Introduction
Introduction
The Georgian National Film Center (GNFC) is the government agency responsible for facili-
tating state funding support for film production, industry development, and international
outreach. GNFC is an independently-managed “Legal Entity of Public Law”, receiving annual
funding from the Ministry of Culture and Sport.
Since its establishment GNFC has provided millions (GEL) of financial investment in about 80
films, represented the country at international film festivals and markets, issued numerous
important publications about cinema. It has participated in the financing of projects aimed
at the promoting cinema in Georgia.
The main objectives of the Georgian National Film Center are:

• Determining the strategic course for the development of the Georgian film sector
• Financial support for local film production
• Facilitating the development of film education
• Facilitating the development of film distribution
• Developing international business links
• Developing film export at the local and international level
• Facilitating the development of film infrastructure
GNFC also supports educational projects, festivals, travel grants, etc. For example, GNFC
has supported Georgian projects’ participation in co-production markets and programs and
hosted several international production workshops, including the popular Mini EAVE, Film
London’s Microwave, and Robert Bosch industry meetings.
GNFC’s support is provided to feature films (development, first-time directors, established

directors, co-production), feature documentaries (development, production, co-production),
animated shorts (development, production), short films, and screenplay development. This
results in about 10-15 annual production contests, with each contest allocated funding for a
limited number of projects. GNFC’s production funding is capped at 75% of the total produc-
tion budget, and subsidies received from GNFC are not recoupable.
Applications are evaluated by independent selection juries, assembled separately for every
contest and consisting of rotating industry professionals to ensure industry involvement.
To avoid conflicts of interest, jury members are prohibited from participation in the related
contest(s).
This edition on the Industry Project Book entails all the projects supported by the Georgian
National Film Center that are in various stages of development, some looking for financing
others for distribution. You will see more than 40 projects in development.

Cash Rebate 20+5%
“Film in Georgia” is a newly launched film industry incentive program offering a 20% cash rebate on
qualified expenses incurred in Georgia. The program aims to support the development of Georgia’s
film industry.
An additional rebate of up to 5% is available if a production promotes Georgia as a destination the
program’s “Cultural Test.”
THERE ARE THREE BASIC REASONS WHY YOU REALLY NEED TO CONSIDER SHOOTING YOUR FILM IN GEORGIA.
1. Georgia is a very compact and at the same time very diverse country. And by diverse I mean loca-
tions. There are 23 climate/sub-climate zones in this small country, so on the same day you can be
