INTRODUCTION

BACKGROUND OF THE STUDY

The Philippines comprises of many barangays. It is so unique way of area

classification that manage the community to put on order the hierarchy of chain

of command. National government (lead by the president) down to local

barangay unit (lead by a Barangay Chairman) has its own functions especially in

maintaining peace and order. Barangay is the Philippines' basic political unit

serves as the primary planning and implementing unit of the programs, projects

and activities of the government (LGC, Section 81). Each barangay is under the

administration and supervision of cities and municipalities as the lowest level of

political and governmental subdivision in the Philippines. In every barangay there

is a Barangay Tanod Brigade which plays an important part in the development

and progress of the barangay.

Kibawe is politically subdivided into 23 barangays. Labuagon is a

barangay in the municipality of Kibawe, in the province of Bukidnon. Its

population as determined by the 2015 Census was 1,983. This represented

5.01% of the total population of Kibawe. According to the 2015 Census, the age

group with the highest population in Labuagon is 5 to 9, with 232 individuals.

Conversely, the age group with the lowest population is 70 to 74, with 11

individuals.
The study is conducted mainly to identify, track, and solve (lessen if not

eliminate them) the problems encountered during patrol of the Tanods and other

Barangay Officials especially during night time. Problems (such as adolescent

pregnancy, access to clean drinking water, child abuse and neglect, crime,

domestic violence, drug use, pollution, mismanagement of resources, lack of

funding for schools and services, ethnic conflict, health disparities, HIV/ AIDS,

hunger, inadequate emergency services etc) are common to community. Its just

a matter of how it is being handled and solve. The Barangay officials must take

the challenge (since voted and employed by the people) in serving and protecting

the people religiously. They must use all the necessary resources around them to

solve the problems that occur or may occur in their community.

STATEMENT OF THE PROBLEM

The study aims to determine the problems encountered by Barangays as

perceived by Barangay Officials and their Tanods during patrol at night time.

1. What are the problems most encountered by the barangay of Labuagon in

Social, Environmental and Leadership when grouped according to the

perception of;

a. Barangay officials

b. Barangay Tanods
2. What are the measures initiated by barangay officials in addressing these

problems?

3. Is there any significant difference in the perceptions of barangay officials and

the Tanods as to the problems encountered in barangay and the measures

initiated?

THEORITICAL FRAMEWORK

The study employed the descriptive type of research. Descriptive

research, also known as a statistical research, describes data and characteristics

about the population or phenomenon being studied. The respondents of the

study include 100 percent or the total number of Barangay employees (Tanods

and Officials) at Barangay Labuagon.

The researcher utilized a researcher-made questionnaire. Descriptive

survey was utilized to determine the problems encountered in conducting patrol

during night time by the Barangay Tanods and Officials.

The researcher’s first step was to gather the needed literature to support

the study. The first stop was the Library of PCC, utilizing the world wide web and

other online journals, and previous studies conducted.

After the validation of the questionnaire, letters of request addressed to

the Barangay Chairman of Labuagon and to other respondents were formulated

and the data gathering started.


The data gathered will be tabulated, analyzed and interpreted using

frequency distribution and percentage to describe the profile of the respondents.

Simple interviews followed in which the answers were taken down by the

researchers. Gathered data were tallied in order to determine the most

encountered problems of the barangay officials.

Figure 1 shows our independent and dependent variables. The Social,

Environmental and Leadership problems are the factors that directly affect the

barangays. These factors give rise to the problems that the barangay officials

might encounter in their administration. Any change on the independent variable

may take effect on the dependent variable.


ASSUMPTIONS AND HYPOTHESIS

There is no significant difference in the perceptions of barangay officials

and the Tanods as to the problems encountered in barangay and the measures

initiated.

SCOPE AND DELIMITATIONS OF THE STUDY

The study focuses only on the problems perceived by the Barangay

Employees (Tanods and Officials) of Labuagon, Kibawe, Bukidnon, based on

their experience on patrolling at night and how they solve it.

The researcher selected all the Barangay Employees in Labuagon,

Kibawe, Bukidnon as respondents since the population is considerably low in

number.

The researcher conducted the survey and interviews for one (1) day and

one (1) night.

LIMITATIONS OF THE STUDY

The researchers’ limited knowledge on the data analysis tool being used.

Difficulty of the respondents on understanding in survey questionnaire

written in English language.


Respondents’ readiness in participating.
