Background
This report details the mapping of the agricultural land, the analysis of its features and the identification of its
investment potential. The subject agricultural property in this document is Lot No. 1839, PLS‐667 in Pangalaycayan,
Municipality of Bindoy, Province of Negros Oriental with a total land area of 16,201 sq. m. It is approximately 70 km
from Dumaguete City.

The owner of the subject site was granted with Certificate of Land Ownership Award No. 00049525 by the Department
of Agrarian Reform in 1992.
In order to determine the investment potential of the land, the analysis has been undertaken through the following
process:
1. Identification of the land location through mapping.
2. Site Analysis (Study of existing features of the land).
3. Analysis of investment potential of the land.
Land Mapping
1. Identification of the Land Location Through Mapping
Since mapsys.ph is unavailable as a domain, the online mapping software of National Mapping and Resource
Information Authority (NAMRIA) is the best option to plot the land based on the georeference plot coordinates stated
in the Title Deed. There are two online apps from NAMRIA are used: one is the Philippine Geoportal
(http://www.geoportal.gov.ph/viewer/) and the other one is TD Plotter (http://www.geoportal.gov.ph/apps/td‐
plotter/). These have separate functions but the selection of base maps is similar. Native data set is based on Esri
ArcGIS.
As a start, the control point of survey in Bindoy was determined. Based on the date that the survey was made which
is in 1960, the datum that was used was Luzon Datum of 1991. The datum was updated into PRS 1992 and later on
into WGS ‘84/UTM Zone 51N. WGS 84 is the current datum system that is internationally used. NAMRIA’s geodetic

2. Plotting the Land Coordinates
Using the technical description of the land in CLOA, the distance of the land from the reference coordinates was
determined. The latitude and the longitude points were encoded and this is the main feature of the TD Plotter app
by NAMRIA.

NAMRIA is aware that there are discrepancies between their maps and other maps as shown in notification below.
Hence, the plot coordinates were checked against Google Earth and AutoCAD Geolocation and both of them
generate the same limits, which most likely conform with the shapes of the existing site and surrounding conditions,
The maximum enlargement of NAMRIA’s map is also limited and it does not detect very small variance. If plotted
using the Autodesk AutoCAD software, it results to the detection of approximately 3cm. Other agricultural
properties were analyzed and in comparison, this land has better accuracy than the others. Hence, it is important to
look into the date of survey and conduct resurvey lands noting that the methods used before are inaccurate. GIS,
AutoCAD, MicroStation and other software can now detect inaccuracies.

Discrepancy Between First and Last Points
Analysis of Existing Features
Bindoy is a 3rd class municipality and data sources are very limited. Several maps were analyzed including ArcGIS
data, NAMRIA maps which contain the national government map layers and records from Negros Oriental
government sites and other sources. Below are the findings about the locality and the subject site.

Investment Potentials
Based on the above assessments, agriculture is still the highest and best use of the land primarily due to the
following:
1. Surrounding land uses are still agricultural lands. Land uses for the municipality of Bindoy are not yet fixed.
2. The subject site was granted to the owner as CLOA.
3. Development are on the highway at lowlands.
4. Road access is a constraint.
5. Land is still huge, suitable for agricultural crops and livestock raising.
6. Primary means of living of locals are fishing and farming. There is labor supply and since it is a 3rd class
municipality, there is a need for employment.
7. Utilities infrastructure are unavailable.
The Site (View Towards North)
The investment potential is still the selling of agricultural products. The most suitable type of agriculture are live
crop planting/production.

Based on the soil series classified by Philippine Rice Research Institute, La Castellana soil present the following
limitations in crop production and requires further management.
Bananas and coconut are proven to thrive in the land. Although there is a lack of planting, these can be considered as
primary products. It is recommended for products without the intense need for irrigation.
Due to the size of the land, it is also suitable for pasture and livestock raising. As specified in NAMRIA map, the current
land cover of the site is wooded grassland. Due to the site location, it could present no constraints to the neighborhood
in terms of odor.
