Please disseminate the attached Memorandum to all local government units in your area of jurisdiction citing that ARTA will be issuing a Notice of Warning to the 892 LGUs which failed to comply with the aforementioned MC. On March 13, 2021, ARTA issued Memorandum Circular (MC) No. 2021-03 otherwise known as Final Notification For Government Offices which have not previously submitted their Citizen's Charter and Certificate of Compliance since the enactment of R.A. No. 11032 and Extension of submission of updated or revised Citizen's Charter. As of October 11, 2021, there are about EIGHT HUNDRED NINETY-TWO (892) LGUs which failed to comply with the aforementioned MC. Accordingly, ARTA will be issuing a Notice of Warning to the said cities and municipalities pursuant to ARTA’s mandate under Sec. 17 (c) of R.A. No. 11032. Should the LGU still fail to comply to the notice, ARTA will commence the filing of administrative case against the head of the office or agency. In this regard, we are requesting your assistance to cause the dissemination to all concerned LGUs of their inclusion in the attached list to immediately comply with the provisions of ARTA M.C. No. 2021-03 and the provisions of Rule IV, Sec, 3 of the Implementing Rules and Regulations of R.A. No. 11032.
