D 1.1

1. How do you want your teacher to be? What are your wishes for your Teacher? Write
them down.
I wish for my teacher is that I hope he or she will still have the passion and
dedication in this profession even they go a hardest battle. I hope that they will teach
student whole heartedly and dedicatedly. Lastly, I wish that they are safe and healthy will
fulfilling their duty.

1. Are teachers who have no license considered professional?


For me in my own point of view, teachers who have no license are not consider as
professionals because there is the so called Licensure Examination for Teacher which
assess your capability on whether you are qualified or not.
2. What do technical and professional competence mean? (You may refer to the lesson
Teacher as a professional.)
Technical competence means to describe all area of knowledge or skills that are useful in
a particular industry. Professional competence is being fair and just in your chosen field.
3. Are private school teachers required of a license? What about pre-school teachers,
vocational teachers, ALS teachers, school heads, Education Supervisors and School
Division Superintendents?
I guess it is not require in private school to have license. It only need bachelor’s degree
which is educational requirement. Mostly, teachers in private school especially in high
school only teach in private to gain experience before deploying to public. And most of
them are fresh graduates.

1. Are all institutions and professors in teacher education institutions required of a license?
Research for the answer.
Yes, all institutions and professors in teacher education institutions required a
license. This was stated in Philippine Teachers Professionalization Act of 1994 that it
requires all persons engaged in teaching, supervision and in primary and secondary
schools in the country to pass the Licensure Examination for Teachers.

What is the professional thing to do? Explain

1. Teacher B has a brother candidate for the mayoralty race in their hometown. The
brother’s opponent has very good chance of winning and so teacher B starts secretly
campaigning for his brother. Is this Professional?
As a teacher, Teacher B should embody the etiquette of fairness. At any circumstance she
might be seen by his/her students doing such act and it is bad for her image and to the
entire teaching profession because as a teacher you are bearing the profession in general.
Therefore, it is not professional.
2. By means of a PowerPoint show how a professional teacher should relate to the state

1. Schools have School Report Cards as a means by which professional teachers keep
communities informed of school development. Research for a sample of a school report
card?
School report cards is the way of showing the information on school progress
provided at any level in the education. It is important to quarterly release a report card so
that parents or guardians are aware of their child performance in school.
2. Every School has a School Governing Council. What is this Council about? How
different is this from Parents and Teachers Association?
The school governing council is a student body within a school who are elected
by their fellow students. They also implement rules in school and facilitate school
program.

1. Research on “ helicopter” parents. What is meant by this? How should you relate to
them?
Helicopter parents are parents who pays extremely close attention to a child. It
means they are overprotective or their level of concern is high just like helicopter which
fly high.

Read Substitute and Special Parental Authority of the Family Code of the Philippines. What does
special parental authority imply?

It imply that child care shall have special parental authority and responsibility
over the minor child while under the custody instruction whether outside or inside the
premises of the school entry or institution.

Chapter 2. Substitute and Special Parental Authority

Art. 216. In default of parents or a judicially appointed guardian, the following person
shall exercise substitute parental authority over the child in the order indicated:
(1) The surviving grandparent, as provided in Art. 214;
(2) The oldest brother or sister, over twenty-one years of age, unless unfit or disqualified;
and

(3) The child's actual custodian, over twenty-one years of age, unless unfit or
disqualified.

Whenever the appointment or a judicial guardian over the property of the child becomes
necessary, the same order of preference shall be observed. (349a, 351a, 354a)
Art. 217. In case of foundlings, abandoned neglected or abused children and other
children similarly situated, parental authority shall be entrusted in summary judicial
proceedings to heads of children's homes, orphanages and similar institutions duly
accredited by the proper government agency. (314a)

Art. 218. The school, its administrators and teachers, or the individual, entity or
institution engaged in child are shall have special parental authority and responsibility
over the minor child while under their supervision, instruction or custody.

Authority and responsibility shall apply to all authorized activities whether inside or
outside the premises of the school, entity or institution. (349a)

Art. 129. Those given the authority and responsibility under the preceding Article shall
be principally and solidarily liable for damages caused by the acts or omissions of the
unemancipated minor. The parents, judicial guardians or the persons exercising substitute
parental authority over said minor shall be subsidiarily liable.

The respective liabilities of those referred to in the preceding paragraph shall not apply if
it is proved that they exercised the proper diligence required under the particular
circumstances.

All other cases not covered by this and the preceding articles shall be governed by the
provisions of the Civil Code on quasi-delicts.

CASE STUDY

Teacher probed for hitting pupil

The teacher who allegedly wounded her pupil’s head after hitting with a broom last July
1 is now under investigation.

Department of Education Cebu Province sent a team to Manggaco Elementary School in


Ginatilan town yesterday to investigate grade one teacher Josefita Lopez.

Provincial Schools Superintendent Arden Monisit said the division’s legal section will
have to wait for the investigation report before deciding what to do with Lopez.
But Monisit reiterated DepEd’s policy prohibiting corporal punishment in schools. “
Teachers should be role model and bearers of ethical standards,” Monisit told Sun Star
Cebu yesterday.

Depending on the aggravating and mitigating circumstances surrounding the incident, his
office could reprimand, suspend or dismiss a teacher who violates the policy.

Six- year old John Ariel Dugaduga had to be taken to the Malabuyoc District Hospital,
where he received five stitches to close the wound on his head.

In a TV5 report, Lopez apologized to Dugaduga’s grandmother Paviana Dugaduga. She


claimed that she threw a broom on the wall after she was irked by her noisy pupils but
landed on Dugaduga’s head instead.

The grandmother did not accept the teacher’s apology and was intent on pursuing a
complaint against her. Cebu Governor Gwendolyn Garcia said she was shocked after
reading the news report about the incident.

The Governor said she is warning those who inflict harm on helpless and vulnerable
school children or plan to “ I will not take that lightly,” the governor added.

Capitol plans to give financial assistance to the grade one pupil and his family. Garcia
said she tasked the Provincial Social Welfare Office to go through the usual procedure.

Monisit said the Office of the Governor called him yesterday to ask about the incident.
He also said DepEd 7 Director Recaredo Borgonia ordered him to have the incident
investigated within 48 hours. Monisit said this is the first time his office received a
complaint regarding corporal punishment this school year. Complains against teachers
usually get settled at the school level, he added.

He also intends to bring up the incident in an executive conference among teachers at the
end of the month. DepEd handles administrative cases against teachers, while the
Department of Social Welfare and Development usually assists in filing of criminal case
against abusive teachers, Monisit added. Monisit said DepEd always holds seminars on
values formation for teachers.

What to do?
1. Make a reaction paper of not less than 1000 words with 1.5 line spacing about the
case and answer the following questions:

a. What articles under the Philippine Code of Ethics for Professional Teachers were
violated?
b. If you were the teacher- Josefita Lopez, would you agree to be interviewed on
TV? Why?
c. If you were the teacher involved, how would you handle your pupils who are
naughty and very noisy?

According to Article IX Section 3 of the Code of Ethics for Teachers,


teacher shall maintain at all times a dignified personality which could serve
as a model worthy of emulation by learners, peers and all others. Therefore,
Teacher Lopez violated this provision on the code of ethics for teachers. The
moment she did such act, it already proved that she is not a role model to
student. As a teacher, she must follow the ethical standards. Teacher should
always be calm and control temper during this situation to avoid conflict.
Teacher Lopez decision to be interview I the national television
is not good to her side. Because it will only ruin her reputation and the entire
teaching community. She can also make an apology personally and not on
television interview.
There are a lot of things that you can do whenever you encounter an
annoying students/pupil during discussion. But the most important thing that
you can do is to stay calm. First, you can call their name as a sign of
warning. If they continue annoying during discussion you can stop talking
and discussing. Calm yourself and let them talk. Don’t let your emotion
overcome you. After class, tell them that you will talk to them and look to
find out the underlying reason behind the behavior. Try to understand first.
So when you’re telling a student to do so and is looking away or down at the
ground, it might have something to do with that. Before you straight away
label any action as bad behavior, first get to the root of the matter.
