also provided.

B. ATTENDANCE AND CIRCULATION STATISTICS


For the purpose of annual reports and self-evaluation, NIPSC
library maintains library statistics of users. Statistics are normally
taken on a daily basis, which makes it easy to compute a monthly,
quarterly and yearly figure. The purpose of this report is to know the
number of users that come into the library within a day, week,
month and year, and also number of materials consulted and
actual borrowed. Patron transactions and materials checked out
are recorded. This enables the library to determine the strength
and weaknesses of its collection.

Automated attendance is implemented to monitor the coming in


and out of the library users. The reports were generated using DLM
system.

Note: At the end of the semester award is given to the top 3 users
who gain the highest number of frequently borrowed books.

C. GUIDELINES FOR PHOTOCOPYING OF LIBRARY MATERIALS


Photocopying of the materials is allowed thirty minutes before the
closing time of the library subject to the library policy.

D. AUDIO-VISUAL POLICY
The Audio-Visual is one of the units of the library. It houses and
circulates materials and equipment for instructional purposes. The
AVR resources provide a variety of current media resources and
appropriate equipment and technologies to support the
educational goal of NIPSC library. Rules and regulations in the use
of the NIPSC AVR are also provided.

E. POPULAR VIDEOS AND DVD COLLECTION LOAN POLICY

There are two types of video:


a. Instructional – these videos are selected to enhance the
academic programs. These materials are circulated for faculty
use only and may be viewed by students and community
borrowers in the library.
b. Popular – these are popular movie intended for information and
entertainment use. These are intended for home use, but
copyright guidelines allow for limited use as instructional
materials. Videos for these collections are based on a variety of
patron interest and are purchase/acquire to expand the
reading/viewing interest of patrons. Policies on these services are
also provided.

providing access to information of all types in a wide range
of formats, the NIPSC College Library is pleased to offer free

access to the internet via wireless network within the Library


premises. The Library’s wireless access points, also known as
hot spots or Wi-Fi is provided during the Library’s regular
hours of operation and no authentication is required to
connect. Most Wi-Fi equipment will be compatible; however
the Library can make no guarantee as to compatibility of
any equipment with the library's network.

Section 19. On-the-Job Training

On-the Job Training (OJT) means, training in the public or private


sector that is given to the students. It involves teaching the skills,
knowledge, and competencies which are needed to perform a
specific job within the workplace and work environment. This is the only
practical way of learning a job and working with an experienced
worker in a particular trade or profession. Through on-the-job training,
students acquire both general skills that they can transfer from one job
to another and specific skills that are unique to a particular job. It
typically includes verbal and written instruction, demonstration and
observation, and hands-on practice and imitation.

1. General Objectives of the Program

In line with the State College thrust to meet the industry’s


demand for technically competent and well-rounded NIPSC
graduates, the practicum Program aims to:

a. Give the student exposure to the actual technical and


managerial aspects of the various job related professions;

b. Enable the student to gain experience, related and apply the


theories he/she learns in school to real industrial situations and
problems;

c. Give the students an insight of the various operations,


processes, techniques and controls presently used in industry;

d. Develop and install a positive attitude, self-confidence and self-


motivated personality responsible and professional in handling
tasks; and,

e. Inculcate to the students the importance of human relations in


the working place or environment.

2. General Requirements of Each Program

a. A student must meet the program requisite before he/she


undergoes OJT.

b. All students whose program course with OJT will enroll and will
undergo the practicum program depending on the required
number of hours. It is either during the semester or during summer.

c. A student must meet the required minimum number of hours of


exposure in their chosen program of study

d. The chairman of the Department will be the adviser of the


students in their OJT with supervision of the OJT supervisor.

e. A student is required to submit a final report at the end of


his/her practicum.

3. Procedures and Guidelines

a. The office of the OJT supervisor will provide a list of host


companies where students can choose from and have
practicum.

b. A term before a student plans to enroll for practicum; he/she


must consult the list and looks for a possible venue for his/her
practicum. If the student wishes to take a practicum in a
company not listed by OJT supervisor, he/she should approach
the Supervisor or Chairman of the Department to obtain an
approval.

c. The Chairman of the Department will be the adviser of the


student. Subject to the conditions under the Duties and
Responsibilities of the OJT supervisor.

d. The student then gets a LETTER OF INTENT (LI) addressed to the


company concerned and endorsed by the Chairman. (Only the
OJT Supervisor can endorse on behalf of the College Instructors or
Professors of the Department for endorsement). The student may
send LIs to more than one company with the Chairman’s
approval and/or knowledge.

e. The student may personally deliver or mail the letter to the


company and wait for acceptance.

f. When the student receives an Approval signed by the Head of


the Company, he/she must inform the adviser of his/her
acceptance.

g. The adviser must in turn coordinate and confirm with said


company regarding the student’s acceptance to undergo
practicum with them. The adviser/OJT Supervisor and the
company’s representative should agree with the period and
schedule of the student’s practicum.

h. The student then submits the WAIVER FORM (WF), signed by


his/her parent and guardian to his/her adviser.

i. The student can then enroll for the practicum subject and start
his/her practicum on the recommended date.

j. Within a period of two (2) weeks from the start of his/her


practicum, the student submits and accomplishes the TRAINING
SCHEDULE FORM (TSF) and shows this to the adviser for comments
and approval.

k. The student is required to make a weekly report. The adviser


checks this on a monthly basis, preferably on the last Saturday of
every month at a designated place.

l. The student should at all times keep the documents pertaining


to his/her practicum. However, the adviser must be informed of
any new documents of forms that was accomplished in relation to
his/her training. He/she complies all these document for his/her
final report.

m. The student must comply with the general guidelines of the


company regarding their own practicum program policy.

n. The student must complete at least the minimum no. of hours in


one company. If for any valid reason, he/she cannot comply with
the required no. of hours in one company, he/she has to look for
another company and complete the required minimum credits.
This has to be done upon approval of the adviser, the Department
Chairperson, the OJT Supervisor and Student Auxiliary Services
Director.

o. Upon completion, the student is required to obtain from the


company the following documents: (a) a Certificate of
Completion and (b) the final Evaluation Form.

p. The student is then required to prepare a written report as


outlined in VI: General written Report Format, and submits this to
the adviser one (1) week before the Course Card Distribution Day.

4. Duties and Responsibilities of a Host Company

a. Through the immediate supervisor or through the Human


Resource Department or equivalent office, ensures that the
practicum a student undergoes is technical in nature and related
to the student’s present course.

b. Ensures a safe working environment for students undergoing


practicum.

c. Assigns an immediate supervisor who will monitor the


attendance and performance of the student for the duration of
the practicum, in coordination with the Practicum adviser.

d. Upon completion of the required number of hours, let the


student to submit to the Adviser a certificate of Completion
starting the student’s general performance and that the student
has satisfactorily completed all requirements.

e. Through the assigned supervisor, fills-up the Evaluation Form,


signs and seals, and submits this to the adviser through the
student.

f. Informs the school through the adviser, Chairman and of other


matters related to the student’s practicum program in the
company.

5. Grading System

The grading system to be adopted by all departments would be


based from the following:

The adviser gives the student’s grade, based on the following criteria:

Company - 70%

Passing Grade: 75%

6. General Practicum Written Format

All students undergoing practicum is required to submit a


bounded Written Report about the practicum. The contents of the
bounded report are as follows:

a. Assessment of Practicum Program (Reaction Paper by the


student: with the following suggested format)

1. Title Page
2. Table of Contents
3. Brief History/Background of the Company/Company

b. Weekly Progress Reports Compilation (NIPSC-OJT-08)

c. Photo Gallery (Working environment)

General Provisions

Section 1. This Code shall be consistent with the provisions of the Rules and
Regulations or Acts that may be issued or passed by Congress or
by the Office of the President, Department of Budget and
Management, Commission on Higher Education, Civil Service
Commission, Commission on Audit and other government
agencies on matters concerning education, research, extension,
and resource generation.

Section 2. This Code should also be supplemented/complemented by


resolution passed by the Board of Trustees as the need arises.

Section 3. The rules and governance of College and Colleges particularly


its enabling act or charters and other laws passed by Congress
to this effect shall an automatically amend or modify any
provision of this Code which is not consistent with the said laws
and its implementing guidelines.

Section 4. Issuances from the Office of the President, DBM, CSC, CHED,
PASUC, DOST, DEP ED and COA shall be respected.

Section 5. Any article or section of this Code may be amended as the


need arises as determined by the Board of Trustees, the policy-
making body of the College.

Section 6. Any amendment to this Code shall be first be submitted by the


College President to the Administrative Council/Academic
Council for deliberation before it is forwarded to the Board of
Trustees for final action.

Section 7. Amendments duly approved by the Board of Trustees shall take


effect the following year.

CONCLUDING CHAPTER

Amendments

Section 1. Save on the matters specially provided for by law, any provision
in this Code may be amended at any regular meeting of the
Board of Trustees, or of the Academic Council by two-third votes
of all members present subject to confirmation of the Board of
Trustees.

Section 2. All existing rules and regulations which are inconsistent with the
provisions of this Code are hereby repealed accordingly.

Section 3. This code shall take effect thirty (30) days after its approval by
the Board of Trustees based on its authenticated resolution duly
received by the College President and therefore amends the
present 1998 College Code of NIPSC Estancia.
