1.0 TUJUAN 1.0 PURPOSE

4.0 PRINSIP DASAR, PERAN DAN TANGGUNG JAWAB 4.0 BASIC PRINCIPLE, ROLE AND RESPONSIBILITY

Semua pemegang Kimper / pengemudi bertanggung jawab pada:
 Memastikan untuk mematuhi semua peraturan lalu-lintas di
dalam tambang,
 Melaksanakan praktek yang benar dari persyaratan
prosedur ini untuk standar operasi yang aman.
 Laporkan setiap kerusakan dari truk kepada pengawas
untuk meminta perbaikan dan perawatan segera.
All coal haul trucks drivers is responsible for:
 Ensuring to obey all traffic road regulation of mining
road access,
 Implement proper practicing of this procedure
requirement for safe operation standard.
 Report any defects of truck to supervisor for
immediate repairing and maintaining.

5.0 PROSEDUR 5.0 PROCEDURE

5.1 Pelaksanaan Secara Umum 5.1 General Practicing

 Tidak diperkenankan membawa unit bila dalam keadaan
mabuk atau tidak sehat secara fisik.
 Untuk mengoperasikan unit, semua pengemudi BIB dan
kontraktor harus memiliki Kimper yang sesuai.
 Semua kendaraan dan alat berat harus dilengkapi dengan
kelengkapan keselamatan dan penunjang operasional.
5.2 Rambu-rambu
 Drunk, intoxicated (with any type of drugs or
chemical) or physically unfit persons are prohibited
to drive.
 All BIB drivers and contractors must have a relevant
site Kimper.
 All vehicles and heavy equipment must be equipped
with safety equipment and other operational
support.

Semua penunjuk rambu-rambu yang ada harus mengacu pada 5.2 Signals
peraturan pemerintah dan standar PT. BIB.
All signals indicator are referred under the government
5.3 Peraturan Berkendaraan di Jalan regulations and BIB standard.

 Coal Haulers (unit yang membawa batubara) dapat
overtake (menyalip) kendaraan yang lain bila situasinya
benar-benar aman.
 Coal Haulers harus dilengkapi dengan radio komunikasi
 Kendaraan biasa yang ingin menyalip Coal Hauler, hanya
dilakukan bila situasinya benar-benar aman dan
memungkinkan.
 Semua kendaraan harus berjalan di lajur kiri kecuali ada
instruksi yang terpasang atau ketika akan menyalip
kendaraan lain.
 Kendaraan yang berjalan dengan kecepatan di bawah 30
5.3 Driving Regulation on Road
 Coal Haulers can overtake other vehicles, when
safe to do so.
 Coal Haulers must be equipped with communication
radio.
 Regular vehicles requiring to overtake the Coal
Hauler , must do so only when it is safe to do so
 All vehicles must drive on left-hand side of the road
except otherwise posted or when overtaking
vehicles.

 Coal Haulers harus menyalakan lampu utama selama
dalam perjalanan
 Coal Hauler harus menjaga jarak paling tidak 100 m dari
kendaraan yang sebelumnya di antrian yang panjang.
Pengecualian dapat diberikan misalnya di tempat-tempat
tertentu seperti area ramai public.
 Tidak seorangpun yang bukan terdaftar sebagai pekerja
boleh berada didalam kabin truck yang sedang
dioperasikan.
5.4 Persyaratan Kendaraan yang Rusak, Perbaikan dan
Bantuan
 Kendaraan yang memerlukan bantuan harus berhenti atau
diparkir di tepi lajur kiri dan harus memberikan tanda dan
menempatkan safety cones atau segitiga.
 Kendaraan yang bisa berakibat masalah bagi pengguna
jalan yang lain harus berhenti di jalurnya sendiri dan
memasangkan tanda safety cone paling tidak 50 m di
depan dan di belakang.
5.5 Batas Kecepatan
 Disepanjang hauling road batas kecepatan maksimum ialah
70 KMH
 Memasuki wilayah Port, batas kecepatan max 40 Km/jam
 Disepanjang jalan Coal Hauling, batas kecepatan
maksimum 70 KMH dan minimum 40 KMH sesuai kondisi
jalan. Batas kecepatan ditentukan oleh kondisi.
5.6 Pengemudi yang Berwenang
Hanya orang-orang berikut yang diijinkan untuk mengoperasikan
truk:
 Operator resmi – harus memiliki Kimper yang valid sesuai
unit yang dibawanya.
 Driver / operator dalam program training (tapi harus
ditemani oleh trainer)
 Hanya orang-orang tertentu yang diijinkan berada dalam
kabin bersama operator:
1. Trainer resmi
2. Assesor resmi
3. Supervisors
4. Karyawan lain yang diberi wewenang
5.7 Peraturan BIB
 Semua unit harus dilengkapi dengan rotary lamp yang
berkelap-kelip dan lampu depan harus selalu menyala bila
unit dioperasikan baik siang maupun malam.
 Jangan berhenti disepanjang hauling road untuk alasan
apapun kecuali unit yang dioperasikan mengalami

 Vehicles driving under 30 KMPH must blink lights for
warning.
 Coal Haulers must keep the head lights on all the
time.
 Coal Hauler must keep distance at least 100 m from
the preceding truck in long strike. Exception may be
allowed in some designated area such as public
crowded area.
 No person that is not registered as employee can
ride in the cabin of a truck when being operated
5.4 Requirement of Vehicle Break Down, Repairs
and Assistance
 Vehicles requiring help or assistance must stop or
park at the extreme of the left hand side of the road
and must give a signal and set out warning cones or
triangles.
 Troublesome vehicles must park at his own driving
side of the road and set up traffic cones at least 50
m forward and backward.
5.5 Speed Limit
 Maximum speed limit shall be 70 KMH for all hauling
road
 Entering a Port is allowed speed about max 40 KMH.
 On Coal Hauling road speed limit shall be maximum
70 KMH and minimum shall be 40 kmh on directed
with the road condition. The speed limit is dictated
by the road condition.
5.6 Authorized Driver
Only the following persons are allowed to operate the
trucks:
 Certified Operators - must have current valid
SIMPER for the machine being operated
 Trainee drivers (only when accompanied by a
certified trainer)
 Only the designated persons are allowed to ride in
the cabin with the operator such as:
1. Certified trainers
2. Certified assessors
3. Supervisors
4. Other authorized employees
5.7 BIB Regulation
 All units must have flashing rotary lamp and driving
lights must be on during the day and night.
 Do not stop anywhere along the Coal hauling road
for any reason except unit is in trouble / breakdown.
 Specifically for OHT & ADT, do not turn off the

5.8 Kelelahan Pengemudi
Kelelahan pengemudi adalah resiko terbesar dalam operasional
Coal Hauling. Untuk memperkecil resiko karena kelelahan ini maka
semua pengemudi diwajibkan untuk mengisi laporan jam tidur di
awal shift, isilah laporan jumlah jam tidur harian yang menunjukkan
informasi berapa jam tidur yang telah dimiliki dalam kurun waktu 24
jam terakhir.
Beritahukan kepada pengawas bila ada pengemudi yang sedang
dalam pengobatan (habis meminum obat) yang dapat
menyebabkan rasa kantuk
Apabila selama waktu kerja ada seorang driver (pengemudi) yang
merasa lelah / kecapekan, mereka harus memberi informasi pada
pengawasnya dengan segera dan mencari penggantinya.
Di akhir masing-masing trip, driver harus melaporkan pada leading
hand apakah secara fisik mereka mampu untuk trip yang
berikutnya.
Driver fatigue is a major risk of the coal hauling operations.
In order to minimise the risk of driver fatigue all drivers are
required to fill in the start of shift daily to indicate the sleep
hours report of driver in previous 24 hours.
Inform the Supervisor if they are taking any medication that
can cause drowsiness
If at any time during the work shift a driver feels fatigued
they are to immediately inform the Supervisor who will
arrange a replacement driver
At the end of each trip the driver must report to the leading
hand indicate whether they are physically able to make
another trip
