INTRODUCTION
On the 5th day of May 2020, Department of Education (DepEd) release an official statement, stating
that the school year 2020-2021 will continue despite the current public health crisis. In the middle of
COVID-19 pandemic, DepEd find the Learning Continuity Plan (LCP) as the major approach in pursuing
the continuation of education while ensuring the health and safety of the learners and teachers. LCP
includes the key features in K-12 curriculum adjustments such as the production of learning materials,
various modalities of delivery, and training for home-schooling for both parent/guardian and teacher.
(DepEd, 2020) Furthermore, the Commission on Higher Education (CHED) suggested to strengthen the
online platforms and blended learning. (CHED, 2020) In addition to this, the report of Akamai (2017)
states that Philippines has the lowest ranking in Asia when it comes to the internet connectivity.
Dr. Sufiana Khatoon Malik (2015) conducted a research about the different Strategies in Maintaining
Quality in Distance Higher Education. The study focuses on suggesting strategies in providing students a
quality education in terms of distance education programs. Having the related study, this research will

focus on the Effectiveness of Modern Learning System in Providing Quality Education to students. The
study will provide a knowledge focused on the Effects of Modern Learning System to students.
This study aims to find and demonstrate facts to the effectiveness of modern learning system in providing
quality education to senior high-school students. More specifically it seeks to determine the answers of
the following questions:
1. What ways of the modern learning system are appropriate to help the increase of its effectivity?
2. How does the “new normal” take in our educational system and its effects to the students?
3. How effective do modern learning systems are in terms of providing quality education?
During this pandemic, online education is at the forefront of the corona virus disease (COVID19)
outbreak. Many schools in the Philippines are struggling to set up online learning facilities, although some
have already completed the move from face-to - face delivery to 100 % online education or e-learning.
Also, our Senior High School curriculum will be 100% provided online today. (Informatics, 2020) Higher
Education Institutions (HEIs) in Metro Manila are switching to online classes to reduce educational
disruption due to class suspensions brought by the disease outbreak (COVID-19). (Malipot, M. H. & San
Juan, A., 2020) Students can use any electronic device to study, listen and watch lectures, practice in
virtual laboratories, take exams, and get certificates.
Online Classes
According to Cassens, T. S., 2020, in meeting the curricular needs of students, online classes are as
successful as face-to - face classes. For the pass / fail comparisons or in faculty decisions for contact with
students, no major differences were observed. Objective tests, however, have shown that students in
online classes have attained increasing numbers of A and F grades. Hence, proceeding with the online
class is not a problem in terms of providing quality education.
As stated by San Luis, G., 2020, most contemporary approaches to the use of software technologies are
merged under a broad term widely referred to as "e-learning." Many do have the impression about dull
and futile online learning, but it may often be engaging and results oriented. To gain teaching success,
technology is a great enabler. How the teaching is structured, however, makes the difference in learning
performance, which is the main priority. What this implies is whether you prefer a face-to - face training
course or an online training course depending on the learner's circumstance and needs. That being so, a
good quality education can be provided by modern learning systems depending on how schools
implemented it and what are the students’ needs.
Based on the study of Bergstrand, K. & Savage, S. V., 2013, students feel that they have learned less in
online courses, assume that in in-class courses they are handled with greater regard, and rate online
courses less than in-class ones. Findings also show that the detrimental consequences of teaching online
are not universal for educators, as the shift to online courses generally results in improved ratings for
teachers who usually perform poorly in the classroom. Thus, modern learning systems can only be
effective if the educators or students have the capacity to cope up with the new normal.
Based on the study of Marcial, D., Caballero,R., Rendal, J., & Patrimonio, G., 2015, the cost and access
to the Internet and technological challenges are serious obstacles to opening online learning, although
social media remains something of a barrier. It is concluded that the priority factors of online learning are
infrastructure and technological functionality. For that reason, the effectiveness of modern learning
systems depends on the internet stability of the users.

According to Carvajal, A. L., 2013, using learning management systems (LMS), such as Yahoo Groups
(YG), helps to enhance student participation outside the face-to - face class atmosphere in cooperation
and research. An LMS has two functions: as a shared entry point where students and teachers have
access to a dedicated digital community, and as a networking tool. Yahoo Organizations will make a
significant contribution to the quality of teaching and learning by providing additional online instruction
through a cost-effective and highly open mechanism. Therefore, learning management systems can
provide an effective learning environment to students.
Ubando, a student, said, “We were given online worksheets that had to be sent once a week, and for both
teachers and learners, the setup was simple. We would all have failed to deal with the situation if it
weren't for the initiative.” (Vasquez, D. C., 2020). For that, an online class/modern learning system can
be considered as an effective alternative learning tool.
According to Shishakly, R., 2016, Moodle is an instrument used for handling and assimilating their
learning patterns and promoting communication. Moodle promotes student learning and describes the
desired learning elements that Moodle offers for students to find compelling. Moodle was capable of
handling, support and enable access to a variety features of the Moodle. Thus, modern learning systems
used by Emilio Aguinaldo College – Cavite can provide the needed quality education for the students,
despite of its downs.

There are many different ways a student can study and learn. It is said here that this guide expounds the
frequently use techniques and how a student can enhance this techniques to increase their learning
capabilities. (Taylor, D., 2013)
This study or theory can make our knowledge broader on how we can use new techniques, styles, and
even technology to learn. In the current situation we're in and the modern learning system we use, this
can be used as a guide to know how techniques can help expand our knowledge.
Definition of Terms
Online class - class that is generally conducted through an online learning management system.
New Normal - a state to a country, economy or society to settle a following crisis.
Pandemic - an outbreak of a disease or a virus that occurs through a wide area.
Quality Education – provides the outcome needed for individuals, community and societies.
COVID 19 - an infectious virus from Wuhan, China that easily spread throughout the world from
the end of 2019 up to present
Implementation –this is a process of making something active or effective.
Scope and Limitation
This part of the study points out the coverage of the research topic, as well as the limitations what the
researchers will not focus on. It helps the research to be more certain and specific. The purpose of this
study is to give boundaries to the research.
This study focuses on the effectiveness of modern learning system in providing quality education for the
Senior High School Students. The selected participants of this study are the Senior High-school Student
and the research will be conducted through online at Emilio Aquinaldo College – Cavite since there’s a
pandemic. As for the data gathering tool which is survey, it will serve as a proof that can guarantees an
exact sample to gathered data. The extent of the study is from September 2020 to June 2021.

The figure above shows the conceptual framework of this study. The effectiveness of modern learning
system will be test through surveys and online data gatherings to present if it is effective or not.
