1 Scope

This specification together with the Purchase Order defines the minimum requirements
for Flouroprotein Foam For Pure MTBE and 15% MTBE/Gasoline Blended
Hydrocarbon Fires (hereinafter called concentrate) used in mechanically producing air
foam from fresh and sea water with UL-Listed compatible nozzles for fighting liquid
hydrocarbon fires in storage tanks and ground spills. This specification also includes
the qualification procedure for initial approval of concentrate under this specification.

2 Conflicts and Deviations

2.1 Any conflicts between this specification and other applicable Saudi Aramco
Materials System Specifications (SAMSSs), Engineering Standards (SAESs),
Standard Drawings (SASDs), or industry standards, codes, and forms shall be
resolved in writing by the Company or Buyer Representative through the
Manager, Fire Protection Department of Saudi Aramco, Dhahran.

2.2 Direct all requests to deviate from this specification in writing to the Company or
Buyer Representative, who shall follow internal company procedure SAEP-302
and forward such requests to the Manager, Fire Protection Department of Saudi
Aramco, Dhahran.

4 General Requirements

4.1 Qualifying Procedure for Initial Approval

To initially qualify a concentrate as acceptable under this specification, the


manufacturer of the concentrate must submit a sample (15 gallon) at no cost to
Saudi Aramco and the following in writing to the Buyer's Representative for
forwarding to the Fire Protection Department Manager, except as modified in
paragraph 2.2:
A. Certification from a testing laboratory or laboratories recognized by the
Buyer's Representative that they performed the testing as specified herein
together with a record of their test results.
B. Certification from the manufacturer that the concentrate passed the tests
and met the requirements specified herein and is suitable for the intended
use.
C. A list of the laboratory tests used by the manufacturer to confirm that the
final product meets the requirements of this specification. This list shall
also show acceptable results of the laboratory tests. This information will
be used by the Buyer's Representative's inspector in final inspection of the
concentrate prior to shipments.

All qualification tests and certifications shall be at no cost to Saudi Aramco.

The Fire Protection Department Manager will decide whether information


presented by the manufacturer satisfies the requirements of this specification.

Before proceeding with testing, the manufacturer may submit the name of their
proposed testing laboratory or laboratories to the Buyer's Representative for
approval.

After initial qualification of a concentrate, the Buyer's Representative may


require requalification periodically.

4.2 Exemptions from Qualifying Procedure

Concentrate listed by Underwriters Laboratories may be accepted by the Buyer's


Representative at his option without the certifications listed herein in paragraph
2.2, items A and B. Such acceptance shall not relieve the product of passing the
tests as specified in Appendix A to meet the requirements of the 15 year shelf
life guarantee.

5 Qualification Tests and Requirements

5.1 Composition

The concentrate shall be a hydrolyzed - protein solution with fluorocarbon


surfactants, glycol solvent, foam stabilizers, and inhibitors to protect against
corrosion of equipment as tested per UL 162, and to resist bacterial
decomposition as tested by "Ten Challenge Test-Enclosed" or equivalent.

The concentrate shall be supplied to be proportioned three parts concentrate to


97 parts fresh and sea water by volume.

5.2 Usable Temperature Range

The concentrate shall be usable for the intended service for a temperature
ranging from -7°C to 49°C as tested per UL 162.

5.3 Viscosity

The viscosity of the concentrate shall be such that the concentrate is suitable for
the usable temperature range in paragraph -7°C to 71°C. The laboratory test
results shall show the viscosity at the manufacturer's recommended minimum
usable temperature as measured according to ASTM D445.

5.4 Specific Gravity

The specific gravity of the concentrate shall be between 1.15 - 1.18 at 20°C as
tested per QCP/STM/1002 or equivalent.

5.5 Flash Point

The flash point of the concentrate shall not be less than 60°C as determined by
ASTM D56.

5.6 Toxicity and Biodegrability

The foam concentrate shall contain no ingredients reportable under the


Superfund Amendments and Reauthorization Act (SARA) Title III, Section 313
of 40 CFR-372 or the Comprehensive Environmental Response, Compensation,
and Liability Act (CERCLA). In a dynamic, 96-hour toxicity test performed
with rainbow trout (ocorhynchus mykiss) according to ASTM E729 with the
dissolved oxygen content not less than 5 parts per million (PPM) of water, the
median concentration of concentrate that is lethal to 50% of the rainbow trout
shall not be less than 4000 parts per million (PPM) of water (96-h, LC50, 4000
PPM minimum). The ratio of biological oxygen demand to the total oxygen

demand over a twenty - day period shall not be less than 50% for the foam
concentrate.

5.7 Hydrogen Ion Concentration (pH)

The pH of the concentrate shall not be less than 6.9 and not greater than 7.4
when tested at 20 ± 0.1°C with a suitable meter and glass reference electrodes.

5.8 Shelf Life

The concentrate shall be capable of meeting the requirements of this


specification for at least twenty (20) years when stored outdoors under
sunshades with ambient temperatures ranging from -7°C to 49°C as tested per
UL 162.

5.9 Sedimentation

The amount of sedimentation shall not exceed 0.5% by volume as determined by


ASTM D96.

5.10 Foam Quality

The foam quality test shall be performed and meet the criteria set forth in
NFPA 11 Appendix D.

5.11 Fire Performance

The foam produced by the concentrate shall pass the fire performance criteria of
Appendix A.

5.12 Compatibility with Other Solutions

The finished foam of one manufacturer shall be compatible in all proportions


with other types and brand solutions from other manufacturers on Buyer's
Representative's qualified list and shall pass the test criteria of Appendix A with
simultaneous application following these concentrations (See Table 1).

Note The list of known foams to be tested with applicant's foam can be supplied
by Fire Protection Department Manager.

The foam produced by the concentrate shall be compatible with Fire Fighting
Dry Chemicals from manufacturers on Buyer's representative's qualified list and
shall pass the test criteria of DEF 1420 or equivalent.

The list of known firefighting dry chemicals to be tested with applicant's foam
can be supplied by Fire Protection Department Manager.

6 Packaging and Labeling

6.1 The concentrate shall be supplied in 208 liter (55 U.S. gallons) mild steel with
polyethylene lined drums.

6.2 Each container shall have three labels written in English.

6.2.1 Two labels shall be centrally positioned on both sides of the container,
directly opposite of each other.

6.2.2 The third label shall be located centrally on the top of the container.

6.3 The labels shall be clearly legible and permanently attached to the container.

6.4 The labels shall include the following information:

7 Inspection

Inspection of concentrate will be performed by the Buyer's Representative per Saudi


Aramco Inspection Requirements Form 175, attached to the purchase order.
This inspection will verify that the manufacturer's laboratory test results on the
concentrate are acceptable when compared to the results submitted by the manufacturer
when initially qualified as an acceptable manufacturer. The following properties of the
concentrate will be verified in this inspection:

8 Nonmaterial Requirements

Supply all nonmaterial items required by the Purchase Order and this specification in
accordance with the Form NMR-7916 attached to the Purchase Order.

Appendix A – Testing of MTBE Compatible Fluoroprotein


Foam Concentrate for Foam Quality and Fire Protection

1. SCOPE

The testing as described herein is designed as a small scale representation of a storage


tank fire. The combination of procedures and criteria that comprise this test are an
assimilation of existing protocols such as UL 162. Some equipment and procedures are
unique to this test to emphasize the storage tank aspects of foam performance. This test
is more difficult than those in UL 162.

This entire test shall be run with both fresh and sea water.

2. AMBIENT CONDITIONS

The tests shall be performed with the following ambient conditions:


Ambient Temperature : 12.8 to 43.3°C
Relative Humidity : 30 to 90%
Initial Fuel Temperature : 21 to 37.7°C
Wind Speed : less than 8.1 km/h (5 mph)
Wind Gusts : less than 16.1 km/h (10 mph)

3. TEST TANK

The fire test tank shall have the following dimensions:


Inside Diameter : 2438 mm
Shell Height : 457 to 610 mm

The tank shall be supported to allow free air circulation under the tank.

A thermocouple shall be provided 50.8 mm above the bottom of the tank to record fuel
temperature during the test.

4. FOAM APPARATUS

All foam tests shall be run with premixed foam solution.

The foam apparatus shall include premixed-solution tanks, a nitrogen cylinder pressure
supply, a pressure regulator set to maintain 689 kPaga (100 psig ± 13.8 kPa (2 psi)
nozzle inlet pressure, and a nozzle (as described in paragraph 5).

The nozzle shall be mounted on a stand with a swivel joint to allow varying vertical
angles. The stand shall have a pressure gauge to allow monitoring of the nozzle
pressure.

5. TEST NOZZLE AND FLOW RATE

The test nozzle shall be Model NFS-2 as manufactured by National Foam with no
exceptions.

The rate of application of foam solution shall be 2.40 lpm/m² (0.06 gpm/ft²).

Flow rates are changed for the NFS-2 nozzle by selecting the appropriate orifice.
Orifice for this test shall be the 0.101 inch size which yields a flow of 3 gpm at the
required pressure of 100 psi inlet pressure.

The test nozzle is to remain as provided by the manufacturer. No modifications to the


nozzle are permitted other than changing orifices.

6. TEST FUEL

Fuel used in the fire test shall be ≥15% MTBE blended hydrocarbon gasoline at
93 octane. Fuel shall conform to ASTM D439 Standard Specification for Automotive
Gasoline.

7. FOAM QUALITY TEST

7.1 Prepare Foam Solution

Prepare sufficient foam solution to allow for foam quality testing, the fire test,
and several minutes reserve. The foam solution shall not stand for more than
30 minutes prior to commencing the tests.

7.2 Pressurize Foam Solution

Pressurize foam tank to provide solution to the nozzle test stand with
689 kPaga (100 psig) maintained at the nozzle.

7.3 Determine Foam Quality

Determine foam quality according to the procedure outlined in NFPA 11,


Appendix A, using the pan and slider method. The slider shall be positioned
such that the foam impacts the slider 2438 mm from the nozzle tip.
The following data shall be collected and reported every 30 seconds:
Expansion, 25% drainage time, and 10 minute water retention.

There are no specific requirements for foam quality in this specification but the
above data must be reported.

8. FIRE TEST PROCEDURE

This test immediately follows the foam quality test.

8.1 Deliver Fuel to Test Tank

Deliver 284.9 liters (75 gallons) of test fuel and 189.3 liters (50 gallons) of water
to the test tank.
Commentary Note:

Fuel may be substituted for the water if desired because water is used only to
conserve fuel.

8.2 Place Nozzle

Place the nozzle (no flow yet) on the upwind side of the tank with the nozzle tip
at the top of the tank shell.

8.3 Adjust Nozzle

Adjust the nozzle such that the foam discharge will strike the opposite shell of
the tank. Foam shall not land directly on the surface of the fuel during the test.

8.4 Record Fuel Temperature

Record the initial fuel temperature.

8.5 Preburn

Ignite the tank with a torch and allow the tank to preburn for 2 minutes
± 5 seconds prior to foam application.

8.6 Apply Foam

Commence foam application immediately after the preburn period and continue
for 5 minutes ± 5 seconds.

Adjust the nozzle angle, using a proximity suit, at the commencement of foam
application to ensure that the foam strikes the shell of the tank rather than the
surface of the fuel directly.

8.7 Record Final Fuel Temperature

Immediately after the 5-minute foam application period has ceased, record the
fuel temperatures.

8.8 Record Fire Test Data

Record the time in minutes and seconds from the start of the 5-minute foam
application period to when the following events occur:
Event Description
Control When 90% of fire area is under control.
Flickers Extinguishment with small flames, which do not remain
in one place.
Candles Extinguishment with one or two candle-like flames, due
to vapor venting.
Extinguishment Total Extinguishment.

8.9 Criteria for Passing Fire Test

To pass the test, flickers and candles must be achieved within the
5-minute foam application period and total extinguishment must occur within 7
minutes after the end of the 5-minute foam application period.

9. SEALABILITY AND BURNBACK TEST

This test immediately follows the fire test.

9.1 Torch Pass Test and Pass Criteria

Pass a lighted torch over the entire surface area of the foam blanket without
touching the foam blanket 7 minutes after the end of the 5-minute foam
application period. Absolutely no ignition is allowed to pass the test.

9.2 Torch Touch Test and Pass Criteria

Gently touch a lighted torch to various locations on the foam blanket 9 minutes
after the end of the 5-minute foam application period.

Three categories of passing the test are as follows: Pass A, Pass B, and Pass C.
Pass A is no or little ignition, which self-extinguishes rapidly. Pass B is
characterized by small flames and/or continuous ghosting, which self-
extinguishes, with little or no damage to the foam blanket. Pass C is large flash-
over, rapid continuous ghosting, which self-extinguishes, with moderate erosion
of the foam blanket.

9.3 Burnback Test and Pass Criteria

Lower two 305-mm diameter stovepipes into the foam blanket two feet from the
sides of the pan. Fifteen (15) minutes after the end of the 5-minute foam
application period. Remove the foam inside the stove pipes, ignite the fuel in
the first stovepipe, allow the fuel to burn for 1 minute, and then remove the first
stove pipe. If the foam extinguishes the fire in the first stovepipe then the
second stove pipe should be ignited at 20 minutes after foam application ceased.

To pass the test the burning areas shall not increase to more than 0.9 m² (20%)
within 5 minutes. If the area recloses and self-extinguishes the second stove
pipe test, the test ends.

9.4 Burnback Test with Potassium Bicarbonate

Each potassium bicarbonate fire extinguishing dry chemical from manufacturers


on Buyer's Representative's qualified list shall be tested for compatibility with
the foam with the burnback test in paragraph 9.3 by evenly distributing 4.5
kilograms (10 pounds) of the dry chemical over the surface of the foam.
The criteria for passing the test is same as that in paragraph 9.3.
