1 PURPOSE AND SCOPE


This specification covers the minimum requirements to purchase of Motor Operated Valves,
including gate valves, ball valves and butterfly valves, in NSRP (Nghi Son Refinery and
Petrochemical) Complex Project.

2 DEFINITIONS
The following definitions shall apply:
Employer : Nghi Son Refinery and Petrochemical Limited Liability Company (NSRP)
Contractor : A Joint Venture formed by JGC Corporation, Chiyoda Corporation, GS
Engineering & Construction Corporation, SK Engineering & Construction Co.,
Ltd., Technip France and Technip Geoproduction (M) Sdn. Bhd., as Contractor
for the execution of the NSRP Complex Project
Vendor : Nominated by the Contractor and approved by Employer
JVD : Contractor's Joint Venture Directorate
Carbon : Carbon steel includes LTCS (Low Temperature Carbon Steel) such as ASTM
steel A350-LF2 or A352-LCC, unless otherwise specified.
Low alloy : Low alloy steel includes 1.25Cr-0.5Mo steel, 2.25Cr-1Mo steel, 5Cr-0.5Mo steel
steel and 9Cr-1Mo steel, unless otherwise specified.

3.2 International Standards


Where no specific revision numbers or issue dates of the international standards are specified, the
latest versions of them as of 27, January 2013 shall govern.

IEC 60079 Code of Practice for the Selection, Installation and Maintenance of
Electrical Apparatus for use in Potentially Explosive Atmospheres
IEC 60529 Degree of Protection Provided by Enclosures
IEC 61000 Parts 1, 2, 3, 4, 5 & 6 Electromagnetic Compatibility

4 TECHNICAL REQUIREMENTS FOR VALVES


4.1 General
Motor Operated Valves shall be designed, manufactured, tested and inspected in accordance with
S-000-1360-0009V, “Technical Specification for Manual Valves,” in addition to the requirements
herein. In case there are any conflicts between this specification and S-000-1360-0009V, this
specification shall govern.

4.2 Material of Construction


Materials shall be in accordance with “Data Sheet for Motor Operated Valves” for each valve type.

4.3 Strength Design of Stem


Motor actuator’s stall (not rated) torque shall be considered for stem strength design.

4.4 Identification
In addition to the requirement in S-000-1360-0009V Paragraph 9, valves shall be supplied with a
stainless steel tag that indicates the tag number (e.g. 070-HV-0001) by stamping. Tag plate not
attached directly on body, e.g. using stainless steel wire/chain, are not acceptable unless
approved by purchaser.

5 TECHNICAL REQUIREMENT FOR MOTOR ACTUATOR


(1) The equipment supplied shall be suitable for continuous operation under normal operating
conditions. The ambient temperature may rise to 50°C with a corresponding humidity of
100%.
(2) Housings for MOV actuators shall be a minimum rating of IP66.
(3) Motor power supply voltages shall be in accordance with MOV Control System
Specification, S-000-1377-0201G Paragraph 5.2. A switch disconnect and fuse shall be
provided at the motor control center. All other required voltage level shall be derived
internally within the MOV.

(4) Motors shall be rated for heavy service, maximum of 3000 starts / year.
(5) Repositioning of the motor and control box around the centreline of the valve stem shall
be possible without the need for extra supports.
(6) A limit switch and torque switch shall be used to stop the valve travel in the closing
direction. Similarly, a limit switch and torque switch shall be used to stop the valve travel
in the opening direction.
(7) The reversing contactor shall be supplied as part of the valve actuator assembly.
(8) After initiating a close or open action electrically, it shall be possible to reverse the action
without first completing the stroke to the end of valve travel.
(9) The gearbox housing shall be either factory greased and sealed for long life or fitted with
sufficient grease nipples to ensure proper maintenance.
(10) Where actuators of the non-locking gear type are used, provisions shall be made to
prevent cycling of the motor due to repeated operations of the torque switches.
(11) Each valve shall be provided locally with a valve position indicator showing percentage of
full travel.
(12) A hand-wheel (suitably geared as required) shall be provided for manual operation of
each actuator. The assembly shall be designed so that it will disengage automatically
from the drive when the valve has been electrically activated to drive.
(13) Each valve actuator shall have local pushbuttons to open or close and stop the valve.
(14) In addition each valve shall have a two position selector switch for “local” or “remote”
selection of operation. The switch shall be designed so that it can be locked in either of
the two positions and will only allow electrical actuation of the valve from the selected
position.
(15) Each actuator shall have auxiliary contacts for remote indication of ‘Open’ and ‘Closed’
positions. The contacts shall be rated for 2A @ 24 VDC.
(16) Each actuator shall have relays for the remote operation of the valve for ‘Close’, ‘Open’
and ‘Stop’ actions. The relays shall be 24 VDC 1000 Ohm.
(17) Each actuator shall include an auxiliary 24 VDC supply for use by remote lamps/ control
buttons, if required.
(18) If actuator of MOV requirs battery, Vendor shall provide the information of the standard
battery life. Also, Vendor shall supply the spare battery
(19) Vendor shall preliminarily provide dimensional data, weight data and power consumption
data for reference during proposal stage.
(20) Motor actuators which controlled via the MOV Control System shall comply with the
reqirements in S-000-1377-0201G, "MOV Control System Specification."
(21) Motor actuators which controlled via the MOV Control System shall be the type which is
suitable for MOV Control System.
(22) Motor actuator capacity shall be selected based on the design maximum differential
pressure specified in Data Sheet.

(23) Electrical entries to instruments shall be metric 20 mm x1.5 ISO.


(24) The MOV control stations shall communicate with the DCS via redundant data links, using
Modbus serial or Modbus TCP when so required for MOVs in the MOV data sheet.
(25) MOV Gate valves with Tag Nos. xxx-UZV-xxx or xxx-HZV-xxx shall have fireproofing in
accordance with the specification S-000-1241-0002V “Passive Fire Protection
Specification”.
(26) Vendor’s scope shall include supply of cabinet type fireproofing for actuators. Installation
of fireproofing at site shall be done by the Contractor. Vendor shall submit the following
documents for Contractor’s review and approval:
- General arrangement drawings for fireproofing
- Installation procedure for fireproofing at site
- Inspection and test plan (ITP) for fireproofing at site
