It refers to the level for a water constituent

What is effluent?
The Philippine CWA of 2004 defines effluent
as “discharges from known source which
are passed into a body of water or land or
wastewater flowing out of a manufacturing
plant, or industrial plant including domestic,
industrial or recreational facilities.”
