1.0 PURPOSE

The purpose of this specification is to provide all applicable requirements for boat-landings
and bumpers to be installed on offshore structures.

2.0 SCOPE

This General Specification applies to the boat-landings and bumpers to be installed on


offshore structures.

It must be used in conjunction with General Specification PEGS-12059-OSS-016 and with the
documents referred to therein.

3.0 DEFINITIONS

A number of different terms are commonly used to describe the work stages, processes, and
approvals which take place during the early stages of a development. This can often be a
source of confusion so the following section is intended to show the PTTEP preferred
terminology to be used in this document.

3.1 LANGUAGE

In this document, the words should and shall have the following meanings:

Should Indicates a preferred course of action. Should is a non-mandatory word and


is not forbidden, but use in the body of the text should be the exception.
Where none mandatory terms are used, each paragraph within these clauses
shall also have an associated commentary paragraph that provides the
rationale for why the stated choices and modifications are appropriate and
circumstance under which the stated choices and modifications might be
different.
Shall Indicates a course of action with a mandatory status. The term “shall” shall
be used if a requirement is considered to be necessary to claim compliance
with a PEGS document.

3.2 TERMINOLOGY

Terminology Description

Approval The authorization in writing given by COMPANY to Contractor on a procedure or to


proceed with the performance of a specific part of the work without releasing in any
way Contractor from any of his obligations to conform with the technical
specifications, requisitions, etc. The words “Approve”, “Approved” and “Approval” shall

4.0 REFERENCES

The reference documents listed below, including Industry Codes and Standards and
COMPANY specifications, form an integral part of this Engineering General Specification.
Unless otherwise stipulated, the applicable version of these documents, including relevant
appendices and supplements, is the latest revision published on the effective date of a
contract.

The overall order of precedence of the applicable documents shall be:

1. Applicable Laws, Rules and Regulations of the country in which the system/equipment
will be operated (if any);

2. Purchase Order/ Service Order/ Contract Documents (only applicable for direct
purchase by COMPANY);

3. Project Particular Specification (PPS), and relevant data sheet(s) if any;

4. COMPANY General Specification;

5. Codes and Standards in reference.

Any conflict between any of the Contract Documents, or between this specification and any
other Contract Document, shall be reported to COMPANY for decision. In such a case, and
unless otherwise agreed or decided by COMPANY, it is understood that the more stringent
requirement shall apply.

Exceptions to, or deviations from this specification are not permitted unless previously
accepted in writing by COMPANY. For this purpose, requests for substitutions or changes of
any kind shall be complete with all pertinent information required for COMPANY assessment.
COMPANY’s approval, nevertheless, will not, in any way, relieve the responsibility of the
Contractor to meet the requirements of the industry Codes and Standards referred to and
amended herein, in the event of conflict.

5.0 REQUIREMENTS FOR BOAT-LANDING AND BUMPERS DESIGN

5.1 DEFINITIONS

5.1.1 BOAT-LANDINGS
The boat-landing serves for the drawing alongside and mooring of supply vessels under
specified conditions so as to allow for the transfer of equipment and, exceptionally, the
embarkation and disembarkation of personnel.

It is in all cases regarded as an emergency exit.

5.1.2 BUMPERS

Bumpers serve to protect the most exposed portions of the platform (legs, risers, etc.) from
accidental collisions with vessels.

5.1.3 GEOGRAPHICAL ZONES

5.1.3.1 DEFINITIONS

The diversity of boat impact problems encountered has led to distinguish and define two types
of geographical zones:

 zones where the meteorological conditions are generally unsuitable for the mooring
of vessels (e.g. the North Sea); and

 zones where mooring is possible (e.g. the Gulf of Guinea, the Arabian Gulf).

5.1.3.3 ARRANGEMENT PROVIDED


 Zones where mooring is impossible

In these zones, platforms have a system of simple fenders protecting all exposed critical parts
like legs and risers. Platforms located in these zones shall never have boat-landings. Normal
access to the platform is by helicopter and equipment is loaded by air, with a vessel standing
off.

 Zones where mooring is possible

In these zones, platforms shall be provided with one or more boat-landings, in addition to a
system of bumpers, where this is necessitated by the operating conditions.

5.1.4 TYPE OF VESSELS

For each vessel that is expected to draw alongside or to approach the platform, COMPANY
shall provide the following information:

 L: Overall length (m)

 W: Width (m)

 T: Loaded draft (m)

 D: Maximum loaded displacement (t)

 S: J keel surface area (m2)

 A: Top-hamper area (m2).

Top-hamper area is the area above water line on which wind acts.

J keel surface area is the area below the water line on which the current acts (median
longitudinal section).

The characteristics of the largest vessel likely to draw alongside the platform shall be used in
all calculations.

5.2 DESIGN

In a collision, the kinetic energy is absorbed by elastic (or possibly plastic) deformation of the
vessel, the fender system and the platform.

5.2.1 TYPES OF COLLISION

Three types of collision are to be distinguished:

 The “light” collision, caused by a vessel authorized to maneuver in the vicinity of the
platform at a certain maneuvering speed (speed to be stipulated in the PPS)

 The “accidental collision”, caused by the same vessel but at a higher speed (speed to
be stipulated in the PPS)

 The “catastrophic” collision that may result in the destruction of the platform or parts of
the platform.

5.2.2 OCEANOGRAPHIC DATA

The oceanographic conditions to be used are those stipulated in the PPS. A distinction shall
be made between:

 The normal climatic conditions under which the maneuvers of supply vessels in the
vicinity of the platform are possible and authorized.

 The exceptional or 100-year climatic conditions.

5.2.3 KINETIC ENERGY

The kinetic energy to be used in the design of the boat-landing or system of fenders is the
kinetic energy transmitted by the vessel at the moment of impact. It is given in the formula:

In the absence of vessel data, the following values shall be used:

Ma = 0.4D for side impact and 0.1D for front impact

5.2.4 WIND, CURRENT AND WAVE FORCES

It is not assumed that these forces acting on the vessel are to be added to its own energy
during mooring, i.e. when the vessel is maneuvering.

On the other hand, as soon as the vessel has moored, or its engine has a failure, these forces
are entirely governing.

5.2.4.1 WIND FORCE ON VESSEL

It is given by the formula (API RP 2A):

5.2.4.2 CURRENT FORCE ON VESSEL

It is given by Joessel’s formula:

5.2.4.3 WAVE FORCE ON VESSEL

It is given by the formula:

5.2.4.4 WAVE FORCE ON THE LANDING-STAGE OR FENDERS ONLY

It shall be studied and checked as required in specification PEGS-12059-OSS-016.

5.2.5 DISTRIBUTION OF FORCES

Four types of forces acting on the system of bumpers or boat-landing and jacket are to be
distinguished:

(1) Normal climatic conditions

(2) Exceptional climatic conditions

(3) Light collisions

(4) Accidental collisions.

Forces (1) and (2) above, including current, wind and wave forces, are to be distributed over
the whole of the bumpers or boat-landing.

On the other hand, forces (3) and (4) above may be localized on a portion of the bumper or
boat–landing. For example: in the case of a boat-landing of which the shield is attached at four
points to two legs of the jacket (two points of attachment per leg), it may be assumed that the
energy of the collision may be taken out entirely by the two ties. It is then uniformly distributed
over the various ties.

The vertical height of the collision zone shall be determined from consideration of vessel draft,
operational wave height and tidal elevation.

It is assumed that the energy transmitted at the time of drawing alongside the platform may be
distributed as follows:

 from 100 % in compression (normal) and 0 % in shear (lateral)

 to 60 % in compression and 40 % in shear.

5.2.6 LOAD COMBINATIONS

The boat-landing and bumpers shall be designed to withstand, without damage:

 An operational collision under normal climatic conditions

 The forces engendered by the mooring of the vessel alongside (not maneuvering)
during loading and unloading operations

 The exceptional climatic conditions stipulated in the PPS.

The first two cases here-above are considered normal.

It is accepted that bumpers or boat–landings may be destroyed in the case of an “accidental”


collision but the load on head at the moment of crashing must not produce stresses such that
the AISC ratio (ref. 4) exceeds 1.0 in the jacket. This calculation is for an exceptional case,
with stresses upgraded according to AISC.

5.3 DESIGN AND CONSTRUCTIVE ARRANGEMENTS

5.3.1 DESIGN OF BOAT-LANDING


Boat-landing consists primarily of a shield and of a damping and attachment system tying it to
the legs of the jacket.

5.3.1.1 GENERAL LOCATION

The boat-landing must be located in such a way that a vessel that has just drawn alongside
and has lost maneuvering control shall not be pushed toward the platform by the dominant
current, wind and waves.

Furthermore, it must be arranged in such a way that at least one unloading crane can reach
the decks of various vessels that are likely to come alongside there.

5.3.1.2 DIMENSIONS

The height of landing stage must be 1 to 1.5 m above the HAT and 1.5 m below the LAT. If the
tide (HAT-LAT) exceeds 2 m, a 2-level boat-landing shall be provided.

5.3.1.3 ARRANGEMENTS AND ACCESS

The outside of boat-landing, which will be in contact with the hull of the vessels shall be
covered by pads of neoprene. The pads shall have the following characteristics:

 Steel friction coefficient:

o Under 20 bars: 0.2 ± 0.5

o Under 120 bars: 0.05 ± 0.005

 Density: 0.955 ± 0.005.

Access to the walkway of boat-landing shall be by stairs complying with specification PEGS-
0710-OSS-001. This walkway shall be made in two parts, one fixed and attached to the jacket,
the other mobile and attached to the boat-landing.

The stairs and walkway are regarded as an emergency exit in accordance with specification
PEGS-1015-SAF-005.

A hand-rail must be installed along the entire length of the boat-landing on the site opposite to
the vessel. It shall meet the specification PEGS-0710-OSS-001.

One or more ladders shall be provided for access to the vessel alongside. The ramps shall
meet the specification PEGS-0710-OSS-001. They shall be recessed into the shield of the
boat-landing and shall be in a plan perpendicular to it so that the vessel is reached laterally
from the ladder. For safety reasons, a knotted rope shall be placed alongside the ladder.

The stairs and the walkway must be made of grating. The access platform shall be designed
for an overload of 12 m2. The grating shall be welded to the joisting.

It shall be possible to install a display panel and a telephone set on the walkway. The
dimensions of this panel shall be less than 1.00 m x 0.50 m.

Moorings shall be designed for the largest vessel likely to come alongside and shall be placed
on the jacket or on the fixed part of the walkway (attached to the jacket).

Moorings will be fixed, in principle, 20 to 50 cm up to the boat-landing walkway level, their final
positions must be established during the commissioning of the boat-landing.

In addition, two rings will be provided on the shield of the boat-landing for small boats.

5.3.2 DESIGN OF BUMPERS

In order to protect the legs of the structure a simple system of bumpers shall be designed as
follows:

 A vertical bar attached top and bottom to the leg; this junction may or may not be
equipped with a shock-absorbing system according to design calculations

 The bar must be covered by shock-absorbing skids and neoprene, or with


superimposed rings that can move with respect to one another. The skid pad
characteristics shall be the same as those specified in section 5.3.1.3.

If the legs presents some special risk (sharp corner or leg containing inflammable liquids), two
fenders 90° apart interconnected by a system of horizontal bars shall be provided.

For the protection of larger areas, for example, the riser area, the bumper shall consist of a
shield comparable to the shield provided for boat-landing, attached to two legs flanking the
area to be protected. These attachments will be fitted with or without shock-absorbing devices
according to energy to be absorbed. The shield shall not be covered with shock-absorbing
skid; on the contrary, its appearance must be such as to dissuade from coming alongside.

5.3.3 SHOCK-ABSORBING DEVICES

Except in the case of small supply vessels (less than 500 displacement tons), the fenders and
landing-stage must be fitted with shock-absorbing devices, connecting the shield portion to the
legs of the jacket.

The primary criterion for the choice and sizing of the shock-absorbing devices is the energy to
be absorbed as indicated in section 5.2.5.

It shall be checked that each shock-absorbing device can withstand the followings:

 Absorbing the uniformly distributed energy resulting from an “operational” collision,


assuming the worst loading case (compression, shear)

 The exceptional shock resulting from an “accidental” collision; the normal reaction and
the strain corresponding to this energy must be less than the maximum allowable load
at the head (section 5.2.6).

 Vertical and horizontal loads. Additional vertical and sliding supports shall be added to
avoid excessive detrimental rotation of the shock-absorbing devices.

5.3.4 SHIELD

For bumpers with shields and for boat-landing, in the case of “operational collision, the shield
must be designed using a stress analysis program containing various load cases.

The AISC ratio must be less than 1.0 in the shield at all times.

5.4 FABRICATION

Supports of boat-landing and bumpers are classified in First Category components.

All other parts of boat-landing and bumpers are Second Category components.

Their fabrication must comply with specification PEGS-0710-OSS-003.

5.5 ERECTION AND INSTALLATION

The system of bumpers and boat-landing shall have an attachment system making them
interchangeable.

If a system of shock-absorbing devices is provided, it shall be possible to change the front


portion (shield) without dismantling them.

The immersed portion shall be attached by a clamp fitted with non-removable bolts.

Boat-landing, bumpers and any parts of bumpers of which the erection required immersion
shall not float.

If it has been impossible to erect the boat-landing and bumpers before the launching and
installation of the jacket, they must be installed immediately afterwards, so as to protect it
during the erection of the platform. In this case, an in-situ height adjustment shall be possible.

5.6 CONTRACT CLAUSES

5.6.1 TECHNICAL DATA TO BE PROVIDED BY COMPANY

5.6.1.1 GENERAL ENVIRONMENTAL DATA

State the followings:

 Site location:

o Longitude

o Latitude

o Distance to shore

 Environmental conditions: oceanographic and climatic data as specified in sections


5.2.2 and 5.2.4.3 (value of “A” is to be confirmed).

 Location of the platform with respect to the directions of the prevailing winds, currents
and waves

 Site definition (refer to section 5.1.3.1).

5.6.1.2 LIMITATIONS IMPOSED BY REGULATIONS

State the country having authority over the installation, and which legislation is to be observed.

5.6.1.3 LIST OF APPLICABLE SPECIFICATIONS

Confirm or modify, as required, the list of specifications and standards mentioned in this
general specification.

State any chosen options that might limit the range of choice offered by the norms or
standards.

5.6.1.4 PROVISIONAL LIST OF SUPPLY VESSELS

This list must indicate the characteristics mentioned in section 5.1.4.

State velocity values for operation and accidental collisions (refer to section 5.2.1).

5.6.2 TECHNICAL DOCUMENTS TO BE PROVIDED BY CONTRACTOR

5.6.2.1 PROJECT STUDY

 A conceptual drawing showing the boat-landing and bumpers in their context, the
maximum outside dimensions to be observed and the mandatory dimensions
