1. INTRODUCTION
Unless otherwise expressly provided herein, the CONTRACTOR shall supply all supervision,
labour, equipment, tools, materials, transport, travel, accommodation, fuel and each and
every item of expense necessary to manufacture, deliver and test (Personal Lockers for Met
Team Fabrication), as per detailed fabrication drawings supplied by Kenmare (hereinafter
referred to as WORKS).
2. DESCRIPTION OF WORKS
The CONTRACTOR shall perform the WORKS described in clause 1 above, which shall include
but not be limited to:

2.1.6 Pre-Commissioning
The CONTRACTOR shall supply all labour and materials to pre-commission the work.
The CONTRACTOR shall allow access to and work closely with Kenmare pre-commissioning
team who shall witness the CONTRACTOR´s activities.
The CONTRACTOR shall prepare and submit to Kenmare for approval his pre-commissioning
procedure, activities and programme at least (indicate number of weeks) prior to the start of
pre-commissioning activities. The results of the CONTRACTOR’s pre-commissioning activities
The following performance criteria shall be guaranteed by the CONTRACTOR and shall be
checked during commissioning testing:
The CONTRACTOR shall supply all the supervisory manpower required to commission the
plant with the assistance of the Kenmare project, operating and maintenance personnel. He
shall also maintain a supervisory and labour workforce of trades’ personnel to repair faulty
equipment or adjust plant design during the commissioning period.
A Taking over (Handover) Certificate shall be issued for the Works or part thereof on the
successful completion of the performance testing as described above. This will determine
the start of the warranty period.
2.1.8.1 General
The CONTRACTOR shall prepare training manuals and shall provide training of Kenmare
personnel for the operation and maintenance of the new asset/plant.
The training tools shall be developed by the CONTRACTOR from the documents prepared for
the project such as:
Flow sheets
Drawings
Manuals - both operational and maintenance
Functional analysis
Software programmes.
The CONTRACTOR shall supply a comprehensive spare parts manual and a recommendation
of spares to be carried for two (2) years of operation.
The CONTRACTOR shall supply all commissioning spare parts unless otherwise stated. Other
spares i.e. consumable parts and wearing parts shall be excluded.
2.1.10 General
All works on site that can impact on normal plant production is to take place during planned
maintenance shutdowns and must not impact on ensuring plant start-up.
Shutdowns take place every (Can be done on the run). Longer shutdowns may be arranged
on a case by case basis with careful planning with the Plant.
All other work that does not impact on normal plant production is to take place between
07h00 and 17h00 during weekdays only and between 07h00 and 12h00 on Saturdays.
The CONTRACTOR shall perform the works in strict accordance with the drawings and other
documents listed below:
3.2 SPECIFICATIONS
The CONTRACTOR shall perform the works in strict accordance with the specifications and
other documents listed below:
All design, procedures, materials, tests and analysis shall be in accordance with the latest
editions of National and International codes, standards and specifications, including all
amendments and revisions, all relevant Kenmare Standard Operating Procedures and best
engineering practice.
All works shall comply with the State of Mozambique General Regulations on Occupational
Health and Safety in Industrial Premises, Statute No 48/73 and both the South African
Occupational Health and Safety Act No. 85 of 1993 and Mine Health and Safety Act No. 29
of 1996, and all amendments thereafter.
The CONTRACTOR must strictly follow the applicable Legal Legislations in Health and Safety,
Employee contracting, Labour, Immigration and other related Legislation.
4. SITE CONDITIONS
Kenmare Moma Sands is situated in the Northern part of Mozambique at the coast next
to Topuito. Nampula is the largest city in the region and is situated approximately 150
km North of Topuito.
Kenmare site is situated at: Latitude - 160 33’ 02.52’’ S, Longitude - 39° 37’ 14.04’’ E
Road between Nampula and the mine is a dirt road and not in a good condition. Average
5-6hrs travel by LDV between site and Nampula
Ambient temperatures are generally hot and humid during summer months. Malaria is
prevalent in this area.
Accommodation (with 3 meals per day), laundry services and a tuck shop (with basic
supplies) are available onsite at a cost.
Kenmare operates two flights per week to/from site with limited seats and with 12,5kg
weight limits per pax associated to luggage and personal items. Commercial flights to
Nampula are also available.
Safety, productivity and quality is of utmost importance for this project. Therefore, it is
important to ensure that all personnel offered to assist with this project is properly
skilled and experienced.
Prior mobilizing project personnel to site, the CONTRACTOR shall ensure that medical
examinations to Kenmare´s standard are conducted for every team member and sent to
site for approval. Also, the CONTRACTOR shall ensure its personnel attend to exit
medical examinations onsite before final departure (at the end of project site works).
“Fit for Work” (FFW) certificate will be required for each person and includes the
following:
Audiometry exam
Spirometry test
Vision tests
Chest X-Ray
Detailed occupational health medical questionnaire
Blood tests, urine tests, and drug tests, where applicable
All CONTRACTOR´S employees (including casual labour and sub-contractors) who will
require access to site must attend a 2-days safety induction course before being allowed
to site.
Before commencement of any site work, the CONTRACTOR shall submit its SHE Plan for
Kenmare approval and shall ensure that his personnel are issued with the required
Personal Protective Clothing/Equipment (PPC/E).
The CONTRACTOR shall be aware of and abide by the requirements as set out in the
standards, specifications and drawings. No deviation from the standards, specifications
or drawings will be allowed, unless approved by Kenmare in writing.
Access, Hot Work and Confined Space Permits will be issued daily prior to commencing
any work.
The CONTRACTOR shall ensure that their personnel are supervised full-time to ensure
that there are no safety violations or transgressions issues.
Kenmare’s safety rules and regulations apply full time on site. For more detail, refer to
procedure SOP-0029 Contractors Management Procedure
The attached rate card will be used when submitting quotations for all Engineering projects
by Kenmare during the term of the Engineering Services Agreement.
When Submitting quotations, using the Rate Card the following information will be included:
Material costs must be submitted attaching the material costs (with no mark-up).
Lead times must clearly indicate material delivery lead time, service starting date and
completion date.
Travel to and from site (where applicable), accommodation (where applicable), food,
travel on site, transportation on site, material costs and transportation to site (where
applicable).
When submitting the invoice, and in order for Kenmare to reimburse the travel,
accommodation and food costs, copies of the proof of such expenses must be submitted
separately from the Rates.
Requirements for Purchase Order variations costs must be signed off by the Requestor a
separate Variation Purchase Order will be created based on a new quotation which
refers to the existing Purchase Order.
Prices should be broken down in sufficient detail to form a clear understanding of the
cost structure.
Foreign contractors work on site (labour cost only) will invite withholding tax (WHT) of
approximately 20% and needs to reflect on quotations. Contact the commercial liaison
to determine more information if required.
The supplier must always refer to the agreed rate card prices & submit the quotation in
Meticais (preferred) using the agreed prevailing exchange of the month. The currency of the
Request for Quotation, Purchase Order and Invoice will be preferred in Meticais, unless
arrangements to an agreed foreign currency is achieved with the commercial liaison.
8. PERFORMANCE SCHEDULE
Before COMMENCEMENT with the WORKS, the CONTRACTOR shall submit a schedule that
must be approved by Kenmare Engineer. No changes on the approved schedule will be
permitted without the consent of the Engineer or his nominated representative.
The performance schedule shall make provision for but not be limited to the following:
The CONTRACTOR must acquaint itself with the warranties as specified in the Kenmare
General Terms and Conditions for rendering services, which shall be the minimum warranty
acceptable to Kenmare.
The CONTRACTOR shall submit reports and schedules as requested by the Kenmare Engineer
or his nominated representative, which may include the following but not be limited to:
Progress report
Quality control plans
Critical path schedule
Daily report
Monthly report
