UNDERSTANDING THE BACKBONE OF THE POLICE SERVICE


(PATROL, TRAFFIC, AND INVESTIGATON) IN THE PRESINCT SETTING

Last October 13, 2021 in time of 9am to 12pm conducted last Wednesday we
have a virtual meeting via zoom, which has a lot of students audience from
USST and TSU College of Criminal Justice Education. Our guest speaker Mr.
Kerwin Bartome is a Crtified Security Trainer, BS Crim at PCCR, Clerk at
Law Enforcement, UN Service Medal, Police LT, and Best Police Non
commissioned officer year 2008
and he discuss the backbone of police service (Patrol, Traffic, and
Investigation) in the presinct setting.

First he discuss Patrol an expedition to keep watch over an area, especially by


guards or police walking or driving around at regular intervals. Then the
Patrolman a police officer assigned to a beat. Then the Patrol Operations like
basic police function, backbone of policing, deny opportunities to commit
crimes, responding to calls for assistance and intervention, and establishment of
community partnerships and are conducted daily in the patrol sectors/beats.
And the functions of patrol are first Deterring Crime, Enhance Feelings of
Public Safety, and Make officers available for public safety. And he also
discuss the Discretionary Arrest is an authority conferred by law to act in
certain conditions or situations in accordance with officials own considered
judgement and conscience. This following you should considered, first is the
seriousness of the crime, second is the behavior of the subject and last is the

drawn vehicles. Then the enforcement is the action taken by the police such as
arresting, issuing traffic citation ticket, and giving of warning to the erring
drivers for the purpose of deterring. Then the last one he discuss is the
Investigations is the step by step patient inquiry or observation, to trace or track
mentally; to search into; to examine and inquire into with care and accuracy.
And the goals of criminal investigation are to determined if a crime has been
committed, also the successful investigation is the logical sequence is followed.
