• This study endeavored to determine the drivers, barriers and challenges in the
implementation of educational change initiatives in the Division of Valencia City.
• Specifically, it sought to answer the following questions:
• 1. What are the school administrators’ attributes in terms of: age; gender, educational attainment;
• administrative experience; and leadership training?
• 2. What is the extent of implementation of educational change initiatives in the
• Division of Valencia City as to the following key-result areas:
• 2.1 academic excellence;
• 2.2 teachers’ welfare and effectiveness;
• 2.3 management of resources; and
• 2.4 strategic partnership?
