A Proposed Satellite Office of National Bureau of Investigation

Chapter I: Project Background
1.1 The Project
The National Bureau of Investigation (NBI) is one of
the most essential Agencies in the Government of
the Philippines, which undertakes efficient detection
and investigation of crimes and other offenses
against the laws of the Philippines. The National
Bureau of Investigation (NBI) was created on
November 13, 1936, under the Commonwealth Act
No. 181 and saw the inception of the National
Bureau of Investigation, it is originally called the
Division of Investigation patterned after the US
Federal Bureau of Investigation or the FBI.
According to Section No.5 of “The National Bureau
of Investigation Reorganization and Modernization
Act of 2004” Introduced and signed by Manuel B.
Villar Jr, The NBI shall be composed of at least
14,000 employees, 5,000 of whom shall be NBI
Agents/ Special Investigators deployed in all
Congressional Districts and who, together with the
existing and qualified personnel of the NBI, shall
form the nucleus of the newly organized NBI,
provided that such number of employees may, from
time to time as the exigency of the service may
require, be increased by the Director. The NBI shall
be composed of a Director, a Deputy Director, and
eight (8) Assistant Directors for the following
services:
- Special Investigation Services
- Regional Operations Services
- Intelligence Services
- Comptroller Services
- Administrative Services
- Human Resource Services
- Technical Services
- Legal Service
On the date of June 19, 1947, the Republic Act No.
157 was established and Reorganized the Division
of Investigation Into the Bureau of Investigation
under the Department of Justice (DOJ). Two years
after(October 4, 1949), Executive Order No. 94 was
ordered and Renamed the Bureau of Investigation
to National Bureau of Investigation under the
Department of Justice (DOJ).
For the future of the New Clark City, the BCDA
President Vince Dizon said during the Sulong
Pilipinas virtual forum that The New Clark City’s
Government Center attracted major government
agencies to relocate in New Clark City. According to
Engr. David, the NBI facilities will be located in a 7
Storey building across the New Clark City Aquatic
Center with a 5-minute walk from the Government
Residences.
The Proposed Satellite Office of the National
Bureau of Investigation aims to provide great quality
of facilities and structures needed by the NBI which
will lead to high-quality service for the Philippine
Government national. This project will also help to
ease the crowd in the current NBI in Metro Manila.
The Proposed Satellite Office will offer the same
services as the NBI Manila has and with that will
also help to achieve convenient access for the
people of Northern and Central Luzon. The Project
will also cover NBI Academy and training facilities
for the NBI agents that will showcase and enhance
the skills, knowledge, and services of the Agency.
This will serve as an invitation for the aspiring
professionals aligned to the industry of NBI.
1.2 Project Objectives
The Proposed Satellite Office of the National
Bureau of Investigation aims to provide great quality
of facilities for the NBI agents that will lead to high
quality and achieve excellence in the service for the
Philippine Government. The Project aims to:
● Design a facility that will persuade the
aspiring agents to be part of the NBI
through the help of NBI Academy and
Training Center, Also to Design a facility
that will produce quality service and
excellence for service in the Philippine
Government
● Improve the physical conditions and
promote a healthy lifestyle through the
 help of training facilities and Improve the
knowledge in terms of technologies
● Ease the crowd in the current NBI in Metro
Manila, to provide security and convenient
access for the people of Northern and
Central Luzon
1.3 The Client
National Bureau of
Investigation
NBI is an Agency of the
Philippine Government that
undertakes efficient
detection and investigation
of crimes and other
offenses against the laws
of the Philippines. The
Branch of Agency for the Proposal in the New Clark
City.
Department of Justice
The DOJ is the
government's principal law
agency. As such, the DOJ
serves as the government's
prosecution arm and
administers the
government's criminal justice system by
investigating crimes, prosecuting offenders, and
overseeing the correctional system. The National
Bureau of Investigation is Under the Department of
Justice.
BCDA Group
The BCDA Group is a
prime mover of national
development. They
transformed former military bases and properties

partnership with the private sector with integrity,
excellence, and efficiency in the stewardship of
government resources. They create sustainable
urban communities to uplift the lives of Filipinos.
The Sample Projects are The New Clark City,
Bonifacio Global City, Clark International Airport,
and Subic-Clark-Tarlac Expressway.
1.4 Project Scope and Limitation
The Proposed Satellite office of the National Bureau
of Investigation is focused on providing excellence
in service through the quality of facilities and
helping to produce well-trained aspiring NBI Agents
and Investigators.
The proposed project does not include training and
producing personnel for other branches of the
Philippine government such as PNP, AFP, Navy.
The proposed project for the training center does
not offer courses for an undergraduate program, as
per the qualifications of NBI agent qualifications the
applicant should be a Lawyer or a CPA, For the
Special Investigator qualifications must be a
Bachelor’s Degree holder, Board passer or Civil
service professional eligible.
1.5 Project Development
Input
● List the services the proposed satellite
government office will provide in
accordance with the existing National
Bureau of Investigation office located in
Ermita, Manila
● Research the primary and supplementary
space requirements and design
considerations to cater to the services the
government office offers.
● Study modern building technologies that
can be used for the design phase of the
project.
Process
● Gather data of the requirements according
to the standards of the National Bureau of
Investigation.
● Determine the laws and city ordinance of
the proposed site to be used as a basis for
the layout, plan, and design of the project.
● Acquire architectural-related information
aligned with local and foreign NBI facilities.
