I. INTRODUCTION

The Philippines is facing a crisis


unlike any since modern history,
one that is spreading human
suffering, infecting the national
economy and upending people’s
lives.

On 30 January 2020, the World


Health Organization (WHO)
declared Public Health
Emergency of International
Concern (PHEIC) for novel
coronavirus, after the Chinese
authorities confirmed that they
identified a novel (new)
coronavirus (COVID-19) in
Wuhan City. In January, the first three cases were recorded in the
Philippines, all with confirmed travel history to Wuhan City. On 5 March, a
first case of COVID-19 with no travel history abroad was confirmed,
indicating the presence of local transmission. As of 27 September 2020,
49,242 cases of COVID-19 have been confirmed in the Philippines and 5,381
deaths. According to WHO, among the confirmed cases, 30,037 are male
(61%) and 19,205 are female (38%). The most affected age group is 25-29
(15.4%).

The COVID-19 pandemic was confirmed to have spread to the Province of


South Cotabato on March 29, 2020, when the first case of coronavirus
disease 2019 (COVID-19) was confirmed. The patient was confirmed in the
Municipality of Tboli and was officially recorded as the first case of South
Cotabato. Cases has been confirmed in all component local government units
of the province. As of September 25, 2020 there are a total of 223 Confirmed
COVID 19 Positive, from this number, 6 deaths and 133 recoveries were
recorded.

At this point, the impact of COVID-19 has become the utmost constraint of
education continuity. The Department must find ways for learning to
continue amidst the threat and uncertainties brought about by COVID-19,
while ensuring the health, safety, and well-being of all learners, teachers, and
personnel of the Department.

The DepEd Division of South Cotabato commits to strengthen its mandate to


support and capacitate schools and learning centers in ensuring education
resiliency and in complying with the standards of the new normal hence this
DepEd Division of South Cotabato Contingency Plan for COVID-19 was
crafted to efficiently and effectively address the challenges of COVID 19
impacts. It outlines the tools needed to mount a scale based office response.
This includes a strategic framework, which provides an integrated and
coordinated response for specific stages. The plan also details the roles and
responsibilities of relevant personnel and Functional Divisions.

II. OBJECTIVES

The goal of this contingency plan is to provide effective, efficient, timely and
well-coordinated response mechanisms in the event of COVID 19 outbreak or
surge in the locality and the Division of South Cotabato. Such mechanisms
shall help to protect lives, properties and the environment, and restore the
immediate needs of the personnel and operations of the office
This document was developed by the Education Support and Services Division-
Disaster Risk Reduction and Management.
This Contingency Plan aims to:
1. Set the response and rehabilitation or early recovery roles and functions of
the DepEd Division of South Cotabato and the affected and assisting Schools
for purposes of education continuity;

2. Ensure education continuity through K-12 curriculum adjustments,


alignment of learning materials, deployment of multiple learning delivery
modalities, provision of corresponding training for teachers and school
leaders, and proper orientation of parents or guardians of learners;

3. Establish the coordination and communication mechanisms among the


schools in the Division of South Cotabato;

4. Provide guidance for the continuing capacity building of DepEd Division of


South Cotabato and Schools;

5. Determine the preparedness and prevention and mitigation measures to


reduce the impacts of the COVID 19 Pandemic;

6. Support the identification of needed equipment and supplies to reduce the


impacts of the COVID 19 Pandemic;

7. Protect the health, safety, and well-being of learners, teachers and


personnel, and prevent the further transmission of COVID-19;

8. Facilitate the safe return of teaching and non-teaching personnel and


learners to workplaces and schools, taking into consideration the scenarios
projected by the DOH and the Inter-Agency Task Force for the Management
of Emerging Infectious Diseases in the Philippines (IATF), complemented by
other credible sources, and balanced with DepEd’s own risk assessments;

9. Be sensitive to equity considerations and concerns, and endeavor to address


them the best we can; and

10.Link and bridge the Contingency plan with DepEd’s LCP and to pivot to
quality and into the future of education, under the framework of Sulong
EduKalidad and Futures Thinking in Education.

V. Activation, Deactivation and non-activation of Contingency Plan

A. Activation - The contingency plan shall be activated and implemented based on


the risk situation of the covid-19 pandemic in South Cotabato having reference to
the DOH official declaration of Hotspot or outbreak or a surge in number of COVID
19 cases. The activation is in concomitance with the local IATF response.
Afterwards the SDS directs the District Supervisors and School Heads who shall
mobilize and implement necessary response and mitigation actions at the district
level down to the school level.
B. Deactivation-The contingency plan shall be deactivated once the situation has
improved and when heightened alert is no longer required. The recommendation for
deactivation shall emanate from the IC having recommended by the IATF/DOH.
Once deactivated, operation will still remain until such time that the IATF/DOH
will be back to “white alert” status or the new normal. At this point, the operation is
already terminated.
C. Non-activation – When the response and policies being implemented by the
PIATF/DOH is enough to contain the spread of the COVID 19 virus and that the
risk remains to be in control, the Contingency Plan will not be activated.

Task Force COVID-19 and as expressly provided in DepEd Order No.
14, s. 2020 titled Guidelines on the Required Health Standards in
Basic Education Offices and Schools and DTFC Memorandum No. 68,

General Objectives:

1. To provide effective, efficient, timely and coordinated response


needed to save
lives and alleviate suffering of the affected population;
2. To provide valid and reliable data needed in response; and
3. To establish effective and efficient communication flow.

Specific Objectives

ON COORDINATION
To establish a system that will harmonize all efforts of the Regional,
Schools Division Offices and Schools in the implementation of the
Contingency Plan.

ON ROLES
1. To identify the roles and functions of all DepEd Offices and Schools
involved in the
operation;
2. To define lines of authority and coordination for the different
offices; and
3. To ensure immediate and appropriate response and achieve
efficient and effective
delivery of emergency services.

ON RESOURCES
1. To ensure that incident resources (Manpower, Materials, Methods,
Machines, and money) are readily available at the occurrence of any
public health emergency; and
2. To predetermine availability of resource outside of the Local
Government organization.

ON POLICIES
1. Policies and guidelines stipulated in the COVID Response shall be
observed.
2. Disaster Communications protocol shall be observed by all
responding, assisting, and coordinating units including the media
practitioners.

3. All assisting and coordinating agencies shall use their respective


resources during response operation.
4. Persons with disability, children, pregnant women, lactating
mothers, and theelderly shall be given the priority in the response
operation.
5. Pre-emptive prevention and mitigation actions shall be conducted
to minimize the impact of the public health emergency to all DepEd
personnel at all levels.
6. Adoption of the alternative work arrangement in all offices are
encouraged to lessen the number of affected individuals.

DUTIES AND RESPONSIBILITIES:

- Provides technical assistance and approves plans and decisions for
COVID-19

supplies, general services, and other logistics necessary for
implementation such as disinfection supplies and equipment, service
vehicles, and the like

VII. COMMAND AND CONTROL


Features of Emergency Operations Center (EOC)
Schools Division of South Cotabato EOC is the repository of information and
main hub for coordination of the PDRRMC. It serves as the main
communication link for all responding units, receives emergency and non-
emergency calls, monitors the security and surveillance cameras city wide,
dispatches call to concerned responding unit, receives data and reports from
responding units.

5. SUPPLIES COMMITTEE

 Assist the DDRRMC chairperson with the procurement and distribution


ofrequired supplies and equipment.
 Identify where supplies may be found and arrange for pick up anddispersal.
 Act as designated receiver from all supplies and materials.

6. COMMUNICATION COMMITTEE

 Prepare the school communication plan and protocols.


 Maintain coordination with the PDRMC, MDRRMC, and
BDRRMCcommunication teams for regular updates of impending threats
andadvisories.
 Keep record of all communication and warning message.
 Act appropriately on all communication pertaining to disaster.
7. EARLY WARNING COMMITTEE

 Prepare the official school warning plan and system.


 Perform observations of potential hazards and monitors these conditions.

VIII. Timeline, Response and Early Recovery Measures


VIII.A DOH
The DOH during the 2nd Inter-Agency Task Force (IATF) Meeting for
the Management of Emerging Infectious Diseases convened last
January 31, 2020 reported the following actions taken:
 Command and Coordination: establishment of the Task Force
on the 2019-nCoV ARD; issuance of interim guidelines on the
2019-nCov ARD; daily consultations with the WHO; command
conferences and Task Force Meetings
 DOH discussed developments and next steps on the
management of 2019-nCoV ARD in the country in the Senate
and Cabinet meeting today. c. PUIs are currently admitted and
isolated. DOH implemented stricter infection control measures
in hospitals with PUIs. Also, DOH in coordination with Bureau
of Quarantine is conducting contact tracking of passengers
aboard the flights of the two positive cases.
 Public Health Measures and Surveillance: expanded temporary
travel ban on visitors to include mainland China and its Special
Administrative Regions – Hong Kong and Macao8; heightened
border screening through thermal scanning and health
declaration checklist; use of decision table in evaluating sick
passengers; triaging at the arrival area on sick passengers;
laboratory and hospital preparedness; establishment of the
2019-nCoV ARD surveillance with daily update releases.

Following the creation of a Task Force to manage DepEd's
response to the COVID-19 through Department Memorandum No. 11,
s. 2020, the Department issued the First Set of Policy Directives of the
DepEd Task Force (DM No. 15, s. 2020).
The Policy Directives provides, among others, measures for the
prevention and control of the COVID-19 in Basic Education Schools
and DepEd Offices; the formation/activation of DRRM Teams to
combat the virus; and safety precautions and protocols and reporting
templates. Prevention and control measures include placing travel
limitations and restrictions and the suspension of national and
regional activities and offcampus activities for February 2020.

VIII.E. Schools

Schools shall form and/or activate their Disaster Risk


Reduction and Management (DRRM) Teams, in accordance to DepEd
Order No. 21, s. 2015, to lead in the performance of the tasks, roles
and responsibilities enumerated below. The DRRM Team, for the
purpose of responding to the COVID-19, being a public health
concern, shall be led by School Health Personnel/School Head, and
supported by DRRM Coordinators.
Schools, through their respective DRRM Teams as lead, shall:
a. Coordinate with LGUs and Barangay Health Centers on matters
relating to 2019-nCoV ARD;
b. Disseminate accurate information to school personnel, learners,
and parents on the nature of the COVID-19, ways of transmission,
signs and symptoms, and precautionary and safety measures,
through orientations/meetings, information campaigns, posting of
IEC materials in strategic places in school and social media, and
other school activities, using the collaterals developed by the
DepEd Public Affairs Service accessible at
https://www.deped.gov.ph/stopncov, where videos and collaterals
released by the WHO and the DOH are also available for reference;
c. Ensure the conduct of daily group handwashing before the first
class in the morning and afternoon sessions and before going
home;
d. Intensify health education in the classroom, giving emphasis on
personal hygiene, including cough etiquette and proper use of
masks, consumption of safe and nutritious foods, and
environmental sanitation;
e. Ensure adequate supply of water and soap in schools, and hand
sanitizers and/or rubbing alcohol in the entrance of school gates
and offices;
f. Maintain the cleanliness of schools, including the regular
disinfection of doorknobs and handles;
g. Ensure that classrooms and offices are well-ventilated;
h. Ensure that food served in school canteens are thoroughly washed
and cooked;
i. Operationalize a Preventive Alert System in Schools;

j. For persons exhibiting respiratory infection, coordinate immediately


with the Division School Health Unit or the nearest health facility.
Provide appropriate mask and assist on the proper usage prior to
referral;
k. Coordinate with Division, LGU and health authorities for the
suspension of classes, if necessary. Non-essential travels of
learners and personnel during this period of suspension are
discouraged. Resumption of classes will follow the same
procedures; and,
l. Implement ADM of education in cases of class suspensions or the
quarantine of learners.
